Abstract

Purpose: This research aims to analyze strategies that can be implemented to increase political participation in regional head elections in Bali. In addition, this research was conducted to identify the strengths and weaknesses of each strategy to increase political participation in regional head elections (pilkada/pemilukada) in Bali. Research methods: This research uses a qualitative approach because the aim of this research is not to measure, but to elaborate effective and efficient strategies in increasing political participation in regional head general elections. This research collects secondary data by collecting journal articles that discuss steps to increase political participation in regional head elections. Results and discussion: Community political participation can be increased in the regional head elections in Bali through five strategies, namely implementing dialogical methods through face-to-face forums, using conventional and/or digital media as political communication media, forming democratic volunteers, and providing friendly facilities disadvantaged group. Each of these strategies has advantages and disadvantages. Implication: By implementing this combination of strategies, community participation in the Bali regional head elections can be maximized so as to increase the legitimacy of the elected leaders.

Abstract

Purpose: This study aims to examine the regulations and legal consequences of civil servant (ASN/aparatur sipil negara) neutrality in the context of the 2024 General Elections and Regional Elections in Bali Province, and to provide practical recommendations to assist civil servants in maintaining neutrality. Research methods: A normative legal method with a statutory regulation approach using concept and case analysis is applied in this study. In this case, primary and secondary data are utilized through bibliography and description techniques. Results and discussion: The regulations regarding civil servant neutrality are quite comprehensive, yet there are still significant violations which result in disciplinary and criminal sanctions for civil servants in Bali who are proven to be non-neutral. Implication: This study highlights the importance of strengthening socialization, monitoring, and enforcement of rules to ensure that civil servants understand and adhere to neutrality provisions in performing their duties, while also considering the social and cultural factors that influence the community in Bali.

Abstract

Purpose: The purpose of this study is to evaluate the Green Supply Chain performance of hotels in Bali. Research methods: This study uses primary data obtained from questionnaires using a sample of three division heads per hotel and secondary data obtained from past hotel data. The data is processed using excel. Results and discussion: Two hotels obtained results of 66.48 and 75.02. These scores fall into the Average and Good grades. There needs to be some prioritized improvements with SNORM scores below 60 from two different hotels, namely water used, energy used, % suppliers with an EMS or ISO 1400 certification, supplier lead time, delivery item accuracy, and source flexibility. Implication: Recommendations that can be given are the use of PLTS, other water sources, and good communication with suppliers.

Abstract

Purpose: This study aims to identify why lecturers and students use (or do not use) Indonesian Language in the English language teaching-learning processes. Research methods: The study was conducted at Politeknik Negeri Bali Jembrana, which involved five lecturers and 64 students. The data are from the questionnaire which were analyzed quantitatively by quantifying the result of the questionnaire and finding the final score of the questionnaire. The result of the observation was analyzed qualitatively using the interactive data analysis. Results and discussion: The lecturers used the Indonesian Language in the teaching and learning process of EFL (English as a Foreign Language) in the form of code-switching, code-mixing, and interpreting, the lecturers use L1 in the teaching and learning process of EFL for instructional purposes, and both the students and the lecturers had a positive attitude toward the use of the Indonesian Language. Implication: Using L1 in the teaching and learning process of EFL can be done for instructional purposes, but lecturers need to consider students' English level mastery in deciding the use of L1 in the teaching and learning process of EFL.

Abstract

Purpose: The purpose of this scientific work is to explain the rules for playing the cuckoo stone shrine in Tianyar Village, Karangasem Regency, Bali. Reseach methods: This research uses a qualitative approach. Data collection in this research used observation, interview and documentation techniques. The researchers used the technique of checking the validity of triangulation data with sources. Results and discussion: Tianyar Village is proven to have carried out ceremonies which are carried out before planting and when the harvest arrives. The aim is as a self-defense mechanism in order to maintain the existence of traditions and continuity of life as well as integration, namely the allocation of the value of natural resources as an expression of gratitude to foster a culture of mutual help, mutual assistance and mutual cooperation. Conservation and maintenance lead to production patterns between penyakap and land owners. Implication: The existence of cuckoo stone shrines is a rule of thumb in regulating and maintaining the continuity of life, such as carrying out ceremonies that are carried out before planting and when the harvest arrives.

