Abstract

Marriage is an inner and outer bond between a man and a woman as husband and wife with the aim of living a perfect, happy and eternal life. In reality, not all marriages go as expected, resulting in divorce. This research aims to analyze personnel policies in fostering household harmony and supporting improved employee performance, factors causing civil servant divorce, the mediation process carried out by BKPSDM, analyzing obstacles and solutions in conducting mediation in the civil servant divorce process within the Tana Tidung Regency Government. This research uses a qualitative descriptive method with data collection techniques through interviews, observation and documentation. The results of the research show that the Tana Tidung Regency government's policy in fostering employee household harmony is carried out through religious activities, providing leave, counseling guidance, socialization regarding household harmony. Factors that cause civil servant divorce include infidelity, economics, differences in principles, ideology and religion. In the civil servant divorce application process, BKPSDM plays the role of mediator. The obstacles faced were one of the parties being unable to attend, the parties not being cooperative, unable to accept suggestions and incomplete administrative requirements. The solution is to write a summons to the parties involved, invite other parties to obtain additional information and contact employees to complete the requirements for applying for a divorce permit so that the next process can be carried out.

Abstract

This research describes, analyzes and interprets collaborative governance in the form of a partnership pattern between the Village Government, the Private Sector and the Community in the development of Telaga Sewu Tourism in Duren Sewu Village, Pandaan District, Pasuruan Regency. The research method used is a qualitative method with a case study approach. The results of the research show that the basis or reason for the partnership between the Village Government, the Private sector and the Community in developing Telaga Sewu Tourism in Duren Sewu Village is political reasons, all parties entered into a partnership based on the interest of gaining profits. The village government can improve the realization of a democratic government, while the private sector can increase income and the community can increase family income or economy. Then there are economic reasons, where partnerships are implemented to improve the welfare of the Duren Sewu community, reduce inequality and poverty and increase income. Meanwhile, for administrative reasons, the village government entered into a partnership because it was constrained by a lack of budget for developing Telaga Sewu tourism, while the private sector entered into a partnership because they did not have complete equipment and recruited people as employees at Telaga Sewu Tourism due to a lack of natural resources. Meanwhile, the partnership pattern between the village government, the private sector and the community in developing Telaga Sewu tourism in Duren Sewu Village is more inclined towards a mutualistic partnership pattern.

Abstract

This research aims to analyze the implementation of the Minister of Agriculture's Regulation concerning Guidelines for Plantation Business Licensing in Mahakam Ulu Regency and the inhibiting factors. The research uses descriptive qualitative research with data types including primary data and secondary data through interactive model analysis. The research results show that the communication aspect of policy implementation as the executor of plantation business licensing services is not optimal even though coordination has been carried out with relevant stakeholders but there has been no socialization since the transfer of licensing from West Kutai Regency to Mahakam Ulu Regency. In the aspect of human resources, they are not adequate in quality or quantity and equipment resources are also inadequate to support policy implementation. In the disposition aspect, plantation business permits have a commitment to implementing policy procedures well and receiving support from stakeholders. In terms of the organizational structure aspect, the policy guidelines for plantation business permit services in Mahakam Ulu Regency have a fairly adequate organizational structure between implementers, both from DKPP and the Department of Investment and Integrated Licensing Services (DPMPPT). Then, the factor that hampers the implementation of the Minister of Agriculture's Regulation regarding guidelines for plantation business licensing in Mahakam Ulu Regency is the unavailability of a special budget for plantation business licensing at the Mahakam Ulu Regency Food Security and Agriculture Service.

