Abstract

Proses pengadaan barang dan jasa berperan penting dalam meningkatkan kualitas pelayanan publik, salah satu wujud inovasi pengadaan barang dan jasa adalah program e-katalog (elektronik katalog). E-katalog ini merupakan wujud strategi LKPP dalam menekan korupsi pengadaan barang dan jasa di Indonesia. Namun, penggunaan e-katalog lokal belum menyeluruh digunakan oleh pemerintah daerah. Hal ini salah satunya disebabkan salah satunya karena kurangnya penyebaran informasi. Oleh karena itu, peneliti dalam hal ini menggunakan analisis sentimen media sosial twitter. Metode penelitian yang digunakan yaitu kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data didapatkan dari website netlytic untuk mengumpulkan data percakapan twitter yang akan dikelompokkan pada report/hasil. Gambaran yang diberikan terkait posters over time, top ten posters dan top users (based on in-out degree centrality). Hasil penelitian yaitu dengan menggunakan analisis sentimen media sosial twitter diperoleh 60 percakapan yang dapat membuktikan bahwa pemerintah dianggap kurang aktif menyebarluaskan informasi terkait kehadiran e-katalog. Oleh karena itu, pemerintah perlu untuk memilih strategi yang tepat demi keberlanjutan e-katalog kedepannya. Kata Kunci: Pengadaan barang dan jasa, e-katalog, Analiis media sosial, kualitas pelayanan

Abstract

The application of the E-LAPOR application is a forum to convey development aspirations or complaints from the community regarding the problems that are being felt and to increase two-way interaction between the community and the government in overseeing development programs. The purpose of this study is to analyze how the effectiveness of the application of E-LAPOR in the management of public service complaints in Bandung Regency. This study uses the theory of effectiveness according to Sutrisno who suggests that there are four variables that affect organizational effectiveness, environmental characteristics, characteristics and policies of management practices. This study uses descriptive qualitative research methods and data analysis techniques used are the Miles and Huberman models which include data reduction, data presentation, and drawing conclusions. The results of the study indicate that the application of the E-LAPOR application in Bandung Regency makes it easier for the public to submit complaints or reports on problems or issues in government agencies that are being felt. However, in its implementation it is not effective, seeing that there are still problems that occur. The suggestion given by the researcher is that the monitoring system needs to be developed again, such as making a new feature where Diskominfo can unify the follow-up of complaints or problems from the community to the realization stage.

Abstract

This study aims to determine the Negotiation of Land Acquisition on the Construction of the Boton-Muna Bridge in Palabusa Village. Land is needed for infrastructure development. Therefore, infrastructure development in the form of the Buton-Muna Bridge requires land acquisition to meet increasing development needs, thus requiring land for development. Specially designed for the public interest. Therefore, it is necessary to acquire land for the development of these interests. This study uses descriptive research with a quantitative approach, which is a research method used to examine the condition of natural objects, so the researcher is the key instrument. Research findings indicate that the results of this study indicate that the land acquisition process for the construction of the Buton-Muna Bridge was carried out in accordance with legal requirements. Predicting obstacles requires the efforts of the land acquisition team to overcome these obstacles. In particular, the role of the land acquisition committee is needed to overcome land acquisition constraints. The land acquisition committee is one of the branches of local government that not only plays an important role in land acquisition, but also plays an important role in resolving problems that arise between those who need it and those who own it. is. Obstacles encountered in acquiring land for public purposes.

Abstract

Jumlah kabupaten di Pulau Madura ada empat, sementara merujuk UU RI Nomor 23/2014 tentang otonomi daerah bahwa syarat pembentukan provinsi baru harus memiliki lima kabupaten atau kota. Penelitian ini termasuk kategori penelitian kepustakaan. Hasil yang diperoleh (1)Pemekaran wilayah Pamekasan sebagian besar memenuhi persyaratan dasar kewilayahan dan persyaratan dasar kapasitas daerah sebagaimana tercantum dalam UU RI Nomor 23 Tahun 2014, terkecuali pada aspek keuangan daerah yakni angka ketergantungan fiskal masih relatif tinggi (> 60%). Adapun yang mendasari perlunya pemekaran: selama ini masih terjadi ketimpangan pembangunan antara wilayah bagian utara dengan bagian selatan; laju pertumbuhan pembangunan Madura lebih lambat dari rata-rata kabupaten lain di Jatim; Madura memiliki kekhasan sosial budaya; potensi sumber daya alam, anggaran, dan sumber daya manusia di Madura bila dikelola dengan baik dapat menjadi modal penting bagi implementasi pembentukan provinsi Madura, dan wilayah yang paling siap untuk penambahan kota atau kabupaten adalah wilayah Pamekasan (2)Pemekaran wilayah pamekasan dapat diterapkan dengan membagi wilayah ini menjadi Kota Pamekasan dan Kabupaten Pamekasan. Plot untuk Kota Pamekasan bisa meliputi lima kecamatan: Pamekasan, Pademawu, Larangan; Tlanakan dan Galis. Sementara plot untuk Kabupaten Pamekasan meliputi delapan kecamatan: Proppo, Waru, Kadur, Pasean, Batumarmar, Pegantenan, Pakong dan Palengaan

