Jurnal Administrativa merupakan jurnal ilmiah periodik yang mengkaji pelbagai gagasan, diskursus dan praktik birokrasi, kebijakan dan pelayanan publik kontemporer dari multi-disipilin ilmu. Administrativa dikelola oleh Jurusan Ilmu Administrasi Publik, Fakultas Ilmu Sosial dan Ilmu Politik, Universitas Lampung. Ruang lingkup Administrativa menyangkut problem-problem yang berkaitan dengan studi administrasi publik, khususnya dalam kajian birokrasi, kebijakan dan pelayanan publik, baik di tingkat lokal, nasional maupun internasional. Tujuan dari publikasi jurnal ini adalah untuk menyebarluaskan pemikiran/gagasan konseptual maupun ide dan hasil penelitian yang telah dicapai di bidang birorkasi, kebijakan dan pelayanan publik. Abstract

Digital transformation in public services has become a pressing need in the modern era, particularly in the field of population administration. The Anjungan Dukcapil Mandiri (ADM) program represents a strategic innovation by Indonesia’s Ministry of Home Affairs aimed at enabling citizens to independently print civil registration documents, thereby reducing reliance on conventional bureaucratic services. This study evaluates the input aspect of ADM implementation in Bandar Lampung City using the CIPP (Context, Input, Process, Product) evaluation model, focusing on regulatory readiness, human resource capabilities, infrastructure availability, and budget support. A descriptive qualitative approach was employed, involving in-depth interviews, direct observation, and document analysis. The findings reveal that despite the existence of national-level regulatory support, implementation at the regional level is hampered by the absence of local technical Standard Operating Procedures (SOPs), limited availability of ADM machines, inadequate technical training for operators, and insufficient public outreach. These input constraints directly affect the program’s ability to function efficiently and equitably across the population. The study concludes that the success of ADM as a digital service innovation relies heavily on the quality and sufficiency of input resources. Strategic interventions are necessary, including the expansion of ADM units, capacity-building for service personnel, and the formulation of an inclusive and sustainable public communication strategy to enhance public engagement and service utilization.

Abstract

This study aims to analyze the complaint handling system in licensing services at the Capital Investment and One-Stop Integrated Services Office (DPMPTSP) of Lampung Province. The research method used is descriptive qualitative, with data collected through interviews, observation, and documentation. The theory used in this research is Davidow's (2003) complaint management theory, which includes six indicators: timeliness, facilitation, redress, apology, credibility, and attentiveness. The results show that DPMPTSP Lampung has implemented an effective complaint handling system. Timeliness is demonstrated through officers' fast responses, facilitation is ensured via accessible channels, and there are compensation and apology mechanisms. Credibility and attentiveness are reflected in transparent information sharing and responsive communication. In conclusion, the complaint handling system is effective and serves as a good public service practice.

Abstract

This study aims to analyze the implementation of asset deletion policies for land and buildings owned by the local government at the Regional Financial and Asset Management Agency (BPKAD) of Bandar Lampung City. The analysis uses the Van Meter and Van Horn policy implementation model, which includes six key variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agents, external environment, and the disposition of implementers. The findings indicate that the policy implementation has not been optimal. Major obstacles include limited human and financial resources, weak inter-agency coordination, uncertified assets, and passive attitudes of implementers. To address these challenges, it is recommended to improve HR capacity and budget allocation, strengthen inter-agency coordination, and accelerate the certification of land assets.

Abstract

Organizational structure change is an important strategy to improve work effectiveness and efficiency, including in the education sector. This study aims to analyze the effect of organizational restructuring on the effectiveness of the National Accreditation Board for Early Childhood, Primary and Secondary Education (BAN-PDM) of Lampung Province in carrying out its duties and functions. The method used is explanatory research with a quantitative approach, and the sampling technique used is saturation sampling because the population is small, namely 17 members and staff of BAN-PDM. Data were collected through questionnaires and analyzed using validity tests, reliability, descriptive statistics, classical assumption tests, and simple linear regression. The results of the study indicate that organizational restructuring has a positive and significant effect on the effectiveness of BAN-PDM performance, which includes changes in structure, technology, and human resources after the merger of BAN-PAUD and BAN-SM. This study emphasizes the importance of effective change management so that organizational effectiveness can continue to be improved.

Abstract

This study aims to evaluate the implementation of the CHSE program at the Bumi Kedaton tourist site in Bandar Lampung City, based on William N. Dunn’s policy evaluation indicators. The research employs a qualitative descriptive approach with data collection techniques including interviews, documentation, observation, and literature review. Informants were selected using purposive sampling with criteria directly related to the subject of the study. The findings reveal that the program was fairly effective in increasing the awareness of managers regarding the importance of cleanliness and safety during the pandemic; however, its implementation declined after certification. In terms of efficiency, the use of resources such as labor and time was optimal during the program, but limited funding hindered its sustainability. Regarding adequacy, the program provided sufficient support during the pandemic but did not fully meet the long-term needs of the managers due to the absence of continued assistance or encouragement from the government. In terms of equity, socialization efforts reached all stakeholders evenly, but implementation decreased and became less consistent after the pandemic subsided. The program was responsive to urgent needs during the pandemic but failed to address the managers’ needs in maintaining post-pandemic standards due to a lack of updated strategies. Although the program's targets were appropriate, it lacked strategic planning to ensure ongoing implementation beyond the pandemic period.

