Abstract

This study aims to describe and analyze the implementation of e-government through the village financial system (SISKEUDES) using the government-to-government (G2G) model in Kejapanan Village in the Gempol District of Pasuruan Regency. The study uses a qualitative descriptive method with data collection techniques such as interviews, observations, and documentation. Data analysis uses policy implementation theory consisting of four main variables: environmental conditions, inter-organizational relationships, organizational resources, and the characteristics and capabilities of the agents responsible for implementation. The results indicate that although Kejapanan Village has the infrastructure and human resources to implement SISKEUDES, it still faces obstacles such as system errors, power outages, technical differences between supervising agencies (DPMD and the Inspectorate), and a double workload for operators who are understaffed. Nevertheless, strong internal village collaboration, adaptive leadership, and self-initiative in training village officials are the main strengths that support the system's sustainability. These findings underscore the importance of cross-sectoral synergy, sustained technical support, and regulatory simplification for the successful digitalization of village finances

Abstract

This study aims to analyze and describe the role of the Sidoarjo Regency Communication and Informatics Office in public information disclosure using a descriptive qualitative approach and data collection is done by observation, interviews, and documentation. Research informants were determined by purposive sampling technique with informants as the head of the field of information management and public communication and public relations officers. The research aims to find out how the role of the Communication and Information Technology Office can carry out information disclosure for public needs in Sidoarjo Regency, because information disclosure is a crucial principle and one of the characteristics of good governance principles. Sidoarjo and Diskominfo were chosen because they showed seriousness in encouraging public information disclosure to the public, this can be seen from the results found that Diskominfo carried out desk review activities on the list of public information and facilitated the village.id domain to encourage information disclosure, but in several other indicators found internal challenges such as employee loyalty that can affect the totality of performance and still lack of community participation response is one of the challenges in information disclosure.

Abstract

This study aims to evaluate the transition of the E-Catalog system from version 5.0 to 6.0 at the LPSE of the Bureau of Goods/Services Procurement, Regional Secretariat of East Java Province, using the CIPP (Context, Input, Process, Product) evaluation model. The transition is expected to improve efficiency, transparency, and accountability in the procurement process. However, several challenges were identified, such as insufficient socialization, limited system readiness, and human resource constraints. This research employed a qualitative approach with in-depth interviews and observations involving relevant stakeholders. The evaluation results indicate that although version 6.0 offers positive potential, such as digital integration and enhanced transparency, the transition has not been fully optimal. This is evidenced by the large number of user complaints due to a lack of knowledge or preparedness in adapting to the new system. Therefore, improved communication, adequate infrastructure provision, and intensive assistance are required to ensure the successful and equitable implementation of the E-Catalog system version 6.0.

Abstract

This article examines the Food Estate project in Indonesia by addressing how state food policy functions as a technical intervention and a power mechanism shaping how farmers think and act. The study aims to understand how the state produces and normalizes specific forms of knowledge through policy mechanisms and development discourse. The author argues that Food Estate operates as a project of governmentality, constructing farmer subjectivity aligned with state logic while simultaneously establishing a regime of truth that marginalizes local agrarian practices. Using critical discourse analysis within Michel Foucault’s theoretical framework particularly the concepts of genealogy, governmentality, and the regime of truth this research traces how narratives of crisis, modernization, and efficiency are legitimized through technocratic apparatuses and networks of power. The findings reveal that state power operates through instruments such as data, technology, subsidies, and regulation, subtly disciplining farmers to conform to national production standards. However, various forms of micro-resistance and counter-narratives have emerged from local communities, challenging the project’s legitimacy. The study concludes that the Food Estate is a non-neutral apparatus of power that must be structurally critiqued. The authors recommend recognizing the plurality of local knowledge, strengthening substantive community participation, and opening political and epistemic space for alternative narratives as part of agrarian democratization and sustainable food sovereignty.

Abstract

The purpose of this research is to find out how the participation of the Kondang Jaya Village head in implementing the Village Community Empowerment Program, especially in increasing village income and taking advantage of opportunities and aspects that exist in Kondang Jaya Village, East Karawang District, Karawang Regency. The research method used is descriptive qualitative method. With techniques in analyzing data in depth through interviews, observation and document review. While the number of respondents who are taken is 3 people. Based on the results of the study, it shows that the efforts made by the village head of Kondang Jaya in implementing the existing community empowerment program are quite good, but there needs to be an increase in the quality and capacity of the human resources themselves, providing assistance and monitoring of the ongoing program. running or still in the planning process, the evaluation process of existing and running programs and so on. Not only that, the village government is also faced with several obstacles, including the lack of time for the community to participate in village government activities because they are busy working in the fields, and the lack of cooperation between the village government and the community. Therefore, the importance of the participation of the village head is very influential on the success of development, especially in empowering the community in the village, and support from the community must really exist so that all village government activities can be carried out properly.

