Abstract

A fixed phone is a telecommunications device connected by cable to a fixed location, such as a home or office, with a permanent phone number. Although often considered outdated compared to mobile phones, fixed phones remain crucial in sectors requiring security and confidentiality, such as the Indonesian National Police (Polri). Within Polri, fixed phones are used for both internal and external communication to support police duties. This study aims to analyze the use and quality of fixed phones and assess the management of their deployment as an effective and efficient communication tool for police tasks. The research employs both qualitative and quantitative methods, including interviews, observations, questionnaires, and checklists. The findings indicate that the use of fixed phones is declining due to technological advancements like mobile phones and handie-talkies (HT). Fixed phones within Polri are categorized into three conditions: active for calls, active but not used (bundled with IndiHome), and inactive but still registered. While the quality of active fixed phones is good, there are issues with a lack of understanding regarding their function. Management issues include the absence of standard operating procedures (SOP), inadequate service mechanisms, and budget inefficiencies. Therefore, there is a need to remove unused numbers, ensure active connections at the Police Command and Control Center (SPKT), update service number information, optimize the use of PABX/IP-PBX systems, develop SOP and supervision mechanisms, coordinate with providers for cost standardization, migrate to VoIP, and raise awareness about the importance of fixed phones.

Abstract

Indonesia as a pluralistic country pays quite extensive attention to religious life based on Pancasila and as a religious nation state, namely a national state that protects and facilitates all the religions of its citizens. Indonesia has laws and regulations that encourage tolerant life, guaranteeing the rights of religious freedom. , prohibit hate speech and to tackle terrorism. However, since the reform era until now, religious harmony and freedom have often been disrupted by the actions of intolerant and radical groups who understand religious differences incorrectly. Therefore, the National Police Research and Development Center conducted research on Strengthening the Role of the National Police in Tackling Intolerance and Radicalism to Prevent Terrorism. The aim of this research is to explain and analyze the challenges and efforts of the National Police as well as the role of society in overcoming intolerance and radicalism. This research uses qualitative and quantitative methods. Respondents consisted of the public and Police personnel. The research results stated: 1)The situation of inter-religious harmony shows a relatively conducive situation; 2)In most areas, dealing with intolerance, radicalism and terrorism has not become a priority, either for Police or for community leaders and local governments; 3)The most prominent and frequently encountered cases of intolerance in the research location (community) are: rejection houses/places of worship, rejection of certain religious activities/rituals and religious blasphemy; 4)The potential radicalism by ex-convicts who have not returned to the Republic of Indonesia is also still a problem in itself; 5)In general, community participation in preventing intolerance and radicalism can be seen from two aspects, namely cultural and structural; 6)So far, only police stations that have ex-convicts in their area have received a budget for training/mobilizing ex-convicts.

Abstract

The duty as a Civil Servant at the National Police (PNPP) is a job that has a high level of stress because you have to always deal with problems that exist in society. In the last year and a half, namely in 2022 there were 8 cases and in 2023, as of June 23, 2023, there have been 16 cases of police suicide. Data collection was carried out by distributing questionnaires to all PNPP in 34 Polda. FGD with key officials at Polda and Polres, as well as FGD with PNPP in the sample Polda. The results showed that from the results of filling out the Patient Health Questionnaire-9 (PHQ-9) questionnaire which was distributed to 34 Polda and Polres all over Indonesia, it could be concluded that 194 people were diagnosed with major depression and 428 people with moderate depression. The results of screening on mental health conditions, especially at Polda Metrojaya, identified members of the Satintelkam Airport Police who were diagnosed with depression and were finally committing suicide, so that this incident needs to be followed up immediately by all levels. Recommendations that can be used as an effort to improve suicide prevention patterns and strategies among PNPP are policy makers must provide attention and appropriate psychological intervention services to PNPP who The results of their mental health analysis show symptoms of depression, especially those in the category of moderate and severe, in the category of permissive/pro to suicide.

