Abstract

Many local wealth and wisdom are found in various areas, one of Indonesia's potential assets. Both government and community, both have similar ownership status and future goals. One local wisdom is the culture and customs stored in Gunung Limo, right in the village of mantren district pacitan. It is a land of history and is rife with folk activities closely associated with traditional beliefs, beliefs, and customs. The study seeks to assess local prudence potential with an object mountain, then be correlated with the prospect of developing cultural tourism by the government. This is because pacitan is an area identical to the tourist sector in the eyes of both local and foreign tourists. The government has the opportunity and the power to increase existing funding as well as to increase the welfare of the people around it. Gunung Limo itself has proved to be of historic value and unique local civilization, but neither the government can be sure of its planning nor the focus of future development. Therefore, the study also dug up scientific information from different literature sources to refer to formulating concepts, ideas, and ideas for the Gunung Limo as cultural tourist icons in pacts. Abstract

The school from home policy is formulated by the government in an emergency. The policy issued aims to resolve the spread of Covid 19, a policy issued without considering the response of policy implementers or from parties affected by the policy, in this policy the parties affected as policy targets are stakeholders in the field of education, They are lecturers, teachers, students and students, including parents. However, not students who implement the school from home policy complain about the learning process they receive, because there are so many problems that arise in the process of implementing the policy. So that what students or students need most in a situation like this is emotional regulation skills. Emotional regulation is needed so that students can remain calm even though they have difficulties in life. The purpose of this study was to analyze the role of student emotion regulation on government policy school from home during the Covid 19 pandemic. The method used is the literature method. The result of the research is that emotional regulation is very important for students to be able to face problems in the learning process that is carried out from home. The important role of emotional regulation in the school from home policy is (1) Emotional regulation can reduce student stress levels because they face learning problems from home and (2) emotional regulation can build student resilience so that students are able to rise and survive in a covid 19 pandemic situation. Abstract

Regional head elections were held simultaneously on December 9, 2020, followed by 9 provinces, 224 districts and 37 cities in the territory of Indonesia. The budget for holding the simultaneous regional head elections in 2020 is sourced from a Regional Budget (APBD) grant from the Regional Government. However, the budgeting process sourced from the APBD had encountered problems, there were 3 provinces and 58 districts / cities that had not signed the Regional Grant Agreement (NPHD) even though it had passed the deadline for the NPHD preparation and signing stages, namely on October 1, 2019. Budget issues This will continue to be repeated as long as the regional head elections are still sourced from the APBD. This study aims to provide an idea of the budgeting model for regional head elections sourced from the State Budget through the Balancing Fund, namely the General Allocation Fund (DAU) and the Special Allocation Fund (DAK). This study uses a descriptive research method with a qualitative approach. The technique of collecting data through literature study. The results of this study indicate that budgeting sourced from the APBN through the balance fund will be able to accommodate the budget needs for the implementation of regional head elections, simplify complicated administration, and be free of budget political intervention in the regions.  Keywords : Pilkada Budgeting Model, APBN, Balancing Fund, DAU, DAK

Abstract

In an effort to improve public services, the quality of human resources must also be improved, because human resources have an important role in the success of achieving organizational goals. The excellence of an organization depends on the ability of the organization to achieve optimal performance. Good performance will be achieved if the performance of employees working in the organization is progressing or increasing. To achieve the expected employee performance, the organization really needs to examine what factors affect the performance of its employees. In this study, the researcher intends to obtain an in-depth and comprehensive picture of honorary staff in improving the quality of service at the Office of Youth, Sports and Tourism of Banyuasin Regency. The approach used in this study is a qualitative approach. Based on research at the Banyuasin Regency Youth, Sports and Tourism Office, the attitude of honorary officers in implementing services at the Banyuasin Regency Youth, Sports and Tourism Office is quite good. In relation to the assessment or perception of employees, honorary staff are quite responsive to complaints or needs in the implementation of services at the Youth, Sports and Tourism Office of Banyuasin Regency. Government officials as elements of the state apparatus in carrying out the wheels of government are required to carry out their functions and duties as state servants and public servants. Employees must also be able to uphold the dignity and image of employment for the benefit of society and the state, but the reality on the ground speaks differently where there are still many employees who are not aware of their duties and functions so that inequalities often arise in carrying out their duties. Keywords: Performance Evaluation, Honorary Personnel, Service Quality

Abstract

The Covid-19 pandemic is used as a momentum by the government to accelerate the improvement of the village economy by revitalizing the role of BUMDes. It is hoped that the future role of BUMDes can become the basis for national economic recovery. BUMDes are considered able to manage Village Cash for Work (PKTD) activities for productive economic business activities. The problem that occurs is how the village government responds to the implementation of the Village Law, especially the role of communication for village government organizations in order to realize improved performance and rural development based on this law. This study aims to see how the village government responds to the implementation of the Village Law, especially the role of communication of village government organizations in order to realize increased performance and rural development based on this law and to analyze the effectiveness of village government organization communication in implementing BUMDes policies for the implementation of Village Cash for Work during the Covid-19  period. to the village community. The research design used a narrative research design, the research method used was descriptive qualitative. The data collection techniques in this study can use in-depth interviews, observation, and documentation studies. The results showed that all activities carried out during the pandemic in Menang  Raya Village to increase the resilience of residents were not well integrated with the BUMDes Gemilang program in Menang Raya Village. Furthermore, organizational communication in strengthening the potential of BUMDes in Menang Raya Village, Ogan Komering Ilir Regency is effective. In addition, the communication pattern carried out by the Menang Raya Village Government and the BUMDes Gemilang, Menang Raya Village is a communication pattern of informal organizations. Keywords: Effectiveness Of Communication, Organizational Communication Patterns, Village Cash For Work (PKTD), Bumdes, Covid-19 Pandemic.

