DINAMIKA GLOBAL : JURNAL ILMU HUBUNGAN INTERNASIONAL
Jurnal Dinamika Global is a scholarly International Relations journal which is published two volumes a year in June and December by School of International Relations of Faculty of Social and Political Science of Jenderal Achmad Yani University (UNJANI), Cimahi. The journal covers broud subject areas ranging from security studies, diplomacy, global political economy, ecological issues, foreign policy, regionalism, peace studies and conflict, transnational issues, etc. Dinamika Global means that articles which are submitted must discuss global issues and have global perspectives. The Editor welcomes articles submission from academics, researchers, also practitioners from local and abroad to enhance our understanding regarding global dynamic.

One of the ASEAN Socio Cultural Community's priority sectors in ASEAN Community 2015 is social development and welfare focused on the fulfillment of the rights of vulnerable groups including persons with disabilities. To support this sector, in 2011, the Bali Declaration underlined several aspects that could support the fulfillment of the basic rights of persons with disabilities in Southeast Asia, one of which is the activation of the ADF (ASEAN Disability Forum) as a container that has a role in mainstreaming Disability issues in policy making of ASEAN member countries. In this regard, this article seeks to explain how the conditions of education of persons with disabilities in ASEAN member countries and the role and performance of the ADF and its contribution to persons with disabilities in Southeast Asia. The author also describes how the field conditions, obstacles and barriers and optimization actions that can make this ADF program to be successful and succeeded in accordance with the initial ideals previously intended.

The southern states can be regarded as a developing country views of the average income is low, infrastructure that can be said is still relatively underdeveloped, and also the human development index which is less than the northern countries as the developed countries. Here the exception of Australia and New Zealand, despite being located in the southern part, but both countries have been classified into developed countries. Relation to humanitarian cooperation between Australia and Indonesia has been going on for a long time, and this partnership is experiencing bright and dim influenced by the political situation and international relations between the two countries. Leadership change affect the existing cooperation, because both countries still need each other in bilateral relations, although sometimes intervention. The purpose of this study was to see whether the assistance provided by Australia solely for humanitarian or any other purpose. In this article will use qualitative methods and results can be informed or to sharing for students, non-governmental organizations (NGO) and government who have been getting foreign aid from Australia in humanitarian issues, until now the Indonesian government still expect and rely on the Australian government about assistance or cooperation in humanitarian issues.

Masyarakat Ekonomi ASEAN (MEA) adalah bentuk Integrasi Ekonomi ASEAN yang direncanakan akan tercapai pada tahun Untuk mewujudkan MEA tersebut, para pemimpin negara ASEAN pada KTT ASEAN ke-13 pada bulan November 2007 di Singapura, menyepakati ASEAN Econimic Communty (AEC) Blueprint, sebagai acuan seluruh negara anggota dalam mengimplementasikan komitmen MEA. MEA adalah keniscayaan bagi indonesia khususnya untuk Usaha Mikro Kecil dan Menengah (UKM). Salah satu Kabupaten di Indonesia yang harus mempersiapkan UMKM menghadapi MEA adalah kabupaten Bandung Barat (KBB). Kesiapan itu harus bisa diimplementasikan melalui strategi-strategi yang dapat menjadikan UMKM di KBB mempunyai kemampuan dalam memaksimalkan performanya ditengah gempuran produk-produk dari negara-negara lain yang tergabung dalam MEA. Penelitian ini menggunakan pendekatan kualitatif. Dilakukan di kabupaten bandung barat dengan mengambil data di dinas koperasi dan UKM, serta observasi langsung ke beberapa UMKM yang ada di kabupaten Bandung Barat. Serta dilakukan wawancara pada para pihak terkait. Hasil dari penelitian ini yaitu perencanaan strategis yang dicanangkan adalah meningkatkan kualitas dan standar produk, meningkatkan akses finansial, meningkatkan kualitas SDM dan jiwa kewirausahaan UMKM, meningkatkan akses dan transfer teknologi bagi UKM untuk pengembangan UKM inovatif, mengfasilitasi UKM berkaitan akses informasi dan promosi di luar negeri.

Diversity is one of the patterns of social life, and this can not be avoided. Indonesia as a pluralistic country requires a value system that can make this into a unique diversity if managed well, but if not it is a big challenge given will cause a problems such as social conflict, conflict horizontal and national disintegration. Ideology of Pancasila as the nation has not been able to realize a multicultural life, so that the necessary education multiculturalism so that the values contained in Pancasila and "Bhineka Tunggal Ika" can be realized.

Penstudi Hubungan Internasional (HI) biasanya tidak asing dengan nama Amitav Acharya. Berasal dari India, Acharya merupakan salah satu akademisi HI non-Western yang sudah banyak memberikan sumbangan bagi ilmu HI. Ia sudah menulis beberapa buku, terutama yang berkaitan dengan Asia Tenggara. Acharya juga mengajar di berbagai perguruan tinggi di beberapa negara, seperti Kanada (York University), Amerika Serikat (Harvard University), Australia (Sydney University), Singapura (National University of Singapore dan Nanyang Technological University) dan Inggris (University of Bristol). Buku terbitan tahun 2008 ini merupakan kumpulan artikel yang ditulis Acharya di berbagai koran. Artikel-artikel yang ditulis dalam rentang waktu 2002 hingga 2006 tersebut kemudian dikodifikasi menjadi buku. Setelah dibukukan, beberapa judul artikel pun ikut disesuaikan, karena perbedaan konteks tulisan untuk surat kabar dan buku.

