Administrativa : Jurnal Birokrasi, Kebijakan dan Pelayanan Publik
Jurnal Administrativa merupakan jurnal ilmiah periodik yang mengkaji pelbagai gagasan, diskursus dan praktik birokrasi, kebijakan dan pelayanan publik kontemporer dari multi-disipilin ilmu. Administrativa dikelola oleh Jurusan Ilmu Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Lampung. Ruang lingkup Administrativa menyangkut problem-problem yang berkaitan dengan studi administrasi publik, khususnya dalam kajian birokrasi, kebijakan dan pelayanan publik, baik di tingkat lokal, nasional maupun internasional. Tujuan dari publikasi jurnal ini adalah untuk menyebarluaskan pemikiran/gagasan konseptual maupun ide dan hasil penelitian yang telah dicapai di bidang birorkasi, kebijakan dan pelayanan publik. Cakupan yang lebih luas adalah pengembangan studi administrasi, otonomi dan birokrasi daerah, aparatur sipil negara, desentralisasi, administrasi pembangunan, manajemen publik, pemberdayaan masyarakat dan ilmu sosial yang mencakup perkembangan isu-isu sosial dan konteks permasalahan publik.

<![CDATA[Lampung Province's Culture of Language and Script that is rarely used both in pronunciation and in learning for students. With that the education and culture office of Lampung Province invites cooperation with the Lampung Language MGMP to create a program about Lampung culture by creating a mobile application that contains content about the Lampung Language and Script. The purpose of this study was to find out an explanation of the Lampung Language and Script Preservation Program through the Kaganga Application in Bandar Lampung City. This research uses descriptive qualitative research with data collection techniques including interviews, observation and documentation. The results of this study indicate that the implementation of the Lampung culture preservation program, namely Language and Script in the Kaganga application issued by the education and culture office of Lampung Province, has been running quite well, but there are still several evaluation criteria that have not been implemented optimally in the application of the program issued by the department of education. <![CDATA[Pelanggaran lalu lintas di Kota Bandar Lampung yang cukup tinggi membuat pihak kepolisian harus mencari solusi agar dapat mengurangi pelanggaran, dari fenomena tersebut Polresta menerapkan program ETLE. ETLE merupakan digitalisasi proses tilang yang dapat mengurangi praktik pungutan liar atau pungli dan mengurangi tingkat pelanggaran lalu lintas dengan memanfaatkan teknologi, diharapkan seluruh proses tilang menjadi lebih efisien. Oleh karena itu, peneliti ingin mengetahui bagaimana proses pelaksanaan program tersebut dan bagaimana dampaknya terhadap lalu lintas di Bandar Lampung. Pendekatan penelitian ini adalah penelitian kualitatif dengan jenis penelitian deskriptif yang sumber datanya diperoleh dengan metode wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa pada saat sistem ETLE diberlakukan, tidak ada lagi transaksi tunai antara pelanggar dengan petugas kepolisian yang bertugas di lapangan, masyarakat yang kurang menguasai teknologi dalam mengelola surat tilang elektronik, kurangnya sosialisasi yang dilakukan oleh Polresta mengakibatkan ketidakpedulian masyarakat terhadap program tersebut, sehingga memudahkan petugas dalam melakukan identifikasi pelanggaran. Saran yang diperlukan adalah diharapkan petugas melakukan sosialisasi yang lebih meluas hingga ke pinggiran kota karena masih kurangnya pengetahuan masyarakat tentang tilang elektronik, masyarakat diharapkan memiliki kesadaran hukum tentang pentingnya menaati rambu-rambu lalu lintas ketika berkendara di jalan raya sehingga tingkat kecelakaan dan pelanggaran lalu lintas dapat ditekan seminimal mungkin.]]>

