Abstract

Starting from curiosity about how the political culture of the school in shaping the character of novice voters in Tuban Regency. So this research was conducted using comparative qualitative methods to explore primary data on research subjects spread across senior high schools (SMA) in Tuban Regency such as Deputy Head of Student Affairs, Citizenship Education Teachers, Coaches and OSIS Students (Intra-School Student Organizations), including the General Election Commission of Tuban Regency as secondary data in this study. The results showed that the political culture of schools in shaping the character of novice voters in Tuban Regency with an understanding and emphasis on students about politics in Indonesia through classroom teaching, then the implementation of democracy in Indonesia in the OSIS election, as well as school innovation in carrying out the student council selection process that is packaged online. Furthermore, the adaptation of political culture that is applied forms the character of students as novice voters. The character of students as novice voters is behavior that is active in practical politics, starting from following, criticizing and participating. This active behavior can be seen from the implementation of the smallest political practice in schools, namely the Student Council Election.

Abstract

This research aims to analyze and explain the performance of election during the covid-19 pandemic and the effectiveness of the supervisory role by the Election Supervisory Board (Bawaslu) in Southwest Maluku Regency. This research seeks to find out: How was the performance of voting activities during the Covid-1 pandemic in the regional head election of Southwest Maluku Regency? and How effective was the role of the Election Supervisory Board in supervision the during the Covid-19 pandemic in Southwest Maluku Regency? This research is qualitative in nature with the number of informants as many as 8 people. Data were collected and analyzed through qualitative analysis techniques. The findings of this research suggest that the performance of voting activities in the regional head election during the Covid-19 pandemic was in good condition. Meanwhile, the effectiveness of the role of monitoring the performance of these voting activities by the Election Supervisory Board of Southwest Maluku Regency was in an optimal position. The implication of the results of this research is that to improve the performance of voting activities during the COVID-19 pandemic, then the effectiveness of the supervision by the Election Supervisory Board in a Regency must be optimized.

Abstract

Terrorism is a transnational crime that endangers world peace and security. The terrorist danger is imminent in Indonesia and the United Kingdom. One of the efforts to counter terrorism is by establishing international cooperation. The latest counter-terror cooperation carried out by BNPT is with The Homeland Security Mission of the United Kingdom of Great Britain and Northern Ireland. As a new collaboration, more in-depth studies are needed regarding the implementation of this work. Therefore, researchers conducted research related to the Implementation of BNPT RI Counter Terrorism Cooperation with The United Kingdom. The theory used is neoliberal institutional theory and the concept of counter terrorism. The concept of counterterrorism as defined by the United Kingdom CONTEST document in 2018 is utilized in this study to examine the research topic. The concept consists of four strategic pillars namely prevent, protect, prepare and pursue. The researcher’s finding confirmed that the collaboration was conducted in accordance with the agreement. The forms of activities that have been implemented are Joint Working Groups, visits to the Royal College of Defense Studies, Expert Group Meetings on Prevention of the Terrorist Use of the Internet and Joint Overseas Protect and Prepare Representative Meetings. The implementation of partnership to combat terrorism in line with the four pillars of the counter-terrorism framework namely prevent, protect, prepare, and pursue.

Abstract

This article aims to analyze the political image of Hendrar Prihadi (Hendi), incumbent mayoral candidate of Semarang 2020 election shown on Instagram @hendrarprihadi in the midst of covid-19 pandemic. If most candidates concoct political slogans and deliver campaign promises, Hendi’s Instagram portrays more amusing content with a minimum amount of campaign messages. Dramaturgy theory used to analyze framing processes on Instagram as frontstage, and what backstage and offstage factors could affect this single candidate manage to get 91,4% of votes, even though activists consider election in the midst of pandemic as less humane, and single candidate could lower voters’ turnover. Qualitative analysis data collected from interviews and articles shows that amusing content on Hendi’s Instagram designed to pacify the public affected by covid-19, followers are easily extracted by amusing content, and as a method to sheer away from sensitive political issues. Backstage, although Semarang reported as the highest contributor of covid-19 cases in Indonesia, and numbers of rule violation campaigns, candidate characteristic, leadership, incumbent status, and also relation with public and political figure be the several things making candidate’s political image more stable, affecting candidate winning the 2020 Semarang Mayoral Election.

Abstract

 LPKA is not really a place to punish children with problems, but a place to educate children to become a better generation. This research will look at the policies of prison officers who take place at Class II LPKA Banda Aceh in fostering and forming self-concept towards Andikpas. The research was conducted at LPKA Class II Banda Aceh which is the only institution for fostering children who are in conflict with the law in Aceh Province. The type of approach used is descriptive qualitative. In-depth interviews were conducted with informants who are officers and andikpas at LPKA Class II Banda Aceh. The results of the study show that the coaching process that occurs has a positive impact on where the children are assisted. Andikpas interprets and assesses himself as a child who is in the process of learning. Coaching officers who are significant others have a greater influence on the formation of mind and self in andikpas so as to foster a positive self-concept in andikpas. Andikpas has a change in self-concept from negative to positive self-concept. They can become more organized and focused in life after conducting training at LPKA Class II Banda Aceh. Andikpas' understanding of the coaching process occurs during the coaching process taking place at LPKA. During his time at the coaching institute, andikpas did not feel like he was in a prison where someone who had punished.

