The role of the Riau Provincial People's Legislative Council in the Formulation of Policies in Riau Province is the role undertaken by the Riau Provincial DPRD in the Formation of Riau Provincial Regulations covering Stages of Planning, Drafting and Discussion referring to applicable normative rules, including: Law Number 12 Year 2011 Concerning the Establishment of Laws and Regulations, Law Number 23 Year 2014 concerning Regional Government, as well as Riau Province People's Legislative Decree Number 30 of 2014 on the Procedures of the Provincial People's Representative Council of Riau Province. The object of this research is the draft of Local Regulation on Ulayat Land and Its Utilization. Policy formulation is an integral part of the process of Establishment of Regional Regulation because it involves the process of collecting and articulating the Interest, the process of policy discussion in the DPRD Riau Province, and finally gave birth to a policy product in the form of Local Regulation. The results of the study authors is that the normative, the role of Riau Provincial DPRD in the formulation of local regulations running quite well, because it has followed the mechanisms and procedures that apply. However, in terms of policy formulation, the authors see that the policy output, in this case the Regional Regulation on Ulayat Land and Its Utilization has not been implemented because policy input, in the form of Academic Paper is not so profound, so it has not got a rigid picture about the existence of Ulayat Land and Society Customary Law whose existence still exists and is recognized to date, and at the discussion stage is also less involving public participation actively and deeply, so that the material substance regulated in the Regional Regulation can not be implemented until now.

Poverty is seen as the root cause of social problems that must be overcome by the Government then to cope with poverty, the City Government of Pekanbaru issued Local Regulation No. 9 of 2011 About Gerakan Cinta Keluarga Miskin (Gentakin) in Tenayan Raya district of Pekanbaru city. This study aims to determine the Implementation of Regional Regulations and obstacles by using the theory of Edward III and qualitative research methods with the aim of describing, analyzing and trying to describe the Implementation of Regional Regulation by interviewing directly and deeply to informants who are considered most know by using purposive sampling technique. The results of this study indicate that the socialization conducted by the Government of Pekanbaru City has been implemented but the socialization is considered not maximal so there are still people and donors who do not know the form of guidance done in addition to the shortage of employees, operational funds also become obstacles so that supervision of beneficiaries business has not been maximally consequently the people who receive the aid there are not using the help as it should so then the city government of Pekanbaru is expected to provide real guidance and to monitor directly the development of assistance that has been given and hope the city government of Pekanbaru can give awards for beneficiaries who succeed in his business and sanction people who do not use the aid.

This study , entitled " Implementation of the Regions autonomi and Its Impact on Community Development in Indragiri Hilir " . The purpose of this study is to investigate the implementation of regional autonomy and its influence on development in Indragiri Hilir . Granting regional autonomy does not run properly categorized in Indragiri Hilir district. In addition , the effect on the implementation of community development are not well categorized on the development of basic facilities , infrastructure as well as the multi-year development . From the research framework of systems theory analysis showed that the Government Development Indragiri Hilir the category is not well (out come ) with law No. 23 of 2014.

In the system of Government of the Unitary State of the Republic of Indonesia, Regional Government is a sub-system of the national government, local governments are obliged to provide public services in the implementation of governmental affairs in accordance with minimum service standards (SPM) governed by the Central Government. In its development, up to 2012 has been determined as many as 15 affairs with SPM at the district / city level consists of 65 types of services and 276 service indicators (including sub indicators). The time limit of SPM achievement ranges from 2013-2025. This study uses a qualitative method. The result of the research shows that until 2014, Pekanbaru Municipal Government has implemented 15 fields, with 210 (76,09%) reporting indicators and service indicators reaching 116 national indicators or 42.03%. There are 3 SPM affairs with 100% reporting indicator that is, Environment, Family Planning and Family Welfare and Employment. While 11 of the 15 other affairs reported between 33.33 - 95.45%, communication and information affairs that have the smallest percentage, the percentage of service indicators reach the national target, the Environment has the largest percentage of 100 percent of 4 indicators of service, with the smallest percentage (0%) is the public housing affair. Obstacles in the achievement of SPM in the service area of the local government of Pekanbaru city such as the national dynamics, the dynamics of the local scale, the unmixed SPM into the SKPD Rentras, and Still low understanding of the implementation of MSS in SKPD Local Government.

In the long journey of development of a government increasingly multiply and enrich the understanding of the government itself, so that the concepts of government can be viewed from various angles and aspects that can further clarify the notion of the concept of government itself, one of which is the concept of the principle of governance. The existence of a Local Government in the system of government is an integral part of a system of state government or national government, even the concept and theoretical existence of local government is much earlier than the existence of elements of central government or state government. The principle of "Medebewin" as a relic of the Indies government system, at the beginning of the revolution, precisely in 1948, was called "uncompleted surrender", to overcome the principle of full-fledged decentralization. The difference with the principle of decentralization is that the "medebewind" governmental affairs are only handed over the task of execution alone, excluding the authority that determines the policies, the financing, and the execution workers. One of the principles of local governance that has been applied in Indonesia in the history of local governance is the Assistance Task Principle, apart from the principles of decentralization and deconcentration. The principle of the implementation of regional government consists of the principle of decentralization, the principle of deconcentration and the principle of co-administration. In Dutch legislation, between co-administration and medebewin are divided into two, namely mechanical medebewind or more detailed andfacultative medebewind or which provide wider freedom to determine the wisdom of the medebewind ". Definition of assistance task is; assignment with an obligation to account for its execution to the assignee. In its implementation the task of assistance has its own development and dynamics in accordance with the Law on Regional Government which regulates it.