Abstract

Implementation of the Pangkajene Terminal Retribution Policy on the Increase of Pad Sidenreng Rappang Regency. the implementation of the terminal retribution collection policy in Sidenreng Rappang Regency has not been carried out properly, so that the terminal retribution income does not achieve the desired results. This is because there are still people who do not understand the importance of collecting terminal fees so that the implementation of collecting terminal fees in Sidenreng Rappang Regency does not reach the target optimally. The purpose of this study was to analyze the implementation of Perbub policy Number 5 of 2017 in Sidenreng Rappang Regency and also to analyze the increase in acceptance of Terminal Retribution in Sidenreng Rappang Regency. The total population used is 330 people. The sampling technique was carried out by means of a random sampling technique, namely the respondent selection technique was carried out randomly without giving any difference, so that all members of the population could be selected as samples. The formula used to determine the sample in this study was: 5% - 10%, 10 % - 15%, 15% - 20%, then the total population taken according to the formula is 330 X 10% = 33 respondents. The results of the study indicate that the implementation of the Perbub policy Number 5 of 2017 in Sidenreng Rappang Regency is less than optimal, this can be seen from the results of the study which only received 66%, while the acceptance of Terminal Retribution in Sidenreng Rappang Regency was still inadequate, this of course was influenced by the five factors. The retribution indicator, which only gets 61% of the 100% expected results, of course needs to be increased to support local revenue.

Abstract

This research was conducted to find out how much influence human resource management has on employee performance at the Maiwa District Office, Enrekang Regency which was carried out through distributing questionnaires to 22 Maiwa District Office employees and 30 Maiwa District residents where based on the results of data processing carried out the results of the R2 determination test were obtained. where the R value is 0.414, which means that human resource management has a sufficient influence on improving the performance of the Maiwa District Office, Enrekang Regency employees by 41% and based on the results of hypothesis testing using F-test analysis on the basis of decision making the value Fcount > Ftable and the results obtained are 10.333 > 4.03 with a significant level of 0.005 and the result is 0.002 which means that the influence between human resource management on improving the performance of the Maiwa District Office, Enrekang Regency is acceptable and has a positive and significant effect. significant coup.

Abstract

As a form of overcoming the problem of wastes, Sidenreng Rappang Regency had a Regional Regulation No.7 LD.2016/TLD.2016/NO.49 about Waste Management, which states that in order to improve the public health, realize a clean and healthy environmental, it's necessary to carry out management in an integrated and comprehensive manner from upstream to downstream. than in the context of comprehensive and integrated waste management, it's necessary to need the participation of the community with a proportional, effective and efficient manner. The purpose of this research is to determine the policy context of terms the policy evaluation of the waste management program in Sidenreng Rappang Regency. The method of research was carried out with data collection techniques, observations, and interviews with several informants. The type is descriptive qualitative using Miles and Huberman analysis techniques, that is namely data reduction, data display, and conclusion drawing. The results showed that the policy of program was not effective or was achieved due to lack of attention and control from the institution concerned, lack of socialization to the community, less TPS and TPA causing more indiscriminate disposal of waste, the schedule of operational disposal often experienced delays and had not been good implemented by the community , the existence of a waste bank that is increasingly lacking, and public awareness of waste management is tiny.

Abstract

The community-based drinking water and sanitation program (Pamsimas) is an innovation by the government in increasing public access to proper drinking water and sanitation with a community-based scheme for rural and peri-urban areas. Nagari Lunang Satu is one of the areas targeted by the Pamsimas III program. There was a difference in program success between Tegal Sari Village and Pasar Pagi during the implementation of the Pamsimas program in Nagari Lunang Satu. This research was conducted with the aim of knowing the differences in the successful implementation of the Pamsimas program in Pasar Pagi and Tegal Sari villages and to find out what factors caused the differences in the successful implementation of the Pamsimas program between Pasar Pagi and Tegal Sari villages. The research method used is quasi-qualitative research (quasi-qualitative). The results showed that the implementation of the Pamsimas program in Pasar Pagi Village was running optimally, while the implementation of the program in Tegal Sari Village was not running optimally. The factors causing the difference in the successful implementation of the Pamsimas program between Pasar Pagi and Tegal Sari villages are planning factors, community participation factors or attitudes, and coordination factors.
