Abstract

The Monitoring and Evaluation System of Development Planning (Simonev) is one of the policies that is part of the e-government system. Therefore, in monitoring and evaluating, it is necessary to be done, one of which is by implementing information technology in the process of monitoring and evaluating the performance of local governments. The results of pre-research observations indicate that program indicators are not yet outcome-oriented. In addition, the lack of unified planning data is also a problem that occurs. This study examines the implementation of the Monitoring and Evaluation System (Simonev) in measuring the achievement of development planning programs at the Regional Development Planning Agency of Lampung Province using Richard E. Matland's theory, which consists of policy accuracy, implementation accuracy, target accuracy, and environmental accuracy, as well as inhibiting factors. Based on the research results using descriptive qualitative methods with data collection techniques, interviews, observations, and documentation, the implementation of Simonev with the theory in question is not optimal based on Richard E. Matland's theory (1995). The measurement of program achievements in Simonev explains that the achievement of programs based on the lack of synchronization between Development programs and performance indicator achievements in planning documents towards evaluation documents

Abstract

This study examines the role of Sustainable Development Goals (SDGs) Village Governance on Zero Poverty: A Case of Suci Village, Garut Regency. Several issues were identified in the governance processes aimed at supporting the SDGs goal of a poverty-free village in Suci. These issues include suboptimal transparency in identifying the poor population, low public participation in the Village Development Planning Assembly (musrenbangdes), and inefficiencies in utilizing available human resources. The objective of this study is to describe the implementation of good village governance in supporting the SDGs goal of a poverty-free village in Suci. The theoretical framework is based on Henk Addink's (2019) principles of good governance, which include propriety, transparency, participation, effectiveness, accountability, and human rights. This qualitative study employs data collection techniques such as interviews, observations, and documentation. The findings indicate that while the governance in Suci Village has generally been effective in supporting the SDGs goal of zero poverty, challenges remain. These challenges include data inconsistencies between village and local government, low community engagement in musrenbangdes, and suboptimal government performance due to limited human resources.

Abstract

This research analyzes strategies for empowering Micro, Small, and Medium Enterprises (MSMEs) and developing traditional markets in Serang City using SWOT analysis. Data shows that Serang City has 10,321 MSMEs, far behind Lebak Regency with 50,338 MSMEs. The SWOT analysis shows that the Office of Cooperatives, Small and Medium Enterprises, Industry and Trade of Serang City (Dinkopukmperindag) has strengths such as training programs for employees and strategic partnerships with various stakeholders. However, there are also weaknesses such as poor trade area management and lack of access to capital for MSMEs. In order to empower MSMEs and develop traditional markets in Serang City, the right strategy is needed to maximize strengths and opportunities and overcome weaknesses and threats. This research is expected to provide strategic recommendations for Dinkopukmperindag Kota Serang in improving the performance and empowerment of MSMEs and maintaining the sustainability of traditional markets as the center of the local economy.

Abstract

This research aims to explore the MYCL CEO's experiences and perspectives in leading the company, uncover effective leadership strategies towards sustainability, and identify key elements of green transformational leadership style that contribute to achieving environmental and social goals and green innovation performance in his company. The approach was qualitative with a narrative research design and an open-ended interview method. The green transformational leadership style implemented by Adi Reza Nugroho at MYCL positively impacts the company's sustainability by creating a collaborative work environment, achieving environmental and social goals, and improving green innovation performance. Key elements of the company's green transformational leadership style such as support, empathy, openness, and active participation of members can contribute significantly to MYCL's success in achieving its environmental vision and targets. The green transformational leadership of MYCL's CEO, Adi Reza Nugroho, successfully advanced the company's sustainability by developing team competencies, involving members in decision-making, and prioritizing well-being, significantly enhancing environmental goals and green innovation performance. Companies should implement continuous training programs, encourage member engagement, pay attention to member welfare, support collaboration and innovation, and allocate resources for green innovation development

Abstract

This study aims to identify factors that influence nurse turnover and formulate strategies to reduce it at Hospital X, Depok City. Turnover intention is defined as an employee's desire to find a better job than before, which requires the agency's attention in understanding the reasons behind an employee's decision to leave their job. Hospital X, Depok City was recorded to have a high turnover rate in 2022, which was 12% compared to the previous year. This study uses a qualitative method with a descriptive approach, where data is collected through interviews and documentation, then analyzed using triangulation techniques through the stages of data reduction, data presentation, and drawing conclusions. The results of the study indicate that the main factors influencing turnover intention are workload, job satisfaction, and salary satisfaction. The proposed strategies include implementing performance evaluations, increasing work comfort, and increasing the number of necessary medical devices.This study makes significant contributions to the theory and practice of hospital management, particularly in understanding and addressing the factors that influence nurse turnover. By identifying the effects of workload, job satisfaction, and salary satisfaction on turnover intention, this study broadens the horizons in human resource management in the healthcare sector. In addition, the recommendations provided are not only relevant to Hospital X, but also have broad policy implications for other healthcare institutions. The proposed strategies, such as structured performance evaluation and improving employee welfare, can be adapted by other hospitals to reduce turnover and increase nurse retention. Thus, the results of this study contribute to creating a more stable and productive work environment, which ultimately supports improving the quality of healthcare services in various institutions.

