Abstract

This study examines the political dynamics underlying the implementation of the Over Dimension and Overload (ODOL) policy in Palembang City, Indonesia. Using a qualitative-descriptive approach supported by official transportation data, accident statistics, and media analysis, the research explores how public pressure influences local government responsiveness toward ODOL enforcement. Findings reveal that weak implementation stems not only from institutional limitations but also from political compromises between local authorities and economic actors. The growing number of accidents and fatalities has intensified public scrutiny, transforming ODOL from a technical issue into a politically charged policy arena. The study demonstrates that public pressure serves as a catalyst for symbolic yet visible governmental action, while long-term effectiveness requires digital monitoring innovation, cross-agency collaboration, and participatory accountability. This research contributes to understanding how local political responsiveness shapes policy outcomes in developing democracies, particularly within decentralized governance systems.

Abstract

The Papua provincial election reflects the complex dynamics of local politics, influenced by legal-political and security factors. This study aims to analyze efforts to safeguard the stability of the Papua election through legal-political approaches and security strategies. Using a qualitative method, the research examines the challenges of implementing national unificatory regulations within Papua’s unique social, cultural, and geographical context. The findings reveal that the misalignment of regulations with local realities generates various issues, such as logistical disparities, weak supervisory systems, clashes between cultural practices and formal democratic principles, low political participation of women, and potential threats to both physical and digital security. Therefore, a reformulation of legal politics that is contextual and inclusive is required, including the drafting of special regulations that accommodate Papua’s socio-cultural particularities, such as the noken system; establishing Minimum Cost Standards (SBM) and adaptive administrative deadlines; strengthening the supervisory authority of Bawaslu to create balance between electoral institutions (Bawaslu and KPU); increasing the number of supervisory personnel; and providing training tailored to the local context. Furthermore, an integrated, adaptive, and participatory security strategy is necessary to realize fair, peaceful, and democratic elections in Papua. This includes enhancing cross-institutional coordination (KPU, Bawaslu, Police, and local government), expediting the distribution of logistics and honoraria for election officials, and strengthening information technology capacity as well as public digital literacy to counter hoaxes. Such strategies must also involve local actors and community leaders in maintaining stability and building public trust in state institutions to ensure peaceful, secure, and democratic elections in Papua.

Abstract

Penelitian ini bertujuan menganalisis derajat desentralisasi asimetrik di Provinsi Nanggroe Aceh Darussalam pasca penandatanganan Nota Kesepahaman (MoU) Helsinki. Studi ini menggunakan metode kualitatif dengan studi kasus yang berfokus di Provinsi Nanggroeh Aceh Darussalam. Provinsi Aceh dipilih dengan pertimbangan meningkatnya dinamika politik pasca perpanjangan alokasi penjabat gubernur tahun kedua. Hasil kajian menunjukkan bahwa secara umum desentralisasi asimetrik di Aceh berjalan sesuai dengan agenda yang telah disepakati dan menunjukkan kecenderungan semakin menguat, meskipun belum seluruh aspek mendukung secara optimal. Kewenangan khusus sebagaimana diatur dalam Undang-Undang Otonomi Khusus Aceh pada prinsipnya telah dijalankan, namun masih menghadapi kendala berupa ketidaksinkronan aturan pelaksana dengan undang-undang induk. Pendelegasian fungsi pemerintahan telah berlangsung, walaupun sejumlah kewenangan strategis, seperti penyelesaian pelanggaran Hak Asasi Manusia pascakonflik, belum terealisasi secara memadai. Kontrol pemerintah pusat relatif lebih longgar, tetapi pada tataran teknis pengawasan yang berbasis standar kementerian teknis membatasi ruang kreativitas Pemerintah Aceh. Otoritas pengambilan keputusan keuangan daerah sebagian besar berada di tangan Pemerintah Aceh, dengan pengecualian pada sektor hidrokarbon dan sumber daya mineral yang dikelola secara bersama. Inisiatif kebijakan yang bersifat bottom-up, peran partai politik lokal, serta perluasan cakupan pelayanan publik menunjukkan karakter desentralisasi asimetrik yang relatif tinggi. Namun demikian, tingkat ketergantungan fiskal terhadap pemerintah pusat masih signifikan akibat penarikan sejumlah kewenangan melalui regulasi nasional. Berdasarkan temuan tersebut, penelitian ini merekomendasikan pembentukan badan ad hoc nonpermanen untuk mengevaluasi dan menuntaskan agenda desentralisasi asimetrik yang belum terselesaikan, khususnya terkait penyelarasan regulasi, penyelesaian agenda HAM, dan pemberian diskresi pengelolaan keuangan daerah yang lebih sesuai dengan kekhususan Aceh.

Abstract

This research aims to identify and analyze the supporting and inhibiting factors in the implementation of flood disaster management policies in Tolitoli Regency, as well as to determine and formulate efforts to optimize the implementation of these policies. This research uses a qualitative approach with data collection techniques including interviews, observations, and documentation. The data analysis techniques used include data condensation, data presentation, and conclusion drawing/verification. This research employs the policy implementation theory by Knill & Tosun (2020). Informants were determined using purposive sampling and snowball sampling techniques. The results show that the supporting factors for the implementation of disaster management policies include the clarity of policy design covering procedures, time, and resources, as well as changes in flood disaster management targets, the availability of a supervisory structure including supervision by the community and by supervisory bodies, the clarity of institutional design covering implementing organizations and internal and inter-organizational coordination, the availability of necessary resources (human resources, finance, technology, and information), the ability to implement disaster management SOPs, and high social acceptance including the level of benefits perceived by the community and community involvement. However, the inhibiting factors include the inappropriateness of policy instrument choices and the difficulty of implementing flood disaster management policies, as well as low administrative capacity due to a lack of necessary resources (human resources, finance, technology, and information).

