Abstract

Abstrak Tujuan penulis melakukan penelitian ini adalah untuk mengetahui Pelayanan publik di Dinas Tenaga Kerja Transmigrasi Energi dan Sumber Daya Mineral Kabupaten Subang (studi kasus pelayanan pembuatan kartu pencari kerja). Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan bagaimana Pelayanan publik di Dinas Tenaga Kerja Transmigrasi Energi dan Sumber Daya Mineral Kabupaten Subang (studi kasus pelayanan pembuatan kartu pencari kerja) berdasarkan indikator kualitas pelayanan menurut Sinambela (2006:6), yakni Transparansi, Akuntabilitas, Kondisional, Partisipatif, Kesamaan Hak, dan Keseimbangan Hak dan Kewajiban. Dalam penelitian ini menggunakan penelitian pendekatan kualitatif yang bersifat deskriptif, karena penelitian ini bertujuan untuk memperoleh gambaran yang diteliti digunakan untuk mengungkapkan permasalahan dalam kehidupan kerja organisasi pemerintah dan observasi, wawancara, studi kepustakaan, dan dokumentasi. Tidak ada pilihan lain daripada menjadikan peneliti sendiri sebagai instrumen penelitian utama. Sumber data diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan peraturan dan pengolahan data. Hasil penelitian menunjukan bahwa Pelayanan publik di Dinas Tenaga Kerja Transmigrasi Energi dan Sumber Daya Mineral Kabupaten Subang berdasarkan indikator kualitas pelayanan menurut Sinambela (2006:6) mengenai Efektivitas Pelayanan Pembuatan Kartu Pencari Kerja Pada Dinas Tenaga Kerja Dan Transmigrasi Kabupaten Subang sudah cukup baik berdasarkan enam unsur yaitu transparansi, akuntabilitas, kondisional, partisipatif, kesamaan hak, serta keseimbangan hak dan kewajiban. Adapun yang masih perlu ditingkatkan yaitu melakukan inovasi dalam memberikan pelayanan pembuatan kartu pencari kerja. Katakunci: Efektivitas, Kartu pencari kerja. Abstract The purpose of the authors of this study was to find out public services at the Office of Manpower, Transmigration, Energy and Mineral Resources, Subang Regency (a case study of service for making job seekers' cards). This research and writing discusses matters relating to how public services at the Manpower, Transmigration, Energy and Mineral Resources Office of Subang Regency (a case study of the service for making job seekers' cards) are based on service quality indicators according to Sinambela (2006: 6), namely Transparency, Accountability, Conditional, Participative, Equal Rights, and Balance of Rights and Obligations. This study used a qualitative descriptive research approach, because this study aims to obtain an overview of the research used to reveal problems in the work life of government organizations and observations, interviews, literature studies, and documentation. There is no other choice but to make the researcher himself the main research instrument. Data sources were obtained from informants through direct observation and interviews and documents were obtained in the form of regulations and data processing. The results showed that public services at the Subang Regency Energy and Mineral Resources Transmigration Manpower Office based on service quality indicators according to Sinambela (2006:6) regarding the Effectiveness of Job Seeker Card Making Services at the Subang Regency Manpower and Transmigration Office are good enough based on six elements namely transparency, accountability, conditional, participative, equal rights, and balance of rights and obligations. As for what still needs to be improved, namely innovating in providing services for making job seeker cards. Keywords: Effectiveness, job seeker card.

