Abstract

This study examines the significant challenges and strategic approaches for preventing the smuggling of contraband, particularly mobile phones, within Class IIA Cikarang Prison. Utilizing a qualitative research design alongside a SWOT analysis, the study identifies both internal and external factors that impact the effectiveness of security systems in correctional facilities. The findings reveal that key elements such as comprehensive training and the development of human resource capacity, the provision of adequate security equipment, and enhanced collaboration with law enforcement and related agencies are essential for bolstering smuggling prevention efforts. The research emphasizes the importance of a well-trained security workforce that is knowledgeable about illegal items and equipped with the necessary tools, such as metal detectors and surveillance systems. Recommendations stemming from the study include upgrading prison facilities to meet contemporary security standards, implementing continuous training programs for personnel to keep them informed about the latest smuggling techniques, and enforcing stricter disciplinary measures for staff who fail to fulfill their responsibilities. By addressing these areas, Class IIA Cikarang Prison can improve its overall security framework and mitigate the risks associated with contraband smuggling, ultimately enhancing safety within the facility. Abstract

Micro, small, and medium enterprises (UMKM) are currently one of the supporting factors for the economy in Indonesia. The development of the coffee industry in Indonesia has grown very significantly from year to year. The transition from MSME shops to franchise businesses has been observed. Abstract

Drug dealer recidivism poses a significant challenge to the correctional system in Indonesia, where the complexities of internal and external factors often drive former inmates to re-offend. This study aims to identify the factors influencing drug dealer recidivism among inmates at the Class IIB Sekayu Correctional Facility. This research employs a qualitative method, collecting data through observations and interviews with inmates and correctional officers. Findings reveal that internal factors, such as psychological stress and low emotional management skills, along with external factors, such as social stigma and lack of family support, significantly increase the risk of recidivism. Additionally, correctional facilities face challenges in providing adequate rehabilitation services, lack of post-release support programs, and limited community involvement in the reintegration process. The conclusion indicates that sustained rehabilitation programs, strengthened family support, and synergy with external parties are essential to reducing recidivism rates. It is recommended that correctional facilities develop skill-based training and emotional support programs to facilitate more effective reintegration of inmates into society. Abstract

The Correctional Institution (Lapas), as a facility for implementing punishment that deprives most of the inmates' rights, should properly consider rehabilitation programs for inmates, including deradicalization programs for terrorism convicts. Therefore, research was conducted on the management of deradicalization programs for terrorism convicts in Lapas to address issues related to deradicalization rehabilitation for these inmates. This research uses a qualitative method with a case study approach at Class I Correctional Institution in Surabaya. The results of the study show that the management of the deradicalization program for terrorism convicts in Lapas generally follows several stages: decision management, program governance, stakeholder engagement, change management, and benefits management. Furthermore, reducing radicalism among terrorism convicts is influenced by several key factors in the deradicalization program's implementation, including social relations, coping, identity, ideology, and action orientation. In the implementation of the deradicalization program, several obstacles were also encountered, including inmates who remain highly radicalized and thus reluctant to cooperate with the Lapas programs, a lack of human resources capable of conducting deradicalization rehabilitation, and sectoral egoism among various parties, which hinders the effective execution of the deradicalization program. Suggestions for improvement include adjusting the placement of high-risk terrorism convicts to Lapas that align with the revitalization of the penitentiary system, providing deradicalization programs and human resource training for the officers if terrorism convicts are present, and enhancing coordination among the program organizers to ensure that the deradicalization process runs as intended.