Abstract

This research examines belis as a marriage tradition in East Nusa Tenggara by comparing the belis tradition in three regions, namely Lembata, Alor and Sumba. The research focuses on the belis tradition, including the ritual system, the use of items used as belis, and the meaning of belis by the community. This research analyzes how the belis tradition forms a social norm that places women in a lower social class and strengthens the position of men in the family and social environment of the NTT community. Data collection in this research uses the literature study method by reviewing secondary data such as books, articles, journals, and all forms of reports that are in accordance with the issues raised. The results of this study show that the belis tradition has a major impact on the rights and position of a woman in the life of the NTT community. This research highlights how belis strengthens the position of men by placing men as the center of power and authority in the household and community, while women both in the household and social life will always be in a lower social class.

Abstract

The Village Independent Program (VIP) is a community-based rural development model aimed at fostering self-sufficiency and economic resilience in rural communities. This research analyzes the effectiveness of the program by examining community engagement, governance structures, and sustainability factors through a qualitative case study approach using secondary data. Data sources include government reports, academic literature, and NGO case studies, which were analyzed using thematic and comparative analysis. The findings highlight that active community participation and transparent governance significantly impact program success. Villages with strong leadership, financial accountability, and diversified economic activities show higher levels of sustainability. However, challenges such as resource disparities, governance inconsistencies, and digital infrastructure limitations hinder program implementation in certain regions. The study suggests that policy improvements, digital transformation, and public-private partnerships are essential for enhancing long-term rural development outcomes. Strengthening financial transparency, expanding internet access, and fostering youth entrepreneurship are recommended to sustain the program’s impact. This research contributes to the broader discussion on scalable community-based development models, emphasizing the importance of local governance, digital inclusivity, and long-term economic planning. Abstract

This article examines how political communication developed during the 2024 Batu City Regional Head Election (Pilkada), with an emphasis on the campaign strategy of the candidate pair Krisdayanti (KD) and Kris. To understand how political communication strategies affect the results of the Pilkada, this study uses a literature review approach. This candidate pair used a multi-platform approach to communication, combining conventional media, such as television and newspapers, with digital media, such as Instagram, Twitter, TikTok, and YouTube. In addition, they collaborated with local digital communities and influencers to expand the reach of campaign messages and increase young voter participation. However, despite having the advantage of popularity as public figures, this pair failed to win the Pilkada. The results of the study show that success in local political contestation does not only depend on popularity or aggressive digital strategies, but also requires a holistic approach. This approach includes a balance between traditional and modern strategies, authentic communication, and a deep understanding of the characteristics, needs, and preferences of local communities. This study provides valuable insights into the challenges and success factors in political communication in the Batu City Pilkada, as well as implications for political campaign strategies at the regional level in the future.

Abstract

This study aims to analyze the relationship between decentralization and the ineffectiveness of environmental law enforcement in the case of Citarum River pollution. Although a national legal framework exists, implementation at the local level reveals weak institutional capacity, poor inter-agency coordination, and low accountability of local governments. This research employs a qualitative approach using a case study method in the Citarum River Basin. The findings indicate that decentralization has not fully strengthened environmental law enforcement due to weak political will, the dominance of economic interests, and limited public participation. The study recommends strengthening local governance through policy reform, institutional capacity building, and greater public involvement in environmental oversight.

Abstract

This study explores the relationship between the Village Consultative Body (BPD) and the Village Government in Tenaru Village, which has not been functioning optimally. This is evident from the failure to implement several development programs, despite their inclusion in the Village Medium-Term Development Plan (RPJMDes). These issues highlight weak coordination and limited community participation in village development projects. The aim is to analyze the dynamics between the BPD and the Village Government and identify factors affecting this relationship in Tenur Village, Driyorejo District, Gresik Regency. Using descriptive qualitative methods and an inductive approach, data were gathered through observation, interviews, and document review, followed by data reduction, presentation, inference, and triangulation. The analysis indicates that: (1) the relationship is generally unequal, mainly due to the dominance of the Village Government, which leads to the BPD being less active in government affairs and community aspiration efforts. This is caused by budget limitations and the busy schedules of BPD members outside their village duties. (2) Factors encouraging cooperation between the BPD and the Village Government in facilitating development include: (a) the lack of a specific program to gather villagers' aspirations; (b) insufficient budget for BPD members' allowances; and (c) the backgrounds of BPD members. To improve this, it is suggested to strengthen the BPD’s role through developing Village-Owned Enterprises (BUMDes), collaborating to explore village potential, engaging with the private sector, increasing capacity through training, and conducting comparative studies with villages where the BPD-Government relationship works effectively.

Abstract

This study aims to examine the dynamics of governance related to community organizations and their impact on democracy more comprehensively in Indonesia. This study uses a qualitative approach with a descriptive-analytical design. Data in this study are sourced from literature studies, document analysis, and comparative studies. Legal documents are used as primary sources, including Law Number 17 of 2013 and Law Number 16 of 2017, as well as various Joint Ministerial Decrees used by the government as the basis for disbanding mass organizations. This study shows that the development of mass organizations in Indonesia after the Reformation has shifted from the spirit of liberalization that emphasizes civil liberties to a pattern of stricter state control. The impact of this policy is evident in the declining quality of Indonesian democracy as indicated by the Democracy Index (EIU) score and the Freedom House report. The novelty of this study lies in combining legal-political analysis of government policies regarding mass organizations with their implications for economic development. This study offers a perspective on policy reform based on hybrid governance while encouraging state-civil society collaboration towards a more substantive and inclusive democratic consolidation.
