Abstract

Sad Kerti is six kertis or kertihs (noble behavior) which consists of atma, samudra, wana, danu, jagat, and jana. It is a Hindu concept that is very basic and meaningful and challenging to realize in reality. The six are the basis of this life. Realizing this, the government of Bali, through the new Governor and the new Deputy Governor, has built a comprehensive plan through the paradigm of "Nangun Sad Kerti Loka Bali" which is full of challenges and hopes to build Bali in the next five years. This qualitative article shows that the sad kerti is relevant to be implemented in the development of contemporary Bali that requires its ecological, social and cultural-religious touch. In this way, the well-being of the Balinese people by birth and mind is believed to be achieved as planned. All parties, both the government, the private sector, and the (Balinese) people are actively involved in working together to make it happen.

Abstract

The implementation of local governance involves not only the detachment from the shackles of central hegemony, the implementation of decentralization and regional autonomy policies, and the level of empowerment of civil society, but also attention to the ongoing conditions of the transition to democracy in people's lives in the region. Debureaucratization policy is one of the prerequisites for the implementation of good governance. The application of this policy requires the existence of a regional bureaucratic structure that can guarantee that there will be no distortion of aspirations coming from the community and avoid abuse of power. Debureaucratization requires that local governments can be more adaptive to changes and dynamics of society. Thus the bureaucracy will be more just and in favor of the sovereignty of the people so as to prioritize the interests of the people in a professional, proportionate and efficient manner. Debureaucratization practices and decentralization policies have become the main determinants that influence the dynamics of change for the realization of regional governance.

Abstract

With the enactment of a global agenda known as the Sustainable Development Goals (SDGs), all local governments must mainstream the environment in various government programs and policies. The mainstreaming is carried out because of the increase in anthropogenic activities which are predicted to have an impact on the existence of development and the environment. The Province of Bali has a variety of traditional wisdom that has significantly contributed greatly to environmental services and the provision of environmental services. However, increasing population growth has the potential to reduce environmental quality because of the excessive exploitation of natural resources without taking into account the sustainability of Bali's natural resource functions that have limitations. Related to this, the sensitivity and alignments of the environment that were patterned in the SDGs from various stakeholders need to be improved in an effort to build togetherness to conduct environmental management holistically.

Abstract

Bali has changed. The world is no longer partially controlled by men but there are forms of marriage where both the bride and groom act as purusha (the power of patriarchy) or have the same rights and obligations between them. This qualitative study found that the number of bride and groom couples in Bali who choose the form of marriage "pada gelahang" (having the same rights and obligations), from year to year tends to increase. The background or main reason for choosing the form of the marriage is to continue the regeneration. There are three principles or attitudes of life that need to be held and respected so that the marriage achieves prosperity and happiness forever (find a forever happiness), namely paksa, lasia, and satya.

Abstract

General election is a tools or facility in implementing democracy which is carried out directly, publicly, freely, confidentially, honestly and fairly. This is in accordance with the principle of democracy, namely from the people, by the people, and for the people as mandated by Article 1 paragraph 2 of the 1945 Constitution. The election is believed to be only as one instrument to encourage the democratic process. Because the increase of mature democracy will reduce injustice and make people's lives more secure in their freedom and encourage the creation more a fair. However, democracy which is carried out through general election in Indonesia now adays is not democracy and the general which is election very suitable for Indonesia. Indonesia has a democratic style mechanism and only exists in Indonesia. Indonesian democracy has been very clearly stated in the 4th principle of Pancasila, which is popularly led by wisdom in deliberation/representation. For this reason, awareness is needed by state leaders and elected board members to be able to understand and explore the values and spirits of Indonesians style democracy. Millennials generations are valuable assets owned by the Indonesian people. The number of generations reaching approximately 35% now makes every politician interested in getting feedback from this generation. The millennial generation currently has a very broad momentum, one of which is in terms of political participation in Indonesia. The activity of this millennial generation is able to change the direction and pace of Indonesian politics towards being identical to this generation's habit. His appearance to be active in political participation today has changed Indonesia's political paradigm a lot. Young figures with very different communication styles compared to their predecessor's style make this millennial generation has its own distinctive characteristics and colors in the Indonesian public sphere. Abstract

Women's political participation in the political stage has increased, one of which is due to the creation of the 2003 Election Law which regulates the quota of women legislative candidates at least 30 percent. The emergence of regulations that open wide avenues for women to take part in politics, in fact, is inversely proportional to the conditions of women cadres in Bali. In Bali, women who succeed in sitting in the district / city legislature can be counted by fingers. From the 2004 to 2014 elections, no more than 10 percent of Balinese women succeeded in gaining positions in the regional legislature. The number of Balinese women who participated was relatively large, but after voting (elections), only a few managed to win. So that this raises the phenomenon of Balinese female cadres being only used as a tool to fulfill the quota of political parties without being given the knowledge, motivation and fighting spirit to take careers seriously in the world of practical politics.

Abstract

Waste becomes an environmental problem in Bali and requires attention immediately. Plastic waste is the second largest component in waste generation in Bali, which very harmful to health and threatens Bali tourism. Plastic waste production in Bali reaches 268 tons every day and only 29.4% of plastic waste is disposed of to landfills. While 44.5% of plastic waste is not processed so that pollutes the environment especially the river and the sea. The Bali Provincial Government realize the dangers of plastic waste and tried to limit generations by issuing regulations that limit the generation of plastic waste. Due to the regulation, it is expected to reduce the generation of plastic waste up to 60-70% so that it can improve environmental quality and have a positive impact on the quality of life and public health as well as Bali tourism. One important point is that being free from plastic will lead Bali into a clean and green island.
