Abstract

Good quality of human resources (HR) needs to be prepared in gacing the Industrial Revolution 4.0 in which one of the ways is by job training/vocational training. Vocational training needs to get important attention especially in Bali because it has flexibility in encouraging changes in community skills. The Provincial Government of Bali through the Unit Pelaksana Teknis Bidang Pelatihan yaitu UPTD Balai Latihan Kerja Industri dan Pariwisata, Dinas Tenaga Kerja dan Energi Sumber Daya Mineral Provinsi Bali, conduct skills training for the workforce in various vocational fields, both in the industrial and tourism fields, which has the aim of forming a workforce skilled, competent, and productive and in accordance with the needs of the workforce. There are three important stages that must be done in improving the quality of human resources through training and development activities. The first stage is identification of training needs, the second stage is training and development, the third stage is evaluation.

Abstract

During this time, the government and the community in implementing development, explicitly only prioritize economic capital and human capital in an individual perspective only. Not many people have highlighted the role of social capital, which is a necessity, in maintaining the results of development that have been carried out. Mainly, Balinese social capital which is hierarchically shaped through values that are invested from an early age, will grow into an accumulation of social capital which will later contribute positively in maintaining a conducive atmosphere in developing human resources for the Balinese people.

Abstract

Human resource development in the Bali Province can be illustrated through the development of the Human Development Index (HDI) achievements and employment conditions. Until 2018, HDI of Bali Province recorded continued to grow and is at a "high" level. The challenge that arises is that there are still gaps in the achievement of HDI at the regency level. Efforts to increase the Mean Years of Schooling (RLS) and per capita expenditure in regency with a "moderate" HDI status seem to be one solution to narrowing disparities in human resource development between regions. In view of employment conditions, Bali's Open Unemployment Rate (TPT) was recorded to be the lowest nationally. However, the low level of education possessed by most workers has an impact on the low wages or salaries that can be obtained. The study was complemented by causal analysis to see the effect of economic growth, investment, and the Provincial Minimum Wage (UMP) on employment in the Bali Province. Case studies are conducted according to data conditions that released by Statistics Indonesia for 2009-2017. The results showed that simultaneously all three variables had a close relationship with employment. This is indicated by the R2 value that recorded at 94,3 percent. Partially, economic growth has a positive effect on employment though not significant. Investment and UMP variables have a positive and significant effect on employment in the Bali Province.

Abstract

Financial Management and District Asset Agency of Gianyar District is an official government agent of Gianyar District that has the authority to execute the district autonomy in terms of income, financial management, and asset administration. The agency has faced the difficulties in budgeting process of stationary which is not transparent, that will be lead to misappropriation of the budget and there is no clear and detail of the budget of the stationary. This condition will cause inefficient of budgeting for the stationary. The purpose of this research is to build an e-budgeting of stationary on Financial Management and District Asset Agency of Gianyar District that has the correlation with budgeting plan of stationary where a system can be used to manage the budget of the stationary in terms of additional transaction or deduction of stationary. In this research, there are four methods used, those are interview, observation, documentation and literary research. The design of the system is done by analyzing the needs system and was designed by using Data Flow Diagram (DFD) in order to design system and data flow. In this design, the system has been made and a trial of functional system has been done by using Blackbox Testing Method using 24 scenario of trial system, which from that trial showed can be concluded that the system was done appropriately based on the design system.

Abstract

A decent house is everyone's dream, but in reality, there are still many houses that are still not up to standard. In Tusan Village, Banjarangkan District, Klungkung Regency through the BSPS PUPR program, 50 houses were allocated assistance. Procedurally, these houses are houses that have very unfit verification. Based on data from village officials and proposals that have been required, the recipient of the assistance must go through the submission process according to the rules. In the field process, there are three crucial constraints in broad outline and require intensive assistance solutions so that the BSPS program runs according to the initial planning. The synergy between the community, village officials, and the government is also needed in this process so that significant obstacles can be resolved in accordance with applicable regulations. In the end, this program can run on target and can also be enjoyed by the community in Tusan Village.

