Abstract

The implementation of E-Government policies can improve policy performance through quality services utilizing digital-based information technology. The Baubau City Regional Revenue Agency utilizes technological developments by issuing the E-BPHTB Application. This application is implemented at BAPENDA to improve service performance in the field of taxation. The success of the implementation can be seen from the positive reactions shown by Taxpayers. Although many still have technological stuttering. This problem has not become serious, because BAPENDA Baubau City continues to strive to conduct socialization both directly and indirectly. This study adopts O'Jones' theory, the method used is qualitative descriptive research. Data collection techniques, namely by reducing which consists of; data reduction, and drawing conclusions. The results of the study indicate that the implementation of the Electronic policy (Land and Building Acquisition Fee) at Bapenda Baubau City is quite good, but not as expected: Organization in terms of budgeting, and methods are good but the human resources owned are still lacking, not adequate especially in the field of determination in the process of completing duties and functions. Interpretation related to the explanation of the substance and understanding of the objectives and targets of the E-BPHTB policy has not been as expected, even though it has received support for policies such as the PDRD Law, Regional Regulation No. 5 of 2011 concerning BPHTB as the basis for implementing the collection and management of BPHTB, public understanding is still low, only limited to socialization through electronic media and billboards, Standard Operating Procedures and work procedures for policies already have a measurable and transparent mechanism, the mechanism or procedure is very clear, this can be seen from the determination and processing of data through the E-BPHTB Application which is following the determination of BPHTB.

Abstract

Collaborative governance in public services is an increasingly important approach amidst the complexity of problems faced by the government. Various actors with different interests must interact and work together to create effective and efficient services. However, the challenges faced in this collaboration often involve tensions between bureaucratic structures and horizontal cooperation between stakeholders. Policy learning is an important element in responding to these dynamics and strengthening collaborative processes in public governance. This study aims to explore the role of policy learning in strengthening collaborative governance in public services. This study uses a qualitative approach by collecting data from various sources, such as previous studies, research results, and relevant policy documents, to analyze the dynamics of collaboration and learning between actors. The results show that policy learning is key in creating a shared understanding between the actors involved. In addition, effective collaboration can be achieved with an inclusive and sustainable learning mechanism, as well as strong institutional support. This study suggests the importance of integrating policy learning into collaborative governance strategies to ensure the sustainability and success of better public services.

Abstract

Corporate Social Responsibility (CSR) has increasingly emerged as a critical innovation in public policy, serving as a bridge between the business sector and government governance to advance sustainable development. This study examines CSR as a strategic tool for creating public value through multi-stakeholder collaboration, integrating corporate initiatives with public policy objectives. Employing a systematic review of recent literature, the research highlights how CSR adoption enhances transparency, accountability, and effectiveness in addressing social and environmental challenges. The findings reveal that CSR practices contribute significantly to improving corporate social accountability while strengthening the relationship between businesses and governments in achieving the Sustainable Development Goals (SDGs). Moreover, CSR initiatives encourage the development of inclusive policies that foster cooperation across sectors and promote innovation in addressing complex societal issues. The study underscores the importance of adaptive and context-sensitive CSR implementation to ensure that both corporate and public interests are aligned. Practical recommendations are provided for policymakers and business leaders to develop frameworks that support the integration of CSR within public governance structures. By facilitating collaborative governance and stakeholder engagement, CSR emerges as a transformative approach that not only advances corporate responsibility but also catalyzes systemic change toward social equity and environmental sustainability. This research contributes to a deeper understanding of CSR’s role in public policy innovation and offers valuable insights for fostering sustainable partnerships between the private and public sectors.

Abstract

The suboptimal integration of sustainability indicators in regional road policies in East Kolaka Regency, Indonesia, has resulted in infrastructure development that does not pay attention to environmental, social and economic aspects in a balanced manner. This study aims to analyze the integration of sustainability indicators and identify implementation barriers in regional road infrastructure policies in East Kolaka Regency. Employing a qualitative approach and thematic analysis, data were collected through in-depth interviews, field observations, and document reviews involving key actors from government agencies, civil society, and the private sector. The findings reveal that sustainability integration has been pursued through the use of environmentally friendly technologies, improved economic connectivity through agropolitan strategies, and community participation in planning processes. However, implementation remains challenged by complex geographic conditions, limited human and financial resources, political interventions, and administrative constraints. These findings highlight the importance of localized sustainability indicators and the need for improved governance and inter-agency coordination to achieve inclusive and sustainable road development.

Abstract

This study aims to analyze community empowerment through the Food Security Program in Nagari Anam Koto Selatan, Kinali District, West Pasaman Regency. It addresses challenges arising from the community’s low post-training independence, suboptimal program sustainability, and insufficient attention to nutritional and food‐safety aspects. A descriptive qualitative method was employed, with data collection comprising in‐depth interviews, participatory observation, and documentation, supported by source and method triangulation to ensure data validity. Findings indicate that the principles of equity and participation have been well implemented through training and mentoring; however, community independence remains low, and post‐training sustainability is not yet optimal. Although food production has shown intermittent increases and food access has improved via cooperatives, attention to nutrition and food safety remains inadequate. The principal impediments include limited human resources, inadequate infrastructure, insufficient capital, and weak inter‐agency coordination. The study underscores the need to strengthen HR capacity through locally tailored training, provide intensive post‐training mentoring, optimize the allocation of Village Funds for production facilities and infrastructure, and reinforce local institutions such as the LPMN, PKK, and Karang Taruna. These insights are intended to guide the Nagari government and relevant stakeholders in formulating more effective and sustainable community-empowerment strategies.