<![CDATA[Performance can be known and measured if a group of people or individuals have achieved the criteria or standards of success that have been set by the organization. However, not all human resources in an organization are quality as expected by the organization. There are several factors that can affect the performance of an organization including, the decreased desire of employees to achieve work performance, lack of punctuality in completing work, the influence of the environment or organizational culture. Therefore, it is very important to utilize organizational resources. Based on this, the researcher intends to determine the effect of leadership style, organizational culture, and work discipline on employee performance at Sekretariat Daerah Kabupaten Pesawaran. The sample of this study amounted to 167 people. The sampling technique used was probability sampling with a sample random sampling method. Collecting data using questionnaire. The data analysis technique is multiple regression analysis. Based on the results of multiple regression analysis, it can be seen that leadership style, organizational culture, and work discipline have a positive and significant effect on the performance of the employees at Sekretariat Daerah Kabupaten Pesawaran.]]>

<![CDATA[The Organization for Economic Co-Operation and Development (OECD) stated that the covid-19 pandemic had implications for various aspects. Indonesia, which is dominated by the existence of UMKM as the backbone of the national economy, is also seriously affected not only in terms of total production and trade value but also the number of workers who have lost their jobs. This has an impact on the supply side, namely termination of employment and the threat of non-performing bank credit payments. Based on this, the effectiveness of the restructuring program in overcoming non-performing financing becomes interesting to study. This type of research is descriptive with a qualitative approach. The results showed that the researchers saw that the level of compliance with financing installment payments after the restructuring of financing had increased. So it can be concluded that the restructuring program is effective in overcoming problem financing in banks. The researcher's suggestion need for socialization related to POJK Number 11/PJOK.03/2020 concerning the national economic stimulus as a countercyclical policy due to the impact of the spread of COVID-19.]]>

<![CDATA[Tingginya angka kemiskinan di Indonesia sampai saat ini masih menjadi permasalahan, ditambah dengan adanya pandemi covid-19 yang memperburuk perekonomian. Pandemi covid-19 menyebapkan 66% UMKM mengalami penurunan oset dan 88% usaha mikro kehabisan kas dan tabungan. Padahal UMKM berkontribusi besar terhadap produc domestic bruto dan penyerapan tenaga kerja sehingga, hal tersebut dapat mempengaruhi ketahanan ekonomi keluarga di Indonesia. Pemerintah sudah berupaya mengentaskan kemiskinan dengan membuat program-program, namun program tersebut dirasa kurang cukup sehingga perlu adanya kontribusi dari pihak lain, salah satunya oleh BAZNAS Kota Bandar Lampung. Melalui program Bandar Lampung makmur dan berkeadilan BAZNAS memberikan bantuan pinjaman usaha modal kepada UMKM guna meningkatkan ketahanan ekonomi keluarga. Penelitian ini bertujuan untuk memperoleh gambaran mengenai implementasi program bantuan modal usaha pada BAZNAS Kota Bandar Lampung serta tantangan yang dihadapi. Tipe penelitian yang digunakan dalam penelitian ini adalah tipe penelitian deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Hasil penelitian menggunakan analisis implementasi menurut teori Adam Smith bahwa implementasi program bantuan modal usaha dalam membangun ketahanan ekonomi keluarga terkait kelompok sasaran, implementasi organisasi dan faktor lingkungan sudah berjalan cukup baik, dimana bantuan yang disalurkan sudah tepat sasaran dan berpengaruh terhadap ketahanan ekonomi keluarga penerima bantuan pada indikator pendapatan keluarga dan jaminan keuangan keluarga. Namun kebijakan ideal yang dimiliki masih kurang jelas dan pendampingan yang dilakukan masih belum berjalan secara optimal.]]>

<![CDATA[The impact of the Covid-19 pandemic which has resulted in a decline in business activities in various sectors, one of which is the UMKM sector in the city of Bandar Lampung, where the UMKM sector plays an important role in economic progress in the city of Bandar Lampung. Therefore, an effective strategy is needed to overcome these problems. This study aims to determine the strategy of the Bandar Lampung City Cooperatives and UKM Office in increasing the business activities of UMKM actors after the Covid-19 pandemic, based on the strategic theory indicators by Richard P Remuld which there are 3 indicators, namely Diagnosis, Guiding Policies, and Coherent Actions by adjusting with the conditions at the Department of Cooperatives and UKM in Bandar Lampung and UMKM business actors. The method used is the technique of collecting data from observations, interviews, and documentation. The results showed that by paying attention to the research indicators there were obstacles regarding budget funds that made various activities not realized. Therefore the Department of Cooperatives and UKM Bandar Lampung has prepared strategies such as carrying out socialization activities, training, making capital assistance programs for UMKM business actors, as well as providing a forum for UMKM business actors to carry out their business activities.]]>

