Abstract

Poverty is a condition when the inability to fulfill basic needs such as clothing, food, shelter, education, health, security. Poverty is a classic problem that is increasing day by day. Even though the news conveyed has decreased in average (aggregate), in fact poverty has always increased. A fundamental solution is needed in overcoming the problem of poverty, because the existing poverty condition is the background for the birth of other social problems, such as crime, violence, and even committing kufr (apostasy). The application of the Capitalist-Liberal Political System and Socialism-Communist has proved to be a failure in solving the problem ofpoverty. Even from the application of this system, it creates structural poverty in the community. A different reality from the application of the Islamic Political Economy system, in which the State guarantees the fulfillment of the basic needs of each person as a whole, as well as the possibility of himself fulfilling his secondary and tertiary needs, according to the level of ability as an individual who lives in a society that has a lifestyle ( life style). Guarantee the fulfillment of primary needs (clothing, food, shelter, education, health, and security) is carried out through various mechanisms, either directly or indirectly. So, by implementing it will minimize the poverty rate, and also allow the poverty rate to be zero percent. It has been historically proventhat at the time of the Caliph Umar Ibn Abdul Aziz radhiallahu 'anhu, state officials had difficulty finding the poor / poor in distributing zakah assets.

Abstract

ABSTRAK Sumber daya merupakan modal utama/asset yang memiliki elemen-elemen nilai yang diperlukan dalam suatu organisasi ataupun institusi. Pelatihan dengan Pola Pembelajaran Jarak Jauh (PPJJ) dilatarbelakangi karena tidak memungkinkannya hari ini Pelatihan dengan Pola Klasikal dilaksanakan, hal ini disebabkan adanya aturan dari pemerintah yaitu physical distancing akibat Pandemik Covid-19. Keberhasilan pelatihan tersebut tergantung pada sumber daya yang ada, antara lain adalah Sumber Daya Manusia, Media Pembelajaran, Sarana dan Prasarana serta biaya dalam mendukung Pola Pembelajaran Jarak Jauh (PPJJ). Secara khusus tujuan penulisan ini adalah menjelaskan sumber daya yang dapat mendukung pembelajaran pada Pelatihan Pola Pembelajaran Jarak Jauh (PPJJ) di Badan Pengembangan Sumber Daya Manusia Provinsi Riau. Metode menggunakan pendekatan kepustakaan (library research) dengan mengkaji teori-teori para ahli dan menganalisis data serta dokumen. Teknik pengumpulan data menggunakan data primer dan sekunder. Hasil penelitian ini adalah pertimbangan penggunaan media Pola Pembelajaran Jarak Jauh (PPJJ) bagi widyaiswara sebagai fasilitator dengan pertimbangan harus menyesuaikan lokasi dan ketersediaan jaringan.

Abstract

One of the objectives of the existence of Badan Usaha Milik Desa (BUMDes) is to improve the welfare of village communities. This will be realized if the community has economic, educational and social resilience. This research wants to see how the existence of BUMDes, especially in the village of Ekang Anculai, which has been running well, is able to contribute to the community in the aspect of social resilience. The results of the study state that although it is not significant, the existence of BUMDes is able to change the mindset of the community in improving the standard of living, especially in the economic aspect by starting from growing individual resilience which ultimately impacts on community resilience in creating a better community environment. Some of the obstacles faced in realizing social resilience are that there are still few people who are positively affected by the existence of BUMDes to create communities that have social resilience.

Abstract

Dumai City in playing its role in the future has five strategic industrial areas, namely the Dumai Industrial Area (KID) in Pelintung, Lubuk Gaung Industrial Area, Dock Yard Industrial Area, Bukit Kapur Industrial Area and an Industrial Estate in Bukit Timah. Industrial estate development is one of the means to develop an environmentally friendly industry and provide convenience and attractiveness to invest. This is in line with the mandate in Law Number 5 of 1984 concerning Industry that efforts to encourage industrial development need to be carried out through the construction of industrial locations, namely in the form of Industrial Estates. In order to accelerate the development of industrial estates referred to, the government has issued Government Regulation Number 24 of 2009 concerning Industrial Estates, in which every new industrial company after the enactment of this Government Regulation is obliged to enter Industrial Estates. The basis for consideration requires new industries to enter industrial estates so that the industries built are in the right and correct spatial layout, environmentally friendly, effective and efficient management and facilitate the planning and procurement of the necessary infrastructure. Eco-Industrial Park / Estate is a group of industry and service businesses located in a place where the actors in it jointly improve their environmental, economic and social performance through cooperation in managing environmental and resource issues.