Abstract

Abstrak Dinas Lingkungan Hidup Kabupaten Subang mempunyai tugas pokok merencanakan, melaksanakan, mengarahkan, mengawasi, dan mengendalikan dibidang kebersihan sesuai kebijakan Daerah. Dengan visi dan misi Sebagai Institusi yang handal dalam pengelolaan Lingkungan Hidup untuk mewujudkan masyarakat Kabupaten Subang yang berbudaya dan berwawasan lingkungan berbasis gotong royong. Undang-Undang Nomor 18 Tahun 2008 tentang Kebijakan Pemerintah Mengatasi Permasalahan Penduduk Tentang Pengelolaan Sampah sudah menjadi tanggung jawab Pemerintah termasuk masalah pembiayaannya. Berdasarkan penelitian Strenghts (Kekuatan) Dinas Lingkungan Hidup adanya Perda Pengelolaan Sampah Nomor 6 Tahun 2012, tersedianya kendaraan dalam pengangkut sampah, adanya Tempat Pembuangan Akhir (TPA), adanya Program Bank Sampah Induk Dinas Lingkungan Hidup Kabupaten Subang. Weakness (Kelemahan) dalam melakukan strategi pengelolaan sampah adalah penggunaan sistem open dumping yang dilakukan oleh Dinas Lingkungan Hidup. Opportunities (Peluang) adanya retribusi sampah, serta adanya Bank Sampah Induk peluang sampah yang dikelola dengan baik akan mendatangkan keuntungan dari segi keuangan. Threats (Tantangan) dalam pengelolaan sampah oleh Dinas Lingkungan Hidup yaitu jumlah penduduk semakin meningkat dan juga bertambahnya perumahan, kondisi jalan yang rusak, serta luas wilayah Kabupaten Subang. Kata Kunci: Strategi, Pengelolaan Sampah, Analisis SWOT Abstract The Subang Regency Environmental Service has the main task of planning, implementing, directing, supervising and controlling the cleanliness sector in accordance with regional policies. With the vision and mission of being a reliable institution in managing the environment to create a society in Subang Regency that is cultured and environmentally minded based on mutual cooperation. Law Number 18 of 2008 concerning Government Policy to Overcome Population Problems Regarding Waste Management is the responsibility of the Government, including the issue of financing. Based on research from the Strengths (Strenghts) of the Environmental Service, there is a Waste Management Regional Regulation No. 6 of 2012, the availability of vehicles for waste transport, the existence of Final Disposal Sites (TPA), the existence of the Main Garbage Bank Program for the Environmental Office of Subang Regency. The weakness in carrying out the waste management strategy is the use of an open dumping system carried out by the Environment Agency. Opportunities (Opportunities) for waste retribution, as well as the existence of a Waste Bank, the opportunity for waste that is managed properly will bring financial benefits. Threats (challenges) in waste management by the Environment Agency, namely the increasing population and also increasing housing, damaged road conditions, and the area of Subang Regency. Abstract

Abstrak Permasalahan yang dikaji dalam penelitian ini adalah profesionalisme asn yang belum optimal yang ditandai dari kewajiban sosial yang belum sepenuhnya tercapai karena pegawai asn belum bersikap obstruktif dalam profesinya. Hal tersebut disebabkan oleh keahlian pegawai asn yang masih kurang dalam bidangnya, lingkungan dan suasana kerja yang tidak kondusif. Profesionalisme asn yang rendah akan berpengaruh pada kinerja asn. Fenomena tersebut harus segera ditanggulangi agar tidak menganggu pada proses pencapaian tujuan organisasi dengan melalui pengawasan dari tiap-tiap atasan terhadap pegawai asn dan mendapatkan pelatihan-pelatihan guna mengasah keterampilan pegawai sehingga dapat memaksimalkan kinerjanya. Penelitian ini membahas hal-hal yang berkaitan dengan Profesionalisme ASN di Kabupaten Subang dengan teori Konsep profesionalisme yang dikembangkan oleh Hall, James A dan Tommie Singleton (2007:45) pada buku Abdurrozzaq Hasibuan “Etika Profesi-Pofesionalisme Kerja”. Dalam penelitian ini menggunakan pendekatan kualitatif yaitu penelitian yang dilakukan pada kondisi objek yang alami, data yang dihasilkan bersifat deskriptif dan analisis data dilakukan secara induktif melalui pengamatan dan observasi, wawancara, studi kepustakaan dan dokumentasi. Sumber daya diperoleh dari informan melalui pengamatan dan wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan perundang-undang dan pengelolaan data. Hasil penelitian menunjukan bahwa Pofesionalisme ASN di Kabupaten Subang sudah bisa cukup dikatakan secara optimal. Kata kunci: Profesionalisme, ASN, Subang Abstract The problem studied in this study is ASN professionalism that is not yet optimal which is characterized by social obligations that have not been fully fulfilled because ASN employees have not been obstructive in their profession. This is caused by the expertise of ASN employees who are still lacking in their fields, the environment and work atmosphere are not conducive. Low ASN professionalism will affect ASN performance. This phenomenon must be addressed immediately so as not to interfere with the process of achieving organizational goals through supervision from each superior over ASN employees and receiving training to hone employee skills so that they can maximize their performance. This study discusses matters related to ASN Professionalism in Subang Regency with the theory of the concept of professionalism developed by Hall, James A and Tommie Singleton (2007:45) in Abdurrozzaq Hasibuan's book "Professional Ethics-Work Professionalism". In this study using a qualitative approach, namely research conducted on natural object conditions, the resulting data is descriptive and data analysis is carried out inductively through observation and observation, interviews, literature studies and documentation. Abstract

