Abstract

The disorderly data of users or users of two-wheeled official vehicle assets retired state civil servants is one of the disclaimer opinions on the financial statements of the Biak Numfor local government. This study aims to analyze policy implementation and inhibiting factors in regulating the assets of two-wheeled official vehicles, retired state civil servants at the Regional Finance and Asset Management Agency of Biak Numfor Regency. The method used in this study is qualitative with data analysis techniques through three stages, namely data reduction, data presentation and conclusions. The results of the study found that the implementation of the policy of regulating the assets of the retired state civil apparatus wheel vehicles at the Regional Finance and Asset Management Agency of Biak Numfor Regency, judging from indicators of communication, resources, attitudes or dispositions and bureaucratic structure showed that its implementation was not optimal. This is due to the existence of retired state civil servants who use and control two-wheeled official vehicles and do not return them to the Regional Equipment Organization. There are inhibiting factors in the process of regulating the assets of two-wheeled official vehicles retired state civil servants at the Regional Finance and Asset Management Agency of Biak Numfor Regency, namely miscommunication, incompetent human resources, low capabilities, and bureaucracy that is not conducive. Increasing socialization related to the policy of regulating two-wheeled official vehicle assets of retired state civil servants is an important concern at the Regional Finance and Asset Management Agency of Biak Numfor Regency to optimize the management of two-wheeled service vehicle assets of retired state civil servants.

This research discusses how public services have developed from time to time, until the age of new public services. This research answers what are the differences in public services from time to time, how is the application of new public services in Indonesia by taking a responsive legal perspective, with the issuance of (PERPRES) Number 95 of 2018 concerning Electronic-Based Government Systems which is a derivative of Law Number 25 of 2009 concerning Public Services signifies that new public services have been running in Indonesia and are also developing in regions in Indonesia.

Abstract

This research uses the method Narrative Literature Review to explore the implementation of information technology in improving the quality of public services, especially through e-Government systems, in Indonesia. The results and discussion of the cited literature show that the application of information technology has produced a number of significant impacts. First, the majority of local governments have demonstrated a commitment to adopting information technology to improve public services, such as through the creation of government applications and websites. Second, the technical and human resource capacity to support e-Government has increased in most local governments, with an increase in the number of skilled human resources in IT and training efforts undertaken. Third, the implementation of e-Government has provided added value in increasing public access to government services and increasing administrative efficiency. However, there are still challenges that need to be overcome, such as the low quality of human resources, low public awareness of the importance of technology-based public services, and budget limitations. To overcome these challenges, continuous efforts are needed to increase human resource capacity, increase outreach to the community, and adequate budget allocation. Thus, the implementation of e-Government in Indonesia has the potential to be more successful in improving the quality of public services.

Abstract

This research is motivated by the opportunity to address issues in the Pandeglang Regency through government policy innovation. Innovation can be an effective strategy to drive growth, productivity, and economic progress at the local and national levels. The research aims to analyze the establishment of the Regional Research and Innovation Agency (BRIDA) to assist the government in making scientifically informed policies. Methodology a qualitative approach was employed, utilizing interviews and documentary studies analyzed through Miles & Huberman's procedures (2009). Findings the research results indicate that BRIDA has the potential to contribute to the acceleration of development, enhancement of regional competitiveness, improvement of governance, and the well-being of the community. It also underscores the urgency of comprehensive research in analyzing complex issues. Originality the recommendation from the research is the integration with other regional agencies to form the Regional Planning and Development, Research, and Innovation Agency (BAPPERIDA) to aid in the administration of regional governance, particularly in the areas of research, development (research and innovation), assessment, implementation, as well as integrated invention and innovation in the region.

Abstract

 The objective of this study is to examine the compliance of procedures for the use and security of official vehicles at the Regional Financial and Revenue Management Agency (BPKPD) of West Sulawesi Province in 2022 and 2023 with Permendagri No.19 of 2016. This can be observed in the procedures for the use and security of official vehicles as well as the completeness of the source documents. This study employs a descriptive qualitative research method. The findings demonstrate that BPKPD of West Sulawesi Province in 2022 and 2023 has implemented procedures for the use and security of official vehicles, accompanied by complete documentation. Consequently, the use and security of official vehicles at BPKPD of West Sulawesi Province in 2022 and 2023 are in compliance with Permendagri No.19 of 2016.

