Abstract

The high production and dissemination of false information in the digital sphere require the government to implement public communication strategies that are fast, accurate, and adaptive. Instagram has become one of the primary channels utilized by Jabar Saber Hoaks to deliver clarifications, disseminate verified information, and provide digital literacy education to the public. This study aims to analyze the effectiveness of the use of Instagram by Jabar Saber Hoaks in reducing the spread of hoaxes in West Java. This research employed a qualitative descriptive approach. Data were collected through observation, interviews, literature review, and documentation. The informants consisted of Jabar Saber Hoaks social media managers who are directly involved in content production, issue monitoring, and interaction with the public. The analysis of effectiveness refers to Steers’ organizational effectiveness theory, which includes the dimensions of goal attainment, integration, and adaptation. The results indicate that the use of Instagram by Jabar Saber Hoaks has been effective in operational aspects, particularly in detecting and clarifying circulating hoaxes. However, its effectiveness in reducing hoaxes from a preventive perspective has not been fully achieved. This is reflected in the still high number of hoax findings and the relatively low level of audience engagement in several educational contents. In terms of integration, positive responses from the public demonstrate emerging trust, although two-way communication has not yet been optimal. Meanwhile, in the dimension of adaptation, Jabar Saber Hoaks is considered capable of adjusting its monitoring strategies and issue focus according to the dynamics of the digital environment. Based on these findings, this study recommends strengthening participatory approaches through the development of Instagram-based interactive services to enhance information accessibility, digital literacy, and responsiveness to public needs.

Abstract

Technical competence of civil servants is a crucial element in ensuring the quality of licensing and investment services within the Investment and One-Stop Integrated Service Office (DPMPTSP). However, competency development programs are often not fully aligned with the actual needs of the organization. This study aims to analyze the condition of technical competency gaps among civil servants, examine the competency development efforts that have been implemented, and identify the factors influencing competency development at the DPMPTSP of West Java Province. This research employed a qualitative descriptive method. Data were collected through participatory observation, interviews, open-ended questionnaires, and literature review. The data were analyzed to describe the actual condition of civil servants’ competencies and their relevance to organizational needs. The findings indicate the presence of technical competency gaps, as reflected in the high demand for training in Excellent Service, Investment Promotion, and One-Stop Integrated Services (PTSP). In addition, there remains a mismatch between the objectives of training programs and participant selection, indicating that competency development planning has not yet been optimal. Competency development is influenced by supporting factors such as regulatory frameworks and institutional needs, as well as inhibiting factors including budget constraints and limited personnel. This study emphasizes that technical competency development should be based on systematic and continuous training needs mapping so that competency development becomes not merely administrative, but a strategic instrument for improving civil servants’ performance and the quality of public services.

Abstract

The prolonged delay in the enactment of the Domestic Workers Protection Bill (RUU PPRT) for more than two decades raises critical questions about the state’s commitment to protecting vulnerable groups. This study aims to examine the political dynamics behind the stagnation of the bill by employing Michel Foucault’s theory of discourse and power. Using a qualitative literature-based approach, this article analyzes how dominant narratives—such as the perception of domestic workers as non-formal labor and domestic employment as a private matter—shape the limits of state intervention in legal protection. The findings demonstrate that legislative delay is not merely a procedural issue but the result of discursive power produced and sustained by political actors and state institutions to preserve the status quo. This study argues that the state is not neutral, but actively participates in maintaining inequality through the reinforcement of hegemonic discourses within the policy-making process.

Abstract

This study aims to analyze the evaluation of the role of the Cipayung Village Government in the development of the Kawung Tilu Tourism Village through a Logic Model approach. The focus of the research is directed at a systematic evaluation starting from the input stage during the pilot period in 2018, the output achievement in the form of determining the status of a tourist village in 2025, to the outcomes generated for village institutions and the welfare of the surrounding community. The development of the Kawung Tilu Tourism Village is a manifestation of the independence of village governance in optimizing local potential. In the context of Government Science, the role of the Cipayung Village Government is very strategic not only as a provider of regulations and legitimacy, but also as a driving force for collaboration between the community and managers.

Abstract

This study examines the role of global coffee certification as a policy instrument within international market governance that shapes economic relations among producers, states, and global market actors. Certification schemes, particularly Fairtrade, are legitimized through narratives of sustainability and economic justice that link production and consumption practices with ethical trade values. This research aims to analyze how such policy narratives are constructed and mobilized to build legitimacy and how they affect farmers’ economic justice. The main argument of this study is that sustainability narratives function as instruments of policy legitimacy but do not necessarily ensure equitable benefit distribution at the producer level. This research employs a qualitative approach using policy analysis based on the Narrative Policy Framework (NPF). Data were collected through document analysis of Fairtrade policy documents, reports from the Fairtrade Labelling Organization (FLO), international institutional reports, and relevant academic literature. The findings reveal tensions between global narratives of sustainability and economic justice and the realities experienced by farmers, particularly regarding certification costs, administrative burdens, and unequal access. These findings highlight the need for critical evaluation of certification policy legitimacy within the framework of global economic governance.