Abstract

Penelitian ini dijalankan guna mencari tahu mengenai (1) pengaruh kemampuan, kepuasan kerja, komitmen organisasi, motivasi, dan kualitas kehidupan kerja terhadap kinerja, (2) pengaruh kemampuan, kepuasan kerja, komitmen organisasi, motivasi terhadap kualitas kehidupan kerja, (3) pengaruh kualitas kehidupan kerja yang memediasi hubungan kemampuan, kepuasan kerja, komitmen organisasi, dan motivasi terhadap kinerja. Teknik analisa data yang diterapkan pada ialah pendekatan SEM. Temuan studi membuktikan bahwa (1) kemampuan, komitmen organisasi, motivasi, kualitas kehidupan kerja berpengaruh positif serta signifikan terhadap kinerja Pemeriksa BPK Kaltim, sedangkan kepuasan kerja tidak berpengaruh positif dan tidak signifikan terhadap kinerja Pemeriksa BPK Kaltim, (2) kepuasan kerja, komitmen organisasi, motivasi, berpengaruh positif dan signifikan terhadap kualitas kehidupan kerja Pemeriksa BPK Kaltim, sedangkan kemampuan tidak berpengaruh positif dan tidak signifikan terhadap kualitas kehidupan kerja Pemeriksa BPK Kaltim, (3) kualitas kehidupan kerja memediasi secara penuh pengaruh kepuasan kerja terhadap kinerja Pemeriksa BPK Kaltim dan memediasi secara parsial pengaruh komitmen organisasi dan motivasi terhadap kinerja Pemeriksa BPK Kaltim, serta tidak memediasi pengaruh kemampuan terhadap kinerja Pemeriksa BPK Kaltim.

Abstract

Bayu Wiratama, Implementasi Peraturan Menteri Dalam Negeri Nomor 130 Tahun 2018 tentang Kegiatan Pembangunan Sarana danPrasarana Kelurahan dan Pemberdayaan Masyarakat di KelurahanSungai Pinang Dalam Kota Samarinda, di bawah bimbingan Dr. HM.Jamal Amin, M.Si dan Dr. Heryono Susilo Utomo, M.Si.Penelitian ini bertujuan untuk mendeskripsikan implementasiPeraturan Menteri Dalam Negeri Nomor 130 Tahun 2018 tentangKegiatan Pembangunan Sarana dan Prasarana Kelurahan danPemberdayaan Masyarakat di Kelurahan Sungai Pinang Dalam sertamenganalisis faktor pendukung dan faktor penghambatnya.Penelitian ini merupakan penelitian deskriptif dengan pendekatankualitatif. Metode pengumpulan data dilakukan dengan melakukanpengamatan, wawancara dan studi dokumentasi. Penelitian inimenggunakan analisis data model interaktif yang dikembangkan olehMiles, Huberman dan Saldana (2014)Hasil penelitian menunjukan bahwa implementasi PeraturanMenteri Dalam Negeri Nomor 130 Tahun 2018 di Kelurahan SungaiPinang Dalam belum maksimal. Masih terdapat beberapa kendaladiantaranya yakni masih belum idealnya jumlah sumber daya manusiapelaksana, adanya sikap keragu-raguan para pelaksana karena kebijakanyang masih baru dan terjadi Pandemi Covid-19 yang berdampak terhadapkondisi ekonomi, politik dan sosial. Adapun yang menjadi faktorpendukung dari implementasi Peraturan Menteri Dalam Negeri Nomor 130Tahun 2018 di Kelurahan Sungai Pinang Dalam adalah tingginya antusiasmasyarakat dan adanya dukungan penuh Pemerintah Kota Samarindayang diwujudkan dalam bentuk pendanaan di APBD. Sementara yangmenjadi faktor penghambat ialah kondisi sumber daya manusiapelaksana, belum baiknya pengelolaanya dan mengalami keterbatasanpengetahuan dalam menggunakan perangkat teknologi.

Abstract

The aim of the research carried out is to analyze dynamic conflicts between stakeholders in the implementation of domestic mineral processing and refining policies in South Sumatra Province. This research is descriptive research using document content analysis and interactive analysis. Primary data comes from purposive purposes. Sampling technique with informants from the Department of Mines and Energy, entrepreneurs, workers, the community. Research data was collected through interview techniques, documentation and observation. The next step uses data source triangulation to determine the validity of the data. The research results show that there is conflict between stakeholders to prevent this policy from being implemented in South Sumatra Province. The conflict process at the interpretation stage is dominated by conflict discourse at the central stage; the organizing stage, characterized by conflict between policy implementers; The implementation stage relates to conflicts between local entrepreneurs and third parties that arise as a result of the company's temporary suspension. Factors that influence conflict include differences in needs between stakeholders; less effective communication; Emotional tension mounting at the time of application for judicial review; Difference in value; Structure with the presence of pressure groups; Past management history and foreign investment. The type of conflict according to the subject is interpersonal conflict between the government, local entrepreneurs and third parties. The substance of the conflict is realistic, with foreign exchange reserves, high investment and infrastructure facilities that do not support constructive conflict output, with negotiations and realized in the form of a policy vision. According to the field of life, this conflict is an economic and political conflict, namely the struggle for mineral resources using power and authority.

