Abstract

The main problem in this research are: effectiveness studies of street vendors in the city of Cirebon is still low, it is expected that the implementation of policies in public order has not been effective.               Based on the above formulation of the problem, the research question is how much influence the implementation of policy on the effectiveness of public order policing of street vendors in the city of Cirebon? as well as how much influence the implementation of policy through the public order dimension implementation activities and communication between organizations, kerekteristik enforcement agencies, economic conditions, social and political, as well as the tendency of the effectiveness of the control apparatus peleksana street vendors in the city of Cirebon?               The study was conducted by using Merode survey by taking samples and populations. Sebayak population 3036 people, taken a sample of 350 people. Data collection is done by means of literature study and field study (observational, waancara and questionnaires), while data analysis is done by using quantitative analysis Path Analysis (Path Analysis).               The results of research that affects public order policy implementation large (54.5%) on the effectiveness of research padagang street in the city of Cirebon. Nevertheless, the effect is not optimal due to the increased effectiveness of pebertiban vendors after no more banayak public order felt by padagang pavement. Influence public order policy implementation is greater than the influence of other variables varriabel (45%), so that the effectiveness of the control of street vendors in the city of Cirebon more banayak influenced by public policy implementation.The dimensions of the implementation of development policy public order each berepengaruh the effectiveness of policing hawkers in the city of Cirebon. Kempat dimensions of public order policy, whose influence is greatest dimension is the economic, social and political (20.5%), then duusul by the influence of the dimensions of implementation activities and communication between organizations (13.8%), as well as the influence of the characteristics of the implementing agencies ( 11.6%). The dimensions of the smallest effect is the tendency of executive officers (8.6%). The influence of each dimension that cumulatively contribute to the magnitude of the inhabitants of the implementation of general policies by 54.5%.

The study authors, entitled "Analysis of Quality Improvement Policy Implementation ServicesPT. Indonesia Railway Operation Zone 3 Cirebon (Case Studies in Cirebon city KejaksanStation) ". This research was conducted and aimed to analysis mendskripsikan peningkataanpolicy implementation in the standardization of the quality of service station facilities at PT.Indonesia Railway Operation Zone 3 Cirebon (Case Studies in Cirebon city KejaksanStation). Background to this research is the standard realization station facilities seen onlyrun 92% of the facilities for passengers such as elevator / escalator, locker, book store /souvenir facilities have not been adjusted to standard stations and station facilities seen thestandard realization of facilities for supporting facilities not run seen from venue rental sales/ counter magazines, department stores, pharmacies, beauty salons, relaxasi space (s), thehotspot has not adjusted to the standard station facilities. This study aimed to determine theextent to which the policy of improving quality of care PT. Indonesia Railway Operation Zone3 Cirebon (Case Studies in Cirebon city Kejaksan Station) in the standardization of Cireboncity kejaksan station facilities, as well as any efforts to overcome the obstacles and barriersthat exist in implementing the policy of improving quality of care.The research method used is descriptive qualitative method approach, the study took place atPT. Indonesia Railway Operation Zone 3 Cirebon (Case Studies in Cirebon City KejaksanStation), while the informants in this study were all employees Kejaksan Station Cirebon,from head Kejaksan Station, Station Services Supervisor, Perka Supervisor, AssistantManager Services Daop 3 Cirebon and community service users Railways. Data collectiontechniques used are literature study, observation, and in-depth interviews, analysis of data isdone through data reduction, data display, and verification and conclusion. While testing thevalidity of the data is done using the technique of triangulation.Implementation of policies that are used theory is the theory of Edward III, which consists of4 factors:1. Communication 2. Sources 3. Disposition 4. Bureaucratic Structure