Abstract

This study aims to find out the role of the community in the implementation of Musrenbang in Batu Lappa Village, Wattang Pulu District, as well as to create a model of socialization of Musrenbang results using Canva Studio videos. The main problem in this study is the low involvement of the community in each stage of Musrenbang and the socialization of the results which still use traditional methods. The research uses qualitative methods with interviews, observations, and documentation. The informants are the Village Head, the Chairman of LPM, village staff, community leaders, and residents. The results of the study show that community participation is still at the consultative stage, that is, the community only conveys aspirations but is not active in decision-making and supervision. The socialization of the results of the Musrenbang is still carried out through bulletin boards and environmental meetings so that it is not yet effective.

Abstract

This study is based on the main issue of the transition to the 2025 Version 6 E-Catalog system in all government agencies, which requires major adaptation to the latest procurement regulations. The purpose of this study is to analyze the extent to which the implementation of this system meets the principles of government procurement of goods and services. Using a descriptive qualitative method through in-depth interviews with Commitment Making Officials, Procurement Officials, and the E-Catalog Team of the West Java Provincial Goods and Services Procurement Bureau, it was found that although the system has succeeded in increasing transparency, efficiency, and healthy competition through its automatic curation feature, there are still issues in terms of effectiveness and accountability. The flexibility of the system was considered low due to the time limit for ordering (H-1), which hinders sudden needs, as well as the gap in the auditors' understanding of the E-Audit feature, which triggers the need for physical document reserves. The conclusion of the research emphasizes that this digital transformation requires a technical evaluation of operational flexibility and synchronization of perceptions between procurement actors and auditors. This is crucial so that E-Catalog Version 6 is not only superior in terms of its digital-based system but also applicable in optimally and accountably supporting the dynamic needs of local governments.

Abstract

Political communication is a form of interaction carried out in conveying messages from interest groups to the public. The purpose of the research is to analyze the political communication carried out by Atalia Praratya as a legislative member of the West Java I electoral district using Harold Lasswell's political communication perspective. In the application of political communication according to Harold Lasswell in the context of the figure of legislative members to constituents has an urgency in absorbing the aspirations of the community optimally and on target. Using descriptive qualitative analysis methods regarding political communication carried out by Atalia Praratya. The results and discussion focus on the elements of Harold Lasswell's political communication in the application of political communication carried out by Atalia Praratya, where there are advantages and disadvantages in the implementation process of using Harold Lasswell's theory in the context of the recess period. This research can be utilized in improving the pattern of political communication carried out by legislative members to constituents. Abstract

This study analyzes the forms of political representation embodied by Alfiansyah Bustami “Komeng” as a member of the Regional Representative Council of the Republic of Indonesia (DPD RI) through public perceptions expressed in social media comments. The theoretical framework employed in this research refers to Hanna Pitkin’s four dimensions of representation. The data were collected from comments posted on a YouTube video entitled “KOMENG MODE PEJABAT” and were analyzed using thematic content analysis. The findings reveal that substantive representation is the most dominant dimension, followed by descriptive, symbolic, and formalistic representation. The public places high expectations on Komeng’s concrete performance in advocating for the people’s aspirations, while also associating his presence with a symbol of hope and renewal in the political sphere. These findings indicate that the combination of popularity, personal closeness, and work integrity constitutes an important factor enabling celebrity-politicians to gain public legitimacy and succeed in political contestation. In the context of digital democracy, celebrity politics as represented by Komeng demonstrates positive potential in broadening the spectrum of representation and increasing public engagement with representative institutions.

Abstract

This study examines the electability strategy of female legislative candidates from the Prosperous Justice Party (PKS), who won the highest individual votes in Electoral District 9 of West Java in the 2024 Legislative Election. The paradox between the progressive 30% quota regulation for women's representation and the low electability rate of women in the Regional People's Representative Council (DPRD), including in Bekasi Regency, which only recorded 4.4% in the 2019 Election, is the problem that drives this research. This study aims to identify and analyze how strategic management is systematically implemented to produce competitive electoral victories. This study argues that such electability is not determined by chance or dynastic capital alone, but is the product of the implementation of planned strategic management. Using a qualitative case study approach and Fred R. David's (2011) strategic management framework, this study conducted in-depth interviews with research subjects online in May 2024, supported by official data from the West Java General Elections Commission (KPU) Decree Number 17 of 2024. The findings indicate three interrelated strategic stages: strategy formulation through the utilization of affirmative quotas and layered social capital mapping; The strategy was implemented through five pillars: professionalization of the campaign team, outreach to 23 sub-districts and 188 villages, formation of a village women's network, optimization of social media, and inclusive issue framing; and strategy evaluation through resolving domestic-public barriers and preparedness for electoral risks. An open proportional electoral system was identified as a supporting structural factor.