Abstract

The main problem in this study was how the social significance of the existence of Desa autonomy regulation through the Law No. 6 of 2014. The existence of new regulation must be influence to desa’s order, especially in local authority, Because of the local authority is the most important thing in local organization like Desa.The specific question tried to be answered in this study whether the Law could serve, integrate, and organize the local authority in Desa. The result of this research indicate three points. First, local authority existing that called “hak asal usul desa” coexist with local community and desa government. Second, the field of local authority as organization the governance of desa, implementation of the building of desa, and commmunity development will blossom out in the future depend on the needs of local community.Finally, design of local authority based on the Law No. 6 of 2014 can integrate and organize the local authority, if the national government still commit and consist to recognize the local authority whatever Desa has.

Abstract

This study aims to analyze the strategy of the village government in developing Leppangeng Village as a natural tourism village in Pitu Riase District, Sidenreng Rappang Regency.This research use desciptive qualitative approach. The results showed that the village government strategy in developing tourism was using the Development Strategy. The implementation is carried out by increasing the status of tourism, coordinating with people related to stakeholders and tourism-related agencies. In addition, the village government also develops capacity and resources, by conducting training, socialization, and forming tourism awareness groups to improve the capacity of the Leppangeng Village community.

Abstract

This research is qualitative research that aims to know the motivation of work in fostering the spirit of work apparatus in the Office of Panca Rijang Subdistrict Sidenreng Rappang, which is motivated by the motivation model applied that is a combination of human resources model and human relations model then the implementation of the model that the leader always facilitates employees by providing modern equipment then leaders and employees senentiasa mutual men support in work.The data collection methods used in this study are observation techniques, interviews and documentation. The results of this study show that in facilitating the model of work motivation. Furthermore, leaders should criticize or correct employees in a good way so that social interaction runs well so that a positive and pleasant work atmosphere is achieved.

Abstract

This study aims to determine how the Supervision of Indragiri Hulu Regency Civil Service Police Unit in the prevention of Illegal Gold Miners in Batang Peranap Subdistrict and Indragiri Hulu District and determine the obstacles faced by unscrupulous Satpol PP members in handling Illegal Gold Miners in Batang Peranap District. This type of research which is located in the Civil Service Police Unit precisely in the District Office of Batang Peranap District uses qualitative methods, namely a study that makes humans an instrument and adapted to the reasonable situation in relation to data collection which is generally qualitative in nature and is a procedure research that produces descriptive data in the form of written or oral words from people and observable behavior. Determination of informants in this study using purposive sampling technique. Purposive sampling is a sampling technique for data sources with certain considerations that the data source is considered to know the most about what is expected, making it easier for researchers to explore objects or social situations that are being studied. Data collection techniques used consisted of observations, interviews and documentation. Based on the technical analysis above, the researcher assessed and concluded that the supervisory role of the Indragiri Hulu civil service police unit in preventing illegal gold miners in the Batangapap subdistrict still lacked the role and lack of firmness by the Satpol PP, the Police and the TNI in handling the case so that there were still many who violating these regulations. This can occur because there are still obstacles that still interfere with the performance of the Satpol PP, such as lack of public awareness, insufficient regulations, and a lack of oversight by the Satpol PP and the Police.

Abstract

This study tries to describe the phenomenon of exploitation of women's bodies in product marketing business activities (cars and cigarettes) played by SPG in Pekanbaru. The exploitation of the body is a consequence of the product marketing system in the business world through a "sensual marketing" approach to steal consumer sympathy by constructing a woman's body (SPG) through a sexy and active appearance. This study uses a critical social theory approach "Class Struggle" as a macro theory, and is followed by a "Victim" theory as a micro theory in its analysis chapter. Furthermore, this research method uses an approach in obtaining data, through unstructured in-depth interviews with various parties involved in procuring field data. From the results of the research that the author has described above, this research can be gathered with as is well known,SPG is a female saleswoman who offers services to serve customers. The use of SPG is based on intense competition between similar products. Let's say that cigarette products are one of the products that always use SPG services, because the level of public consumerism towards cigarettes is very high, cigarette manufacturers have started to make several variants of cigarette products to increase the purchasing power of these cigarette products

Abstract

This descriptive survey research aimed to analyze the effectiveness of collection of Earth and Building tax done by The Financial Management Agency and Regional Assets (BPKAD) in Batang Kulim, Pelalawan. The data were collected through questionnaires, observation and interview. They were analyzed by using the indicators of effectiveness theory. It was found that there were discrepancy among the data. Finally, although the result of questionnaire showed quite effective, but the overall effectiveness of land and building tax collection in Batang Kulim, Pelalawan indicated ineffective.
