Abstract

Tulisan ini bertujuan untuk memaparkan dampak kebijakan pas lintas batas di perbatasan Indonesia-Republik Demokratik Timor Leste. Pas lintas batas merupakan suatu bentuk kebijakan kedua negara untuk memfasilitasi aktivitas perdagangan di pasar tradisional dan memudahkan mobilisasi warga lintas negara selama mengikuti rangkaian ritual sosial-budaya, tanpa menggunakan visa dan pasport. Penelitian dilakukan di Desa Silawan, Kabupaten Belu pada bulan Februari hingga Juni 2019. Dengan menggunakan pendekatan kualitatif kritis melalui wawancara mendalam, observasi dan studi literatur, tulisan ini berpendapat bahwa kebijakan pas lintas batas tidak hanya membantu meringankan beban warga, tetapi juga menimbulkan persoalan ekonomi politik yang pelik. Penerapan border pass hanya berlaku pada desa dan anggota masyarakat tertentu menimbulkan diskriminasi negara terhadap warga dan membidani lahirnya ketidakpuasan warga. Konsekuensi lanjut adalah warga melakukan perjalanan lintas batas secara ilegal. Aturan negara yang membatasi jumlah penjualan dan pembelian barang pada satu pihak menguntungkan negara, akan tetapi di pihak lain, [ia] tidak menguntungkan para pedagang kecil yang hendak memvalorisasi nilai ekonomi. Pada akhirnya, kebijakan border pass melahirkan dominasi militer dalam melakukan pungutan liar atas pelintas batas ilegal yang mendatangkan keuntungan ekonomi politik bagi militer.

Abstract

Water is a basic human need. In rural areas, water is used for domestic and agricultural needs. However, the availability of water in the sense of easy access to water is not always enjoyed by rural residents. Semau Island, which is classified as a small island and has limited water resources, has easy access to water developed through infrastructure development from water sources to settlements. In theory, the development of infrastructure to bring water resources closer to home can increase access of all citizens to water. In fact, the existence of water infrastructure actually causes conflicts. Conflicts that occur are claims to water sources and destruction of infrastructure. Over a period of 6 months, through a number of focused discussions in six villages administratively located on Semau Island, it was found that women who interacted more with water actually did not have room to participate in improving water governance. Women who take water from water sources on a daily basis, manage and manage household water use are more passive parties. Meanwhile, a group of men who are actually the heirs of agrarian resources on Semau Island are busy in dispute over water. The absence of women's role in water governance is the implication of gender inequality in chronic society. Without strengthening women to help determine water governance, women will continue to be victims in water disputes, the main actors being men.

Abstract

This paper focus on social inclusion approach to poverty reduction. In September 2018, Central Statistics Agency (BPS) for the first time showed that the total number of national population below poverty is 10%, or to be accurate 9.66% or 26.58 million people. Although poverty reduction efforts in Indonesia have succeeded in reducing the poverty level below 10% of population, but not all causes of poverty can be solved. There are three challenges faced: inequality between regions, transient poor groups, and excluded marginalized groups. In 2014, the Government of Indonesia initiated a program that promotes the social inclusion approach, Peduli Program. This program focuses on targeting marginalized groups that socially excluded. Specifically, this paper will answer the question: What does the Peduli Program do to include the marginalized groups so they can enjoy the result of development? The method that used to answer the research questions is qualitative method. In addition to document review, data collection is done through interviews with key informants and limited group discussions. Cross-interviews were also conducted with several informants to represent various positions (Village Head, State Civil Authority, Academics) in the interests’ information verification. The main findings in Peduli Program are: first, the emergence local cadres who mobilized local social movement to create social inclusion. Second, marginalized groups that were previously excluded and become the hidden population are recognized in government data. Third, marginalized groups have succeeded in building social relation with other social groups. Fourth, local government improved public services as a result of recognition of marginalized groups. Lastly, marginalized groups fully participated in policy-making process Abstrak Tulisan ini fokus pada pendekatan inklusi sosial untuk pengentasan kemiskinan. Pada bulan September 2018, BPS untuk pertama kali menampilkan jumlah penduduk miskin nasional dibawah angka 10%, tepatnya sebesar 9,66% atau sebesar 26,58 juta jiwa. Walaupun upaya penanggulangan kemiskinan di Indonesia telah berhasil menurunkan jumlah penduduk miskin dibawah angka 10%, namun belum semua penyebab kemiskinan dapat diatasi. Ada tiga tantangan yang dihadapi: ketimpangan antar wilayah, kelompok miskin transient, dan kelompok marjinal yang dieksklusikan. Pada Tahun 2010, Pemerintah Indonesia menginisiasi program yang mengusung pendekatan inklusi sosial yaitu Program Peduli. Program ini fokus menyasar kelompok marjinal yang diekslusikan secara sosial. Secara khusus, tulisan ini akan menjawab pertanyaan: Apa yang dilakukan oleh Program Peduli untuk menginklusikan kelompok marjinal sehingga bisa menikmati hasil pembangunan?. Metode yang digunakan untuk menjawab pertanyaan penelitian adalah kualitatif. Selain kajian dokumen, pengumpulan data dilakukan melalui wawancara terhadap informan kunci dan diskusi kelompok terbatas. Wawancara silang juga dilakukan dengan beberapa informan untuk mewakili berbagai posisi (Kepala Desa, Aparat Sipil Negara, akademisi) untuk kepentingan verifikasi informasi.Temuan utama dalam Program Peduli adalah: pertama, munculnya kader lokal yang melakukan mobilisasi pergerakan sosial setempat untuk menciptakan inklusi sosial. Kedua, kelompok marjinal yang sebelumnya disingkirkan dan menjadi populasi tersembunyi mendapat pengakuan (rekognisi) dengan cara dicatat dalam data pemerintah. Ketiga, kelompok marjinal berhasil membangun relasi sosial dengan kelompok sosial lain. Keempat, pemerintah daerah meningkatkan layanan publik sebagai hasil dari pengakuan terhadap kelompok marjinal. Terakhir, kelompok marjinal berpartisipasi secara penuh dalam proses pengambilan keputusan.