Abstract

Purpose: This research aims to examine the challenges in waste management in Bali, with a focus on the role of the community in supporting sustainable tourism practices. Research methods: This research combines qualitative interviews with community leaders and analysis of quantitative data on waste management from various initiatives. Results and discussion: Community involvement significantly increases the effectiveness of waste management strategies. In particular, initiatives such as waste banks and local clean-up campaigns have galvanized community participation, resulting in increased recycling rates and reduced waste in affected areas. Empowering local communities results in innovative solutions and a stronger sense of ownership of environmental issues for sustainable tourism practices. Implication: Policymakers should prioritize community-based approaches in waste management strategies to achieve successful sustainable tourism practices. Abstract

Purpose: This research was conducted to determine the political campaign strategy used by Ni Luh Putu Ary Pertami Djelantik in winning votes in the 2024 Regional Representative Council (Dewan Perwakilan Daerah/DPD) Legislative Election. Research method: This research uses a qualitative approach by collecting data through observation, interviews and documentation. With a sample size of 3 (three) people. The data analysis technique uses an interactive analysis. Results and discussion: The political campaign strategy implemented by Ni Luh Putu Ary Pertami Djelantik includes an emotional approach to voters, emphasis on social issues especially in Bali, creating a simple image, and highlighting herself as the only female candidate in the DPD legislative election Bali 2024. She succeeded in implementing an effective campaign strategy in the 2024 Bali DPD legislative election. Implication: Her approach included strengthening his image through the role of a "mamak" who is close to the community, using social media to strengthen personal branding, focusing on issues of women's empowerment, and paying attention to social and humanitarian problems.

Abstract

Purpose: This study aims to determine the failure factors of the collaboration of tandem legislative candidates at the Regency level, Badung Regency, with legislative candidates at the Provincial level, Bali Province (Badung Electoral District), who use this strategy as an opportunity to gain votes. Research methods: The research methodology used is qualitative with research data collection through interviews and documentation with target informants. Results and discussion: This finding explains the social phenomenon of the failure of the local tandem legislative candidate Ni Komang Tri Ani who paired herself with her tandem partner, I Bagus Alit Sucipta, so that she won an absolute victory with newcomer status in the 2019 Election. As if defending her seat, Tri Ani returned to the political contest in the 2024 Election but failed to secure her seat when she changed her tandem partner to Wayan Bawa. One strategy that has attracted quite a lot of attention is the replacement of political actors as tandem partners. Implication: With the political dynamics of the tandem legislative candidate pair and the failure of Ni Komang Tri Ani to secure her seat again, the internal factors between candidates within the political party became a factor in Ni Komang Tri Ani not maintaining the collaboration of the previous tandem pair, thus changing the political actors in the next election.

Abstract

Purpose: This study aims to analyze the challenges faced by the traditional Subak irrigation system in Bali in facing the development of modern agriculture and the impacts of climate change, and to identify strategies that can be used to overcome these challenges. Research methods: The research method used is a qualitative normative approach with analysis of literature, policy documents, and relevant secondary data. This study also involves a descriptive-evaluative approach to describe the condition of Subak and the potential and constraints it faces. Results and discussion: Subak needs to adopt modern agricultural technology that is in accordance with local wisdom values, as well as increase the capacity for adaptation to climate change through adjustments to cropping patterns, application of environmentally friendly technology, and strengthening institutions. Implication: The implication of this study is the need for comprehensive policy support and ongoing education for farmers to ensure the sustainability of Subak as a traditional irrigation system that is able to face the challenges of modernization and climate change, so that it continues to play a role as the main foundation of agriculture in Bali.

Abstract

Purpose: Tourism plays an important role in the Balinese economy along with the development of various tourist destinations, including marine tourism in Nusa Penida, Klungkung Regency. This study aims to analyze the potential of leading sectors and explore the potential of Nusa Penida using the location quotient (LQ), dynamic location quotient (DLQ), and shift share approaches. Research methods: This study uses a quantitative method with secondary data sources to see the contribution of the economy to Bali Province sectorally. Data were obtained through literature studies from the websites of the Central Statistics Agency of Klungkung Regency and Bali Province, in addition to a number of books and research journals. Results and discussion: LQ analysis shows eight basic sectors, including the agricultural and manufacturing sectors. Meanwhile, DLQ analysis identifies twelve prospective sectors, such as manufacturing and financial services. The Shift Share approach finds nine sectors that are experiencing progressive growth, including the trade and education services sectors. Overall, the three leading sectors that emerged are: (1) water supply, waste management, and recycling; (2) information and communication; and (3) other services. Supporting sectors in marine tourism in Nusa Penida include accommodation and provision of food and beverages, as well as other services. Implication: Government intervention is crucial to improve the quality of the accommodation and provision of food and beverages sectors to support the development of marine tourism in Nusa Penida.