Abstract

The practice of democracy is not the same as as its theory. People's sovereignty is often derailed by power-hungry political elites. Even though people in the Reform era are no longer expected to only play a limited role or merely as a giver or renew political legitimacy or as mere objects of political activity. It is worried because the practice of electoral democracy is felt further away from the spirit of democratic principles. There is still widespread behavior that justifies any means that is contrary to the values and principles of democracy, such as: politicization of SARA (suku, agama, ras, antargolongan) or politics of identity, criminalization of political opponents, dissemination of hoaxes, hate speeches, and intimidation, unneutral state apparatus, or election organizers, practices of money politics, sound auction and bribery, document forgery and manipulation of operating procedures. As a result, elected leaders often do not serve the people. All policies taken are often biased in the interests of the ruling elite or the interests of investors, and tend to be very minimal even without involving the people. In the future bad practices should not be continued and should be replaced by a shared commitment to establish substantial democracy by upholding law and justice. Stop the electoral democracy is only a lip-service of a five-year democratic party and must have a real contribution to the improvement of the nation. Electoral democracy must be an arena of healthy competition to get someone who is qualified and able to be a leader in an effort to realize common goals of just prosperity. If it fails to uphold a substantial democracy in everyday political life, then it does not only mean the castration of people's sovereignty or the failure of democracy alone, but the destruction of the Republic of Indonesia will be at stake.

Abstract

The general elections to choose regional leaders in the province of Bali is mandated by Undang-undang Nomor 10 Tahun 2016 tentang Pilkada (Law Number 10 Year 2016 about local leader election). Pilkada (pemilihan kepala daerah) or the local leader election based on the principle of democracy, they are “direct, general, free and secret, honest, and fair (langsung, umum, bebas dan rahasia, jujur dan adil or luberjurdil)” based on Pancasila and the 1945 constitution. Pilkada is the responsibility of the central government and local government so that the community can actively exercise their suffrage and obtain comprehensive information on the stages, profiles or figures, and capacity of Paslon (pasangan calon, the candidates). Selection of regional heads simultaneously in 2018 in the Province of Bali has been running safely, orderly, and successful so it is expected to produce a good Bali leader. This year the election is to choose the Governor and Vice Governor of Bali, the Bupati and Wakil Bupati (the head and vice head of the regency) in Gianyar Regency and Klungkung Regency.

Abstract

Population is a capital in a development of a country but on the other side, it is also a problem for the development if the population is not well managed. A big amount of population will be potential to provide human resources. Such a big amount will be a great market for the domestic production but it will need the provision of foods, shirts, houses, jobs, and facilities of education, health, etc. This thing happens in Bali because this island is an international popular destination. In the post-reform (reformasi Indonesia), Bali population growth in 1998 has increased. This is caused by several factors, namely: TFR increase, positive net migration, and decreased mortality. There are many potential negative impacts that can arise because of the population problems due to the increase in the rate of growth. Therefore, in development, the population must be paid more attention, because in essence in the development of the population is as the subject and object. The development should be able to improve the welfare of the inhabitants either inborn or in a just and sustainable way

Abstract

Basically subak is a farmer-managed irrigation system in Bali. It is an entity managing some sites of rice field, getting irrigation water from one source, having subak temple, and getting an autonomy of internally and externally. It also has some natural bounderies. Subak as a socio-cultural institution has some strengths. But subak is very weak because of external intervention. The globalization (competition, pragmatism, materialism, etc) highly influences the subak existence. Now, irrigation water for subak is taken by tourism sector as water drinking industry and by the domestic used. Therefore water for subak is limited. Also, the land tax (pajak bumi dan bangunan) is very high, because the number of tax is based on rice fileld location. That is why land conversion in Bali is very high, about 750 ha/year. The problems and threats of subak in Bali are coming from tourism sector, green revolution concept, free trade, and biotechnology development. To increase the defensiveness and sustainability of subak needs a strategic policy in relation with parhyangan (values) aspects, pawongan (social) aspects, and palemahan (physical) aspects.

Abstract

In the Government Regulation Number 23 Year 1982 concerning irrigation, in Article 1 (h) it is affirmed the meaning of "Subak", namely as a socio-agrarian customary law community, being religious that has historically grown and developed as an organization in the field of water use at the farm level. Subak cannot be separated from food plantation and agricultural land, "krama subak" and its relationship with the Creator of the universe (the God). Subak in Bali is based on the philosophy of "Tri Hita Karana" which can be seen as a system because subak contains three main components, namely "parhyangan (God), pawongan (man), and palemahan (nature), which are closely related to each other. "Tri Hita Karana" consists of components of human relations with God / creator, human relations with humans, and human relations with their natural environment. In subak irrigation cannot be separated from food cropland, so that sustainable agricultural land will have an impact on subak's sustainability in Bali.
