Abstract

This writing aims to provide an understanding that academic texts are doors or windows, breaths, directions for the formation of regional regulations. For this purpose, the researcher uses normative legal research methods and sociological legal research methods, namely research based on legal sciences, especially constitutional law, which is not only a normative problem but also includes socio-empirical problems, in accordance with the phenomenon and the reality that develops in the Nabire-Papuan community. In an effort to collect data the researchers based on primary data sources and secondary data sources. Based on these data, the writer then analyzed using qualitative methods. Based on research, the results show that there is a regional regulation that begins with the preparation of an academic text made by a certain team without capturing the aspirations of the people who are participatory starting from planning, forming, implementing, monitoring and evaluating so that it results in the community being apathetic and accepting as is every regional regulation formed by the regional government and Nabire Regency DPRD. For this reason, it is important for the formation of regional regulations to first form participatory academic texts which are then inseparable from regional regulations. As a mirror of academic texts, it will be effective for local regulations in their formation. The effectiveness of the enactment of regional regulations is highly dependent on the extent to which the community accepts the enactment of regional regulations.

Abstract

The "istighotsah" activities from UNUSA becomes one of routine activities every week on Thursday afternoon to "knock on heaven's door" through a series of prayers and dzikir together. It can be a communicative meeting to refresh our soul and also strengthen the silaturahim both for UNUSA academic community and others NU members. The goal of this study is to determine the sorts of turn taking methods, how those strategies were used, and which tactics were more frequently used by host, presenter and audience members at recent UNUSA sessions in "istighotsah." The data was collected from Zoom recordings of five recent “istgighotsah” UNUSA meeting. Turn taking strategies were selected and categorized in accordance with the Stenstrom theory of turn taking strategies during analysis of the data. All three of Stenstrom's turn taking tactics (taking, holding, and yielding) were found to be effective in the interactions of the host, presenter and audiences in those five recordings of “istighotsah” UNUSA. These tactics/strategies were used to interrupt the host and presenter in order to arrange the timing and topic of the conversation, explain or ask something relevant to the host and presenter, hold the turn and keep talking, encourage the audience to react, and give the audience the signal to take turn and begin speaking. According to Stenstrom's theory (1994), the most commonly employed strategy in the data was taking the turn strategy, as indicated by this study. Conversational analysis of turn-taking strategy may be supported by the findings here. Furthermore, the reader of this study, particularly from applied linguistics will find it useful as a resource of their study.

Abstract

The recent enhancement in poverty has occurred because of the COVID-19 pandemic. The government designed several policies to protect vulnerable populations and reduce poverty. One policy was the social safety net program (SSN). The effectiveness of the SSN program in reducing poverty contains academic debates. On the one hand, the research results showed no influence of the SSN on poverty reduction. So this study aims to analyze poverty in the Tabalong Regency. This research used primary data. Binomial Logistics Regression was employed in the analysis. Model testing included control variables represented by the number of household members, age, gender, education, and occupation of the primary household member. Simultaneous model testing results showed that the SSN program affected poverty in Tabalong Regency. Partially model testing results showed that not all SSN programs affect poverty in Tabalong Regency. Only the SSN program of Village Fund Direct Cash Assistance and Regional Government Routine Social Assistance involved poverty. In addition, the control variables also affected the chances of a household being poor or not poor, except for the age variable. The odds ratio value meant that households receiving these two programs had 0.283 and 0.370 times the probability of being not poor.

One of them is the behavioral factor according to Lawrence Green, where the factors that influence health behavior to consist of 3 factors, namely the first predisposing factor (Presdiposing Factor) which consists of the knowledge and attitudes of a person or society toward what will be done, the second is a supporting factor ( Enabling Factor) namely facilities,  facilities, or infrastructure that support or facilitate the occurrence of a person's or community's behavior and the third is a motivating factor (Reinforcing Factor), namely encouragement, advice and motivation that comes from parents, husband/wife, children, family, leaders community and health workers given to participants to become JKN-KIS participants. If the three factors of health behavior are found to be unfavorable, it will certainly affect community satisfaction and will affect the low number of people participating in JKN-KIS. This study was conducted to determine the behavioral factors that have the most role in influencing the community to participate in JKN-KIS. Systematic reviews were carried out on 50 journals uploaded to Google Scholar and Pub Med from 2015 to 2021. The most dominant factor influencing people to follow JKN-KIS is the reinforcing factor, namely encouragement, advice, and motivation that comes from social support, namely parents, husband/wife, children, family, community leaders and health workers provided respondents to become JKN-KIS participants.
