Abstract

This study discusses the weaknesses of bureaucracy in responding to strategic development issues, especially related to low transparency and public participation. Causal factors include limited public governance capacity, lack of policy actor qualifications, and suboptimal use of digital technology in decision-making. The bureaucracy's focus on internal, operational, and administrative aspects also worsens these conditions. This study introduces the agile and adaptive governance approach, which allows the bureaucracy to work more strategically, flexibly, quickly, and adaptively in the VUCA era (Volatility, Uncertainty, Complexity, Ambiguity). The digital bureaucracy ecosystem (EBD) model was developed to integrate stakeholders, systems, and supporting environments through the use of digital technology. Using a multi-criteria decision-making method with a participatory approach, this study found that the EBD model is able to increase public governance capacity, transparency, and public participation. Digital integration also encourages the creation of an innovative and responsive public policy formulation process. Recommendations include strengthening the capacity of bureaucratic human resources through adaptive training, accelerating digital transformation, and comprehensive supporting policies. This research contributes to the development of an agile and adaptive public governance model, supports bureaucratic competitiveness, and encourages green digital initiatives as a step towards better governance in the era of globalization.

Abstract

This study aims to identify the challenges in implementing the principles of transparency and accountability in the governance of extractive industries, particularly in the oil and gas sector in Indonesia. Despite efforts toward democratic reforms, fully democratic governance has not yet been achieved. Transparency and accountability aim to establish information openness in revenue management while encouraging public participation for sustainable development. This study develops an analytical framework based on the "transparency continuum," highlighting information openness, citizen actions, and state responses as key elements to enhance change initiatives. Using a qualitative approach, the research analyzes the implementation of transparency and accountability in Bojonegoro Regency, uncovering the complexities and local contexts in supporting sustainable development within the oil and gas sector.

Abstract

The existence of Government Regulation Number 57 of 2022 concerning the Implementation of Higher Education under Other Ministries and LPNK is not only an important legal basis for the STIA LAN Polytechnic but also a shock effect that is quite worrying for the STIA LAN Polytechnic. Therefore, a critical analysis is carried out using the content analysis method in a qualitative approach to provide an idea for finding solutions related to this policy. Based on the results of the analysis with four important aspects, namely the suitability of the study program with the tasks and functions of LAN RI, the suitability with the national priority program from LAN RI to meet the needs of the job market, technical and specific and not overlapping with the existing study programs in PTN and PTS in one region, it was found that the existence of the STIA LAN Polytechnic is continuing with the roadmap that must be taken, namely making adjustments to existing study programs with the tasks and functions of LAN RI.

Abstract

This research aims to investigate how Accountability, Transparency, and internal control affect budget performance in the KPPN Bandung II working unit. This research uses the concept of value for money. The population of this study consists of 187 respondents at KPPN Bandung II, and 147 respondents from this population were taken as samples. Sampling was conducted using the purposive sampling method. The primary data collection method uses a questionnaire. The analysis method used multiple linear regression analysis. The results of this study indicate that transparency does not affect budget performance based on the concept of value for money in the KPPN Bandung II Work Units. This is evidenced by the absence of an official website containing budget disclosures to the public from each Work Unit. Conversely, accountability and internal control significantly positively impact budget performance with the concept of value for money in the KPPN Bandung II Work Units. Lack of transparency hinders effective public oversight. Therefore, it is necessary to improve the reporting system, increase access to budget information, and strengthen monitoring mechanisms. It is recommended to improve the quality of transparency, as well as developing organizational capacity and transparency literacy to support more efficient and effective budget performance.

Abstract

The analysis was comprehensively conducted on 326 research articles and reviews published in 149 journals listed in the Scopus database from 1995 to 2024, providing measurable and valuable insights into research trends in green marketing and consumer behavior. The results of this study indicate an increase in the literature on this topic, especially since 2022 to 2024. The average number of publications over the last 10 years is 10.7, and the average number of citations per document is 10.7. Researchers from 59 countries have so far conducted research on consumer behavior and green marketing. India has 124 publications, followed by the USA with 113 publications, and China with 65 publications. According to our analysis, elements such as environmentally-based tourism destinations, creative marketing strategies, sustainable consumer behavior, and the increasing importance of green labeling are highlighted. Additionally, areas requiring future research include environmental awareness, waste management, certification of eco-friendly products, and sustainable consumer behavior across all types of eco-friendly product use. Therefore, collaboration between individuals, groups, and companies, both locally and internationally, should be enhanced, with a specific focus on developing innovative green marketing methods to encourage sustainable consumer behavior with a focus on environmental care.