Abstract

Health problems remain a formidable challenge in all over the world. Currently, millions of young children do not reach their full potential because of inadequate nutrition. Another challenge is the problem of poverty, where more than 700 million people still live on less than $ 1.90 per day. The current health condition based on stunting indicator of Indonesia is still lagging behind compare to those countries similar to Indonesia at the upper middle income country level. This can be seen from the Human Capital Index (HCI) score issued by the World Bank. Of the 157 countries surveyed, Indonesia is ranked 87th with a value of 0.53. Related to the issue of stunting, Indonesia's score of 0.664 is still far below the average score of upper middle income countries with a score of 0.867. These conditions need to be analysed more depth on the factors that cause the high stunting rate in Indonesia. The problem is Government of Indonesia has took several actions and allocated plenty of budget in the health sector including reducing stunting program, but the results still have not been encouraging. However, there are many cities that have been successfully reduced the stunting rate and Balikpapan City is one of the examples. This study aims to analyse the role of fiscal policy to promote stunting reduction program in Indonesia, case study Balikpapan City. Methodology uses in this study is a qualitative approach with descriptive analytical methods. The study was conducted by analysing secondary data and conducting a literature review. This article will discuss about how the local government can achieve successful indicators of reducing stunting by promoting effective fiscal policy as well as others supporting policies. Abstract

