Abstract

Based on the research findings, it can be concluded that the implementation of strategies to strengthen the supervisory function plays a strategic role in improving the effectiveness of oversight performance at the Metro City Inspectorate. The implementation of strategies grounded in integrity, professionalism, discipline, collaboration, and digital adaptation has been proven to influence the quality of audit processes, the timeliness of audit report preparation, and the effectiveness of follow-up on recommendations. Nevertheless, the optimization of the supervisory function still faces structural constraints, including a limited number of supervisory human resources, unequal distribution of functional competencies among auditors, and an increasing workload arising from both regular and mandatory assignments from external institutions. These conditions cause supervision to be not fully risk-based and to remain largely administrative in nature.As a strategic measure, the optimization of supervision should be directed toward the implementation of Risk-Based Auditing (RBA) by focusing available resources on areas and programs with the highest levels of risk. This approach enables the Inspectorate to maintain the quality of supervision despite human resource limitations. Where possible, this strategy should be supported by proposals for additional functional auditor positions based on a realistic needs analysis of the Metro City Inspectorate. Furthermore, continuous competency development should be prioritized through intensive training in auditing, internal control, and investigation. Enhancing the technical capacity of functional auditors is expected to accelerate audit processes, improve analytical quality, and generate more substantive and corrective recommendations.In addition, workload balancing should be undertaken through mapping the distribution of tasks among functional auditors. The redistribution of assignments, adjustment of audit quota standards, and alignment of tasks with individual competencies will improve efficiency and maintain supervisory quality without relying solely on short-term staff increases. This approach represents a realistic solution to the growing complexity of supervisory demands.

Abstract

This study analyzes the role of Village Local Facilitators (Pendamping Lokal Desa/PLD) in the development of farm roads (Jalan Usaha Tani/JUT) in Nagari Taeh Baruah, Lima Puluh Kota Regency, focusing on the stages of planning, implementation, supervision, as well as inhibiting factors and their impacts on construction quality. This research employs a qualitative descriptive approach through in-depth interviews with PLDs, the village head, sub-district facilitators, hamlet leaders, and beneficiary communities, supported by field observations and document analysis. The findings indicate that PLDs perform roles as facilitators, dynamizers, and administrative regulators; however, their effectiveness is constrained by limited technical capacity, excessive workload across multiple villages, and weak institutional coordination. These limitations contribute to discrepancies between planned and realized road construction and to suboptimal physical quality of farm roads. The study highlights the need to strengthen PLDs’ technical capacity and to establish multilayered supervision mechanisms to improve the quality of rural infrastructure development.

Abstract

This study is motivated by persistent challenges in the recording and maintenance of Regional Assets (Barang Milik Daerah/BMD), despite the implementation of the Digital Inventory Card (KIB Digital) system in the Government of West Java Province. The study aims to analyze the implementation of BMD recording and maintenance through KIB Digital, identify inhibiting factors, and examine government efforts to optimize its application. The main argument of this research is that the digitalization of asset management through KIB Digital can enhance accuracy, transparency, and accountability when supported by adequate human resources and effective governance. This research employs a qualitative descriptive method. Data were collected through observation, in-depth interviews, documentation, and literature review, with purposive sampling involving asset managers, assistant asset officers, and relevant officials within the General Bureau of the Regional Secretariat of West Java Province. Data analysis was conducted through data reduction, data presentation, and conclusion drawing, supported by source triangulation. The findings indicate that the implementation of KIB Digital has improved administrative order and transparency in regional asset management; however, challenges remain, including limited human resources, uneven understanding of the digital system among staff, and coordination between work units that has not yet been systematically integrated. Therefore, strengthening human resource capacity, enhancing training and socialization, and improving coordination mechanisms are necessary to optimize the implementation of KIB Digital. media as a channel for public information dissemination, including PPID of the House of Representatives of the Republic of Indonesia through Instagram. This study aims to analyze the effectiveness of public information dissemination through the PPID DPR RI Instagram account in supporting public information disclosure. The research employs a qualitative descriptive method using observation, interviews, and documentation. Data are analyzed using the public communication effectiveness framework of Barcelona Principles 3.0. The findings indicate that information dissemination through the PPID DPR RI Instagram account has been implemented consistently and functions as an educational medium and an initial gateway to public information access. However, its effectiveness has not been fully optimized, as performance measurement remains focused on technical social media metrics and has not adequately captured communication outcomes. Practically, this study highlights the need to strengthen integrated digital communication performance indicators oriented toward public understanding and information-seeking behavior, in order to support public information disclosure more strategically.

Abstract

The development of digital technology has encouraged government institutions to utilize social media as a public information dissemination tool to promote transparency, accountability, and public participation. This study aims to analyze public information dissemination through the Instagram account @kantahsikka managed by the Land Office of Sikka Regency, focusing on content types, information management mechanisms, user interaction, and its contribution to public information openness. This research employs a qualitative approach with a descriptive method. Data were collected through observation of Instagram posts, documentation of digital content, and in-depth interviews with account managers and related personnel. The findings indicate that Instagram @kantahsikka functions as a primary medium for disseminating public information on land services, including service information, official announcements, activity documentation, and land education content presented in visual formats. The dissemination mechanism follows a systematic process consisting of input, processing, and output stages; however, challenges remain in terms of posting consistency, thematic continuity, and responsiveness to public interactions. User engagement reflects a strong public demand for practical and service-oriented information. This study concludes that Instagram holds significant potential as a public information dissemination medium at the local government level, yet requires more structured and professional management to effectively enhance land service quality and public information transparency.

