Abstract

This study aims to conceptualize the HIKARI strategy (Historical Inquiry Based on Archival Studies and Individual Life Histories) for history learning on the Japanese Occupation of Indonesia and examine its conceptual alignment with historical thinking processes. This study employs a qualitative approach using a conceptual study design. The conceptual procedure consists of literature identification, source selection, theoretical synthesis, formulation of design principles, construction of the HIKARI syntax, and alignment with historical thinking processes. The HIKARI strategy is conceptually grounded in historical inquiry, historical thinking, constructivist learning, oral history, and reflective learning. These foundations are translated into six interconnected stages: Historical Orientation, Investigation of Sources, Knowledge Reconstruction, Analysis and Interpretation, Reflection of Historical Meaning, and Intellectual Conclusion. The strategy integrates historical inquiry with archival materials, photographs, personal documents, and individual or family life histories. The Mizumo family history is presented as a contextual example of how individual and family experiences can be examined alongside other historical evidence in learning about the Japanese Occupation of Indonesia. Conceptually, the HIKARI sequence provides opportunities for students to engage in historical questioning, source investigation, evidence-based interpretation, reflection, and conclusion building. However, these potential contributions are conceptual rather than empirically established, as the strategy has not yet been implemented or tested with students. Further empirical research is therefore needed to examine its feasibility and potential contribution to historical thinking in classroom practice

Abstract

Indonesia's regional governments have operated under mandatory internal-control risk assessment since Government Regulation No. 60/2008, yet research on the Internal Government Supervisory Apparatus (APIP) tends to isolate a single function, such as audit or fraud detection, rather than trace how one Inspectorate carries risk management across an entire policy cycle. This study examined how the Medan City Inspectorate performs that role across three stages: risk-management planning, risk-based financial oversight, and performance-reporting assistance. The study used a qualitative case-study design. Ten informants, purposively selected from the Inspectorate and a regional planning agency, took part in semi-structured interviews, supplemented by internal risk-management and performance documents. Data were analyzed using the Miles and Huberman model and checked through source and technique triangulation, supplemented by member checking. Results show the Inspectorate acting as coach, facilitator, and evaluator rather than as the party that identifies risk directly: it runs technical guidance before agencies draft their budgets, reviews the risk registers and control plans agencies produce, and feeds high-risk findings into the Annual Supervision Work Program. In financial oversight, the Inspectorate targets audits at high-risk activities and tracks agencies' follow-up on its recommendations. In performance reporting, it verifies reported results against field conditions and aligns risk documents with the regional development plan. Uneven staff understanding of risk concepts, tight budgets, and a compliance-oriented work culture still limit how far these practices reach. The findings indicate that risk management functions as one integrated cycle linking planning, spending, and reporting, rather than as separate audit episodes

Abstract

Religious counseling plays a strategic role in strengthening the religious understanding, moral development, and social harmony of communities, particularly in geographically remote and socioculturally diverse areas. This study aims to analyze the obstacles faced by religious extension workers in Fakfak Regency, West Papua, based on the six dimensions of da'wah: da'i, mad'u, maddah, wasilah, thariqah, and atsar. This study employed a qualitative approach with a phenomenological design. Data were collected through in-depth interviews, field observations, and documentation involving religious extension workers, community constituents, and officials of the Ministry of Religious Affairs of Fakfak Regency. The findings reveal that religious counseling is constrained by the limited number and capacity of extension workers, extreme geographical conditions, inadequate transportation and communication facilities, sociocultural heterogeneity among mad'u, and limited contextualization of counseling materials, interactive methods, and program evaluation. These interconnected barriers have limited the equitable distribution and continuity of religious counseling, particularly in peripheral areas. The study concludes that improving religious counseling in Fakfak requires a systemic strategy encompassing professional capacity strengthening, improved operational infrastructure, contextualized and participatory counseling methods, and integrated evaluation mechanisms. Such efforts should be grounded in local wisdom, particularly the One Furnace Three Stones philosophy, to strengthen Islamic understanding and practice while maintaining social cohesion and interfaith harmony.

Abstract

This study aims to analyze the implementation of financial accountability in a private elementary school to improve transparency in educational fund management at SD Islam Al Fatih Paguyangan. A descriptive qualitative approach with a case study design was employed to comprehensively explore the financial accountability and transparency mechanisms of educational financing at the school. Data were collected through in-depth interviews, direct observation, and documentation of the school's financial practices, including the reporting of the Educational Unit Operational Assistance (BOSP) funds, community contributions, and external donations. The results indicate that the school has implemented accountability principles through structured financial record-keeping, routine reporting in financial meetings (held monthly, mid-academic year, and year-end), online reporting to the government, and the active involvement of the foundation, school committee, and parents in financial evaluations. Transparency in utilizing both BOSP funds and social funds-such as donations or contributions-has strengthened public trust in the governance of educational financing at SD Islam Al Fatih Paguyangan. Furthermore, this study demonstrates that financial accountability is carried out not merely as an administrative obligation, but rather as a means to foster active community participation and oversight in school financing. This study recommends upgrading to digitalized educational financing reporting systems in elementary schools and providing human resource training to enhance school financial efficiency and accountability.