Abstract

This study aims to examine the implementation mechanisms of West Java Province Bylaw Number 5/2021 as a form of discretion in interpreting national Covid-19 regulations. It specifically focuses on the roles of the Indonesian National Police and the Civil Service Police in enforcing health protocols, within the framework of an integrated criminal justice system intended to prevent the spread of Covid-19. A descriptive qualitative approach is applied, using triangulation through literature reviews, interviews, and case studies to ensure validity and reliability of findings. The findings indicate that an integrated criminal justice system has been effectively implemented, aligning institutions toward the shared goal of health protocol enforcement. The approach has improved public compliance. However, operational challenges remain, including reliance on quantitative performance indicators for targeting offenders, outdated administrative processes, legal constraints on teleconference-based trials, and difficulty balancing the severity of fines with public burden and deterrence effectiveness. While the integrated system has largely achieved its law enforcement objective during the pandemic, further improvements are necessary to enhance efficiency, legal adaptability, and fairness in implementation. The study suggests the need to modernize administrative procedures, revise legal frameworks to accommodate digital judicial processes, and reassess performance and penalty metrics to sustain public compliance without undue hardship.

Abstract

Traffic Police have duties and functions in enforcing traffic discipline regulations and improving traffic awareness. This research purposes determining factors that can improve the performance of police members of the Semarang Police traffic unit. The variables in this research are teamwork, competence and bureaucracy, the dependent variable is performance with the intervening job satisfaction as mediating variable. This research is conducted through quantitative methods using questionnaires as data collecting. Around 58 police members of the Semarang Traffic and Police Traffic Unit participated in this study. The path analysis is used with support by SmartPLS program. The results show that teamwork, competence and bureaucracy influence performance and job satisfaction. However, job satisfaction has no effect on performance and has not succeeded in becoming an intervening variable in this research.

Abstract

The COVID-19 pandemic has led to a global economic decline, with economic growth decreasing by 5.2% (World Bank, 2020). The efforts of the Indonesian National Police (Polri) in maintaining security and public order have indirectly contributed to the economic stability. The Research and Development Center of Polri conducted a study on Polri’s role in supporting the national economic recovery and acceleration. This study used mixed-method approach. The quantitative analysis was using the Analytical Hierarchy Process and the qualitative analysis was using Focus Group Discussions. Secondary data was obtained from BPS (Statistics Indonesia), Polri's internal sources, and other documents related to Polri's policies and government policies. Primary data was collected through observations, interviews, discussions, and surveys. The results are: 1) The implementation of activities in each operational function has not yet been directed towards enhancing the economy. 2) Public expectations revealed that 46.76% of respondents believed that the relationship between public security and economic recovery is progressing in line with the challenges, which have been addressed. 3) The Police’s involvement in economic recovery and acceleration requires coordination and collaboration, both within operational functions and with stakeholders. 4) The police's involvement in economic recovery and acceleration should be complemented by improvements in the capacity and capability of its personnel. Challenges requiring active police involvement include: 1) Ensuring a sense of security in economic activities. 2) Economic recovery and acceleration in certain regions indicate challenges such as potential security disturbances caused by youth unemployment.

Abstract

Current advances in information technology have helped humans carry out various activities and influenced people's lives globally. However, some parties use information technology to commit crimes known as cyber crimes. This increasingly diverse cyber crime requires the National Police to quickly adapt to this condition. This research was conducted to get a general picture of the condition of cyber police in regional units and the development of cyber police human resources in realizing police 4.0. The research was carried out using a mixed method research approach quantitatively and qualitatively with data collection techniques through distributing questionnaires to all personnel at the Sub-Directorate for Cyber ​​Crime and Criminal Investigation of the Regional Police and all personnel at the Tipiter Satreskrim Polres unit in the 11 sample Regional Police. Focus Group Discussions were carried out through interviews with informants at the Polda level such as Karo HR Polda, Dirreskrimsus Polda, Dirreskrimsus Polda, Kasubdit Cyber, Head of Cyber ​​Unit, Cyber ​​Investigators, while at the Polres level these were Kapolres/Waka, Head of HR, Kasatreskrim, Kasatreskrim, Kasatresnarkoba, Kanittipiter, Tipiter Investigator as well as a review of supporting documents. From the research, it is clear that there are still several obstacles that influence this. The lack of personnel and the uneven quality of Polri's human resources in the cyber sector are influencing factors in handling cyber crimes. Limited supporting equipment as well as adequate internet networks and software are also problems encountered. Apart from that, there are still fundamental obstacles such as the lack of budget support and the urgency of establishing a cyber police organizational structure in all regional units, considering the potential for cyber crime to threaten various levels of society in the midst of globalization.

