Abstract

Indonesia's Golden Generation 2045 is the nation's vision to create superior and globally competitive human resources in a just and sustainable society. This study aims to describe the structural barriers of customary conflicts to the socio-ecological justice of the golden generation in the form of how inequality in land ownership, cultural identity crisis, and marginalization of customary rights hinder the Sustainable Development Goals (SDGs), especially in eradicating poverty (SDGs 1), reducing inequality (SDGs 10), maintaining terrestrial ecosystems (SDGs 15), and peace, justice, and strong institutions (SDGs 16). Through a systematic literature review, it was found that state and corporate domination of customary land, weak legal recognition, and exclusive development policies exacerbate the conflict. Case studies in Java show serious impacts on indigenous youth, including loss of access to education and resources. This study emphasizes the urgency of resolving customary conflicts to realize equitable sustainable development.Keywords : Indigenous conflict, Golden Generation, SDGs, Socio-ecological justice

Abstract

The Pacific region is home to small island countries facing serious challenges such as limited economic capacity, weak infrastructure, and high dependency on foreign aid. Australia had long played a dominant role as a development partner in the region. However, its traditional influence has recently been contested by China’s increasing presence, particularly through the Belt and Road Initiative (BRI). This study was guided by the research question: How does Australia maintain its influence in Oceania through development aid? The objective was to identify and analyze Australia’s strategies in preserving its geopolitical presence in Oceania via aid programs. A qualitative approach was employed using a literature study method to examine Australia's foreign aid policies, the responses of Pacific Island nations, and the broader geopolitical competition with China. The findings reveal that Australia strengthens its influence through initiatives such as the Pacific Step-up, a shift toward needs-based and partnership-driven aid, and closer engagement with local communities. These strategies enhance Australia’s visibility and relevance in the region. Nevertheless, Australia continues to face serious competition from China's fast-paced and large-scale infrastructure investments. This study concludes that development aid serves not only humanitarian purposes but also acts as a strategic diplomatic tool. The effectiveness of Australia’s approach relies heavily on continuity, cultural sensitivity, and the ability to respond flexibly to the evolving needs of Pacific states

Abstract

The armed conflict that occurred in Aceh from 1945 to 1946, which changed the social and cultural structure of the local community, is known as the Cumbok War. This research aims to (1) Find out Generation Z's understanding of the historical background and social context behind the Cumbok War. (2) Find out how social media information and technology influence Generation Z's perception of the historical events of the Cumbok War social revolution. The approach used in this research is a descriptive qualitative approach. This research was conducted in Cumbok Niwa village. Data collection methods were carried out using observation, interviews, literature, and documentation studies related to Generation Z's perceptions of the social revolution of the Cumbok War. The results of this research show that (1) Generation Z's understanding of the historical background and social context behind the Cumbuk War is still limited. The majority of Generation Z have minimal knowledge about the history of the conflict and a lack of awareness of the social factors that influenced the Cumbok War (2) Generation Z uses social media as the main source of information about the Social Revolutionary War in Cumbok. Abstract

This study aims to evaluate the implementation of the Decree of the Musyawarah No. 05 of 2019 related to the Work Program of the Wirakarya Camp in 2020 at the Probolinggo Branch of the Scout Movement. In this research, the methods applied include interviews with the management, program implementers, and Scout members, as well as analysis of relevant documents. The findings of this study indicate that the program has been implemented effectively, although there are several challenges related to coordination and communication among the management. The two main factors influencing the implementation of the program are the content of the policy and the context of implementation. This research also provides recommendations to enhance the program's effectiveness, including the need for training for the management and improvements in communication, as well as the provision of more adequate resources. It is hoped that the results of this study can have a positive impact on the development of the Scout Movement in Probolinggo.Keywords: Policy implementation, Scout Movement, Wirakarya Camp

Abstract

This study aims to analyze the development planning strategy of the Environmental Study Tourism Park (TWSL) in Probolinggo City using six indicators of tourism development strategy according to Suwantoro (2015), namely: promotion, accessibility, tourist areas, types of tourist attractions, tourist products, and human resources. This study uses a descriptive qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study indicate that the management of TWSL has progressed in terms of cleanliness, infrastructure, and environmental education. One of the leading programs, namely "Adek Dewa PLH", provides educational services to visitors, especially students, through interactive activities such as animal feeding, storytelling, and recycling activities. Organic waste management has also been carried out sustainably, where leaves and animal waste are recycled into compost as part of environmental conservation practices. However, this study also identified several obstacles, such as lack of directions to the location, weak digital promotion, budget constraints, lack of synergy between government agencies, and low community participation. Thus, the future TWSL development strategy needs to be directed more holistically and integrated. Short-term planning should focus on improving navigation and promotion, while medium- and long-term planning should include community empowerment, cross-sector partnerships, and regional expansion. Continuous collaborative efforts are needed for TWSL to develop into a superior and competitive environmental education tourism destination. Keywords : TWSL, planning strategy, educational tourism, environmental management, sustainable tourism

