Abstract

Palu City is one of the cities in Indonesia that implements smart city initiatives. The quality of the Electronic Based Government System (EBGS) index is a crucial aspect of implementing a smart city. According to the 2021 EBGS index results, Palu City was classified as deficient. This study seeks to provide an overview and analyze the implementation of smart city strategies in Palu City. The research methodology employed is qualitative, utilizing data collection approaches such as semi-structured interviews, observation, and documentation. The findings indicate that the smart city concept has yet to be implemented in Palu City. Numerous aspects have yet to be accomplished, including the infrastructure required for implementing the smart city concept. The smart city strategy in Palu City is facilitated by issuing a decree that establishes the smart city implementation team and the smart city development council. These entities involve all regional offices and organizations in Palu City. Overall, implementing smart city policies in Palu City has been poorly coordinated and needs improvement in several areas, including communication, resources, attitudes, and bureaucratic structure.

Abstract

This article discusses political behavior in the context of decision-making from an organizational culture perspective. Political behavior is a complex and common phenomenon in organizational environments, including the decision-making process within them. This research uses a qualitative research method by trying to analyze based on interviews to obtain answers to problems in the field and uses bibliometric analysis which produces 132 literature sources and 5 important aspects in decision making through a collection of literature from Scopus data. Organizational culture plays an important role in shaping and influencing political behavior. By understanding the relationship between political behavior and organizational culture, it is hoped that this article can provide useful insights for practitioners and decision-makers in understanding and managing political behavior that occurs in the context of organizational decision-making. This study found five aspects that must be considered in decision-making, namely the Role and Influence of Leaders, Coalition Building, Public Participation, Personal Relationships and Organizational Culture. From these five aspects, there are several efforts made by the Semarang city government towards political behavior in decision making associated with good organizational culture, which adds value to the effectiveness and implementation of the decision-making process in the Semarang city government.

Abstract

This study focuses on the population of Jayapura City and how it has been changing over the years, particularly among the younger generation, which is made up of new voters. This demographic shift will impact political participation, especially in preparation for the 2024 general election. The purpose of this research is to find out and summarize the strategy of the Regional General Election Commission (KPUD) in increasing the participation of novice voters in preparation for the 2024 General Election in Jayapura City, identify supporting factors, and inhibiting factors in carrying out the strategy of the KPUD to increase the participation of novice voters in preparation for the 2024 General Election in Jayapura City. The research method is a descriptive qualitative method with an inductive approach. Data is gathered through observation, interviews, or document reviews. It is then processed by reducing and presenting the data, drawing conclusions, and triangulating the analysis results using the theoretical concepts of Stoner, Freeman, and Gilbert. Jr. The strategy can be defined based on two perspectives: (1) what an organization intends to do and (2) what the organization does. In this study, the authors will discuss it more deeply through further explanation and description. The KPU in Jayapura City has implemented two main strategies to increase the participation of beginner voters. The first strategy involves updating data, while the second focuses on socialization programs. Implementing election preparation is expected to be responsive in data processing and management, especially in the creativity of mapping population data according to specific groups. Furthermore, improving our capabilities, especially in technology, is essential as the digital world advances rapidly. Additionally, the coordination with certain agencies and institutions in updating data, such as the Indonesian National Armed Forces (TNI) and the Indonesian National Police (POLRI), should be reviewed since these are currently inactive.

Abstract

This study seeks to explain how local elites in Buntu Pepasan District support indigenous communities. This qualitative study uses in-depth interviews with official, religious, and civil elites in the local area. The research shows how each elite group supports indigenous populations. Formal elites preserve and recognize indigenous rights. Religious elites support indigenous communities morally and spiritually and uphold their values. However, civic elites and traditional leaders preserve and nurture local culture and customs. The position dimensions of each local elite reveal that they are a party that preserves cultural heritage and indigenous populations. Regarding to their reputation, local elites are trusted by the community to manage and sustain indigenous communities and use their influence to strengthen them. Furthermore, these insights can help create better indigenous community sustainability policies.

Abstract

Political money practice in regional head nominations poses a serious threat to the integrity of democracy and political stability in Indonesia. Political money undermines the electoral process by prioritizing money over competence, resulting in leaders who are more focused on recovering their political investments rather than on public service. This research aims to analyze the impact of implementing criminal sanctions on political money practitioners in maintaining political stability and the quality of democracy at the regional level. The method used is normative juridical, with a legislative and conceptual approach. The research findings indicate that the application of criminal sanctions acts as a deterrent, enhances electoral integrity, strengthens public trust in democracy, reduces corruption, and promotes equal opportunities for competent candidates. However, challenges such as difficulties in proving violations and weak oversight remain obstacles to the effective implementation of sanctions. Therefore, strict and consistent law enforcement is necessary to create fair, clean, and transparent elections and to maintain local political stability.

Abstract

Smart Governance as one of the dimensions of a smart city is part of bureaucratic governance or management by utilizing information technology in the planning, implementation, control, supervision of development, and accountability sectors to support quality public services. The Madiun City Government is reforming bureaucratic governance or management by implementing the concept of smart governance because of the gap in public services such as the existence of services that are not in accordance with the established service standards, services that are not yet integrated, lack of transparency, there are still paid services, and queue management has not all been measured. The focus of this study is the dimension of smart governance in supporting public services which includes three elements, namely service, bureaucracy, and policy. This study uses a qualitative descriptive method with secondary data sources that are easily accessible and to save research costs. The results of the study indicate that not all public service applications are integrated between one Regional Apparatus Organization (OPD) and another. In the context of smart governance, the development of e-gov applications must be directed towards integrated & inter-operability e-gov or those that communicate and are connected between one application and another and across Regional Apparatus Organizations (OPD) or what is called Smart e-Gov. In addition to the connectivity between Regional Apparatus Organizations (OPD) in service applications, so that public participation in the formulation of public policies increases, the public can also easily access the government policy information system (Regional Regulations and Regional Head Regulations). Regional heads as leaders have a very important role in improving public services because leaders are the ones who will make something happen and achieve goals.