Abstract

This study aims to analyze the implementation of the Right People pillar in sustainable human resource management (HRM) at PT Telkom Indonesia (Persero) Tbk. The study employs a descriptive qualitative approach with a document study method on the company's Sustainability Reports from 2022 to 2025. Data were analyzed using content analysis through data reduction, presentation in a longitudinal comparison matrix, and conclusion drawing validated by source triangulation. The results show that the implementation of the Right People pillar at PT Telkom Indonesia has evolved consistently over four years. In 2022, the company focused on strengthening digital competence and work culture as the foundation of organizational transformation. In 2023, talent acceleration and leadership development were reinforced. In 2024, HR strategies began integrating with ESG agendas and value creation. In 2025, this commitment was strengthened through the Empower Our People pillar, which positioned talent development, diversity, equity, and inclusion (DEI) as part of the transformation strategy toward a Strategic Holding. These findings align with the Sustainable Human Resource Management concept (Kramar, 2022), which views HR management as a long-term strategic investment. This study contributes theoretically by enriching the Right People discourse based on sustainability documents and practically by providing insights for HR practitioners in designing talent strategies integrated with ESG principles

Abstract

This study reports a formative qualitative evaluation within the development of a Using–Indonesian bilingual learning management system (LMS) integrating digital storytelling and a personalised-learning orientation to support local-language preservation among Generation Alpha. The wider project was organised through the analysis, design, development, implementation, and evaluation (ADDIE) framework in Banyuwangi, Indonesia, with Kemiren as its principal cultural setting. The evidence comprised four written focus group discussion, involving teachers, native using speakers, Indigenous-community representatives, and students. A descriptive qualitative content analysis connected recorded responses with priorities for resource refinement. The students record described initial engagement with stories, images, audio, and using vocabulary, alongside minor difficulties with devices and access to features. Teachers identified corrections to grammar, terminology, vocabulary, translations, and visual presentation. Native speakers emphasised natural language use, consistent pronunciation and writing, and shared guidance for content developers. Indigenous-community feedback highlighted documentation needs, cultural context, and boundaries around sacred knowledge. These findings support a participatory approach to linguistic correction, cultural review, and interface refinement. Personalisation remains a design orientation rather than an independently tested adaptive mechanism. The study identifies development priorities but does not establish language-proficiency gains, improved usability after revision, or sustained changes in language use. Further evaluation should document implemented features, repeated learner use, and language-learning outcomes

Abstract

This study formulates a preliminary collaborative cultural tourism masterplan for Kemiren Village, Banyuwangi, through a context-specific Sextuple Helix framework. Qualitative document analysis examined four Indonesian-language focus group discussion (FGD) records dated April-May 2026, covering tourism-office, community-tourism, enterprise, and customary-community and environmental perspectives. Analysis and preliminary design were organised within an adapted Analysis, Design, Development, Implementation and Evaluation (ADDIE) process. The records identify cultural houses, rituals, performing arts, food and local enterprises as interconnected resources, alongside fragmented visitor management, limited documentation, uneven digital capabilities, enterprise constraints and environmental concerns. They also emphasise boundaries around sacred traditions and residential spaces. The proposed framework assigns responsibilities across academia, government, business, customary communities, environmental stewardship and digital practice. It connects cultural approval, service readiness, information maintenance and environmental review with proposed planning actions. These functional domains can overlap within individuals and organisations. Digitalisation is positioned as support for cultural learning, documentation and locally managed services. The contribution is an evidence-informed planning framework; effects on income, cultural transmission and environmental performance require subsequent implementation and evaluation.

Abstract

This study uses the Context, Input, Process, Product (CIPP) evaluation paradigm to assess the Palu Children's Social Home UPT's Pancasila-Based Character Education Revitalization Program. Program managers, caretakers, social workers, psychologists, skills instructors, and participating children participated in interviews, observations, and document analysis as part of a qualitative evaluative method. The four CIPP categories were used to analyze the data thematically, and the results were compared across data sources to evaluate observed program outcomes, implementation quality, resource adequacy, and the relevance of program demands. Although infrastructure and the availability of specialized caregiver training remained issues, the input dimension was sufficient. Although participation, monitoring, and documentation were inconsistent, the Process dimension successfully included habituation, role modeling, mentoring, social and religious advice, skills training, and internships. The Product dimension noted positive changes in self-control, accountability, teamwork, social interaction, Pancasila-related behaviors, abilities, and independence. The results indicate that while the program responded to children's needs and offered opportunities for character development, it still needs stronger staff capacity, facilities, monitoring, and post-care support.

Abstract

This study examines the associations of Digital Governance Capability and Digital Coordination Capability with employee performance at the Regional Secretariat of Maluku Province. The study responds to a practical context in which ongoing electronic-based government initiatives coexist with reported challenges in monitoring, reporting, administrative workflows, and cross-unit coordination. A quantitative cross-sectional explanatory design was employed with 89 respondents. Data were collected through a five-point Likert questionnaire and analyzed using validity and reliability tests, descriptive statistics, regression diagnostics, and multiple linear regression. All measurement items were valid, and the three constructs showed high internal consistency, with Cronbach’s Alpha values of 0.934 for Digital Governance Capability, 0.933 for Digital Coordination Capability, and 0.943 for Employee Performance. The regression equation was Y = 13.284 + 0.530X1 + 0.445X2. Digital Governance Capability was positively associated with employee performance (t = 5.468; p < 0.001), as was Digital Coordination Capability (t = 4.644; p < 0.001). The joint model was significant (F = 38.741; p < 0.001) and explained 47.4% of the variance in employee performance (R² = 0.474). These findings indicate that stronger digital governance and coordination capabilities are associated with higher reported employee performance. Because the design is cross-sectional and self-reported, the coefficients should be interpreted as associations rather than causal effects.