Abstract

This study examines the performance of the Civil Servant Police Unit (Satpol PP) in Bandung City in controlling street vendors (PKL). The issue focuses on the high rate of public order violations by PKL despite existing regulations. This qualitative descriptive research utilized in-depth interviews for data collection. The findings reveal that the effectiveness of Satpol PP's performance can be assessed through three approaches: goal-oriented, resource-based, and stakeholder-focused. The goal-oriented approach indicates the achievement of a Public Order Index of 6.90 in 2024, aligning with the vision of a livable city. The resource-based approach highlights the efficient management of funding, amounting to IDR 28.8 billion, and human resources predominantly from Grade II. Meanwhile, a public perception survey rated the performance as "orderly," with a satisfaction ratio of 0.71. Recommendations include enhancing human resource training, strengthening regulations, and adopting technology for real-time monitoring of PKL activities. Emphasis on collaboration between local government, community, and other stakeholders is crucial for sustaining effectiveness. This study underscores the importance of a comprehensive approach to improving public services and supporting Bandung City's vision as a livable city.

Abstract

This study explores innovative public policy strategies to break the cycle of disability-related poverty in Indonesia through a comprehensive literature review. The analysis reveals that barriers to education, employment, health services, and social protection, exacerbated by discrimination and stigma, are structural and mutually reinforcing poverty and exclusion. Grounded in the social model of disability and the capability approach, the study emphasizes that poverty is not merely a result of impairment but systemic obstacles limiting individual agency and opportunity. It highlights the role of Law Number 8 of 2016 as a foundational legal framework while stressing the need for consistent implementation, cross-sectoral coordination, and active participation of persons with disabilities in policymaking. Promising approaches include inclusive governance, accessible infrastructure, skills development programs, and stigma reduction initiatives. The study contributes theoretically by reinforcing the view that disability inclusion is a matter of rights and a strategic imperative for sustainable development and social justice. Embedding inclusive values into the core of public policy is key to reducing inequality and ensuring no one is left behind in Indonesia’s development.

Abstract

This study examines an integrated model of talent management in the context of Agam's local government. To provide specific recommendations, this research analyses Agam's talent management systems, considering best practices from South Korea and Russia and seeks to identify gaps. A qualitative case study design was employed, and semi-structured interviews were held with selected participants, which led to the creation of an ITM model that accounts for Agam's specific socio-political and economic context. The study's findings suggest that the talent management systems in Agam face TM access restrictions due to limited training opportunities, insufficient skill evaluation, and retention issues of skilled personnel during political transitions. In contrast, Russia and South Korea adopt more sophisticated talent management (TM) approaches, including systematic talent assessment, performance-based promotion, and extensive training, to improve workforce competency. This ITM model defines talent management within the framework of competency-based management and inclusivity, providing practical approaches towards the challenges of talent attraction, development, and retention. Drawing on insights from South Korean and Russian practices, this study provides a basis for developing a strategy to improve TM in Agam. The study emphasises the significance of tailored TM strategies while providing recommendations for policymakers aimed at improving governance and the performance of public administration in developing areas.

Abstract

Indonesia continues to face persistent challenges in improving tax compliance. This study examines how public trust influences individuals’ willingness to voluntarily fulfill their tax obligations. A mixed-methods design was employed. Quantitative data were collected through structured questionnaires administered to 227 urban taxpayers, selected through purposive sampling based on recent tax compliance experience. Qualitative insights were drawn from in-depth interviews with selected participants to provide contextual understanding. Statistical analysis using PLS-SEM shows that trust in government has a significant and positive effect on voluntary tax compliance (path coefficient = 0.575, p < 0.01). Respondents were more likely to comply when they perceived tax revenues were used fairly and transparently. Interviews reinforced that fairness, transparency, and credible leadership are key elements that shape public trust. The findings suggest that building institutional trust is critical for long-term tax compliance. Policymakers need to shift away from coercive strategies and instead foster trust through transparent governance, equitable tax allocation, and consistent public communication. This study highlights the importance of behavioral and institutional factors in shaping tax morale in a middle-income country context

Abstract

This study aims to evaluate the financial performance of the Faculty of Dentistry at Universitas Padjadjaran using the principles of economy, efficiency, and effectiveness, while also identifying key obstacles and proposing potential solutions. A descriptive qualitative method was employed, incorporating value-for-money analysis through the calculation of economic, efficiency, and effectiveness ratios, complemented by interview data. The analysis utilized financial data from 2020 to 2023, including revenue targets and realizations, as well as expenditure targets and realizations. The results show that the average economic ratio reached 99.04%, indicating high economic efficiency. The average efficiency ratio was 54.91%, categorized as very efficient, while the effectiveness ratio averaged 88.03%, falling within the moderately effective category. Interviews revealed challenges in applying these principles, primarily due to the lack of an integrated information system and limited human resources. Nonetheless, these issues could be addressed by recruiting additional personnel. Overall, the findings suggest that the Faculty of Dentistry at Universitas Padjadjaran has generally succeeded in applying the principles of economy, efficiency, and effectiveness in its financial management