Abstract

ABSTRACT Research the authors do is about "Relationship Planning by Secretary of Parliament with Employee Effectiveness In Secretariat DPRD Cirebon". Based on observations made by researchers, the effectiveness of employees at the Secretariat DPRD Cirebon District Secretary of Parliament is still not achieved optimally. This can be seen from the indications are: Delays in handling reporting tools related to the problems handled and There is still a mistake in agenda or disposition of incoming aspirations. The above conditions are based on the researcher's assumptions one of them is because the Planning in the Secretariat of DPRD Cirebon Regency that has not run well, with indication that is: Scheduling scheduling activity not scheduled neatly causing delays in handling aspiration in either directly or written. The research method used by writer is by using survey method. Planning Dimensions include Forecasting, Goal Setting, Directing, Arranging Timelines, Expense budgeting, Developing Procedures, Establishing and Interpreting Wisdom. While the dimensions of Effectiveness are Time of work, Number of work, quality (quality) of work. Based on problem identification, the authors mengajuka hypothesis as follows: "There is a positive and significant relationship between Planning with Employee Effectiveness in Secretariat DPRD Cirebon". The hypothesis is as follows: Hᴏ (Hypothesis Zero): rs count <rs table there is no significant relationship between planning with effectiveness of employee work at Secretariat DPRD Kabupaten Cirebon Ha (Alternative hypothesis): rs arithmetic ≥ rs table there is a significant positive relationship between planning with effectiveness of employee work at the Secretariat DPRD Cirebon to test the hypothesis, the authors analyze by using Rank Spearman Correlation Coefficient. The results showed that the correlation between Planning with Employee Effectiveness based on Spearman Rank Correlation Coefficient calculation obtained rs value = 0.698 while rs table 0.317 with 95% confidence degree and error 5% and n = 39 thus the relationship is stated significant and the hypothesis that Researchers submit tested and acceptable.

Abstract

Keyakinan Ahmadiyah menjadi polemik yang berkepanjangan. Keyakinan terhadap Ahmad Ghulam Mirza sebagai Nabi terakhir ummat Islam dan Kitab Tadzkirah sebagai kitab suci baru pengganti Al Quran menjadi masalah pokok perselisihan ummat Islam yang menimbulkan berbagai macam reaksi. Dua keyakinan pokok ini dianggap dan ditafsirkan oleh ummat Islam sebagai pelecehan dan penodaan agama, dengan melakukan bentuk reaksi antara lain : ancaman, penyerangan kegiatan-kegiatan ahmadiyah, penyerangan rumahrumah ibadah yang dianggap menjadi milik ahmadiyah, juga dibeberapa tempat melakukan dan mendesak MUI untuk mengeluarkan fatwa pelarangan dan pembubaran terhadap ajaran Ahmadiyah. Hal inilah yang kemudian menjadi perhatian serius Pemerintah Pusat khususnya Pemerintah Daerah untuk turut andil menanganinya, untuk itu pada kesempatan ini, penulis memfokuskan penelaahan pada Peran Pemerintah Daerah selaku penyelenggara negara dalam konflik Ahmadiyah di Kabupaten Kuningan. Penulis memfokuskan penelaahan terhadap hal diatas hanya terhadap :1) Bagaimana hubungan antara pemerintah daerah dan masyarakat sekitar konflik; 2) Bagaimana peran Pemerintah Daerah dalam konflik; 3) Hambatan dalam mengimplementasikan Surat Kesepakatan Bersama. Teori yang digunakan adalah teori dari Mardikanto tentang Negara juga teori Suharsimi Arikunto menjelaskan bahwa konflik disebabkan oleh polarisasi yang terus terjadi, adanya ketidakpercayaan dan rivalitas kelompok dalam masyarakat. Para penganut teori hubungan masyarakat memberikan solusi-solusi terhadap konflik-konflik yang timbul dengan cara: a) peningkatan komunikasi dan saling pengertian antara kelompok-kelompok yang bertikai; b) pengembangan toleransi agar masyarakat lebih bisa saling menerima keberagaman agama dan kepercayaan. Sedangkan teori identitas menjelaskan bahwa konflik terjadi karena sekelompok orang merasa identitasnya terancam oleh pihak lain.

