ASEAN Journal of Community Engagement focuses on community engagement program to advance theories, research and practices related to all forms of outreach and engagement in South East Asia (ASEAN) Countries and also strengthens the collaboration between the developed and developing countries around the world especially in Asia. The word of "ASEAN" refers to people from the South East Asia area, regardless of where they live. Community engagement means services to society, applying science and technology based on their field, increasing the capacity of society and community empowerment. The journal draws on existing issues from those varieties of field. This includes highlighting innovation of community empowerment, and reporting on engaged research, community-based research, action research, and community services, as well as improving the knowledge and practice in the field of purposive community engagement.

Abstract

This study discusses the development of traditional poles that influence modern visual arts based on Aljazair culture, from conservative cultures under Ottoman influence to become Liberals after the French colonization brought to the Modern era. The majority of previous studies only discussed descriptive art variations in Algerian culture or only included elements of art in Algeria. This study uses qualitative methods, data collected by in-depth interviews with Visual Art experts at the best institutions in Indonesia and literature studies on art and culture in Algeria. This paper does not encourage artists to violate Islamic rules in their work. However, this study shows that there are artists who come out of Islamic rules to achieve certain goals and are not taboo in art. The paper concludes that a religious concept that is applied in a state principle does not make and guarantee that all members of the entire community line are fully conservative and obedient to the conservative rules in the state or legilation that must be obeyed in that country.

Abstract

Terrorism is a product of the radicalization process, the massive effects of radicalization of IS ideology have resulted in an increase in the threat of terrorism in Indonesia. Factually, the increase in the threat of terrorism in Indonesia can be seen from the large number of victims who fell, namely as many as 35 police died and 67 police were injured in an effort to fight terrorism in the 2014 to 2015. From a total of 171 terrorism acts that have been successfully revealed. During 2000 to 2015, there were 1,064 suspected terrorists who had been arrested. Meanwhile, as many as 408 Indonesians are in Syria to join IS. Indonesia alone there were around 543 people identified as core groups, 246 identified as support groups, and 296 identified as IS sympathizers. The fact that after the establishment of National counterterrorism agency (BNPT) in 2010 which replaced the role of the Counter Terrorism Coordination Desk (DKPT) apparently there were various acts of terrorism and radical radicalization processes in Indonesia. Support and bai'at simultaneously and massively that occurred in various provinces in Indonesia seemed to successfully open our eyes that radicalization as a process is actually being and continues to happen to the people of Indonesia. And this indirectly creates a big question mark about the BNPT prevention program that has been done so far. Therefore, this study was made to find out and conduct an in-depth analysis of how the implementation of counter-radicalization programs carried out by the Directorate of Prevention of BNPT in an effort to prevent the spread of radical ideology in Indonesia. The method in this paper is qualitative research by interview and observation with the stake holders related to counter-radicalization programs carried out by the BNPT and Detachment 88 AT the National Police. The fact finding that the implementation of the counter-radicalization program policy by the Directorate of Prevention of BNPT is carried out with the suitability and compliance between policy direct on and policy implementation in the form of offline or online strategy programs. The offline strategy by the BNPT Prevention Directorate was conducted by procuring programs for seminars, workshops and training activities for BNPT partners, both government agencies, NGOs, and community leaders who were members of the Counter Terrorism Coordination Forum (FKPT). And this is done by BNPT formally, and directly without undercover and third-party intermediaries. The online strategy by the Directorate of Prevention of BNPT is carried out by means of media literacy involving the Media Literacy Task Force, the Peace Media Center (PMD) as managers (coordinators, evaluators, analysts), content formulators, and implementing activities through website, social media, media electronics, and or print media. The content presented contains an image of the government's perspective through BNPT, but now there is a website that is managed by a third party in collaboration with PMD and the Directorate of Prevention of BNPT as an effective counter-narrative media. Even so, this program has just been implemented and certainly requires a process and time to get optimal results. The impact of counterradicalization policies and programs from the Directorate of Prevention of BNPT is still not in accordance with the formulated vision that is "prevention of terrorism in a whole, protecting the dignity of the nation and free from violence". The indicator that marks the non-fulfillment of the vision of the Prevention Directorate is the fact that radical radicalization of offline ideology is still occurring both offline and online by radical terrorist groups in Indonesia, especially IS. In addition, acts of terror continue to occur in Indonesia until now.

