Jurnal Administrativa merupakan jurnal ilmiah periodik yang mengkaji pelbagai gagasan, diskursus dan praktik birokrasi, kebijakan dan pelayanan publik kontemporer dari multi-disipilin ilmu. Administrativa dikelola oleh Jurusan Ilmu Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Lampung. Ruang lingkup Administrativa menyangkut problem-problem yang berkaitan dengan studi administrasi publik, khususnya dalam kajian birokrasi, kebijakan dan pelayanan publik, baik di tingkat lokal, nasional maupun internasional. Tujuan dari publikasi jurnal ini adalah untuk menyebarluaskan pemikiran/gagasan konseptual maupun ide dan hasil penelitian yang telah dicapai di bidang birorkasi, kebijakan dan pelayanan publik. Cakupan yang lebih luas adalah pengembangan studi administrasi, otonomi dan birokrasi daerah, aparatur sipil negara, desentralisasi, administrasi pembangunan, manajemen publik, pemberdayaan masyarakat dan ilmu sosial yang mencakup perkembangan isu-isu sosial dan konteks permasalahan publik.

Abstract

This study aims to analyze the implementation of the permitting policy for regulating community activities within the jurisdiction of Polresta Bandar Lampung and to examine the factors hindering the implementation of the permitting policy using a qualitative approach. Based on Edward III's (1980) policy implementation theory, the research findings indicate that the implementation of the permitting policy for community activity regulation at Polresta Bandar Lampung is not yet optimal. Only the aspects of disposition and resources show positive results, while the communication aspect, particularly in information transmission, has not been optimal, and fragmentation within the bureaucratic structure has not been addressed. Several hindering factors identified include applicants arriving unexpectedly with incomplete requirements, which prolongs the time needed to complete the necessary documents, as well as unclear or unofficial task assignments. Improvement efforts are needed to enhance the effectiveness of the licensing policy implementation.

Abstract

East Lampung Regency, known as one of the main food-producing regions, has been designated as a priority area in the agricultural sector. In this context, the Way Seputih Conservation Foundation (YKWS) has undertaken advocacy efforts related to climate change issues in the region. This study aims to examine the advocacy process carried out by YKWS and to identify various factors that hinder its implementation. A qualitative approach with descriptive analysis was used, employing Rahardian’s (2020) theory as the main analytical framework. The findings indicate that YKWS's advocacy efforts have not been fully optimal. This is due to limited community and media involvement, an overly theoretical approach, insufficient use of digital media, and the absence of evaluation and post-advocacy consolidation. These findings underscore the importance of collaboration among various stakeholders to support the sustainability of the advocacy process in order to produce tangible and lasting change.

Abstract

The Regional House of Representatives (DPRD) plays a strategic role as the regional legislative body in absorbing and following up on public aspirations, particularly in the area of road infrastructure development. This study aims to analyze the institutional strategies of the Lampung Provincial DPRD in addressing community aspirations regarding road infrastructure in Electoral District 1 of Bandar Lampung City, as well as to identify the main challenges faced. This research employed a qualitative method with data collected through interviews, observations, and documentation, and analyzed using the Miles and Huberman interactive model. The findings reveal that the DPRD’s institutional strategy is centered on three aspects: organizational structure, authority, and standard operating procedures (SOPs). Although the organizational structure is formally established, internal coordination has not been fully synergized, authority has not been strategically utilized to advocate for public demands, and the SOPs for managing aspirations through the E-Pokir system lack transparent evaluation mechanisms. Challenges encountered include weak inter-unit synergy, limited human and technological resources, and low public participation. The study recommends strengthening internal coordination, leveraging authority more strategically, improving participatory SOPs, and enhancing community involvement to ensure that the DPRD fulfills its role in a more transparent, accountable, and responsive manner.

Abstract

The implementation of administrative services in an agency is much less relevant to what is expected so that the results obtained are also not in line with expectations. One of them is the Tanjung Batu District Head Office. The results of the author's initial observations at the Tanjung Batu District Head Office showed that the implementation of this administrative service was not in accordance with the expected goals. In this case the administrative unit must always be ready to provide accurate information services in solving administrative problems in general. To be able to carry out this administrative service task, employees who work in the administrative unit are not only supported by the willingness and work factor, but also must be equipped with special skills in the field of administration. This study uses qualitative methods, qualitative methods are a process of research and understanding based on a methodology that investigates a social phenomenon and human problem. The purpose of this study was to determine the administrative services of employees in improving employee performance at the sub-district office of Tanjung Batu. Based on the results of the research and interviews that have been described, it can be concluded that the Civil Service Administration Service in Improving Employee Performance at the Tanjung Batu District Head Office has been going well, this is because the services provided have not changed because they are in accordance with the main duties and SOPs that have been set.

Abstract

This study aims to compare sustainable development between members of forest farmer groups under the Community Forestry (Hutan Kemasyarakatan/HKm) and Village Forest (Hutan Desa/HD) schemes in enhancing community welfare in South Lampung Regency. Employing a quantitative approach with a comparative method, the study involved 73 respondents, consisting of 40 members from KTH Rangai Sejahtera (HKm scheme) and 33 members from LPHD Way Kalam (HD scheme), selected through simple random sampling. The research variable focuses on sustainable development, measured using the Sustainable Livelihoods Framework (SLF). Data were analyzed using the non-parametric Mann-Whitney U-Test, which revealed a statistically significant difference in sustainable development outcomes between the two forestry schemes in terms of their contribution to community welfare. KTH Rangai Sejahtera is characterized by nutmeg (Myristica fragrans) as its primary commodity, cultivated extensively across most managed lands and processed into various derivative products. In contrast, LPHD Way Kalam demonstrates strengths in social management and community-based ecotourism, particularly through the utilization of natural attractions such as the Way Kalam Waterfall.

Abstract

Fenomena pedagang kaki lima selalu menjadi masalah yang berulang bagi pemerintah kota Kota Bandar Lampung karena berjualan di tempat-tempat yang dilarang pemerintah seperti di atas trotoar, bahu jalan, badan jalan dan seringkali mengganggu keadaan kota yang menghendaki adanya kenyamanan, keamanan, ketertiban dan keindahan kota. Satuan Polisi Pamong Praja merupakan salah satu perangkat daerah yang bertugas untuk menjaga ketenteraman dan ketertiban umum serta menegakkan peraturan daerah. Satuan Polisi Pamong Praja Kota Bandar Lampung dituntut untuk melaksanakan tugas pokok dan fungsinya dalam menciptakan lingkungan Kota Bandar Lampung yang kondusif dengan melaksanaan penertiban pedagang kaki lima. Penelitian ini ditujukan untuk menggambarkan dan menganalisis implementasi strategi Satuan Polisi Pamong Praja Kota Bandar Lampung sebagai penilaian apakah suatu strategi yang dirumuskan sudah dilaksanakan dengan baik atau belum. Adapun metode yang digunakan peneliti yaitu, metode kualitatif deskriptif. Jenis data yang digunakan adalah data primer dan sekunder yang diperoleh yang kemudian dianalisis, disajikan, serta divalidasi agar menjadi suatu penelitian yang ilmiah. Hasil penelitian menunjukkan bahwa implementasi strategi Satuan Polisi Pamong Praja dalam penertiban pedagang kaki lima sudah dilaksanakan melalui pengembangan program, realisasi anggaran dan pelaksanaan prosedur, namun masih terdapat kendala pada tingkat kepatuhan masyarakat, anggaran yang kurang optimal, dan resistensi pedagang kaki lima.sa