Abstract

Penelitian ini bertujuan untuk mengevaluasi konteks implementasi Program Kartu Identitas Anak (KIA) di Kota Bandar Lampung. Program KIA merupakan kebijakan nasional yang ditujukan untuk memberikan identitas resmi kepada anak-anak di bawah usia 17 tahun. Program ini diharapkan dapat mendukung pendataan kependudukan, meningkatkan perlindungan anak, serta mempermudah akses anak terhadap berbagai pelayanan publik. Namun, hingga tahun 2024, capaian kepemilikan KIA di Kota Bandar Lampung baru mencapai 68,8%, masih berada di bawah target nasional sebesar 75%. Selain itu, manfaat dari program ini belum sepenuhnya dirasakan oleh masyarakat, terutama dalam hal pemanfaatan KIA untuk berbagai keperluan administratif dan pelayanan publik.Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data berupa wawancara, observasi, dan studi dokumentasi. Fokus utama diarahkan pada aspek context dalam model evaluasi CIPP (Context, Input, Process, Product) yang dikembangkan oleh Stufflebeam (1966). Aspek ini digunakan untuk menilai sejauh mana program dirancang berdasarkan kebutuhan nyata masyarakat dan relevan dengan kondisi lokal. Hasil penelitian menunjukkan bahwa perencanaan program belum dilakukan secara komprehensif, urgensi dan manfaat KIA belum sepenuhnya dipahami oleh masyarakat, serta tujuan program belum seluruhnya mencerminkan kebutuhan anak-anak di tingkat lokal. Temuan ini menunjukkan bahwa konteks merupakan aspek krusial yang perlu diperbaiki untuk mendukung keberhasilan program KIA di Kota Bandar Lampung.

Abstract

Digital transformation in the higher education sector demands innovation in the tuition payment system. Dharmawacana University, as a private higher education institution, faces challenges in optimizing student payments. This study aims to identify strategies to improve the effectiveness and efficiency of student payments through virtual accounts. The method used is a qualitative study with a case study approach. The results show that the use of virtual accounts can improve payment order, accelerate administrative processes, and reduce manual financial workload. Recommended strategies include socialization, integration of academic systems with financial systems, collaboration with partner banks, and providing incentives for timely payments. This research is expected to serve as a reference in the development of digital payment systems in higher education.

Abstract

effective approach to sustainable environmental management. This study explores empowerment strategies in Metro City, Lampung, by integrating an analysis of factual environmental conditions such as daily waste generation, irrigation pollution, and the shortage of green open spaces. A descriptive qualitative method was employed through literature review, analysis of local government documents, media reports, and academic research. The findings indicate that effective empowerment strategies involve strengthening local capacities, active community participation in waste bank management, adherence to the STBM (Community-Based Total Sanitation) framework, and multi-stakeholder collaboration. The main obstacles include limited funding, weak inter-agency coordination, and low public awareness. The study recommends enhancing policy support, providing incentives, and establishing inclusive mechanisms for participatory-based sustainable development.

Abstract

Fulfillment of women's representation is still a challenge for the government in the context of organizing elections, support is needed through affirmative policies to empower women and overcome the stigma and stereotypes that exist in society. In doing so, Bawaslu formed an ad hoc body, namely the Sub-District Panwaslu, in the recruitment process there were several sub-districts that did not meet the quota of female representation. This study aims to determine the implementation of the Affirmative policy in supporting 30% women's representation in the Bandar Lampung City Bawaslu has been implemented as expected. This research uses a qualitative approach with data analysis using Mazmanian and Sabatier's theory which includes three main variables: problem characteristics, policy characteristics and environmental factors. The results showed that the implementation of the Affirmative policy in the Bandar Lampung City Bawaslu has been substantively implemented well, but the results of recruitment of women's representation have not yet reached 30%. Notes on the policy are still related to internal and external constraints of Bawaslu Bandar Lampung City which require efforts to support women's involvement and not just fulfill the quota.

Abstract

Legalitas pengelolaan kawasan hutan melalui skema perhutanan sosial belum sepenuhnya mengeliminasi potensi konflik tenurial. Konflik umumnya muncul akibat perbedaan klaim antara masyarakat yang menganggap kawasan sebagai milik pribadi dan pihak yang telah memperoleh izin resmi. Penelitian ini bertujuan mengkaji strategi lembaga pengelola hutan dalam menangani konflik tenurial serta mengidentifikasi faktor penghambat implementasinya. Pendekatan yang digunakan adalah kualitatif dengan desain studi kasus dan analisis berbasis teori implementasi strategi Higgins. Hasil penelitian menunjukkan bahwa strategi yang dirumuskan belum diimplementasikan secara optimal karena keterbatasan sumber daya manusia dan ketiadaan anggaran khusus untuk penanganan konflik. Hambatan eksternal seperti rendahnya pemahaman masyarakat terhadap regulasi kehutanan dan minimnya partisipasi pihak yang bersengketa dalam proses mediasi turut memperlambat penyelesaian konflik