Abstract

Japan Aging Population is a resultant of various problems in both micro and macro levels analysis. Long Term Care Insurance (LTCI) is a strategic policy of Japan Government for the purpose to take care their Aging so that saving Japan human resources in order to remain active in the public sector. This system is facilitating the institutionalization the domestic work of caring the elderly to a professional work which need a license. Since Japan young generation specially women not interested in this kind of work as known as 3K type of work (Kitsui, Kitanai, Kikken), Japan deregulation is open for foreign workers to enter Japan 3K sectors that are no longer in demand. This article discusses on how factors contribute on Japan Aging Issue, LCTI as Government strategy to institutionalized the domestic work usually doing by female and the challenges for Indonesian nurses who enter Japan domestic labor market. They enter with various barriers to status and standard for acceptance of foreign workers along with the strict immigration policy of Japanese government and patriarchy system as Japan social construct.

Abstract

The planning of Youth Friendly City policy by Indonesian Ministry of Youth and Sports is expected to strengthen youth development and empowerment in each region of Indonesia, through the assistance of the preparation of youth regulation, competition, and awards. The city of Bandung has become a pilot project for Youth Friendly City. This research is an action-research approach which based on Soft System Methodology (SSM) to analyze the formulation of Youth Decent Friendly policy at the Ministry of Youth and Sports and also the City Government of Bandung. The results of this study indicate that indicators of the development of Youth Friendly City as stated in Regulation No. 11 of the Ministry of Youth and Sports 2017, refers to 4 (four) clusters, namely: life, play, work/school, and health/welfare still require more action plans. The results from this study is expected to be a reference for all city/regional government in Indonesia, especially the Government of Bandung on the policy of Youth Friendly City.

Abstract

This study aims to find out how much influence the marketing mix strategy has on sales volume during the Covid-19 pandemic on culinary MSMEs located in the North Bekasi area. The population is all culinary MSMEs in the North Bekasi area amounting to 1060 actors and sampling methods in the cluster sampling area of North Bekasi amounted to 104 MSMEs. The author uses quantitative methods using SEM (Structural Equation Modeling) and data analysis used with the Lisrel 8.70 software program. For primary data obtained through likert scale with validity, reliability and GOFI test. From the results of the study obtained the conclusion that the quality of products, prices and location has no effect on sales volume, only promotional variables that positively affect the sales volume of culinary MSMEs with micro criteria in North Bekasi

Abstract

Penelitian ini membahas pengaruh variabel kualitas pelayanan, fasilitas dan kebersihan terhadap kepuasan tamu. Tujuan dari penelitian ini adalah untuk mengetahui pengaruh kualitas pelayanan terhadap kepuasan tamu, untuk mengetahui pengaruh fasilitas terhadap kepuasan tamu dan untuk mengetahui pengaruh kebersihan terhadap kepuasan tamu selama pandemi Covid 19 di Messaging Agency Kalimantan Timur di Jakarta. . Metode yang digunakan adalah metode Structural Equation Modeling (SEM) dengan software LISREL 8.7 yang menguji validitas, reliabilitas, uji model pengukuran, uji kesesuaian model struktural (solusi standar) dan uji model struktural (T-Value). Dalam penelitian tesis ini, Analisis SEM dengan Lisrel dilakukan mulai dari tahap prates dan penelitian inti berupa kuesioner dengan skala likert dan dilanjutkan pada tahap pengolahan data populasi inti. Hasil penelitian menunjukkan bahwa ada pengaruh antara kualitas pelayanan terhadap kepuasan tamu, tidak ada pengaruh antara fasilitas terhadap kepuasan tamu, ada pengaruh antara kebersihan dan kepuasan tamu.