Abstract

Jakarta as one of the provinces in Indonesia which is considered to have a case of Covid 19 is high. The high number of new cases that occurred in Jakarta leads to Jakarta as the area is top (epicenter) in the spread of Covid 19 in Indonesia. Through the Regulation of the Governor of DKI Jakarat No 33 2020 as the basis for the first time Jakarta impose Restrictions on Large-Scale Social (PSBB), which started on April 10, 2020. The application of the PSBB get a response from all parties, both from the public and other stakeholders. The purpose of this research is to analyze the stakeholders and classify stakeholders based on power and interest to the policy PSBB. The research method used is descriptive research kualitatiif with a source of secondary data refers to information that is gathered from sources that already exist. Based on the results of research that the collaboration of stakeholders (stakeholders) such as the local government of DKI Jakarta, academics, employers, the public, and the media became key to the success of the policy PSBB. Keywords: Covid 19, PSBB, Stakeholder

Abstract

The reason for the recommendation of Re-Voting (PSU) by the Election Supervisory Board (Bawaslu) of Central Bangka Regency is that voters who do not have the right to get votes are given the opportunity to exercise their rights. This is an indication of the election administration violation and negligence of the Voting Organizing Group (KPPS) in carrying out its duties and obligations. PSU took place at TPS 10 Beluluk Village and TPS 04 Air Mesu Village, Pangkalan Baru District. This study aims to determine the electoral administration violations and negligence of the KPPS as the cause of the Bawaslu recommendation. By using descriptive qualitative research methods through interviews with election organizers, literature study and documentation. The results showed administrative violations because the KPPS had difficulties in distinguishing the types of voters. The negligence of KPPS is a form of accidental duty caused by the lack of understanding of KPPS, heavy workload, pressure from voters who are enthusiastic, lack of coordination between TPS supervisors and KPPS and KPPS feels experienced.Keywords: Administrative Violations, Negligence, Voting Again (PSU)

Abstract

This research is motivated by the complexity of service problems at the Department of Population and Civil Registration (Dindukcapil) of Banjarnegara Regency during the 2016-2020 period. The purpose of this research is to analyze the usefulness of the application "Durenmas" as an innovation in information technology-based public services in the digitalization era and to find out the strategies used to attract users to switch to online services. The research method used is qualitative by using a descriptive-qualitative approach to describe the analysis of service innovation indicators according to Rogers (1983) public service which includes (1) relative advantage, (2) compatibility / contextuality; (3) complexity; (4) observability; and (5) can be tried (triability) through observation data collection techniques, in-depth interviews and documentation. The results showed that almost all of the five indicators of public service innovation were fulfilled. The slogan "Dindukcapil Banjarnegara Ora Leren Serve the Community" becomes a strong foundation in optimally implementing service innovations as a form of optimal service innovation implementation so that great effort is needed through regular evaluation and appropriate maintenance.Keywords : Administration; Public Service Innovation; Durenmas

Abstract

The election of a village head that becomes a 5-year agenda in a village, apart from being a form of democratic party, is also a new hope and motivation for the village community. The village head election is expected to produce village leader candidates who care for the people so that they can make a major contribution to the progress of the village. Therefore, the enthusiasm of the people to participate in the democratic party performance is expected to be great and the public can channel their voting rights according to their respective consciences. The purpose of this study was to identify and analyze the conflicts that occurred in the Pilkades in Sudimoro village due to the practice of money politics. The research method used in this study is a qualitative method by conducting interviews and observations, then for the theory of researchers using conflict theory from Lewis Coser. The results obtained after research on conflicts that occurred in the Pilkades have become a natural thing as a form of competition to be the best so that they can be chosen by the community.  Keyword: General Election, Village Head, Money Politics, Conflict

Abstract

The development of modern shops or lined shops has recently grown rapidly to various regions, including in Sleman Regency. This will be a new problem for the economic sector, wherewith the existence of various modern shops or networked shops will have an impact on the weakening of the existing traditional markets in the region. So that there needs to be a role from the government to be able to carry out strategies in increasing the existence of traditional markets in the community. Consequently, the purpose of this research is to examine regional government policies in empowering traditional markets in the Sleman Regency Government. Where in Sleman Regency, there are currently several traditional markets that are dead or not running. From the results of the study, it was found that to keep increasing the extension of traditional markets so as not to be confused with modern markets, the Sleman Regency Government implemented a clear policy foundation, namely Perda No 17/2012, Perda No 18/2012, and Perda No 54/2015. Keywords : Policy, Empowerment, Traditional Market