Abstract

This research was conducted to find out Collaborative Governance in efforts to prevent early marriage in Ogan Komering Ulu Regency. The increase in early marriage in Ogan Komering Ulu district has made the government collaborate in overcoming this problem. In this research, the research method used is descriptive-qualitative with data collection techniques such as interviews, observation and documentation.In this study, Miles and Huberman latest analysis method was use with Atlas.ti software. This research uses Ansell and Gash's (2008) Collaborative Governance theory with four variables, namely initial conditions, facilitative leadership, institutional design, and collaboration process. The results of this study show that Collaborative Governance in efforts to prevent early marriage in Ogan Komering Ulu District is still not running optimally. This is because face-to-face dialog and leadership roles are still not optimal. Although, this collaboration is able to reduce the number of early marriages in Ogan Komering Ulu Regency. Based on the results of the data analysis conducted, the suggestion that the author can give is to increase socialization or counseling to the wider community by utilizing current technology such as social media regarding the impact of early marriage and sex education and making agenda settings so that face-to-face dialogue continues to run optimally.

Abstract

This study discusses the influence of campaign issues on the preferences of the Millennial Generation in the 2019 general election. This research aims to develop a verification study, a descriptive study, and an exploration of several theories and concepts of Voting Behavior. Second, the study aims to analyze various factors influencing millennial voter preferences for a political party, legislative candidate, and presidential candidate in the 2019 election. The approach in this study uses a quantitative approach with a survey research design. While the survey research design is limited to research in which data is collected from a sample of the population to represent the population. It can be concluded that survey research takes a sample from one population and uses a questionnaire as the primary data collection tool. This research belongs to the type of explanatory research, Sig. (2-sided) 0.05, then there is a significant relationship between campaign issues and voting behavior. If the Asymp value. Sig. (2-sided) 0.05, there is no significant relationship between campaign issues and voting behavior. Asymp Value. Sig. (2-sided) 0.000 0.05, it can be concluded that there is a significant relationship between campaign issues and voting behavior. It was concluded that there is a significant relationship between campaign issues and voting behavior. It also means that the issues in the campaign correlate with voting behavior.

Abstract

The Corona Virus Disease 2019 (Covid-19) pandemic has plagued the Indonesian nation since March 20, 2020. Some scientists, through their studies, tend to say that governments fail and society goes by its own behavior. Is that right? On that reality, researchers are interested in conducting studies with the aim of answering the problem of how pandemic government is formed? and critiquing it from the perspective of Government Ethics. The research method used is the critical-ethical method, which falls within the scope of the critical-transcendental method of Neo-Scholasticism. Data collection techniques using observation literature plot, in-depth interaction with selected literature and documentation. Data Analysist used hermeneutic-etis methods. The results of this study indicate that in the face of the threat of Covid-19 and an abnormal situation, it turns out that the pandemic government is able to form itself and the government continues to exist with teleological and contextual methods. This means that the pandemic government is formed through the art of governing: governing, managing, serving. On the one hand, the government remains attentive to the existing laws, communications, administration, management, as far as it can help in achieving the goal and on the other hand does not want to be entangled by all the rules, using the political power it has.

Abstract

The number of complaints submitted by the public about the poor process of public services provided is a problem that must be immediately addressed by the Government. Along with the current advances in information technology, many institutions or agencies have begun to overhaul work systems in order to improve the quality of service to the public. This research aims to identify the application of information technology in improving the quality of public services. This research uses descriptive qualitative methods and the research sources used are secondary data, namely studies of literature, articles, journals, regulations, and sites on the internet related to this research. Validity data in study using triangulation. This study uses the theory of service quality, namely tangibles, reliability, responsiveness, assurance, and empathy. The findings of this study are that the application of information technology in improving the quality of public services has not fully run optimally, this can be seen from the dimensions of physical evidence (tangibles) that have not utilized digitalization in optimizing technology so that it requires space and storage space to store files and documents that are increasingly mounting. reliability in technology-based services, information and communication networks is very dependent on the weather, because if there is heavy rain or thunderstorms, the quality of the network becomes weak and even stops so that the process of administering (managing and processing) data becomes slow and can cause inaccuracies, power responsiveness is still not optimal because the services provided are still slow and require a long time

Abstract

National Tangguh Village is a program held in leng ie Village, Kec. Krueng Barona Jaya, Kab. Aceh Besar which aims to create a village on a national scale. The programs are carried out by the government of Lueng Ie Village, Krueng Barona Jaya District, Kab. Aceh Besar is the existence of the Poskesdes Program where the activities carried out at the Poskesdes are Posyandu. Then there is also the construction of rental houses built by the village government to increase the income of Lueng Ie Village. In this case the village government of Lueng Ie has an important role to socialize this program to the community. And the community also has a role that is no less important to participate in the success of the program. But in reality the people of Lueng Ie Village are not participating due to the lack of information about the National Tangguh Village Program and the relatively low HR factor.