Abstract

ABSTRACT This research is a qualitative research using verbal data from respondents' information about the implementation of the teacher certification policy in a position at the Cirebon District Education Office. Data collection techniques use interviews, observation, and documentation. The selection of informants used purposive sampling technique. Data analysis in this study uses qualitative descriptive analysis with data reduction and data display stages.The implementation study is a study of policy studies that lead to the implementation process of a policy. In practice policy implementation is a process that is so complex that it is not infrequently politically charged with the intervention of various interests. This study uses the theory of George C. Edward III. In this theory, the success of a policy implementation is influenced by four factors: communication, resources, disposition, and bureaucratic structure. Furthermore, to analyze the implementation of the Teacher Certification Policy in the Office of the Cirebon District Education Office, this research will focus on observing these factors as observable phenomena.            Based on the results of the study showed that the implementation of the teacher certification policy in the position in the Cirebon District Education Office, in general, has gone well. In the communication factor, the subfactor of transmission and consistency of information is good, but from the subfactor of clarity, there is a problem. This lack of clarity in information includes the requirements to carry out certification. Furthermore, on the factors of resources, sub-factors of staff, information, authority is effective but the sub-factors of facilities are inadequate. Facilities in the form of facilities and infrastructure, as well as a special budget for the implementation of certification in the Cirebon District Education Office, are insufficient. The factors of the disposition of the implementor include good. The bureaucratic structure factor also supports the implementation of the policy.The Cirebon District Education Office needs to conduct an optimal socialization by empowering principals and teacher supervisors, optimizing the utilization of a database of all public and private teachers in Cirebon District. Furthermore, the Cirebon District local government prioritized funds for implementing teacher certification in positions in the Cirebon District Education Office and providing incentives for implementers as beneficiaries.

Abstract

Kinerja pegawai pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Cirebon masih belum optimal, hal ini dapat dilihat dari indikasi yaitu: Pencatatan administrasi kependudukan berupa dokumen kependudukan (Akta Kelahiran) banyak yang belum terselesaikan, berkas dokumen kependudukan yang masih banyak menumpuk dimeja kerja. Belum optimalnya kompetensi pegawai pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Cirebon, dengan indikasi banyak pegawai yang belum mampu mengoperasikan program teknologi informasi yang berbasis komputer berkaitan dengan pelaksanaan kerjanya sehingga saling mengandalkan pegawai hal ini berkaitan dengan pengetahuan dan keterampilan pegawai. Metode penelitian yang digunakan adalah Metode Survey tipe karakteristik kompetensi dari Spencer yaitu: Motif, Sifat, Konsep diri, Pengetahuan dan Keterampilan. Sedangkan kinerja menggunakan Dimensi Kinerja dari Wirawan yaitu: Hasil kerja, Perilaku kerja dan Sifat pribadi yang ada hubungannya dengan pekerjaannya. Berdasarkan identifikasi masalah, penulis mengajukan hipotesis sebagai berikut: Ada hubungan yang positif dan signifikan antara kompetensi dengan kinerja pegawai pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Cirebon. Adapun hipotesis statistiknya adalah sebagai berikut: (Hipotesis Nol) hitung < tabel: Tidak ada hubungan yang positif dan signifikan antara kompetensi dengan kinerja pegawai pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Cirebon. (Hipotesis Alternatif) hitung ? tabel: Ada hubungan yang positif dan signifikan antara kompetensi dengan kinerja pegawai pada Dinas Kependudukan dan Pencatatan Sipil Kabupaten Cirebon. Untuk menguji hipotesis tersebut, penulis menganalisa dengan menggunakan koefisien korelasi Rank Spearman. Hasil penelitian menunjukkan bahwa korelasi antara Kompetensi dengan Kinerja pegawai berdasarkan perhitungan koefisien korelasi Rank Spearman diperoleh nilai hitung sebesar 0,645 sedangkan tabel sebesar 0,255 dengan derajat kepercayaan 95% dan kesalahan 5 % serta n = 60. Dengan demikian hubungan kompetensi dengan kinerja pegawai dinyatakan signifikan dan hipotesis yang penulis ajukan teruji dapat diterima yaitu diterima dan ditolak.Kata Kunci: Efektivitas, Absensi Fingerprint, Disiplin Kerja, Pegawai Negeri Sipil, Dinas Lingkungan Hidup, Cirebon

