Abstract

Analysis of the implementation of waste management through “Sahabat Sampah” as an waste management innovation in Samboja district. Syaiful Fadly, Graduate Program at Mulawarman University. This study aims to empirical analyze the implementation of waste management “Sahabat Sampah” as an waste management innovation in Samboja district. This study use a qualitative approach with the intention of obtaining a description of the implementation of waste management through in Samboha district. The data obtained were carried out by observation, documentation and interview techniques, which were then analyzed using descriptive analysis models with coding techniques. The result showed that the implementation of waste management policies in Samboja district through the role of Sahabat Sampah has been effective. Based on the 4 (four) indicator approach developed by Edward III (communication, resources, bureaucratic structure and disposition), it can be seen that the overall implementation of waste management policies has well done. Although in some aspect it still needs to be developed so that implementation can run more optimally. Among other things, the aspect of funding sources is still limited, so that becomes an obstacle to expanding the waste handling area. Then education and outreach to the community as a whole, so that awareness in handling and management of waste can be massively carried out, and involve all levels of society. Abstract

This study aims to determine the role played by Jelajah Community to  develop the tourism sector in Samarinda City as agents of change and social control.  The role of the Jelajah Community is focused on activities and activities which is carried out through research focus, namely: (1) Exploring a destination tourism which is easily accessible or not, (2) Carrying out socialization activities and promotion to the public through social media, (3) Becoming a medium and evaluator for Stackholder in this case the Department of Tourism, both East Kalimantan Province and City of Samarinda (4) Inhibiting factors in implementing the role of youth in sector development tourism.  The result of this research is shows the role of Jelajah Community in developing the tourism sector in Samarinda City shows that role has been going well, this is due to Jelajah Community  can be able to bridge various actors both government and society in  his efforts to develop the tourism sector in Samarinda City, this has been proven  with the fact that the information dissemination shared by Jelajah Community is very  spread quickly, and several times the documentation of the results of activities carried out viral. Abstract

This study aims to describe the results of the assessment of the implementation of the Healthy School Program at Elementary School Level in East Kutai Regency. This type of research is descriptive qualitative. Data collection techniques by means of interviews, observation, and documentation. Data analysis using an interactive analysis model. The results show that the evaluation of the Healthy School Program shows that in general it has not been maximized where from various criteria, namely effectiveness related to goal achievement, efficiency related to the use of resources both money and human resources, equity related to benefits and financing that are distributed evenly, accuracy is related to the achievement of goals, responsiveness related to the school's response to the program, and adequacy related to the results achieved. Only one school, namely SD Negeri 010 Sangatta Utara, has been achieved while the other two schools are still unable to implement the whole thing, such as being constrained by budget, health teachers and infrastructure advice.Keywords: Evaluation, Healthy School Program.

Abstract

The results of the study show that the implementation of Situng's policy in the implementation of the 2019 presidential and vice presidential elections in East Kalimantan, in terms of communication, is very intense in carrying out Routine Coordination Meetings in every stage of the 2019 presidential and vice presidential elections. Internal communication, both in the form of guidance technical, coordination meetings, delivery of technical instructions, circulars, monitoring and others as well as communication with external parties as stakeholders are part of communication in implementing the Situng policy, then in terms of resources, operator readiness is of particular concern, such as the introduction and training for Situng operators as users in operating Situng. The readiness of the Situng supporting equipment itself includes budget allocations in its implementation that already exist, in terms of the attitude going well, this is proven in the 2019 Election in East Kalimantan Province both in Bontang City, West Kutai Regency and Paser Regency, there are no stages that are delayed or the existence of a re-voting, then in terms of the bureaucratic structure within the KPU institution is binding in this case the RI KPU carries out its duties and obligations in terms of making policies in the form of a KPU Regulation (PKPU) so that it is binding and also becomes a guideline for the provincial KPU as regional coordinator and Regency and City KPU as executor. The inhibiting factor for the implementation of the Situng policy is that the determination of Situng operators is constrained by the number of human resources which can only be taken from the technical implementation division. Suggestions in this study are that it is necessary to socialize changes in regulations at every level of communication with external parties as stakeholders, so that the purpose of using the application can be understood together, it takes understanding to KPPS regarding writing in the minutes of recapitulation results at the KPPS level, conducting special recruitment of supporting staff to support the implementation of Situng, which of course will be placed as a Scan, Entry, and Verifier operator.Keyword : Situng Implementation, East Kalimantan 2019 Election

Abstract

This study aims to describe the results of the assessment by Family Planning Village Program in Swarga Bara Village, Sangatta Utara District. The research focus is input, process, output, supporting and inhibiting factors of the program. This research include by qualitative research with interview, observation, and documentation techniques, and then analyzed using an interactive analysis model and after that validity data tests use triangulation source. The research results show that the evaluation of the implementation Family Planning Village Program show that in general it has not been going well where by the input and process indicators show that from the implementation of increasing capacity of family planning extension workers in the field, provision of supporting facilities and infrastructure, budget support, resilience building and family empowerment and also advocacy and communication, information and education to that programs so many can not implemented and run well due to the minimal budget given, the lack of socialization by that program and nothing clear cooperation agreements between stakeholders only to service activities of Family planning that can run well while output indicators consisting of participant achievements of active family planning, participate activity group and then family data collection still relatively low because many achievements have not met the target sets.Keywords: Village Family Planning Program, Input, Process, Output.

