Abstract

This study examines the multidimensional performance of small-scale tuna and skipjack fisheries across four major locations in Central Maluku—Banda, Saparua, Amahai, and Tehoru—using five key dimensions: social, economic, technological, institutional, and ecological. Cluster analysis was applied to classify locations based on their multidimensional characteristics and to identify the dimensions most influential in shaping cluster separation. The findings reveal distinct differences among sites, with Saparua exhibiting the strongest social and institutional performance, Banda showing the weakest institutional conditions, and Amahai–Tehoru forming a single cluster characterized by relatively strong economic and technological conditions but weaker ecological performance, particularly in Tehoru. Institutional and social dimensions emerged as the primary drivers of cluster formation, followed by technological, economic, and ecological factors. The discussion highlights how institutional strength and social capital underpin adaptive capacity and economic–ecological outcomes, while technological intensification may heighten exploitation risks without effective effort regulation. The study concludes that fisheries management must be tailored to cluster-specific contexts: strengthening local institutions in Banda, consolidating co-management in Saparua and Amahai, and implementing effort controls and ecological monitoring in Tehoru. These results reinforce the importance of place-based and socially rooted governance in small-scale fisheries.

Abstract

Sustainable management of marine and fisheries resources requires active community participation, particularly through community supervisory groups. This study aims to analyze the development level and determine the development priorities of the community supervisory group Duurstede in Saparua District. The research was conducted from June to August 2024 using qualitative methods through interviews, questionnaires, and focus group discussions involving all the members (40 respondents). Institutional analysis employed the Institutional Development Framework to assess six resource characteristics: vision development, management, human resources, finance, external relations, marine–fisheries surveillance, and infrastructure. The results show that the development level of the community supervisory group Duurstede remains at the initial stage (40.35%), with smaller portions of components at the developing stage (19.30%), consolidation stage (22.81%), and sustainability stage (17.54%). This study concludes that the community supervisory group Duurstede requires comprehensive institutional strengthening, particularly in the provision of infrastructure, operational funding, and capacity-building for its members. The government and supporting institutions are recommended to enhance guidance, training, and facility support to improve the effectiveness of the community supervisory groups in marine and fisheries resource surveillance.

Abstract

This study aims to examine the social and economic conditions of purse seine fishermen at the Fish Landing Base Peudada, Bireuen Regency. The data collection methods used include observation and interviews, employing the Accidental Sampling technique with 40 active fishermen. The data gathered consists of primary data obtained through direct interviews and secondary data from relevant literature. The results of the study show that the purse seine fishermen at Fish Landing Base Peudada have an annual net income of approximately IDR 759,762,000, with a monthly income of around IDR 63,313,500. However, their income per fishing trip is only about IDR 6,331,350, and when divided equally, each fisherman receives approximately IDR 316,568 per trip. Although the monthly income is close to the provincial minimum wage, the average household expenses of the fishermen amount to IDR 3,685,000, indicating that they are still economically insecure. From a social perspective, the study reveals that the majority of the fishermen are aged between 36-45 years, with 53% of them having completed only junior high school. Additionally, 75% of the fishermen live in permanent houses. The longest fishing experience is more than 20 years for 30% of the fishermen. The study finds that the economic conditions of the fishermen are far from prosperous, influenced by high household expenses and the instability of their participation in every fishing trip.

Abstract

Community participation is the voluntary involvement of the community in achieving common goals. There are several issues in the development of Tanusang Beach in Geser Village as a destination that does not yet prioritize the principles of ecotourism, such as the lack of community involvement in management and the lack of educational principles. This study aims to identify the forms and levels of community participation in supporting Tanusang Beach in Geser Village, as well as to determine the direction of community-based ecotourism development in the area. The mixed method approach was used to identify the forms and levels of community participation through questionnaire distribution, Likert scale calculations, and interviews to determine the direction of development. The results of the study showed that the forms and levels of community participation were quite participatory, with 65.9% participating intellectually and 61.6% participating in the form of labor contributions. Furthermore, from the hierarchical analysis of stakeholder participation, the level of community participation in Kilwaru and Kampung Baru hamlets is still low because the majority of the community is at the level of tokenism, with the highest scores being at the informing level (73.7%) and consultation level (68.9%). Community participation is needed in developing ecotourism areas because it can drive other ecotourism principles such as economic principles, educational principles, and conservation principles. Community participation is also an important part of ecotourism development and can increase productivity so that the surrounding community can enjoy the economic benefits.

Abstract

The high level of vulnerability to destructive fishing practices in Haruku Island indicates that the monitoring and surveillance of marine and fisheries resources have not yet been optimally implemented. In this context, community involvement plays a strategic role in supporting effective monitoring efforts, which are institutionalized through the establishment of Community Based Surveillance Groups (Pokmaswas). The extent of Pokmaswas’ institutional involvement can be assessed through an evaluation of their active role in the monitoring of marine and fisheries resources. This study employed a mixed methods approach, with data analyzed using descriptive methods and the Activity Index (AI). The results indicate that Pokmaswas in Haruku Island District fall into the very active category in carrying out their roles, particularly in participating in socialization and capacity-building activities conducted by relevant agencies, with an Activity Index score of 78.18%. The Pokmaswas groups with the highest level of activity were Pelasona and Hasroka, with average Activity Index scores of 92.36% and 91.37%, respectively, both of which are categorized as very active. Therefore, integrated cooperation among relevant stakeholders including central and local governments as well as non governmental organizations (NGOs) is necessary in the implementation of guidance and education programs, technical training, provision of supporting facilities and infrastructure, and the awarding of incentives or rewards to high-performing Pokmaswas, with requirements and conditions that are easy to fulfill.

Abstract

Fishing boat operators at Dock 9 Tanjung Ria, Jayapura City, face various internal and external constraints that affect their productivity and welfare, such as limited capital, low technical knowledge, weather conditions, and fluctuations in the fishing season. This study aims to analyze the social, economic, and technical conditions of fishing boat operators and formulate strategies for developing their businesses. This study uses a survey method with primary data collection through interviews, questionnaires, and observations, as well as secondary data from relevant agencies from August 2025 to January 2026. The research population consisted of 30 longline fishermen who catch yellowfin tuna (Thunnus albacares), as well as descriptive data analysis and SWOT analysis. The results show that longline fishermen are predominantly aged 30 to 39 years old, with a primary school education, 6 to 10 years of business experience, and ≤3 dependents, and they don’t pay any levies to the government. Meanwhile, the recommended development strategies include optimizing the sustainable use of fishing gear, improving facilities and infrastructure, strengthening marketing cooperation, diversifying processed products, and increasing access to capital to improve the welfare of fishermen in Dock 9, Jayapura City, Papua Province.