Abstract

Animal waste management in Kuningan Regency, especially in Cipari Village, faces serious challenges in the form of environmental pollution, low awareness of livestock farmers, and suboptimal existing policies. This study aims to analyze innovations in animal waste management policies with a participatory and collaborative approach. The method used is descriptive qualitative with data collection techniques through in-depth interviews, document studies, and field observations. The results of the study indicate that the implementation of policy innovations based on three main principles, namely creation of interactive value, distributed co-creation, and mass collaboration, has encouraged multi-party involvement in overcoming waste problems. The findings show real collaboration between livestock farmers, local governments, academics, and the private sector, which results in the practice of processing waste into organic fertilizer and biogas. However, implementation is still hampered by the lack of incentives, technological infrastructure, and coordination between institutions. Therefore, the strategy for increasing policy effectiveness is directed at institutional integration, ongoing education, incentives for small farmers, and strengthening waste management cooperatives. This study provides a conceptual contribution to collaborative and practical governance for the development of environmentally friendly agriculture.

Abstract

This study examines the digital readiness of micro and small enterprises (MSEs) in rural Indonesia, aiming to evaluate their readiness and develop a specialized model tailored to rural challenges. Using a mixed-method approach, insights were drawn from 12 articles and 24 business participants across 11 villages, combining systematic literature reviews and in-depth interviews. The methodology focused on analyzing digital readiness dimensions such as strategy, organization, technology, finance, and market integration. Interviews with MSE owners and managers explored factors influencing digital readiness, including the macro environment, technology perceptions, motivation for adoption, social capital, and knowledge-based capabilities. Findings revealed that many rural MSEs possess a basic level of digital readiness, with some lagging due to limited technology use and owner disinterest. Addressing these challenges requires collaboration among governments, educational institutions, local communities, and the MSEs themselves. The study underscores the importance of digital readiness in enhancing the competitiveness and sustainability of rural MSEs. By developing a tailored model and addressing key challenges, rural MSEs can better leverage digital technologies to drive growth and economic development in rural areas.

Abstract

The most discussed chapter of Indria Gandhi’s political career is the imposition of Internal Emergency on 25 June 1975 across India. Mrs. Gandhi established her authority over the whole of India by imposing the Emergency. The main aims of this study that to explore the real reasons why Indira Gandhi imposed emergency. Various political analysts and leaders of congress-opposition parties have blamed Gandhi’s power politics as the for the imposition of Emergency. On the other hand, many have blamed the undemocratic nature of Indian politics at the time as the reason for Mrs. Gandhi’s imposition of Emergency. In order to explore the real reasons for the imposition of emergency, it is particularly necessary to discuss the nature of the anti-central government in India in the 1970s. because the anti-Congress-government movement in various states, later changed to anti-Indira movement. And the Emergency was the ultimate result of the anti-Indira movement.

Abstract

Collaborative governance involves public institutions engaging non-state stakeholders in consensus-oriented, deliberative decision-making for public policy. In Cimahi City, stakeholder involvement in bureaucratic reform through the Smart City initiative is vital, yet collaboration remains underdeveloped. This study aims to describe, analyze, and map the roles, challenges, and efforts of Pentahelix actors government, private sector, academia, media, and civil society in implementing the Smart City concept. Using a descriptive-analytical method with a qualitative approach, the research explores collaboration through communication, coordination, and cooperation. Findings show the government is responsible for regulations, procurement, education, and assistance but is perceived as ineffective. The private sector aids job creation, yet opportunities remain limited. Higher education contributes innovation and expertise in policymaking. Media disseminates information and fosters networks. Public participation is low, especially in idea-sharing and technology use. NGOs assist through training and empowerment programs. Key barriers include weak communication, lack of coordination, and differing stakeholder perspectives. To address these issues, the government established a Smart City Expert Council as a collaborative platform. Overall, while roles are defined, actual implementation faces structural and relational challenges, requiring stronger integration and mutual understanding among all Pentahelix pillars to drive effective bureaucratic reform.

Abstract

The development of information and communication technology drives the transformation of public services towards a more efficient, transparent, and participatory digital direction. The Agam Regency Government responded to this change by presenting the SILETON (Integrated Online Electronic Service System) application as an innovation in population administration services. However, in the implementation process, various obstacles were still found, such as low digital literacy of the community, limited technological infrastructure, and uneven levels of service adoption. This study aims to analyze the process of innovation diffusion of the SILETON application based on Everett Rogers' Diffusion of Innovation theory, assess its contribution to the implementation of smart governance, and formulate strategies for optimizing digital-based services at the regional level. The method used in this study is a descriptive qualitative approach, with data collection techniques in the form of in-depth interviews, observation, and documentation. Informants were selected purposively involving the Agam Regency Population and Civil Registry Office, application managers, and user communities. The results of the study show that the SILETON innovation diffusion process has shown significant progress, but is not evenly distributed across all levels of society. This application contributes to increasing transparency, efficiency, and public participation as characteristics of smart governance. Suggested optimization strategies include increasing digital literacy, strengthening network infrastructure, developing user-friendly application features, and active collaboration between agencies. These findings emphasize the importance of a holistic approach in driving the success of digital innovation in local government to create more inclusive and adaptive public services.