Abstract

Defending sovereignty within an island nation is relatively more complex than doing so for a continental state. The number of scattered islands makes straits and seas more penetrable, vulnerable points and targets of asymmetric threats at sea. The aim of this research is to illustrate threats at sea and provide solutions in guarding and monitoring Indonesian coastal borders, which currently require more ships and radar technology as well as other sensing equipment due to longer beaches. The results reveal that firstly, potential asymmetrical threats at sea include former WWII mines, underwater fibre cables, and nuclear submarines belonging to foreign countries such as America, Russia and China. Secondly, problems related to welfare include theft of natural resources like coral reefs and fish, and drug smuggling activities, all which add to the burden and duties of various parties. Thirdly, asymmetrical Narcoterrorism is very prominent in Colombia where drugs from Cannabis plants are sold to buy weapons. This is also happening in the Philippines and in Aceh, Indonesia. Narcotic activities are also increasingly worrying – particularly their effects on younger generations. Lastly, coordination by affiliated parties that help guard the sea is highly expected. Adequate maritime border patrol management must be carried out so that together, different marine security institutions can maintain the sovereignty of the state. Therefore, the following are recommended: a) regional diplomatic cooperation within ASEAN, b) ensuring of military capability, power, and readiness for placement, and c) the utilization of unmanned technology to aid in securing the archipelagic state.

Abstract

Protection of human rights must be carried out wherever humans are. The state’s obligation to fulfill, to respect, to protection is an obligation for every country, including all ASEAN countries. Human rights crimes that occurred in ASEAN countries require joint commitment arrangements between ASEAN countries to ensure the protection of human righrs in each country. So There is a need for a study to analyze the joint commitment arrangements in protecting human rights in the ASEAN region. Based on the explanation above, the study problem boundaries are formulated as follows: 1. How is the joint commitment arrangement for protection of human rights in the ASEAN region?; How are the efforts of the Indonesian government regulating the protection of human rights in the ASEAN region?. The purpose of this paper is to analyze the arrangement of joint commitments to protect human rights in the ASEAN region and to analyze the efforts to regulate the Government of Indonesia in the proctection of human rights in the ASEAN region. The method used is juridical normative with literature study and analysis used descriptive qualitative by describing human rights arrangements in the ASEAN region. Based on the explanation above, ASEAN first 1967 had a joint commitment to the Charter of Association of Southeast Asian nations and in 2012 the ASEAN Declaration of Human Rights. In 2009 the ASEAN Intergovernmental Commission on Human Rights (AICHR) was formed, which is an integral part of the ASEAN organizational structure which acts as a consultative body and provides advice on the protection of human rights. This institution is supported by the ASEAN as a joint commitment in providing protection of human rights in ASEAN countries. Second, that Indonesia has rules regarding human rights as regulated in the 1945 Constitution, Law No. 39 of 1999 about Human Rights and other regulation related to human rights. Abstract

Current information has become a very important commodity. Some even say that our society is already in an "information-based society". The ability to access and provide information quickly and accurately is very important for an organization, such as companies, universities, government agencies, and individuals. Once the importance of the value of information causes often the desired information can only be accessed by certain people. The fall of information in the hands of other parties can cause harm to the information owner. Security issues are an important aspect of an information system management. Unfortunately, this security problem often gets less attention from the owners and managers of information systems. Often security issues are second, or even in the last list of things that are considered important. If it disrupts the performance of a system, security is often reduced or eliminated. Intelligence is information that has been processed, which is used as the basis for making national decisions with a very wide range of observations, including national interests and the establishment of national security, namely the existence of the nation, state sovereignty, national integrity, national stability, and government credibility (raison d'etre intelligence). The use of cyber media that is not escorted can destroy the country's security, welfare and economy. If this applies, the country will lose investors and the country's economy will decline. The economic downturn will eradicate the principle of the state and the state will become riots. With almost all living environments relying on information technology, vulnerability to cyber security will provide a major disaster for the country. Reflection on the Implementation of Children's Participation Rights (Based on Lundy's Participation Model)

Abstract

Child participation is the involvement of children in actions and decision-making processes regarding issues that affect their lives. This study reflects the results of a study on the implementation of children's participation rights, based on four meaningful elements of participation based on the Lundy model, including Voice, Space, Influence, and Audience (Lundy, 2007). So far, studies on participation have focused on the space and forms of child participation. The research used a qualitative approach with the case of the Children's Forum in East Jakarta. The main informants of the research were the members of the Children's Forum. Based on the findings in the field, the practice of children's participation puts forward the provision of spaces for participation and the expression of children's voices, while the government has not provided a mechanism to follow up on children's voices. Children have been allowed to speak out in public spaces, but the follow-up and impact of children's involvement remain minimal so that children have not enjoyed the impact of participation as expected by children. This finding illustrates that the government and society in general still view children as individuals who cannot yet be involved and do not have the capacity for the decision-making process in the public space.