<![CDATA[Membincangkan sport policy atau kebijakan olah raga di Indonesia menjadi sangat unik dan menarik, mengapa? belum banyak scholar atau ilmuwan kebijakan di Indonesia yang memokuskan kajiannya pada kebijakan olah raga. Banyak hal yang menjadi alasan mengapa ketidakpopuleran terhadap kajian kebijakan olah raga tersebut terjadi, antara lain olahragawan masih dianggap sebagai profesi kelas dua serta kajian soal olah raga dan kebijakan yang melingkupinya masih dianggap tidak penting padahal di negara-negara eropa seperti Inggris dan Jerman, kebijakan olah raga adalah bagian integral dari sport science (keilmuan olah raga) dan sangat berkembang dengan pesat seiring proses industrialisasi olah raga yang berkembang secara massif beberapa decade terakhir. Paper ini mencoba memberikan pengenalan terhadap kebijakan olah raga dan bagaimana perkembangan kebijakan olah raga dalam konteks Indonesia. <![CDATA[The problem of drug abuse has a negative impact not only on users but also on the surrounding community. The increasingly widespread use of drugs has involved users from various circles, ranging from adults, teenagers and even children. Drug abuse requires special attention from various parties, both the community and the authorities. This is because drug abuse is a behavior that violates the law and can damage the nation's young generation. Kampung Kubur is one of the drug trafficking sites in North Sumatra. The existence of Kampung Kubur presents places such as prisons and mini discotheques which are used as places for prisoners and fun. This research approach is a qualitative research with descriptive type data sources obtained by interview, observation and documentation methods. The results of this study indicate that the police strategy and community efforts have succeeded in establishing a drug-free area.]]>

<![CDATA[This research aims to determine the influence of the performance village head on the improvement of development in the community of Batang Hari Ogan. The variables of performance are : Productivity, service quality, responsiveness, responsibility and accountability. The variables of development are : basic service, infrastructure conditions, accesbility, public services, government administration. The method used a descriptive verification with a survey approach. The population were communities are villagers of Batang Hari Ogan. The sample were 97 respondent with non probability sampling technique of purposive sampling type. The data collected through questionnaire. The hypotheses were tested by t test dan f test . The results revealed there was influence of performance village head on the improvement of development of Batang Hari Ogan. with the calculation of the t test by 5.389 > t table by 1,661. Then f test by 29,039 > f table by 3,100. This indicates that there is a influence between the performance village chief and development improvement variables. So the value of determination is 0,291 or 29,1% of village development is influenced by the performance of the village head. While the remaining 70.9% was influenced by other factors.]]>

<![CDATA[The education process does not run optimally in remote areas or places that are difficult to access. Various problems that occur in the education sector, one of which is the lack of teaching staff to educate in schools. Lampung Province is one area that is still facing these problems. For this reason, the Dinas Pendidikan dan Kebudayaan Provinsi Lampung issued a breakthrough by launching a program called the Program Lampung Mengajar. In carrying out the Program Lampung Mengajar, because of the incompetence and public perception Dinas Pendidikan dan Kebudayaan Provinsi Lampung. The department cooperates with UPT Pengembangan Karir dan Kewirausahaan Universitas Lampung, and Lembaga Penjamin Mutu Pendidikan Provinsi Lampung. This study aims to analyze the cooperation between actors in the Program Lampung Mengajar, as well as the supporting and inhibiting factors for the sustainability of the collaboration. The research method used is a descriptive research type with a qualitative approach. Data was collected through observation, interviews and documentation. Based on the results of the research that has been done, it can be concluded that the cooperation between actors in the Program Lampung Mengajar has been going quite well according to the predetermined plan, but there are still some principles of cooperation that have not been implemented optimally. Factors that support cooperation between actors in the Program Lampung Mengajar are communication, trust, and commitment. Meanwhile, the factor that hinders cooperation is that the authority is not fully owned.]]>