Abstract

The rapid digital transformation in the business world has created both opportunities and challenges for small and medium-sized enterprises (SMEs) in Indonesia. Given the importance of local wisdom in Indonesian culture, this study explores how digital marketing strategies can integrate cultural values. The research addresses the gap in understanding how local wisdom can enhance competitiveness in the global market, highlighting the need for innovative marketing approaches that merge tradition with modern business demands. The objective of this study is to identify effective digital marketing strategies that incorporate local wisdom to improve the performance and sustainability of SMEs in Indonesia. The study adopts a mixed-method approach, combining qualitative and quantitative data from surveys and interviews with SME owners across the retail, handicraft, and hospitality sectors. Thematic analysis and statistical tools were used to interpret the data, collected from july to december 2023. Findings reveal that SMEs integrating local wisdom in their digital marketing enjoy higher consumer engagement and brand loyalty. Key elements such as traditional values, local language, and cultural symbols significantly enhance digital campaigns. Additionally, storytelling rooted in local traditions fosters emotional connections with consumers, promoting repeat business and referrals, thereby contributing to long-term growth..

Abstract

This research aims to determine the strategy for developing soft skills, hard skills and entrepreneurial interests of students majoring in culinary arts at SMK Negeri 6 Makasar. The right strategy to improve students' abilities so they can have an entrepreneurial spirit at a young age and can reduce the unemployment rate among vocational school graduates. The research method used is descriptive qualitative research using data collection methods through observation, interviews and documentation of research objects which are then analyzed using SWOT analysis. Developing soft skills such as good communication, leadership, and critical thinking, along with hard skills through webinars and digital entrepreneurship training, can enhance students' interest in entrepreneurship and improve their business prospects, ultimately addressing unemployment rates among vocational school graduates.

Abstract

Increasing user acceptance of a website is an important aspect in ensuring the success and sustainability of website usage. In Garut Regency, the implementation of the Next Generation Social Welfare Information System (SIKS – NG) plays a crucial role in providing population information services to the public. Therefore, this research aims to analyse the acceptance model of the SIKS – NG website in Garut Regency using the Unified Theory of Acceptance and Use of Technology 3 (UTAUT 3). This study employed a survey method by collecting data from 40 users representing sub-districts in Garut Kota District t, Garut Regency. The data were then analysed using Partial Least Squares – Structural Equation Mode (PLS – SEM). The result showed that performance expectations, business expectations, habits, facilitating conditions and personal computer innovation which are the dimensions of UTAUT 3 have a significant effect on behavioural intention and there is an influence of behavioural intention on SIKS – NG website adoption behaviour in Garut Regency. This research has practical implications the development and management of the SIKS – NG website, especially in Garut Regency. In addition, this research can also be a basis for further research in the context of the acceptance use of information technology in other areas.

Abstract

The rapid growth of e-commerce in Indonesia has transformed the way consumers interact with brands, largely influenced by the proliferation of online marketing campaigns. With the increasing use of digital platforms, businesses are leveraging targeted campaigns to influence consumer behavior, which plays a crucial role in purchasing decisions. This study aims to analyze the impact of online marketing campaigns on consumer behavior in Indonesia's e-commerce market, focusing on how elements such as personalization, promotions, and social media engagement shape consumer preferences and purchasing patterns. A quantitative research approach was employed, utilizing surveys distributed to 400 e-commerce users across major cities in Indonesia. The data was analyzed using statistical tools to determine the correlation between the effectiveness of marketing campaigns and changes in consumer behavior. The results indicate that personalized marketing campaigns, especially those delivered via social media platforms, have a significant positive effect on consumer engagement and purchase intent, with 68% of respondents more likely to complete a purchase following exposure to tailored promotions. Additionally, discounts and limited-time offers were found to be the most effective drivers of consumer action, contributing to increased sales and brand loyalty. However, the study also identifies challenges such as consumer skepticism towards overly aggressive marketing tactics, which may lead to decreased trust in the brand. Overall, this research provides valuable insights into the strategies that can enhance consumer engagement and purchasing behavior in Indonesia’s dynamic e-commerce market, offering practical recommendations for marketers to optimize their online campaigns.

Abstract

Multinational companies operating in Indonesia face complex challenges in managing human resources due to diverse cultural, regulatory, and economic factors. In response, companies must implement strategic human resource management (HRM) practices that align with both global standards and local demands. This research aims to explore the HRM strategies employed by multinational companies in Indonesia and analyze their effectiveness in enhancing organizational performance and employee engagement. Using a qualitative research approach, in-depth interviews were conducted with HR managers from various multinational firms across different sectors. Data were collected to gain insights into the strategies used to address challenges such as talent acquisition, employee retention, cross-cultural management, and regulatory compliance. The data were analyzed using thematic analysis, focusing on identifying common patterns and unique approaches in HRM practices. The findings reveal that successful HRM strategies in these companies are characterized by adaptability, a strong emphasis on leadership development, and a commitment to fostering an inclusive work environment. Moreover, the integration of local knowledge with global HRM frameworks was found to be a key factor in overcoming the challenges specific to Indonesia’s business landscape. This study provides practical insights for HR practitioners and policymakers in multinational firms, offering a framework for developing HRM strategies that improve both employee satisfaction and organizational competitiveness in Indonesia’s dynamic market.
