Abstract

Artikel ini menganalisis prospek hubungan bilateral antara Indonesia, dan Australia pada masa kepemimpinan Presiden Prabowo Subianto dan Perdana Menteri Anthony Albanese. Memanfaatkan teori pluralisme liberal, konsep middle powers, artikel ini menyoroti tiga ranah utama yang berpotensi mempererat kerja sama kedua negara, yakni ekonomi, keamanan, dan opini publik. Perjanjian Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) menjadi bentuk pendekatan pluralisme liberal yang mendukung partisipasi berbagai aktor dalam memperkuat hubungan ekonomi bilateral. Di bidang keamanan, status sebagai middle powers memungkinkan Indonesia dan Australia untuk memainkan peran signifikan dalam menjaga stabilitas kawasan Indo-Pasifik melalui diplomasi multilateral meskipun masing-masing negara memiliki pendekatan yang berbeda dalam menyikapi dinamika geopolitik. Opini publik turut memengaruhi hubungan kedua negara. Melalui upaya peningkatan pemahaman publik dan penurunan stereotip negatif, hubungan Indonesia dan Australia berpotensi lebih kuat dan stabil pada masa mendatang. Kesimpulan menunjukkan bahwa melalui komitmen ekonomi, kemitraan strategis dalam keamanan, serta dukungan publik, kedua negara memiliki landasan kokoh untuk membangun hubungan bilateral yang saling menguntungkan.

Abstract

China, as a developed country, has established bilateral cooperation with Brazil through investment in the Belo Monte project. This journal article further discusses the effectiveness of the Belo Monte project, a collaboration between China and Brazil. Based on constructivist theory, this cooperation is not only based on the interests of both countries, but also involves the implementation of rules and norms that recognize issues such as violence, conflict, and racial issues. The assessment of the Belo Monte project, which follows the criteria of the World Bank Group covering aspects such as wages, work duration, contract clarity, workload, and worker safety, shows that the Belo Monte project has succeeded in managing the aspects provided by the World Bank Group. The Belo Monte project through constructivist theory is considered quite effective and is able to fulfill and protect the human rights of individuals involved in the project and is in line with the principles of constructivism applied in bilateral cooperation between China and Brazil. Abstract

The research aims to analyze the cyber threats faced by Indonesia and the issues in them. To achieve this goal, this research explores the Indonesian government's view of cyber security as a non-traditional security threat and the Indonesian government's approach to dealing with cyber threats. It examines the extent to which securitization is carried out by various actors representing the Indonesian government. This research uses a qualitative method with an analytical descriptive form that utilizes direct and indirect sources such as interviews with several informants, literature studies, and documentation studies. This research used a non-traditional security approach, including the securitization theory related to cybersecurity. The finding of this paper suggests that The Ministry of Defense of Indonesia as a state institution did securitization that focuses on the idea of military involvement in securing cyberspace by increasing the current level of cyber technology has been accompanied by an increase in the vulnerability of cybercrime and cyber-attacks both in quality and quantity. The Ministry of Defense formed COC (Cyber Operation Center) as the frontline. It formed the cyber army to strengthen the defense and attack the cyber threat in the Ministry of Defense’s area. Abstract

This research aims to analyze the Philippines' failure in tackling terrorism based on the ASEAN Political-Security Community (APSC) Blueprint mechanism. This research uses a descriptive-qualitative approach to describe facts, characteristics of subjects and objects precisely, also uses data collection techniques through literature review by collecting secondary data. The results show that although the Philippines has ratified the ASEAN Convention on Counter Terrorism (ACCT) in 2010, it still relies on a militaristic approach in dealing with the Abu Sayyaf group in Mindanao, which is contrary to the APSC framework that emphasizes a comprehensive security approach. Moreover, based on adherence theory and constructivism paradigm, the Philippines shows its identity incompatibility with the ASEAN framework, as its priority on counterterrorism relies on a militaristic rather than comprehensive approach. Therefore, the case indicates ASEAN's ineffectiveness in ensuring the level of adherence of member states to implement the agreed regional counter-terrorism mechanism. Abstract

This study aims to analyze the efforts of the Embassy of the Republic of Indonesia Kuala Lumpur in Improving Access to Basic Education for Children of Indonesia Migrant Workers through the Sanggar Bimbingan Program. In this study, the researcher tries to analyze what efforts are made by the Embassy of the Republic of Indonesia Kuala Lumpur in improving access to education for children of Indonesia migrant workers and the results of these activities for the national interest of Indonesia. The research method used in this study is a qualitative method. In collecting the data, the researcher conducted literature studies, online searches, field observations, and interviews. As for the analysis technique, the researcher uses data redaction techniques. The results of this study explain that the Embassy of the Republic of Indonesia in improving access to basic education for children of Indonesia migrant workers through the Guidance Studio Program, will provide good benefits and results for the national interests of Indonesia, and the Indonesian government can also carry out obligations in the law for the fulfillment of children's rights, especially in the area of education. Abstract