Mahasiswa kesulitan menemukan judul dan permasalahan dalam pendidikan seni SD sehingga kurangnya minat terhadap pendidikan seni. Bagaimana mahasiswa PGSD dapat menemukan permasalahan untuk menulis topik skripsi tentang pendidikan seni SD. Mahasiswa membutuhkan pengalaman belajar seni musik dan seni rupa SD yang nyata sehingga terdorong untuk melakukan penelitian pendidikan seni SD. Tujuan Penelitian ini untuk meningkatkan pemahaman mahasiswa tentang pentingnya pendidikan seni bagi siswa SD. Metode penelitian: kualitatif dengan pendekatan studi kasus. Pendekatan studi kasus dipilih karena kasus ini sangat spesifik berdasarkan situasi di lingkungan kampus PGSD-FKIP Undana Kupang. Teknik pengumpulan data dalam penelitian kualitatif melalui observasi, wawancara mendalam dan studi dokumentasi. Observasi dilakukan saat mahasiswa melakukan pembelajaran di SD yang disertai wawancara kepada siswa dan guru kelas juga kepala sekolah. Proses studi dokumentasi dilakukan melalui laporan mahasiswa berupa laporan kegiatan mahasiswa dan jurnal-jurnal penelitian ilmiah. Analisis data dilakukan dengan menyajikan data menurut Miles and Huberman yaitu merangkum data, memilah data berdasarkan kategori keaktifan dalam aktivitas pembelajaran bersama siswa SD, praktek musik, menggambar dan ketrampilan lainnya, keaktifan siswa, interaksi guru dan siswa, metode pembelajaran dan kebebasan dalam belajar. Tahap Penyajian data yaitu mempresentasikan atau menjelaskan sesuai grafik atau diagram jumlah judul skripsi sejak 2014 hingga 2018 yang menunjukkan kenaikan yang signifikan pada 2017 sebesar 10 judul hingga 14 judul di tahun 2020 .Tahapan berikut yaitu penarikan kesimpulan dan verifikasi data. Berdasarkan data yang dikumpulkan bahwa Program mengajar di SD memberikan pengalaman belajar dan kesempatan mahasiswa dapat mengembangkan pengetahuan seni dan menerapkan teori-teori pembelajaran. Mahasiswa belajar melalui mengajar sehingga memiiki keinginan untuk menulis dan meneliti tentang pendidikan seni SD. Mahasiswa berdiskusi dalam kelompok mengajar kemudian menemukan bahwa siswa SD wajib praktek dalam pembelajaran dan guru wajib memberikan contoh dalam bermain music dan menggambar serta ketrampilan lainnya. Sebelumnya 2014-2016 hanya terdapat 1 judul penelitian pendidikan seni SD. mahasiswa dapat belajar dengan mengajar dan timbul rasa ingin tahu yang besar dan berusaha untuk mencari solusi atas permasalahan pembelajaran seni SD. Kata kunci: Penelitian Seni, Pendidikan Dasar, Pendidikan Seni Abstract Students have difficulty finding titles and problems in elementary art education so there is a lack of interest in art education. How PGSD students can find problems writing thesis topics about elementary art education. Students need a real elementary music learning experience and fine arts so they are encouraged to conduct elementary art education research. The purpose of this research is to increase students' understanding of the importance of art education for elementary students. Research methods: qualitative with a case study approach. The case study approach was chosen because this case is very specific based on the situation in the campus environment of PGSD-FKIP Undana Kupang. In-depth data collection techniques and documentation study. Observations were made when students conducted learning in elementary school accompanied by interviews with students and class teachers as well as school principals. The documentation study process is carried out through student reports in the form of student activity reports and scientific research journals. Data analysis was carried out by presenting data according to Miles and Huberman, namely summarizing data, sorting data by activity categories in learning activities with elementary students, music practice, drawing and other skills, student activeness, teacher and student interaction, learning methods and freedom of learning. Data Presentation Phase is to present or explain according to a graph or diagram of the number of thesis titles from 2014 to 2018 which shows a significant increase in 2017 of 10 titles to 14 titles in 2020. The next stage is drawing conclusions and data verification. Based on data collected that the teaching program in elementary schools provides learning experiences and opportunities for students to develop artistic knowledge and apply learning theories. Students learn through teaching so they have the desire to write and research about elementary art education. Students discussing in a teaching group then find that elementary students are required to practice in learning and teachers are required to give examples in playing music and drawing and other skills. Previously, 2014-2016 there was only 1 title for elementary art education research. students can learn by teaching and arise a great curiosity and try to find solutions to elementary art learning problems. Abstract

This research discusses the rice import policy of the government of Indonesia in 2018. At the time more than two state institutions differ to see the national rice stock. They are the official state institutions; Central Bureau of Statistic, Ministry of Trade, and Ministry of Agriculture. The National Logistics Agency (Bulog) as state institution which responsibility to the national rice affair of Indonesia is confused to run the policy. Then, the policy reaps polemic, pros, and cons points of view. The pros argue that rice stocks are getting less while the cons argue that rice stocks are available due to harvest. This research aims to explain the trends and alignment of tempo.co and kompas.com toward the policy of rice import taken by the government. The method uses a descriptive-quantitative approach by applying the content analysis technique. It divides of some categories. The result shows that the news tendency of tempo.co tends to apply war journalism, while kompas.com tends to apply peace journalism. For news’ source category, tempo.co and kompas.com empower their reporters in creating a news. They both take a side to the policy for rejecting rice import to Indonesia.