Abstract

This article aims to determine how the implementation of Regional Regulation (Perda) of Probolinggo City Number 3 of 2020 concerning the Implementation of Child-Friendly Cities. This Child-Friendly City is expected to be able to guarantee the fulfillment of children's rights through policies, programs, and activities that are oriented towards the best interests of children. The method used in this study is a qualitative approach with a case study at the Office of the Social Service for Women's Empowerment and Child Protection of Probolinggo City. Data was obtained through interviews with related officers. The results of this study indicate that the Implementation of Perda Number 3 of 2020 concerning Child-Friendly Cities has shown a strong commitment from the Dinsos PPPA. Although there are challenges such as limited resources, coordination between agencies, and low community participation, the implementation of this program has been quite effective and shows positive results in fulfilling children's rights. Routine evaluations and the responsive attitude of the implementers are important factors in the sustainability of this program.Keywords : implementation, child-friendly city, public policy

Abstract

This study aims to analyze the process of procuring tariff checks and advertising payments in an effort to minimize advertising permit violations in Probolinggo City in 2024. The focus of the study is directed at the role and mechanisms carried out by the Probolinggo City Investment and One-Stop Integrated Service Agency (DPMPTSP) in supervising and enforcing advertising licensing regulations. The method used in this study is a qualitative approach with data collection techniques through interviews, observations, and documentation. The results of the study indicate that the procurement of tariff checks and advertising payment systems has made a positive contribution to increasing business actors' compliance with advertising licensing. However, several obstacles were still found, such as lack of socialization, limited human resources, and weak supervision in the field. Therefore, it is necessary to strengthen the digitalization system of services and improve coordination between related agencies in order to reduce the number of advertising permit violations in the future.Keywords: Tariff check, advertising payment, permit violation, licensing

Abstract

Handling cases of violence against children is a crucial part of efforts to protect children's rights and ensure their sense of safety. This study aims to analyze the effectiveness of handling child abuse cases by the Department of Social Affairs, Women Empowerment, and Child Protection (Dinsos P3A) of Probolinggo City. This research employs a qualitative descriptive approach with data collected through interviews, observations, and documentation. The findings indicate that Dinsos P3A has implemented several measures such as psychological assistance, legal aid, and cross-sectoral coordination with the police and child protection institutions. However, the effectiveness of these efforts faces several obstacles, including limited human resources, inadequate supporting facilities, and low public awareness in reporting cases. Nevertheless, the preventive and curative actions taken have shown positive progress in reducing the number of child abuse cases in Probolinggo City. This study recommends strengthening cross-sectoral collaboration and enhancing the capacity of field officers as strategies to improve the effectiveness of future case handling.Keywords: Effectiveness, Child Abuse, Child Protection, Dinsos P3A, Probolinggo City

Abstract

Tourism is an activity that plays an important role in the economy as a source of state income. Tourism can be developed as a source of income, both as regional income in general and as income for the surrounding community in particular. Various parties such as the government, the private sector and the community who are directly involved by utilizing tourist attractions as business opportunities will be able to feel the positive impact of the tourism sector. In the research to be conducted, this study uses a qualitative approach with a descriptive research method. The qualitative approach is used by understanding the phenomena, behaviors, perceptions, and actions experienced by the research subjects, which must be understood descriptively. The descriptive method is a collection of sentences that express problems, conditions or events by collecting complete and clear data and information so that they can solve existing problems. The existence of Ayu Rezeki Park tourism has an impact on the economy of the surrounding community, namely the creation of business opportunities for the community, contributing to the local economy or income obtained by business actors, contributing to the Regional Original Income every year, and having an impact on the development of better infrastructure. The more active role of the relevant Agency to help promote tourist attractions so that they can be reached by tourists from outside the region. Abstract

Penelitian ini membahas peran Pacific Islands Forum (PIF) dalam meningkatkan ekonomi dan stabilitas sosial di Fiji serta Papua Nugini. Penelitian ini menggunakan metode kualitatif dengan kajian literatur dari berbagai sumber, seperti laporan resmi, jurnal, dan berita. Teori neoliberalisme digunakan untuk memahami kebijakan PIF dalam mendorong pertumbuhan ekonomi dan pembangunan sosial. Neoliberalisme menekankan peran pasar bebas, investasi asing, dan privatisasi dalam meningkatkan kesejahteraan masyarakat. Hasil penelitian menunjukkan bahwa PIF membantu pemulihan ekonomi Fiji setelah pandemi dengan mendukung sektor pariwisata, pelatihan kerja, dan bantuan usaha kecil. Ekonomi Fiji tumbuh 6,3% pada 2022 karena kebijakan ini. Di Papua Nugini, PIF membantu pengembangan sektor pertanian dan perikanan untuk meningkatkan ekspor. Program ini membantu masyarakat mendapatkan penghasilan yang lebih stabil. Dalam bidang sosial, PIF membantu korban konflik etnis di Papua Nugini dengan memberikan bantuan darurat dan program perdamaian. Di Fiji, PIF mendukung pendidikan dan pelatihan kerja yang meningkatkan angka partisipasi sekolah menjadi 85% pada 2023. Namun, penelitian ini juga menemukan tantangan dalam kebijakan PIF. Ketergantungan negara-negara ini terhadap bantuan luar negeri masih tinggi. Selain itu, birokrasi yang lambat dan dampak perubahan iklim sering menghambat program yang dijalankan. Oleh karena itu, perlu strategi agar Fiji dan Papua Nugini lebih mandiri secara ekonomi. PIF perlu meningkatkan dukungan bagi usaha kecil dan menengah serta memperbaiki kerja sama dengan pemerintah setempat.Kata kunci : Pacific Islands Forum, Neoliberalisme, Ekonomi, Stabilitas Sosial