Abstract

The Pekayon-Jakasetia eviction conflict has been going on since 2016 which occurred due to a feud between the owner or residents affected by the eviction of Pekayon-Jakasetia and the Bekasi City Government, which is carrying out a program of the Ministry of Public Works and Housing which is intended to build pedestrians, parks and roads. This eviction conflict is related to agrarian conflict which is a dispute or conflict with land issues, either in the form of control or land ownership. The Pekayon-Jakasetia eviction conflict has resulted in opposition from the local community for evictions without dialogue and only with a warning letter five times in five weeks without dialogue with the people affected by the evictions, even though the land is free state land and has been inhabited in good faith for decades. In fact, the government also compensates the people affected by the evictions as a form of compensation. Thus, people who feel aggrieved and do not receive protection, as well as responsibility for the forced evictions. This paper aims to map the sequence of events for the evictions using qualitative methods through literature study. Sources of data are obtained from books, journals and internet sites.

Abstract

The research findings show the role of KNPI as a means of political education through activities such as conducting board orientation, leadership regeneration, leadership training, conducting general election discussions, and cooperating with other organizational partners and the government. Forms of implementing political education include helping local governments and socializing politics, especially regarding crucial issues, Providing political education to youth and KNPI cadres, Samarinda Seberang District, Socialization of Simultaneous Regional Head Elections Obstacles faced in becoming a means of political education are obstacles in educating the political community and KNPI cadres in Samarinda Seberang District and obstacles in funding activities. Abstract

Tujuan penelitian yaitu untuk mendeskripsikan dan menganalisis implementasi kebijakan pengelolaan administrasi umum pemerintahan desa di Desa Rian dan Desa Kapuak Kecamatan Muruk Rian Kabupaten Tana Tidung, mendeskripsikan dan menganalisis faktor pendukung dan faktor penghambat implementasi kebijakan pengelolaan administrasi umum pemerintahan Desa di Desa Rian dan Desa Kapuak Kecamatan Muruk Rian Kabupaten Tana Tidung. Teori yang digunakan dalam penelitian yaitu teori Charles O. Jones implementasi kebijakan mencakup Aktivitas Organisasi, Interprestasi, dan Aplikasi/Penerapan.                Jenis penelitian yaitu kualitatif. Informan yaitu Camat Muruk Rian, Kepala Desa dan staf desa Rian dan Desa Kapuak. Teknik pengumpulan data yaitu wawancara, Observasi, dan dokumentasi/Catatan Lapangan. Teknik analisis data yaitu pengumpulan data, reduksi data (penyederhanaan data), penyajian data, dan penarikan kesimpulan.Hasil penelitian yaitu implementasi kebijakan pengelolaan administrasi umum pemerintahan desa di Desa Rian Dan Desa Kapuak dari aspek aktivitas organisasi belum berjalan dengan maksimal disebabkan pembagian tugas tidak merata dan tidak disertai dengan petnjuk teknis yang jelas pada staf desa Rian dan Desa Kapuak.  Dari aspek aktivitas interprestasi yaitu pemahaman staf desa mengelola administasi umum masih kurang, kepatuhan staf desa belum berjalan dengan baik, kesadaran staf desa mengurus administrasi umum sudah baik, tanggung jawab dan loyalitas belum maksimal. Dari aspek Aplikasi/Penerapan, desa Rian dan Desa Kapuak sudah memiliki SOP. Sedangkan ketelitian dan ketertiban kerjasama belum berjalan dengan baik. Faktor Pendukung dan faktor penghambat implementasi kebijakan pengelolaan administrasi umum pemerintahan desa di Desa Rian Dan Desa Kapuak yaitu (1) faktor pendukung: (a) adanya pelatihan dari kecamatan, (b) peran kepala desa sebagai motivator, (c adanya dana desa, (d) adanya sarana dan prasarana. (2) Faktor penghambat yaitu (a) Kemampuan aparatur desa masih terbatas, (b) jumlah aparatur desa yang masih kurang, (c) tanggung jawab aparatur desa kurang. Rekomendasi yaitu perlu peningkatan SDM secara kualitas dan kuantitas, pembinaan berkala dan perlu penerapan displiner.

Abstract

This article discusses the description of the growth of tribal-based youth organizations and the dynamics of the implications of their presence on inter-ethnic harmony in Samarinda City. A qualitative approach is used as a research method. The research data were obtained from observations, interviews, literature studies and documentation which were analyzed using a qualitative data analysis model. The research findings show an increase in terms of quantity and is in the infant period and childhood phase (Go-Go). The presence of tribal-based youth organizations has real implications for the creation of inter-tribal harmony through the dynamics and behavior of youth organizations which are reflected in positive activities that support the creation of harmony such as peace ambassador activities, sirapeang, fundraising, and joint sports competitions.Keyword: organizational growth, implications, youth, ethnicity, harmony

Abstract

Implementation of the Smart City in Kutai Kartanegara is not easy. This is due to the vast geographical conditions with minimal access to transportation and there are still isolated areas. Until 2021, there are still 13 village blank spots. From the institutional view, the biggest challenge arises from the low understanding and ability of the State Apparatus in utilizing the digitization of information technology-based services. Based on the above conditions, this study aims to examine more deeply the role of the Dinas Komunikasi dan Informatika in Kutai Kartanegara Regency in supporting the implementation of Smart City policies. The method used in this research is descriptive qualitative with an analytical framework based on Edward III's theory which consists of aspects of communication, resources, disposition, and organizational structure. The results of this study indicate that as a supporting Regional Apparatus Organization, the role of Diskominfo Kutai Kartanegara in the implementation and socialization of Smart City has not been optimal. This can be seen from the aspect of resources, it was found that most of the Civil Apparatus at Diskominfo do not have knowledge in the field of information technology. Meanwhile, from the aspect of disposition, policy makers have formed a Regent Regulation as the institutes for Smart City. In the aspect of bureaucratic structure, the role of the supervisory and control function of Diskominfo in each field is still not running. Strategic steps are needed so that the Smart City policy is included in the Diskominfo budget planning document.