This article aims to analyse the implementation of Indonesia's cultural diplomacy through educational cooperation towards South Korea in 2021-2023. This research outlines Indonesia's cultural diplomacy efforts through educational cooperation towards South Korea, such as cultural activities in overseas educational institutions, Indonesian language courses/classes, scholarships, and student exchanges. In addition, it also describes the constraints and opportunities, as well as the results of Indonesia's cultural diplomacy through educational cooperation towards South Korea. The researcher used a qualitative approach, with data collected from various sources, including literature studies and interviews. The results of this study show that there is an increase in the interest of students and the South Korean community in knowing Indonesian culture as seen from the achievements of the programmes that have been implemented. However, there are still obstacles, especially in terms of funding and limited human resources and promotion. Therefore, to maximise this effort, collaboration from various parties is needed. This article is expected to be a reference for further research and comparison material for students who want to develop research in the same field. Abstract

The Cool Japan strategy is a strategy or initiative undertaken by the Japanese government to promote Japan through its culture and creative industries, to enhance the positive image and brand of Japan in the eyes of the international community. Cultural diplomacy by Japanese in Indonesia through the Cool Japan strategy is an effort by Japan to support national interests, by promoting the characteristics and uniqueness of the Japanese through culture. This research aims to analyze Japan's cultural diplomacy efforts through the Cool Japan strategy in Indonesia to support Japan in achieving their national interests. The method used in this research is descriptive qualitative, where in the process of collecting data obtained through primary data, which is interviews, and through secondary data, through previous scientific research. The result of the research is that Japanese cultural diplomacy through the Cool Japan strategy has succeeded in presenting Japanese culture in Indonesia, so that it can support Japan in their national interests, namely nation branding, as well as increasing the value of creative industry exports, and promoting Japanese culture. In addition, the Cool Japan strategy has also played a role in strengthening friendly relations between Japan and Indonesia through cultural exchanges. Abstract

As a key cooperation partner of the Republic of Korea, Indonesia has long been a target of Korean Official Development Assistance (ODA) projects. Aligning with West Java's long-term plan to develop Bandung Green Smart City, Chungcheongnam-do, a province in Korea; through the Chungnam Center for Creative Economy and Innovation (CCEI), offered grant assistance to develop electric public transportation infrastructure through a knowledge-sharing-based ODA scheme. As a response, a series of prolonged diplomatic agendas were carried out to maximize the interests of each party. Based on qualitative research design, this article reveals the strategic maneuvers of the West Java Government's paradiplomacy in the project by examining paradiplomacy approaches, such as dialogue, negotiation, compromise, and lobbying, which can be identified through various cooperation agendas, especially meetings, field visits, and working groups. It is concluded that the paradiplomacy agenda is dominated by the West Java Provincial Government, emphasizing a peaceful approach and collaborative strategies with mutual respect for common interests, resulting in diplomatic outputs that primarily include regional economic acceleration. The presence of this article complements the literature on regional paradiplomacy in Indonesia to be further studied through ODA projects, thus initiating a more specific exploration of discussions beyond just twin cities. Abstract

The liberal international order was initially established by European powers in the 19th century and further developed by the United States after World War II, the deadliest conflict in human history. This concept refers to a rules-based system designed to govern international relations and legitimize American hegemony. However, this order began to shake after Donald Trump occupied the White House. Trump withdrew America's full involvement in international affairs, considering them misaligned with national interests. His administration withdrew from several UN organizations, including the Human Rights Council, UNESCO, UNRWA, and WHO. Additionally, he pulled the U.S. out of the Paris Agreement on Climate Change and halted all foreign aid. He initiated a tariff war against multiple countries, which significantly undermined the liberal international order. This shift has given rise to what Amitav Acharya describes as a multiplex world order. This article will explore the multiplex world order and discuss how the Prabowo government should respond through Indonesia's foreign policy. To achieve this research objective, a qualitative research method is employed. This approach allows the author to collect, analyze, and interpret non-numerical data, facilitating a deeper understanding of the core aspects of this article's research. Abstract

This research aims to analyze the projection of normalization between Saudi Arabia and Israel and its implications for the Palestinian struggle. The tendency toward normalization between the two states has gradually developed since the late 1960s, illustrating how domestic political and security dynamics can reshape Saudi Arabia’s policies, norms, and national identity. The study employs a qualitative research method with a case study approach. Data collection is conducted through library research, drawing from books, e-books, journal articles, and relevant news sources. The findings suggest a significant potential for the establishment of normalized relations between Saudi Arabia and Israel, driven primarily by shared national interests. Furthermore, such normalization is likely to have a profound impact on Palestine, particularly on the ongoing struggle for independence.