Abstract

ABSTRACT The author poured this essay writing with the title "Implementation of Road Construction Policy in Kuningan Bina Marga Office.  The problems that arise whether the implementation of road development policy in the Department of Highways District Kuningan not optimal. The objectives of this research are: (1) how Implementation of Road Construction Policy in Bina Marga Office of Kuningan Regency, (2) what factors influence the policy of Road Construction in Bina Marga Office of Kuningan Regency, (3) any obstacles faced in Implementation of Policy Implementation of Road Development at Bina Marga Office of Kuningan Regency. This study used qualitative research methods. Qualitative research method is the method used in natural object condition. The theory used in this research is George Edward III theory, which are: (1) communication, (2) sources, (3) disposition or attitude, (4) bureaucracy structure. The result shows that the Implementation of Road Construction Policy in Bina Marga Office of Kuningan Regency has not been optimally caused by many problems due to many obstacles such as delay of road construction fund delayed and can mempperlambat the process of development of the road, the attitude of the executing officers less responsible and less knowledge of the executing officers on the field so that road construction is not optimal yet.

Abstract

AbstrakPenelitian ini dilatarbelakangi oleh buruknya citra birokrasi pemerintah dalam pelayanan masyarakat dengan proses yang lama, kurang transparan dalam memberikan informasi tarif pelayanan, dan banyaknya pungutan liar yang kerap kali menjadi masalah kritis dalam  sistem pelayanan Pembuatan Kartu Keluarga. Penelitian ini diarahkan untuk mengetahui efisiensi pelayanan birokrasi dalam memberikan pelayanan umum di Kecamatan Jatibarang, apa yang menjadi faktor pendukung pelayanan, serta hambatannya.Metode penelitian yang digunakan yaitu kualitatif melalui pendekatan deskriptif dengan mengambil lokasi penelitian di Kecamatan Jatibarang Kabupaten Indramayu. Sedangkan yang menjadi (key informan) adalah Kepala Seksi Pelayanan Umum dan Camat Jatibarang, sedangkan staf Kasi Pelayanan Umum di Kecamatan Jatibarang dan masyarakat Kecamatan Jatibarang di jadikan InformanPendukung, Teknik pengumpulan data yang digunakan yaitu studi kepustakaan, observasi, dan wawancara.Hasil penelitian menjunjukan bahwa kinerja Aparatur di Kecamatan Jatibarang ada 2 konsep/aspek kajian yaitu kinerja dan pelayanan publik, dari konsep kinerja mempunyai tiga dimensi yaitu Hasil Kerja, Perilaku Kerja,  dan Sifat pribadi yang ada hubungannya dengan pekerjaan dari ketiga dimensi tersebut hanya satu dimensi yang di terapkan yaitu sifat pribadiyang ada hubungannya dengan pekerjaan. Sedangkan dari konsep/aspek kajian pelayanan publik memiliki enam dimensi yaitu prosedur pelayanan, waktu penyelesaian, biaya pelayanan, produk pelayanan, sarana dan prasarana, dan kompetensi petugas pemberi pelayanan. Dari keenam dimensi pelayanan tersebut keenamnya belum tercapai seperti waktu penyelesaian sangat lambat dan terlihat menunda nunda pekerjaan dan sarana prasarana yang kurang memadai hal ini terjadi pada peralatan di ruang pelayanan kantor Kecamatan Jatibarang. Sehingga kinerja Aparatur dalam meningkatkan pelayanan pembuatan Kartu Keluarga kurang Optimal.

Abstract

The title of the study is: "Analysis of the Implementation Coordination Sub NationalCommunity Empowerment Program (PNPM) Mandiri Urban District Kedawung In CirebonRegency Village Kalikoa case study". This study reports the results of the background by thelack of support and guarantee the smooth implementation of PNPM Urban Village DistrictKalikoa Kedawung Cirebon regency. This study aimed to determine the extent of coordinationis done by the Head Kedawung and constraints. The research method used is descriptivequalitative approach to the research took place in the Village District Kalikoa KedawungCirebon regency. Meanwhile, the key informants (key informants) in this study is the VillageFacilitators (FASKEL). Data collection techniques used are literature studies, andobservation. The results showed that the coordination of the implementation of PNPM UrbanKedawung district level, the coordination of the 4 principles are 3 principles of coordinationthat have done well that coordination should be done from the very beginning stages, allpossibilities should be coordination meetings together, the differences in view should beexpressed openly and investigated in relation to the overall situation. While the principle hasnot been properly implemented the coordination is done continuously. This is due to lack ofcommunication and developmental factors Human Resources (HR) is still low.
