Abstract

Organizational change is a strategy and implementation aimed at transforming the organization to enhance the empowerment and development of educators and other educational staff. This aligns with the Ministry of Education, Culture, Research, and Technology Regulation Number 14 of 2022 concerning the Organizational Structure of the Educators Professional Development Center. The objective of this research is to ascertain the effectiveness of the organizational changes implemented at the Educators Professional Development Center in West Java. This research draws on the organizational change Theory by  Jones (2013). The method employed in the study is a qualitative approach using purposive sampling. The findings indicate that organizational changes in the dimensions of functional resources remain ineffective because of a lack of integration between work teams, so it is necessary to form work teams and assign responsible parties to ensure that activity goals are achieved in accordance with the head's performance agreement and the functions of the Educators Professional  Development Center in West Java.

Abstract

This research examines the future trajectories of public administration science in Indonesia, considering the evolving demands of governance and problems in pedagogy. This analysis is primarily based on an extensive literature review that examines how various trends from both global and national contexts, including digitalization, interdisciplinary shifts, and value pluralism, influence curricula, leadership preparation, and research expectations. Identified are enduring deficiencies in institutional capacity, advancements in teaching, and methodological diversity. The report asserts that public administration education requires reconfiguration to transcend bureaucratic training and focus on ethical leadership, systems thinking, and local governance literacy. The document serves as a conceptual instrument for realigning public administration initiatives to the evolving difficulties of governance and preparing a new cohort of public leaders for dynamic, value-driven, and adaptive public service.

Abstract

Effective and participatory public services are the key to realizing good governance, especially in the current era of digitalization. This article discusses recess service innovations through the eRO'TA (e-Recess By Us) application at the Makassar City DPRD, which is designed to improve access and transparency in the delivery of people's aspirations. This study aims to analyze the characteristics, implementation, and constraints of the application as a legislative digital innovation model. Using a qualitative approach with a case study design, data was collected through in-depth interviews, participatory observations, and document analysis from 12 key informants. The results of the study show that eRO'TA meets four characteristics of innovation according to Robbins, namely peculiarity, elements of novelty, planned processes, and clear goals. This application has succeeded in increasing the efficiency and accountability of recess services through digital transformation. However, challenges in the form of technical disruptions, lack of socialization, and low digital literacy still hinder widespread adoption. These obstacles have implications for the lack of optimal aspiration databases as the basis for development planning. This study emphasizes that the success of digital innovation in the public sector requires technology integration, institutional readiness, and community empowerment as a prerequisite for participatory and adaptive governance

Abstract

This paper proposes a conceptual model of collaborative planning for stunting intervention in the region. The study of stunting intervention is crucial because it is categorized as a global issue. The purpose of this study is to describe the collaboration process and develop a conceptual model of collaborative planning. The approach used in this study is a qualitative approach with Soft Systems Methodology (SSM) analysis tools to develop a conceptual model of collaborative planning. Data collection was conducted through semi-structured interviews, focus group discussions (FGDs), observations, and document studies. The results of the study are a conceptual model of collaborative planning as a solution for stunting intervention to determine the objectives and programs to be implemented by the regional government. Through the stages of this model, a collaborative process can be carried out with stakeholders. Environmental adaptation is needed to ensure the implementation of the conceptual model of collaborative planning runs smoothly. In other aspects, the socio-cultural diversity of the community has the potential to influence the collaborative process in collaborative planning.