This paper purpose is to predict Economic Relations of ASEAN(Indonesia) + China After AIIB (the Asian InfrastructureInvestment Bank), answering economic crisis questioned that hitthe United States and the European Union in 2009 and is still inthe recovery process until now, and has made many of Asiancountries particularly East Asia such as China began adiversification of market and investment destination and increaseeconomic cooperation to the other regions (ASEAN), particularlyIndonesia. Therefore, at first, this paper tries to analyze Chinaeconomic relations with Indonesia. Second, the effective rate ofChina trade and investment in Indonesia. Third, prediction ofIndonesia and China economic situation after AIIB cooperation.Indonesia relate governance with national policy, which will becorrelated with the level of supranational/regionalintergovernmental (regionalism and integration) which aims,among others; financial sector to stimulate research anddevelopment, increase the spread of technology, reducingmanagerial differences in running the business and implementinga system to change for the better.

Pertumbuhan penduduk yang sangat tinggi dan tidak diimbangidengan tersedianya lapangan pekerjaan, berimbas pada tidakterkendalinya jumlah pengangguran. Pengangguran sampai saat inimasih menjadi masalah krusial pemerintah Indonesia. Dengan tingkatpendidikan dan skill yang minim, para pencari kerja ini harus salingberkompetisi dengan yang lain. Kondisi ini akhirnya menjadi pemicuterjadinya mobilisasi tenaga kerja secara masal antar negara yangdilakukan oleh pemerintah. Untuk mengurangi angka pengangguran,pemerintah melaksanakan program penempatan Tenaga KerjaIndonesia (TKI) ke luar negeri. Peranan pemerintah dalam program inidititikberatkan pada aspek pembinaan, perlindungan dan memberikanberbagai kemudahan kepada pihak-pihak yang terkait, khususnya TKIdan Perusahaan Jasa Penempatan Tenaga Kerja Indonesia (PJTKI).Malaysia menjadi salah satu Negara yang banyak dipilih masyarakatIndonesia untuk mencari kesempatan kerja. berjalannya waktuberbagai tantangan dan hambatan telah dilalui bersama dalammencapai tujuan dan kerjasama yang telah dilakukan antaraIndonesia dengan Malaysia. Hambatan-hambatan yang dihadapisalah satunya adalah mengenai penanganan Tenaga Kerja Indonesiayang bermasalah, yang tadinya bestatus legal menjadi illegal. ASEAN Intergovernmental Commission on Human Rights (AICHR)is an inter-governmental organization under the auspices ofASEAN, which focuses on human rights at the regional level.AICHR was established in 2009 and consists of 10representatives from each ASEAN countries. Broadly speakingAICHR has two primary mandates which are function to promoteand to perform protection against human rights.The general objective of this research is to describe AICHR as aregional human rights commission, and the specific objectives ofthis research are to describe and analyze the Inhibiting factors ofAICHR In Enforcement of Human Rights in Southeast Asia.Researcher used qualitative research methods and descriptiveanalysis research type. The technique of collecting primary datawas conducted through some interviews and secondary datacollection techniques by literature study. Researcher applied theapproach of Institutional Neoliberalism, the InternationalOrganization Theory, Regime Theory, and Concept of HumanRights as an analytical tool.In this research it can be concluded that there are four inhibitingfactors of the AICHR in Enforcement of Human Rights inSoutheast Asia, including Principles of ASEAN Way which thereare the principle of non-intervention and state sovereignty;Decision Making based on Consensus; Lack mandate of functionto protection in the ToR of AICHR; and the last, there are PoliticalInterests of Each Countries of ASEAN which includes DifferingViews of Each ASEAN Countries against Human Rights and theirCommitment to Human Rights.

Foreign policy stated by Indonesia related to the Republic ofVanuatu support for the Indenpendence of West Papua does not happennaturally. It is influenced by the facts and values that are had by theIndonesia that led to the perception and influences the decision ofmaking process. Indonesia stated that West Papua is a part of therepublic of Indonesia. Therefore, Indonesia states a foreign policy ofRepublic of Vanuatu regarding the support for the independence ofWest Papua. The result of this research indicates that there are someforeign policies of Indonesia against the Republic Vanuatu support forthe Independence of West Papua based on set of orientation, set ofcommitments and a group of behavior action. This research usesrealism approach, the concept of international politics, the concept offoreign policy, the concept of power, the concept of national interest, andthe concept of sovereignty that can explain the foreign policy ofIndonesia against the Republic Vanuatu support for the independenceof West Papua 2015-2016

This study explains about the policy of the Indian governmentin addressing the problem of ‘dowry deaths’ in India. Dowrydeaths itself is a term for a murder or violence against wives inwhich performed by the husband or the husband's familybecause of the inability of the wife to meet the demand of payingthe dowry. The impact of the tradition of giving dowry is not onlythe death of the wives, but also the impact on the discriminationover the women and selective abortion of female fetuses. Thenumber of victims of dowry death reached more than 8000deaths per year.The phenomenon of dowry deaths required the Indiangovernment to intervene to resolve the issue. Indian governmenthave managed to make some policies, it covers the application ofthe rules of prohibiting dowry in the marriage that began with theDowry Prohibition Act of 1961, that punish the offender of dowrydeath with the threat of no less than seven years in prison; andalso, some policies to provide financial incentives to daughter, toprohibit the sex-selective abortion to female fetuses. In addition,the Indian central government's policy is also supported by theinitiative of the state government to initiate several relatedpolicies such as banning ultrasound technology, forbiddingabortion, as well as providing incentives to girls, and variousother policies. Although the government has been implementingvarious policies, but the weakness of law enforcement caused bythe strong patriarchal culture in society is one reason why thesepolicies are less effective in preventing loss of life because of'dowry deaths'.