Abstract

We proposed measurement for Indonesia’s Social Justice Indexes (ISJI). Based on proposal, we calculated the indexes using national representatives’ surveys data and official public statistics. We adopted Alkaire Multidimensional Poverty measure to calculate the indexes. The score of social justice indexes of Indonesia in 2018 was 63.46. We confirmed that that citizens in Papua, West Papua and East Nusa Tenggara were the lowest among 34 provinces across archipelago. Addressing inequality of social justice development was critical for Indonesia development now and in the future. Abstrak Kami membuat indeks keadilan sosial Indonesia dan menghitung skor indeks keadilan sosial di 34 provinsi di Indonesia dengan menggunakan data yang bersumber dari beberapa survei nasional dan laporan statistik lembaga pemerintah. Kami menggunakan formula penghitungan kemiskinan multidimensional yang dibuat oleh Alkaire dkk. Hasil penghitungan indeks keadilan sosial Indonesia 2018 adalah 63.64. Skor indek terendah ada di Provinsi Papua, Papua Barat dan Nusa Tenggara Timur. Menghapus/mengurangi ketimpangan dalam pembangunan keadilan sosial adalah isu krusial dalam pembangunan Indonesia saat ini dan masa-masa yang akan datang.

Abstract

This research portrays and discusses the Baha`is struggle in political and social life after the Constitutional Court 2016 decision. Baha`i from its inception was often under pressure from the government. It was considered deviant teaching by the Iranian government rather than as an independent religion, where the Baha`i first emerged. Not much different, arriving in Indonesia, Baha`i was also presented as a splinter sect of Islam. That implicates the difficulty of the Baha`i in positioning their adherents in social and legal life in Indonesia. This research briefly reveals the social and political position of Baha`i followers after Constitutional Court Decision No. 97 / PUU / XIV/ 2016 regarding administrative law No. 23/ 2006 and Law No. 24/ 2013. This study uses Kristian Stokke's theory of politics of citizenship. It discerns the imperative elements in a society so that it can be called full citizenship which all of its socio-political rights can be well-fulfilled. This research finds that since first spread in Indonesia, until administrative law which has been revised several times, the Baha`i has a dynamic of accessing adequate civil rights services. However, the decision to empty the religion column on the ID card seems to have two different sides, whether it potentially perpetuates the stigma that Baha`is who are not in line with Pancasila principles, in the other side it has the potential to be a moment to attract someone's attention to ask about Baha’i

Abstract

COVID-19 pandemic has been impacted many aspects of people’s lives especially in social and cultural matters. Reports on hate crimes including racism, discrimination, and stigmatization continue to increase, especially those involving violence both physically and verbally. The worst incident occurred in America, with a number of reports of attacks by white Americans against Asian Americans. The rise of anti-Asian hate crimes is allegedly related to the COVID-19 pandemic. However, historically, the negative stigma against Asia has been going on for a long time due to the development of orientalism in the West. This paper examines how racial discrimination towards Asians is linked to the idea of orientalism and not only as part of the COVID-19 outbreaks. To obtain data, this paper uses publicly accessible data that has been recorded since the beginning of the pandemic and a text in social media as a trigger to be analyzed. Using literature review and discourse analysis, this paper will focus on the dynamics of orientalism in the Western World and the rise of Anti-Asian hate crimes in COVID-19. Study found that the internalized orientalism is still attached to Western people and it causing some of them to perpetrate racial discriminatory behavior and hate crimes toward Asians. This paper also includes the global response to Anti-Asian hate crimes that occurred in several Western countries during the pandemic of COVID-19 especially in rising awareness on ceasing racial discrimination.

Abstract

It is a challenge to teach academic skills of the students of Academic Presentation as it comprises a wide range of language skills, critical thinking skills and even psychological aspects as students often have non-linguistic problems that they need to overcome to be able to deliver their presentations successfully. Students often come to this class with an intermediate or even pre-intermediate competence in English which makes it difficult for them to put their ideas in to words. Due to a lack of self-confidence in their English language skills, some students revert to using material taken directly from the internet or other resources which results in plagiarism. This research aims to apply the collaborative learning approach in the instruction of academic presentation skills to help students develop their presentations skills, build their confidence and reduce plagiarism when presenting their materials. This is a quasi-experimental study which will make use of both quantitative and qualitative methods. The subjects are students of the English Study Program Pamulang University who are in their third semester. The subjects in one class will be taught the course using collaborative learning and the other parallel class will be taught using the conventional approach. Quantitative data will be collected through a questionnaire and post-test and qualitative data will be collected through class observations, log-sheets and students’ reflections. Interviews will be held to clarify any issues encountered in the collaborative learning process.