The development of the world of tourism in Indonesia is very promising, the government both at the level of central and regional make the tourism sector as a superior sector that must be developed to increase the national income and regional income. Rokan Hulu regency is one of the existing regencies in Riau Province that has a tourist destination among religious tourism Rokan Hulu Great Mosque, Tuanku Tambusai Fortress which is a historical and nature tourism. One of the natural attractions is Serombou stone house located in the village Serombou Indah District Rambah Hilir. But the condition of the sights are not maintained and indicated neglected from development activities. In addition, inadequate access to transportation and road access make it less visited than the National Day. Therefore, this research is conducted to know how the role of Rokan Hulu District Government in Management of Serombou House Tourist Attraction. What is the type of research is descriptive cultivation study with informants Head of Tourism Office Rokan Hulu District, Village Head, BPD Serombou Beautiful village, Head of Hamlet and Community Leaders. From the result of the research, it can be concluded that the regency of Rokan Hulu regency in the management of tourist destinations, tourism promotion and the increase of public participation in tourism management of Batu Serombou house has less role. It is seen that the management of attractions Serombou stone house new limited discourse and not contained in the program and government activities.

include (1) providing recognition and respect for existing village with diversity before and after the formation of the Republic of Indonesia; (2) provide clarity and legal certainty on the status of the village in the constitutional system of the Republic of Indonesia for the sake of justice for all Indonesian people; (3) to preserve and promote the customs, traditions, and culture of the village; (4) encouraging initiative, movement, and the participation of the village community and the potential for development of village assets to the common welfare; (5) form a professional Village Government, efisien and effective, open, and accountable; (6) improve public services for the people of the village in order to accelerate the realization the general welfare; (7) increases the resistance of social culture in order to create the village of villagers who are able to maintain social cohesion as part of national security; (8) promote the economy of the village community and overcome the gap of national development; and (9) to strengthen the village community as a subject of development. But the substance of these goals difficult to implement if no optimization performed by the communication functions of government. In this paper the author tries to describe how the optimization of government communications in the application of Law No. 6 of 2014 concerning the village with 3 communication functions by using the theory of Robbins including oversight function, the function of motivation, and functions of information, coupled with the function of empowerment in the concept of government communications.

The purpose of this study is to analyze the factors that influence the implementation of community empowerment in Pekanbaru City (Study of Economic Village Business Program). This research method using qualitative descriptive approach with qualitative analysis technique triangulation technique.The results of the study found that the implementation of Urban Economic Village program in Pekanbaru City is influenced by standard and objective factors, resources, observation activities and interorganizational communication, implementing characteristics, disposition / attitude of executor and economic, social and political conditions. Kelurahan maharatu implement well the program implementation standards, have the human resources who want to work in accordance with their duties, while the village of West Sidomulyo and Tanah Datar has not implemented the program in accordance with the standards and policy objectives other than the resources held are not responsible for the tasks that must be implemented, so that the implementation of the Village Economic Business program is not going well.

Democratization in Indonesia provides an opportunity for the community to maintain and preserve the values, norms and beliefs of ancestors that are manifested in the cultural traditions and customs. Then to strengthen the tradition makes the existence of traditional institutions as a form of legitimacy and community identity. The existence of the Gunung Sahilan Kingdom that has experienced a leadership vacuum for a long time, raises questions, approximating what then makes Raja Gunung Sahilan re-established in the Gunung Sahilan Kingdom, traditional authority can be clearly seen from the royal structure that can be said to be not elite centric. The Kingdom of Mount Sahilan adopted a system of functional assignment within its government. The kingdom in the Kingdom of Gunung Sahilan as a symbol and symbol of the greatness of the institution. In the structure of the Kingdom of Gunung Sahilan Raja itself as the highest government that controls custom (government) and worship. Sahilan is "Tengku Yang Dipertuan Besar" and for the King of Worship "Tengku Yang Dipertuan Sati". Government affairs in the sense that the executive is controlled by an institution called the Khalifah Density which has four homecoming with Dt. The great Caliph Van Kampar left. Research study describing quality service of passport arrangement that can be seen from activity that had been done in passport arrangement by Imigration Office Class 1 of Pekanbaru. Study problems is how quality services of passport arrangement that had done by Imigration office Class 1 of Pekanbaru. The method used in this research is quantitative descriptive that is using analysis in-depth interviews with several informants that is citizen who already get the service from Immigration Office Class 1 of Pekanbaru for the last 3 (three) years and officers from Immigration Office Class 1 of Pekanbaru about the services of passport arrangement and also using a questionnaire too as a technique of data collection. Result from this research showing that quality services in Imigration office Class 1 of Pekanbaru in passport arrangement is quite good such as technology used in supporting services increasingly sophisticated and servicing of passport arrangement that provided in accordance with the SOP (operational service standards). However, there are some inadequacy. It showed by complaint about a narrow parking lot, the information about passport arrangement for example about time that not clearly.