Abstrak Good Governance adalah suatu konsep yang mencakup berbagai komponen, termasuk etika, prosedur, dan kebijakan publik, yang mengatur interaksi antara pemerintah, warga negara, dan usaha swasta untuk mencapai tujuan bersama. Penerapan prinsip-prinsip Good Governance di Indonesia, terutama di daerah, telah menjadi topik yang hangat diperbincangkan. Studi kasus ini bertujuan untuk menganalisis implementasi prinsip Good Governance di Pemerintah Daerah (Pemda) Kabupaten Subang, Jawa Barat, melalui kebijakan publik. Metode yang digunakan adalah kualitatif dengan menggunakan wawancara mendalam, observasi, dan analisis dokumen. Hasil dari penelitian ini menunjukkan bahwa Pemerintah Daerah (Pemda) Kabupaten Subang telah mengikuti prinsip-prinsip Good Governance dengan melaksanakan kebijakan publik yang berlandaskan pada keadilan, akuntabilitas, transparansi, partisipasi, dan kesetaraan. Namun, masih ada beberapa hambatan yang menghalangi penerapan prinsip Good Governance secara optimal. Hasil penelitian ini dapat menjadi bahan pertimbangan bagi pemerintah daerah lain yang ingin mengimplementasikan prinsip Good Governance dalam kebijakan publik. Kata Kunci: Implementasi Kebijakan, Good Governance, Kabupaten Subang Abstract Good Governance is a concept that includes various components, including ethics, procedures, and public policies, which regulate interactions between government, citizens, and private businesses to achieve common goals. The application of the principles of good governance in Indonesia, especially in the regions, has become a hot topic of discussion. This case study aims to analyze the implementation of the principles of good governance in the Regional Government (Pemda) of Subang Regency, West Java, through public policy. The method used is qualitative by using in-depth interviews, observation, and document analysis. The results of this study indicate that the Regional Government (Pemda) of Subang Regency has followed the principles of good governance by implementing public policies based on fairness, accountability, transparency, participation and equality. However, there are still several obstacles that hinder the optimal application of the principles of Good Governance. The results of this study can be used as material for consideration for other local governments who wish to implement the principles of good governance in public policy. Abstract

Abstrak Bencana Alam merupakan salah satu fenomena alam yang mengancam keberlangsungan hidup manusia. Dampak negatif yang ditimbulkan bisa berupa kerugian materi maupun non materi Kabupaten Subang di wilayah utara memiliki karakter wilayah yang rentan terhadap bencana alam terutama bencana alam banjir. Pemerintah Kabupaten Subang telah menginisiasi pertemuan rutin FORKOMPIMDA dalam acara coffee morning yang diselenggarakan setiap minggunya satu kali, untuk koordinasi/komunikasi dalam merencanakan dan merealisasikan program-program peningkatan kesejahteraan masyarakat, Salah satu bentuk dari hasil Forum Koordinasi Pimpinan Daerah di Kabupaten Subang Adalah penanggulangan bencana di Kabupaten Subang tujuan penelitian yang hendak dicapai adalah menganalisis Efektivitas Forum Koordinasi Pimpinan Daerah Kabupaten Subang Dalam Penanganan Banjir Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif, Yang menjadi informan dalam penelitian ini adalah Jajaran Pimpinan Daerah dari FORKOPIMDA Kabupaten Subang, Kepala BPBD Petugas BPBD, Petugas Kesehatan, Petugas terkait dan Sukarelawan Hasil penelitian dan pembahasan bab sebelumnya terkait dapat diketahui bahwa Efektivitas Forum Koordinasi Pimpinan Daerah Kabupaten Subang Dalam Penanganan Banjir dilihat dari Kejelasan tujuan, Filosofi dan sistem nilai,, Komposisi dan struktur, Teknologi organisasi dan Lingkungan organisasi, belum efektif dikarenakan dimensi teknologi organisasi, efektivitas Forum Komunikasi Pimpinan Daerah Kabupaten Subang dalam penanggulangan Banjir belum Efektif karena walaupun didukung oleh kompetensi anggota forum namun keterbatasan alat di lapangan menyebabkan penyaluran bantuan terhadap korban bencana menjadi terhambat. Kata Kunci : Efektivitas Organisasi, Forum Koordinasi Pimpinan Daerah ABSTRACT Natural disaster is a natural phenomenon that threatens human survival. The negative impacts can be in the form of material or non-material losses. Subang Regency in the northern region has the character of an area that is vulnerable to natural disasters, especially floods. Subang District Government has initiated FORKOMPIMDA routine meetings in coffee morning events which are held once a week, for coordination/communication in planning and realizing programs to improve community welfare. One form of the results of the Regional Leadership Coordination Forum in Subang Regency is disaster management in Subang Regency, the research objective to be achieved is to analyze the Effectiveness of the Subang District Leadership Coordination Forum in Flood Handling The research method used in this study was descriptive qualitative. The informants in this study were Regional Leaders from FORKOPIMDA Subang Regency, Head of BPBD BPBD Officers, Health Officers, Relevant Officers and Volunteers The results of the research and discussion of the previous chapter related to it can be seen that the Effectiveness of the Subang Regency Regional Leaders Coordination Forum in Flood Management seen from the clarity of objectives, philosophy and value system,, composition and structure, organizational technology and organizational environment, has not been effective due to the dimensions of organizational technology, the effectiveness of the Forum The communication of Subang Regency Regional Leaders in flood management has not been effective because, although it is supported by the competence of forum members, the limited tools in the field have hampered the distribution of aid to disaster victims. Abstract