Abstract

This research aims to analyze the implementation of cultural aspects of bureaucratic reform and the obstacles faced by cultural aspects of bureaucratic reform in Kutai Kartanegara Regency, using a Dynamic Governance approach, namely Thinking Ahead Capacity, Thinking Again Capacity, Thungking Across Capacity, Human Resources and Supporting Structures, and the processes involved agile. This research uses a hybrid concurrent triangulation method. The research results show that bureaucratic reform in Kutai Kartanegara Regency uses an inward-looking (administrative-procedural) approach causing bureaucratic reform to be unresponsive and adaptive to external demands, namely community welfare. The Thinking Ahead capacity shows that heads of regional apparatus have an important role in sharing new ideas based on data which will influence the level of success of programs and activities. The Thinking Again capacity shows that leadership attention to a data-based evaluation culture is still low. The obstacle to doing Thinking Across is the worry that it will have legal implications. Factors inhibiting capable human resources are too many levels of hierarchy, rules and procedures, causing staff not to dare to take the initiative to innovate and factors inhibiting agile processes are not all employees understanding standard operational procedures for performance reporting and the leadership’s role in discussing performance achievements with staff is not yet optimal.

Abstract

This research aims to analyze the bibliography and the local open government content of West Nusa Tenggara. This research uses a qualitative approach with bibliometric analysis and content analysis methods. This research uses secondary data obtained from the Google Scholar database and West Nusa Tenggara open government policy documents. The results of this research show that there are 160 publications, 376 citations, a 10 h-index, and a 15 g-index. However, the trend shows a decrease in publications every year. There are 149 keywords, 14 clusters, 3210 total link strengths, and 797 occurrences in the West Nusa Tenggara paper. Open government, local open government, NTB One Data, NTB Care, and Posyandu Information System are the dominant keywords. In implementing open government, the West Nusa Tenggara government implemented three policies: improving the West Nusa Tenggara One Data (NTB One Data) information system, improving the West Nusa Tenggara Care (NTB Care) information system, and revitalizing the Integrated Health Service Post (Posyandu). In their implementation, these policies encounter various challenges, but if they can be implemented, they will have the opportunity to provide quality public services in West Nusa Tenggara.

Abstract

The purpose of this study is to describe and analyze the implementation of the Mahakam Ulu Regent's Regulation Number 16 of 2018 concerning the Implementation of the Government's Internal Control System in the Mahakam Ulu Regency Government and Identification of the factors that support and hinder it. This study uses a qualitative descriptive approach, using primary data and secondary data and processed through interactive model analysis. The implementation of the Mahakam Ulu Regent Regulation Number 16 of 2018 concerning the Implementation of SPIP in the Mahakam Ulu District Government has not been carried out optimally, and this can be seen in the communication aspect that has not been carried out properly, the resource aspect, especially the financial resources side, has only been carried out by the leading implementer (Inspectorate) but has not been implemented by the target group/group, meanwhile on the human resource side, improving the quality of its resources only focuses on improving the quality of the inspectorate's resources. However, in terms of quantity, it is still insufficient, as well as for the target group, it is not sufficient in terms of quality. Then terms supporting facilities and infrastructure are sufficient. Meanwhile, in the disposition aspect, namely the commitment and support of all relevant stakeholders, and the last is the organizational structure aspect which is carried out through the formation of a Task Force (Satgas) but has not been supported by an adequate Standard Operational Procedure (SOP).

Abstract

This study aims to determine the factors that influence the community in the use of e-Government in public services. The development of e-Government in Indonesia has been carried out for more than ten years, but the participation and index of e-Government development in Indonesia based on rankings in Southeast Asia is still low. So it is important in this study to test the independent hypothesis that was built to see the relationship between people's intentions to use e-Government. This research is the result of a questionnaire that has been given by the people of Madiun Regency. The number of research respondents as many as 99 respondents and processed using SmartPLS 3.0 Software. The results showed that of the five hypotheses tested, only two showed a positive relationship with public intentions to use e-Government services. The privacy security factor becomes one of the important roles in increasing public intention to use e-Government services. Meanwhile, trust in the government is a requirement for public participation to participate in the development of e-government services.