Abstract

This study aims to examine the implementation of e-government through the Village Financial System application (SISKEUDES) in enhancing the accountability of village fund management in Kalempang Village, Pitu Riawa Subdistrict, Sidenreng Rappang Regency. Employing a descriptive qualitative approach, data were collected through in-depth interviews, field observations, and documentation involving village officials, BPD members, and community representatives. The data were analyzed using Miles and Huberman’s interactive model, focusing on three dimensions: digitalization elements (support, capacity, value), accountability indicators (commitment, guarantee, report, result, morality), and implementation barriers. The findings indicate that SISKEUDES contributes positively to administrative efficiency and internal control but falls short in promoting public transparency and participation. The most prominent digitalization element is value, while guarantee stands out among accountability indicators. Major obstacles include limited infrastructure, low digital literacy among officials, and minimal public access to financial information. This study highlights the importance of integrating digital systems with local institutional structures to foster inclusive, transparent, and participatory village governance. Abstract

This study aims to identify the management model of Village-Owned Enterprises (BUMDes) and community empowerment strategies in enhancing local resource-based economic independence in Lasiwala Village, Sidenreng Rappang District, South Sulawesi, by 2025. The issues addressed are how to establish an effective BUMDes management model and how community empowerment strategies are implemented to support village development. The research method used is descriptive qualitative with data collection techniques through observation, in-depth interviews, and documentation. Informants consist of village officials, BUMDes administrators, and local residents. Data analysis techniques include data reduction, data presentation, and drawing conclusions. The research results indicate that the BUMDes management model applies the principles of cooperation, participation, emancipation, transparency, accountability, and sustainability, although its implementation is not yet optimal. Community empowerment strategies are implemented collaboratively through village deliberations and community involvement in program management, supported by APBDes funds and community participation. Despite logistical challenges, the implementation process reflects democratic and responsive governance. Findings also indicate that this strategy is quite effective in increasing participation, access, and community business development. However, it is necessary to strengthen financial literacy, business unit innovation, and more systematic evaluation so that the impact of empowerment can be more sustainable. The practical implication of this research is that strengthening managerial capacity and broader community involvement are essential to achieving economic sustainability based on local resources.

Abstract

Domestic violence (DV) is a human rights violation that impacts the physical, psychological, and social well-being of victims, especially women. This study aims to analyze the role of the Regional Technical Implementation Unit for the Protection of Women and Children (UPTD PPA) of Sidoarjo Regency in handling domestic violence cases. The approach used was descriptive qualitative with data collection techniques through observation, interviews, and documentation studies. The results show that UPTD PPA carries out three main roles: as a regulator in forming regulations and SOPs; as a facilitator providing facilities, infrastructure, and psychological and legal services; and as a coordinator in establishing synergies with various parties. However, challenges remain, such as limited resources and low public awareness. This study recommends improving inter-agency coordination and strengthening human resources for effective handling of domestic violence.

Abstract

The drafting of the Amendment to LKPP Regulation No. 7/2021 faces challenges in harmonizing with national policies and regional human resource and institutional needs. This study analyzes the drafting process, evaluates the substance and technical suitability, and identifies obstacles and alternative efforts. This study employs a descriptive qualitative method, with data collected through literature review, documentation, participatory observation, and semi-structured interviews. Data analysis uses the interactive model of Miles and Huberman (1992) with the 5W1H approach, analysis of the principles of good governance of the UNDP (1997), and Ministry of Law and Human Rights Regulation No. 23/2018. The results of the study indicate that the principles of participation, transparency, accountability, and strategic vision have been optimally implemented, while legal certainty, effectiveness and efficiency, fairness, and consensus orientation remain weak due to the absence of an Inter-Ministerial Committee (PAK), power imbalances, substantive disharmony, and inconsistencies in drafting techniques. Efforts undertaken LKPP include the formation of the PAK, cross-unit task forces, and strengthening internal harmonization. This study emphasizes the need to strengthen cross-sectoral coordination and the completeness of supporting documents to ensure a systematic, effective, and legally compliant legal drafting process.

Abstract

The Sumpah Beruang (Waste to Money) program is an initiative by Banyumas Regency to manage waste through community empowerment. It shows great potential, but there has been no specific study describing the role of policy capacity in supporting the program. This study aims to examine the role of policy capacity in supporting the sustainability of the program. The research employs a qualitative approach using a literature review method, analyzing various relevant and credible sources on waste management policies. The findings reveal substantial policy capacity through the Banyumas Regency Regulation No. 6 of 2012 on Waste Management, which supports integrated waste management involving community participation. Through community involvement, the program has successfully reduced the volume of waste disposed of at landfills by 30%, created economically valuable products, and generated employment opportunities. The conclusion emphasizes that strengthening policy capacity through effective regulations, cross-sectoral collaboration (local government, private sector, and community), and integrated strategies are crucial factors in creating a sustainable waste management system.