ABSTRACT Accountability is a form of accountability of a business owner or an organization to parties who are entitled to obtain and ask for information about business activities or performance in carrying out duties to achieve certain goals.  Performance Accountability is the obligation of a government agency in accounting for the success or failure of the implementation of programs and activities. Performance Accountability is intended as from stakeholders to achieve the organization's mission measurably with predetermined performance targets / targets then outlined in government agency performance reports that are prepared periodically. The research method used is a literature review which refers to scientific journal articles as the source of the data. Accountability of government performance at the regional office of the Ministry of Law and Human Rights in Banten achieved success in 2022. The success is that the percentage of achievement of the Banten Regional Office performance indicators in 2022 is 110.49%, where there are 55 performance indicators that have succeeded in even exceeding the set target and there are 2 performance indicators. Meanwhile, for the analysis of resource efficiency in terms of performance indicator achievement, the overall average achievement of 58 performance indicators of the Banten Regional Office in 2022 reached 110.49%. This shows that there is an efficient use of resources in achieving performance in 2022, namely with the realization of the budget used in the implementation of performance of 96.88% can produce performance target achievements. Abstrak Pelayanan Administrasi Terpadu Kelurahan (PATEK) di Kantor Kelurahan Pasirkareumbi Kabupaten Subang adalah derivasi kebijakan pemerintah mengenai Pelayanan Administrasi Terpadu Kecamatan (PATEN) yang merupakan upaya pemerintah dalam memberikan pelayanan Lebih baik terhadap masyarakat. Konsep Agile Goverment yang dituangkan dalam PATEK diharapkan dapat memberikan peningkatan pelayanan terhadap masyarakat. Namun dalam pelaksanaanya dirasa belum optimal. Oleh karena itu penelitian ini bertujuan untuk melihat bagaimana implementasi konsep agile goverment melalui Pelayanan Administrasi Terpadu Kelurahan untuk meningkatlkan Public Service di Kantor Kelurahan Pasirkareumbi. Meode penelitian yang digunakan adalah penelitian deskriptif kualitatif dengan pendekatan empiris.   Hasil penelitian menunjukan bahwa Pemerintah Kelurahan Pasirkareumbi melalui Pelayanan Administrasi Terpadu Kelurahan (PATEK) belum sepenuhnya melaksanakan Konsep Agile Governace terutama pada prinsi Prinsip Systematic and Adaptive approach dimana Pelayanan Administrasi Terpadu Kelurahan Pasirkareumbi belum dapat melaksanakan pelayanan secara online karena masih terbatasnya Fasilitas dan Sumber Daya Manusia. Kata Kunci : Agile Goverment, Public Service, Pelayanan Administrasi Terpadu Abstract Pelayanan Administrasi Terpadu Kelurahan (PATEK) at the Pasirkareumbi Subdistrict Office, Subang Regency is a derivation of government policy regarding Pelayanan Administrasi Terpadu Kecamatan (PATEN) which is the government's effort to provide better services to the community. The concept of Agile Government as outlined in PATEK is expected to provide improved services to the community. However, in practice it is not optimal. Therefore, this research aims to see how the agile government concept is implemented through Integrated Village Administration Services to improve Public Services at the Pasirkareumbi Village Office. The research method used is descriptive qualitative research with an empirical approach. The results of the research show that the Pasirkareumbi Subdistrict Government through Pelayanan Administrasi Terpadu Kelurahan (PATEK) has not fully implemented the Agile Governance Concept, especially on the principles of the Systematic and Adaptive approach, where the Pasirkareumbi Subdistrict Integrated Administrative Services has not been able to carry out online services due to limited facilities and human resources Keywords : Agile Goverment, Public Service, Integrated Administrative Service