Abstract

Objectivity in performance assessment is a crucial indicator in the success of bureaucratic reform; however, its application often faces structural constraints within supporting units of high-state institutions. This research aims to analyze the barriers to the implementation of the Government Agency Performance Accountability System (SAKIP) and to formulate intervention strategies at the Secretariat of the Presidential Advisory Council (Setwantimpres). Utilizing a descriptive qualitative method, the research found a disparity between planning documents (de jure) and the reality of field workloads (de facto), which triggers window dressing practices. Furthermore, the validity of scores is distorted by recency effect bias and the ewuh pakewuh culture. As a concrete solution, this research formulates a revitalization of performance instruments that transforms 10 service elements into 25 measurable quality statements, as well as the formulation of a Technical Guideline Booklet. This intervention is designed to shift the assessment paradigm from subjective assumptions to evidence-based assessment through a standardized service detail validation mechanism.

Abstract

This study aims to evaluate the governance of media monitoring at the Department of Culture and Tourism (Disbudpar) of Bandung City, focusing on the urgency of transitioning from manual to Artificial Intelligence (AI)-based digital systems. Within the UNDP good governance framework, effectiveness and responsiveness are the primary indicators analyzed. The research method employed is descriptive qualitative with a data triangulation approach through observation, documentation studies, and in-depth interviews with the Prodatin (Public Relations) team. The results indicate that manual data collection leads to time inefficiency and limited news coverage, causing significant public sentiments to be overlooked. Fundamental findings reveal that the implementation of AI-based automation tools is essential to expand the reach of real-time information. However, the effectiveness of this technology is highly dependent on enhancing human resource competence through technical training and the formalization of digital Standard Operating Procedures (SOP). This study concludes that the integration of AI technology, competent human resources, and standardized procedures is an absolute prerequisite for achieving accountable and responsive public communication in the digital era.

Abstract

Archives play a crucial role in an institution. They serve as a means of storing, managing, and providing information and documents. The purpose of this study is to analyze the management of inactive archives within the Directorate of Data Management and Information Presentation of the State Civil Service, National Civil Service Agency. This study is a qualitative study with data collection methods through observation during internships, interviews, and library research. The results of this study indicate that the management of inactive archives within the Directorate of Data Management and Information Presentation of the State Civil Service has not been running optimally due to several obstacles that hinder the management of inactive archives. These obstacles include a lack of human resources, the presence of inactive archives that have not been resolved in previous years, resulting in a buildup of archive workloads and an archivist's workload that is not in accordance with their duties and functions. Therefore, the National Civil Service Agency (BKN) has conducted employee recruitment, but this is still insufficient to meet the existing shortage. Therefore, it is necessary to evaluate and procure human resources according to the needs of the work unit, procure supporting staff, and review the employee workload with existing human resources.

Abstract

The institutional image of the House of Representatives of the Republic of Indonesia (DPR RI) is a crucial element of government administration, as it directly influences political legitimacy, the effectiveness of representative functions, and the quality of state–society relations. This study aims to examine the government public relations strategy of the DPR RI as an integral component of public communication governance in strengthening the image of the legislative institution. Using a descriptive qualitative approach, the research draws on field observations, in-depth interviews, document analysis, and literature review to explore how DPR RI Public Relations performs its strategic role in accordance with principles of public administration and government public relations standards. The findings indicate that the DPR RI’s communication strategy operates through four main instruments: digital communication, public information disclosure services through the Information and Documentation Management Officer (PPID), public education programs, and media relations. These instruments are implemented using the RACE (Research, Action, Communication, Evaluation) model as an operational framework for planning, executing, and evaluating public communication. Furthermore, the strategy reflects the Dynamic Government paradigm, particularly in terms of thinking ahead, thinking across, thinking again, and digital adaptation, emphasizing institutional adaptability, cross-unit coordination, and organizational learning. However, the study also identifies persistent challenges, including limited human resources, underdeveloped communication standard operating procedures, and high exposure to negative media coverage. Therefore, strengthening governance-based public relations strategies, enhancing communication capacity, and modernizing the digital ecosystem are essential to building a more credible, accountable, and sustainable institutional image of the DPR RI.

Abstract

  Digital transformation demands that government public relations be adaptive in managing the flow of information through media monitoring activities. This study analyzes the media monitoring procedures in the West Java Provincial Council (DPRD), which are deemed suboptimal due to their manual operation and the absence of technical regulations. Using George C. Edwards III's Policy Implementation Theory approach, this qualitative descriptive study uncovered an implementation paradox. Key findings indicate that implementers' dispositions are very positive, with a strong work ethic. However, their effectiveness is hampered by a weak bureaucratic structure resulting from the absence of Standard Operating Procedures (SOPs). This results in a lack of clarity in the communication of instructions and resource inefficiencies due to slow, manual work methods. This study concludes that formalizing procedures through the development of SOPs and digital transformation are absolutely necessary to transform the media monitoring function from an administrative routine into a strategic intelligence instrument for DPRD leaders