Abstract

The aim of this research is to describe the efforts of the Surabaya Police in improving the quality of public services and building public trust through the SIM Cak Bhabin Polrestabes Surabaya innovation. This study employs a qualitative method with a descriptive approach. The research uses innovation indicators outlined in the Regulation of the Minister for Empowerment of State Apparatus and Bureaucratic Reform of the Republic of Indonesia Number 15 of 2015. Additionally, it applies indicators of consistency in maintaining services and products as proposed by Anggarsari (2022) and factors that contribute to public trust as identified by Mas'oed (2014). Data were collected through interviews, observations, documentation, and literature studies. The data analysis followed an interactive approach, consisting of data collection, data condensation, data presentation, and conclusion drawing. The findings indicate that the SIM Cak Bhabin Polrestabes Surabaya innovation program has been successfully implemented, aligning with the objectives of providing excellent public services. It has also contributed to increasing public trust and keeping up with technological advancements in the digital era. It is hoped that the SIM Cak Bhabin Polrestabes Surabaya innovation program will continue to operate consistently and sustainably with strong support from stakeholders.

Abstract

Abstract In law enforcement institutions specially on Police Academy, education and rank are often considered primary factors in determining an individual's career trajectory. However, the extent to which these factors truly influence job placement remains a subject of debate. This study aims to analyze the relationship between educational background and the positions held by Police Academy personnel. The primary motivation of this research is to provide a data-driven approach that can assist in career development planning within the police force. We employ Machine Learning methods, the Random Forest Classifier, to predict job categories based on education and rank. The datasets used in this study includes information on job positions, the most recent police education, the highest general education, rank, and whether the position is structural or functional. The evaluation parameter utilized in this research is the model's accuracy in job classification. The results indicate that education and rank play a significant role in determining a police officer’s career progression. However, the model encounters difficulties in predicting functional job categories, likely due to an imbalanced data distribution.

Abstract

The National Police of the Republic of Indonesia (Polri) is an institution responsible for maintaining internal security. To ensure a conducive security environment, Polri requires skilled and professional personnel. Therefore, Polri conducts recruitment based on the principles of Clean, Transparent, Accountable, and Humanistic (BETAH) to acquire high-quality human resources aligned with organizational needs and the expectations of society, the nation, and the state. This study aims to evaluate the quality of the website and equipment used in Polri's recruitment process to support the development of qualified human resources. The research applies a mixed-method approach, combining quantitative and qualitative data collected through questionnaires, in-depth interviews, and observations. Data were gathered from 4,108 respondents across 11 sampled regional police departments (Polda). The website evaluation used the Webqual 4.0 method, encompassing dimensions of usability, information quality, and interaction quality (service). For recruitment equipment, calibration records and recalibration status were reviewed to ensure accuracy and functionality. The findings show that the website www.penerimaan.polri.go.id is of excellent quality, with an average score of 2.93 out of 3.00, though technical challenges such as access issues during peak hours, upload size limitations, and manual verification processes remain. Additionally, Rikkes equipment, physical tests, and the Computer-Assisted Test (CAT) were rated accurate with an average score of 2.98, despite some tools still being manual and facing issues with facilities, internet and electricity. To enhance efficiency and transparency, standardizing equipment, advancing technology, and professionalizing the selection process are essential.
