Abstract

This study aims to find out the Implementation Of The Minister Of Home Affairs Ministerial Regulation Number 56 of 2015 On Codes and Data Of Administrative Regions Of Government (Studies in Kampar and Rokan Hulu districts). Theory used in this research is Edward III theory include; Communication, Resources, Disposition, and Bureaucratic Structure. This type of research is qualitative type, and the research location is 5 (five) villages, Tanah Datar village, Intan Jaya village, Muara Intan village, Rimba Jaya village, and Rimba Makmur village in Kampar and Rokan Hulu districts. There are 14 people who made the informant in this research data, researcher use interview in this research, after the data collected and will be analyzed descriptively, to get answer about Implementation of Implementation of this ministerial regulation. After conducting in-depth research and interviews, the result of research on the Implementation Of the Minister of Home Affairs Ministerial Regulation number 56 of 2015 on codes an data on administrative areas of Kampar regency and Rokan Hulu district are “Adequately Implemented”, with some obstacles such as the non-establishment of the boundary between Kampar regency and Rokan hulu district so that there is still a dualism system of government. The regulation of the minister of home affairs number 56 of 2015 only stipulates the code of the administrative area of government as the identity of an administrative area so that it does not necessarily confirm the boundaries of the antecedents of the adjacent districts so that border-related matters are still often conflicts as long as there is no such boundary agreement and the territorial code can still change if a boundary agreement has been reached.

Abstract

As explained in Law Number 23 of 2014 that government affairs consist of absolute government affairs, concurrent government affairs and general government affairs. This study aims to analyze the implementation of concurrent government affairs in the local government of Siak Regency. At the regional level the implementation of concurrent government affairs is carried out by regional government elements and Dewan Perwakilan Rakyat Daerah (DPRD). In the implementation of government affairs in the regions, especially in the local government of Siak Regency there are still several problems, namely; the absence of tourism policies from Law Number 23 of 2014 such as Government Regulations related to concurrent government affairs and regional apparatus organizations implementing concurrent affairs was only established in 2017. This study used a Qualitative Approach withtype descriptive explanatory. The informants in this study were the Regional Secretary of Siak Regency, Head of the Education Office, to the Health Office and Head of the Social Service. Based on the results of the study that the nature of the implementation of concurrent government affairs in the local government of Siak Regency is in accordance with the planning, and has achieved the targets set out in the Annual Work Plan of the Siak Regency Regional Government, and all programs and activities in concurrent government affairs are financed through the Siak Regency budget has increased every year, but there are still some obstacles in the implementation of concurrent government affairs in the local government of Siak Regency. The suggestions that the author recommends in implementing concurrent government affairs are; improving facilities and infrastructure in the implementation of concurrent government affairs activities, immediately completing the preparation of the Regional Government RTRW of the Siak Regency.

Abstract

This study aims to evaluate the implementation of the Sistem Informasi dan Manajemen Pertanahan Nasional (SIMTANAS) policy at the Land Office in Pelalawan District and this research was carried out using survey research methods, the level of exploration was descriptive and using qualitative data analysis. The researcher interviewed directly and deeply to the key informants who were considered to know about the Implementation of the Sistem Informasi dan Manajemen Pertanahan Nasional (SIMTANAS) policy using technique snowball. The results of this study indicate that the Evaluation of implementation of the Sistem Informasi dan Manajemen Pertanahan Nasional (SIMTANAS) at the Land Office in Pelalawan District been implemented are optimal in providing services to the community, but there are some research findings that must be repaired by the Land Office in Pelalawan District. First, Quality of resources related to operational information systems and land management must be improved by providing training. Second, facilities and infrastructure must support in order to create excellent service because there are still facilities and infrastructure that are problematic when providing services to the community.

Abstract

This study aims to describe the process of implementing HIV and AIDS policies that have been carried out by the Sidenreng Rappang District government, especially in the District of Maritengngae and to illustrate the effect of implementing policies on HIV and AIDS prevention by using several indicators to measure policy implementation, namely policy determination indicators, implementers, targets, environment and process determination indicators. This study uses descriptive quantitative methods. The sampling technique is purposive sampling, using the Yamane formula. Data collection methods used through observation, questionnaire (questionnaire) and library techniques. The data analysis technique is that the collected data is carried out with a simple regression analysis with the help of SPSS 21 for Windows. The results of the analysis are descriptive statistics, data quality test, classic assumption test, Simple regression analysis and hypothesis testing. The results showed that, in the policy implementation variable, each indicator received a percentage value, that is, the policy determination indicators were in the category of 31.2%, the indicators of implementing provisions were in the category of ever or percentage of 29.8%, indicators of determination the target is in the ever category or a percentage of 35.8% and the environmental assessment indicator is in the ever category or a percentage of 31.5%, the indicator of process determination is in the ever category or percentage of 38.2%. On the variables of HIV and AIDS prevention, prevention efforts are in the ever category with a percentage of 39%, the handling efforts are in the ever category with a percentage of 28.4% and rehabilitation efforts in the ever category with a percentage of 25.6%. The implementation of Government Policy has an effect on HIV and AIDS in Maritengngae Sub-District, Sidenreng Rappang Regency, amounting to 50.2% and Implementation of Government Policy on HIV and AIDS Prevention in Maritengngae Sub-District, Sidenreng Rappang Regency is in a fairly good category.

