Abstract

The digitalization of regional financial governance in Indonesia requires local governments to adopt integrated information systems to enhance transparency and accountability. Minister of Home Affairs Regulation No. 70 of 2019 mandates the Regional Government Information System (SIPD) as a unified platform for regional financial management. However, its implementation at technically complex agencies, such as the Banten Province Public Works and Spatial Planning Agency (DPUPR), still faces significant challenges. This study evaluates SIPD implementation using the CIPP (Context, Input, Process, Product) model through a qualitative descriptive-evaluative approach involving interviews, observations, and document analysis. The findings show that SIPD is contextually well-aligned with regulatory requirements and organizational needs. Nevertheless, limitations persist in human resource capacity, IT infrastructure, system stability, and user competency distribution. Despite these challenges, SIPD has improved data consistency, reporting efficiency, and audit trails. The study concludes that institutional readiness and organizational adaptability are more critical to SIPD success than technological factors alone, highlighting the need for capacity building, infrastructure improvement, and strengthened inter-unit coordination.

Abstract

This study analyzes the implementation of collaborative governance in the operation of the One Data Indonesia (SDI) Forum of South Kalimantan Province using the Collaborative Governance Regime (CGR) approach. Employing a qualitative case study through interviews, documentation, and policy analysis, the study finds that collaboration within the SDI Forum is supported by an adaptive institutional structure, regulatory backing through Presidential Regulations, Governor Regulations, and Circular Letters, as well as facilitative leadership among stakeholders. The South Kalimantan SDI Forum has demonstrated positive achievements, including national recognition as 4th place in the 2022 provincial SDI evaluation and strengthening data governance through monthly and quarterly reporting. Interviews were conducted with five SDI administrators during July–October 2025. However, collaboration still faces challenges such as data system fragmentation, rotation of structural positions, and dependence on specific individuals. Based on CGR analysis, the Forum has fulfilled the principles of principled engagement, shared motivation, and capacity for joint action, but it is not yet fully institutionalized. The Forum is in a transitional phase from individually driven collaboration toward sustainable, system-based collaboration. This study contributes to refining the CGR model in the context of provincial government data governance in Indonesia.

Abstract

This study evaluates the limitations of Return on Investment (ROI) as PT XYZ’s primary project assessment tool and contrasts it with the Discounted Cash Flow (DCF) and Net Present Value (NPV) approaches. Analysis of three projects reveals that ROI fails to account for the time value of money and tends to produce overly optimistic evaluations. Major deviations stem from cost overruns in operational, legal, and construction components, as well as oversimplified cash-flow assumptions. Qualitative findings confirm that reliance on ROI is driven by time pressure and limited expertise in DCF modeling. The simulation of Project D demonstrates that a conservative DCF framework provides a more accurate assessment and exposes hidden risks. This study recommends using ROI only as an initial screening tool, with final investment decisions based on NPV supplemented by scenario analysis.

Abstract

The rise in Donald Trump's new trade tariffs, which have been imposed in several nations, including Indonesia, is what spurred this study. Reduced output and challenges for clothing and textile businesses exporting overseas, particularly to the US and Europe in general, are the results of this worry. This has led to widespread layoffs, with the most labour - intensive businesses being those in the apparel and textile industries. Examining the political economy of global commerce and the problem of new trade tariffs that have led to widespread unemployment in textile enterprises in the Cikarang Industrial Area are the goals of this study. Regarding the problem of new US trade tariffs, opinions and remedies might be expressed. This research methodology employs a descriptive qualitative approach that focuses on thoroughly describing and then understanding the occurrences that take place. Utilising focus groups, in-depth interviews, document analysis, and observational methods. With a sample of 100 respondents, the population consists of clothing and textile manufacturing and exporting businesses located in the Cikarang Industrial Area. Purposive sampling Data reduction, presentation, conclusion drawing, and result verification were the three steps of the interactive, continuous data analysis that was carried out based on specific criteria in two production businesses and three exporters. According to the findings, businesses voiced their worries about the increased trade tariffs and thought about taking action to reduce them. Hiring Costs of labour and raw materials. Stakeholders think that if this keeps happening, it will make it more difficult to hire new employees. One major effect is that businesses will use mass layoffs. The national government's option is for relevant parties to take proactive, long-term measures.

Abstract

Analysis of the Use of Padlet Media on Student Learning Activities and Learning Outcomes in Classes XI-5 and XI-7 at Samarinda 4 Public High School was conducted due to the limited use of digital learning media that affects student learning activities and outcomes. This study aims to analyze the effectiveness of Padlet in improving learning activities and learning outcomes in Geography learning. The research employed a mixed methods approach with a sequential explanatory design. The research objects were students of classes XI-5 and XI-7 at Samarinda 4 Public High School. Data were collected through learning outcome tests and student activity questionnaires. Quantitative data were analyzed using descriptive statistics and difference tests, while qualitative data were obtained through open-ended questionnaires administered to teachers to support the quantitative findings. The results indicate an improvement in student learning activities and a significant increase in learning outcomes, shown by an increase in the average score from 72.62 in the pretest to 91.21 in the posttest. These findings are supported by teachers’ perceptions that Padlet is easy to use, engaging, and effective in increasing student participation. Therefore, Padlet is proven to be an effective digital learning medium for enhancing student learning activities and learning outcomes.

Abstract

This study analyzes the influence of ethical leadership, emotional leadership, and continuous performance management on quitting intentions among Generation Z employees in the Indonesian banking sector. Using a quantitative survey approach, data were collected from Generation Z employees working in banks in Surabaya and analyzed with Structural Equation Modeling using SmartPLS3 to examine the relationships among latent variables simultaneously. The empirical results indicate that both ethical leadership and emotional leadership have a positive impact on employee motivation and performance, whereas continuous performance management does not show a significant effect. Motivation partially mediates the relationship between leadership styles and employee performance, and performance has a negative effect on quitting intentions. These findings highlight the strategic importance of ethical and emotional leadership practices, supported by continuous performance management efforts, to strengthen employee retention and improve organizational effectiveness. The study offers novelty by integrating two leadership styles and a sustainable performance management system into a single empirical model tested in the context of Generation Z employees in the Indonesian banking industry, a setting that has received limited prior scholarly attention.

Abstract

Analysis of the Availability of Iron-Folic Acid (IFA) Tablets and Tetanus-Diphtheria (TD) Vaccines for Maternal Health Services at the East Seram District Health Office in 2023 Objective: This study aims to assess the availability of Iron-Folic Acid (IFA) tablets and Tetanus-Diphtheria (TD) vaccines for maternal health services, identify the causes of unavailability, and evaluate the supply mechanism to ensure effective and efficient management. Methods: The study employed a document review approach, analyzing the 2023 Government Agency Performance Report (LKIP), Regulation of the Minister of Health No. 4 of 2019, stock opname reports, stock cards, and handover documents (BAST) for drugs and vaccines. In-depth interviews were conducted with four key informants: the pharmaceutical sub-coordinator, the program drug manager, the maternal and child health (MCH) program manager, and the head of the pharmaceutical installation. Results: The availability of IFA tablets and TD vaccines was insufficient to meet maternal service needs, with shortages of 98,880 IFA tablets (33.33%) and 30 vials of TD vaccine (10%). The main causes of unavailability included expired drugs, stockouts due to delayed provincial distribution, and inaccuracies in the supply planning mechanism. Conclusion: The study concludes that the availability of IFA tablets and TD vaccines for maternal health services at the East Seram District Health Office in 2023 was inadequate, highlighting the need for improved supply management and planning to meet service targets.