Abstract

Abstract The purpose of this study was to find out how much influence organizational climate has on employee productivity at the Subang Regency Regional Revenue Agency (BAPENDA). This research method is a type of descriptive quantitative research. In its implementation using data collection techniques such as questionnaires, literature studies, and observations with a sample of 92 people to be used as respondents. Penelitian dan penulisan ini membahas hal-hal yang berkaitan dengan Evaluasi Program Keluarga Berencana pada Dinas Pengendalian Penduduk Keluarga Berencana Pemberdayaan Perempuan dan Perlindungan Anak (DP2KBP3A) Kabupaten Subang dalam hubungannya dengan teori Brigman dan Davis (2008) dalam Firyal Akbar (2019:38) yaitu, indikator masukan (input), indikator proses (process), indikator keluaran (output) dan indikator dampak (outcome). Dalam penelitian ini menggunakan metode pendekatan kualitatif yaitu penelitian yang dilakukan pada kondisi objek yang alami, data yang dihasilkan bersifat deskriptif dan analisis data dilakukan secara induktif melalui pengamatan dan observasi, wawancara, studi kepustakaan dan dokumentasi. Sumber daya diperoleh dari informan melalui wawancara secara langsung dan dokumen diperoleh dalam bentuk peraturan perundang-undangan dan pengelolaan data. Penentuan sampel /informan dalam penelitian ini dilakukan dengan menggunakan purposive sampling yaitu sebanyak 4 orang. Hasil penelitian menunjukan bahwa pelaksanaan program Keluarga Berencana pada Dinas Pengendalian Penduduk Keluarga Berencana Pemberdayaan Perempuan dan Perlindungan Anak (DP2KBP3A) Kabupaten Subang sudah dilaksanakan sesuai dengan indikator-indikator evaluasi program, akan tetapi masih belum optimal. This research and writing discusses matters relating to the Evaluation of the Family Planning Program at the Subang Regency Family Planning Population Control Service for Women's Empowerment and Child Protection (DP2KBP3A) in relation to the theory of Brigman and Davis (2008) in Firyal Akbar (2019:38), namely , input indicators (input), process indicators (process), output indicators (output) and impact indicators (outcome). In this study using a qualitative approach method, namely research conducted on natural object conditions, the resulting data is descriptive and data analysis is carried out inductively through observation and observation, interviews, literature studies and documentation. Resources were obtained from informants through direct interviews and documents obtained in the form of laws and regulations and data management. Determination of the sample/informant in this study was carried out using purposive sampling, namely as many as 4 people. The results showed that the implementation of the Family Planning program at the Family Planning Office for Population Control for Women's Empowerment and Child Protection (DP2KBP3A) in Subang Regency had been carried out in accordance with the program evaluation indicators, but it was still not optimal. Abstract

Abstrak: Pencegahan korupsi merupakan tantangan kritis dalam konteks administrasi publik, dengan penekanan pada peran aparat administrasi publik yang memegang peran kunci dalam menjaga integritas dan transparansi pemerintahan. Penelitian ini bertujuan untuk menganalisis perspektif aparat administrasi publik terkait peran mereka dalam upaya pencegahan korupsi. Tinjauan literatur menyelidiki konsep pencegahan korupsi dan mendefinisikan peran khusus yang diharapkan dari aparat administrasi publik. Mengadopsi pendekatan analisis perspektif, penelitian ini memaparkan temuan dari penelitian empiris yang melibatkan responden kunci di lingkungan administrasi publik. Temuan ini menggambarkan pandangan dan sikap aparat administrasi publik terkait dengan pencegahan korupsi, mengidentifikasi faktor-faktor pendukung atau penghambat peran mereka. Implikasi temuan ini membawa kontribusi signifikan bagi pengembangan kebijakan dan praktik pencegahan korupsi di tingkat administrasi publik. Penelitian ini menyoroti pentingnya memahami perspektif internal aparat administrasi publik untuk merancang strategi yang efektif dalam mendukung integritas dan akuntabilitas pemerintahan. Abstract Corruption prevention is a critical challenge in the context of public administration, with an emphasis on the role of public administration officials who play a key role in maintaining the integrity and transparency of government. This research aims to analyze the perspectives of public administration officials regarding their roles in corruption prevention efforts. A literature review investigates the concept of corruption prevention and defines the specific roles expected of public administration officials. Adopting an analytical perspective approach, this research presents findings from empirical research involving key respondents in the public administration environment. These findings depict the views and attitudes of public administration officials regarding corruption prevention, identifying factors that support or hinder their roles. The implications of these findings make a significant contribution to the development of policies and practices for corruption prevention at the public administration level. This research highlights the importance of understanding the internal perspectives of public administration officials to design effective strategies in supporting the integrity and accountability of government.