Abstract

Evaluations serve as a valuable instrument for democratic governments, offering a foundation for accountability and facilitating policy learning. Bandung Mayor Regulation Number 58 of 2020 concerning Employee Performance Appraisal, a regional policy applicable in Bandung City, is to calculate and receive fair and measurable performance allowances in line with the achievement of individual and organizational performance goals. This article aims to evaluate the implementation of the performance allowance policy in the last three years at the Bandung City Education Office. This study uses qualitative methods, collecting subjective data from informants' perspectives. The results of the evaluation found that the Evaluation of the Performance Allowance Policy at the Bandung City Education Office has been practical, efficient, good enough in terms of the nominal allowances given, equality in policy implementation, responsive to developments, appropriate in overcoming performance problems and employee welfare at the Bandung City Education Office. The evaluation found that the policy improved employee welfare, addressed performance issues effectively, and was responsive to organizational changes

Abstract

Training evaluation is a critical phase in the execution of any training program. The primary objective of training evaluation is to assess the overall success, effectiveness, and efficiency of the training program. This study aims to design, implement, and report on the evaluation of the Office Administration Training using the Kirkpatrick Model Level 1 (Reaction) at the UPT BLK Dinas Ketenagakerjaan Kota Bandung which has not been previously conducted. A quatitative research method was employed, with data collected through questionnaire with some necessary interviews. The data were analyzed to develop a Kirkpatrick Level 1 (Reaction) evaluation questionnaire, focusing on three aspects: (1) instructors/presenters, (2) training materials, and (3) training facilities, rated on a Likert scale from 1 to 4. The evaluation results revealed delays in instructor/presenter attendance and material delivery, as well as discomfort with the lighting facilities and poor internet access. This study underscores the need for improvements in the aspect of instructors/presenters and facilities at the UPT BLK Dinas Ketenagakerjaan Kota Bandung to ensure the success of future training programs.

Abstract

In the current era of digital technology disruption, social media now allows people or groups to interact with each other. The gender movement is one of many movements that have developed into a platform for women's communities and movements. With the advent of the internet and social media, this gender movement continues to fight through social media, such as @rpa_banten and @suluhperempuanserang accounts. Using a qualitative content analysis method, this study investigates the gender movement on the Instagram accounts @rpa_banten and @suluhperempuanserang. According to the Instagram profile posts and views of @rpa_banten and @suluhperempuanserang, these accounts represent a gender movement that fights against sexual violence, fights legal injustice for victims of sexual violence, and supports the adoption of the Permendikbud and RUU PKS as the legal framework for sexual violence in the country. Digital litracy is needed to expand the impact of campaigns voiced by the gender movement to promote women's sovereignty in the digital realm.

Abstract

This research examines the implementation of network governance in the coaching program at the Jakarta Class II Special Children's Development Institution (LPKA). Using social network analysis techniques and single case studies, this research aims to construct a network management strategy between actors in the implementation of the LPKA Class II Jakarta coaching program. Data were collected through analysis of the institution's website, observations, and interviews. This research found that there were differences in interaction density in network structure and program effectiveness before and after the transfer of LPKA from Salemba to Cinere in 2020. The analysis of social networks in this research found three main characteristics of interaction in that period: information sharing, social action, and procurement of goods and services. The implementation of programs, projects, and policies that occur within these three characteristics can bring good network management if it pays attention to four aspects, namely orientation to children's needs, a clear technical framework, the involvement of actors at various levels, and continuous evaluation. This research concludes that institutional network management can increase the capacity of implementing coaching programs at LPKA in a sustainable manner through re-identification of child development programs/projects/policies, the creation of a technical framework for the program, the identification of actors at various levels, and the establishment of a continuous evaluation scheme for coaching programs at LPKA

Abstract

The case of former Terrorism Convicts has had almost minimal review due to the lack of scientific power to develop concepts in this case. Through analysis of the Collaborative Governance theory. This research uses qualitative methods. The results of the research show that with the collaborative governance analysis, various actions have been carried out, including collaboration between agencies carried out through joint decrees. Then there is an important role at the Cirebon Class 1 Correctional Center (Bapas), providing guidance because the majority of former terrorist convicts are on parole and are required to report every month. The Idensos Team's next role is to provide support through various efforts, for example fully supporting and assisting them in entrepreneurship to achieve a level of economic independence. The involvement of private actors through PT Syang Hyang Seri where they provide assistance in agricultural extension in collaboration with former terrorist convicts in the Cirebon area, as a form of de-redicalization. Meanwhile, changes in community stigma were carried out by involving Bapas officers, then village heads, to support social reintegration. The limitations of this research are only in the context of the Cirebon region and the use of qualitative research methods. So it cannot explain the percentage contribution of each actor.