Abstract

This study aims to find out the service of Bengkalis PDAM Bengkalis Regency and to know the obstacles and service solutions Bengkalis District of Bengkalis. Data analysis in this research is by using quantitative method with descriptive analysis technique that describes and summarizes as condition of variable situation that exist in this research object. Based on the data discussed in the previous chapter, Bengkalis PDAM Service Evaluation uses tangible indicators, reliability, responsiveness, assurance, and empathy (empathy) can be seen that the services provided has been running well, it's just in terms of empathy (empathy) customers feel the PDAM is not concerned with the service expected by the customer, because there is still complaints from customers about the clean water service provided is about the quality of the water. Meanwhile, things that can hamper the service of PDAM include: 1) Season factor, in this case in the dry season. At that time PDAM is very difficult to find water source. 2) PDAM water pipe factor that is old, old pipe can reduce water quality. 3) Factors from outside the organization, in this case PLN also affect the service, PLN will impede the service if the power goes out. 4) Factor of the customer, if there are customers who are delinquent the payment of water.

Abstract

Implementation of good governance is an absolute necessity in the administration of government including the district government. Kecamatan as a Local Device has a very strategic role as the spearhead of service and barometer of Public service delivery. Locus research in Sub Marpoyan Damai Pekanbaru with focus on land service. Using three dimensions of good governance implementation developed by B.C. Smith (2007) includes accountability, transparency, and legal certainty as a knife analysis to look at empirical problems. The research method used is qualitative research. Based on research in the field can be concluded that the implementation of good governance in the service of land in the District Marpoyan Damai Pekanbaru City still not done well. This can be seen from the dimensions of accountability are still found weaknesses are uncertainty of service time, lack of discipline of employees, and still found injustice treatment between the general public with family or employee acquaintances. The transparency dimension is found in the field of some weaknesses among others the weakness of the disclosure of the availability of information to the public, this is due to the supporting facilities such as information boards, SOP flow, and the high volume of land service management in Marpoyan Damai District Office recorded in 2015 to 2016 640 letter. Even the Sub-district stated that they need training because the limited number of employees who understand the land rules is also a problem. While the dimensions of the rule of law are quite good, it's just that the problems come from people who do not understand SOPs and regulations related to land.

Abstract

This research aims to the implementation of the community empowerment program based on citizens (pmb-rw) in the village of west subdistrict sidomulyo and what constraints encountered in implementing of the community empowerment program based on citizens (pmb-rw) in the village of west subdistrict sidomulyo. The methods used in this research is descriptive, qualitative data collection by way of interviews, observation, and documentation with the (PMB-RW) Program Coordinator-RW Companion Facilitators in the town, in the village, Along the citizens Program PMB Users-RW. The results showed that in terms of the interests that are affected by the policy are enshrined the importance either to the Coordinator of the city and the region, as well as implementing the community users of the program, still less the maximum benefits and changes in get the target because of the program's not all involved in the activity, the position of taking and executing policies were in accordance with the mechanisms and conditions specified. Resources in terms of quality is quite adequate but felt less in terms of quantity. Obstacles encountered is in terms of understanding the society and communication is lacking. So too with the realization of the activities budget less.

Abstract

It is very important to know community participation in the development planning of the Dongi village, Pitu Riawa District, Sidrap Regency. The study population was 17 years and above, namely 1,335 people. Data collection techniques used in this study were observation, questionnaires and interviews. The collected data is then used the method of quantitative analysis techniques with frequency tables. This study was conducted using a random sampling technique, using the Yamane formula with an error rate of 10% to produce 95 respondents. The results showed that the level of community participation in the development planning of the Dongi village in Pitu Riawa District, Sidrap Regency was in the category (Consultation) with a value of 81.5%, very good category.

Abstract

This study aims to look at the role of the Pelalwan District Land Office in resolving land ownership disputes in Pelalawan Regency and this research was conducted using survey research methods, the level of exploration is descriptive and using qualitative data analysis. The researcher interviewed directly and in depth with key informants who were considered to be most aware of the role of the Land Office in resolving land ownership disputes using a technique. purposive sampling. The results of this study indicate that the role of the Land Office in resolving disputes Land ownership is considered quite maximal because it has become a mediator between the two parties to the dispute in conducting mediation even though it has not yet met an agreement and there are several findings that have become obstacles to the Land Office in resolving land ownership disputes. First, the Land Office lacks human resources. Second, Lack of witnesses Regarding Land History and third, Factors of disputing character that are only selfish.

Abstract

This study aims to look at the Village Companion Program in Bengkalis Regency and this research was conducted using survey research methods, the level of exploration was descriptive and used qualitative data analysis. The researcher interviewed directly and in depth with the key informants who were considered to be most knowledgeable about the Village Companion Program by using purposive sampling technique. Practically, the results of this study are useful as information material for the Bengkalis Regency Government especially the Bengkalis District Community Empowerment Office and are expected to be a reference in making policy guidelines related to Village Facilitators in Bengkalis Regency in the future.