Abstract

This reserach aims to analyze the impact of the extended tenure of village heads, as regulated by Law No. 3 of 2024, on village governance, particularly in terms of accountability, leadership stability, and public participation. Using the Systematic Literature Review (SLR) approach, this research synthesizes findings from various academic sources focusing on good governance practices in local government. The results reveal that longer tenure offers opportunities for sustainable development by providing continuity in leadership and reducing political disruptions. However, it also introduces significant risks, including the potential misuse of power and a decline in public participation in supervision. The findings emphasize the need for robust monitoring mechanisms and increased community involvement to balance the benefits and risks associated with extended leadership terms. This study concludes with recommendations for strengthening transparency and accountability to improve village governance and prevent corruption in the long run.

Abstract

This paper explores the importance of Voluntary Local Reviews (VLR) in the localization and acceleration of the attainment of a powerful global blueprint to deliver a better future. The paper regard Local voluntary Reviews as accelerators and an inclusive approach for the localization of the 2030 Agenda. According to the 2030 Agenda (A/RES/70/1: Transforming Our World: The 2030 Agenda for Sustainable Development) encourages member states to “conduct regular and inclusive reviews of progress at the national and sub-national levels, which are country-led and country-driven”. The value of VLR in advancing SDG implementation has been increasingly recognized at national and international level. The Paper used documentary sources to gather information relevant to the thematic area. These included journal articles, books, local and regional governments reports. The researcher also examined the VLR pilot reviews in The Gambia supported by the United Nations Department of Economic and Social Affairs (UN DESA) and other relevant partners. The Paper strongly recommends peer-to-peer learning to enrich VLR processes at local level with a view to bolster local action.

Abstract

Bawaslu Bandung Regency always updates and improves strategies that are different from previous elections so that cases of election violations can be minimized. However, the strategy made and pursued by Bawaslu Bandung Regency for the 2024 Election has still not been able to suppress violations that have occurred, even the strategy for the 2024 Election shows that the number of violations is getting higher than the 2019 election. To find out and analyze the strategies carried out by Bawaslu in preventing violations in the 2024 elections in Bandung Regency. This research uses a qualitative method, then the technical sample used is purposive sampling and snowball sampling. The strategy of the Election Supervisory Agency (Bawaslu) of Bandung Regency in preventing violations in the 2024 Election has involved a participatory approach by involving all stakeholders. This strategy aims to increase integrity and honesty in the electoral process and ensure elections that are free from violations through effective supervision. The main supporting factor in Bawaslu's strategy is collaboration with various community organizations, educational institutions, and local governments. This collaboration allows Bawaslu to expand its network of election monitoring and education to the community, especially vulnerable groups who are prone to being targeted by money politics. However, Bawaslu also faces obstacles such as budget constraints and less than optimal community participation. To overcome these obstacles, Bawaslu needs to continue to increase collaboration and strengthen networks with various external institutions, including legal institutions and community organizations. The Bandung Regency Bawaslu's strategy in preventing violations in the 2024 elections involves a combination of participatory approaches and cross-sectoral cooperation. The success of this strategy depends on Bawaslu's ability to adapt to the macro and micro environment, utilize existing resources, and overcome various obstacles that hinder the election supervision process.

Abstract

Indonesia menghadapi tantangan serius dalam menentukan arah pembangunan ekonominya, terutama terkait dengan kebijakan hilirisasi nikel yang telah menunjukkan dampak negatif terhadap lingkungan dan masyarakat. Tulisan ini mengulas pentingnya pergeseran strategi ekonomi dari hilirisasi nikel menuju pemanfaatan potensi besar rempah sebagai alternatif yang lebih berkelanjutan. Dengan pendekatan analisis kebijakan dan studi kasus di beberapa daerah di Indonesia Timur, penelitian ini mengungkap bagaimana hilirisasi nikel telah merusak ekosistem, menyebabkan deforestasi, dan mengancam hak asasi manusia serta mata pencaharian lokal. Sebagai solusi, penelitian ini mengusulkan pengembangan hilirisasi rempah yang tidak hanya menjanjikan manfaat ekonomi signifikan tetapi juga mendukung pelestarian lingkungan. Dengan melibatkan masyarakat adat dalam pengelolaan sumber daya alam, Indonesia dapat mengurangi emisi karbon, melestarikan keanekaragaman hayati, dan mencapai pembangunan berkelanjutan yang inklusif. Kesimpulan dari penelitian ini menegaskan bahwa pergeseran fokus dari hilirisasi nikel ke perdagangan rempah akan memberikan keuntungan ekonomi dan lingkungan yang lebih besar bagi Indonesia, serta mendukung komitmen negara dalam melindungi hak-hak masyarakat adat dan menjaga kelestarian alam. Kata kunci: Keadilan Iklim, Hak Asasi Manusia, Perlindungan Lingkungan, Hak Masyarakat Adat, Hilirisasi Nikel.
