Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

This research aims to evaluate community participation in efforts to support the Regional Regulation of Tomohon City No. 1 of 2021 concerning Increasing Discipline and Law Enforcement of Health Protocols in Preventing and Controlling Covid-19. This study uses a qualitative method. The research results show that Regional Regulation of Tomohon City no. 1 of 2021 has been implemented well by the government in terms of socialization, implementation and supervision. However, community participation is still relatively low. In fact, the city of Tomohon is often included in the red zone for the spread of the Covid-19 outbreak. This proves that the level of community participation is relatively low. The influencing factors are 1) lack of understanding and awareness, 2) spread of incorrect information (hoaxes), 3) distrust of the government, 4) pandemic fatigue, 5) social and economic factors.

This study aims to determine the work motivation of employees at TK IV 02.07.01 Zainul Arifin Hospital in Bengkulu City. This study used descriptive qualitative method. Data collection used interview and documentation techniques by using the Classical Theory of Motivation Hierarchy of Needs by Abraham Maslow (1943). There were five assessment indicators used, namely: (1) Physiological, (2) Sense of Security, (3) Social, (4) Awards, and (5) Self-Actualization. The results of the study showed that employees at the hospital works with high motivation, fulfills rights in the form of salary and work holidays, provides employees' needs both at work and personal needs, creates a sense of security with existing protection, awards are given for every job done, availability training aimed at employees for self-development and additional knowledge of employees. Social relations between the employees and self- actualization are good enough, but there are still employees who are not able to socialize at work.

This manuscript is the result of research which aims to understand the reality of LP2M UNM collaboration which is implemented in research by collaborating with universities, schools, communities, private and government institutions. The methodology used is qualitative with interview techniques, documentation and observation. Qualitative analysis approach with steps of data collection, reduction, data presentation, and drawing conclusions. The data sources are documents, observations and interviews with informants who are directly related to the implementation of the collaboration, as well as several internal and external stakeholders involved. The argument from the results of this research is that "collaborative research in higher education can be of high quality if it is built from a study program based on the root of the problem, and has support from various interested parties, and is carried out in an integrated manner. in accordance with what has been agreed." There is also a cooperation agreement so that intensive relationships are established between all parties, and the implementation of the collaboration has opened a partnership network to share resources with various parties. The research conclusions are as follows: (1) The implementation of the collaboration has achieved its objectives; (2) Utilization of resources (people, facilities and funds) in implementing collaboration has been fulfilled; (3) Collaboration has supported the quality of research processes and products, as well as making a positive contribution to LP2M UNM, although not yet optimal. There are still support and obstacles from an economic, social and political perspective.

A management information system is an absolute necessity in every organizational body. Having a management information system is very helpful in carrying out the work processes of the organization or agency itself so that in the end it can work effectively, efficiently and as expected. The purpose of this research is to determine the role and efforts made by nagari in implementing digital nagari, this is done to increase the capability of nagari apparatus in providing services to the community. This research uses a qualitative method where the results obtained are descriptive data written based on sources obtained from books, journals, articles and the Nagari website. From the research carried out, it was found that the results of the discussion were that the use of information and communication technology must also be followed by the nagari government because the nagari is the spearhead of services that directly relate to the community so that work becomes more effective, efficient and able to fulfill the principles of information disclosure that have been mandated by the Openness Law. Public Information Number 14 of 2008. Efforts that can be made by nagari are by creating an official nagari website and an online sipena application which is useful for providing information effectively and efficiently to the public.

Registration of Minahasa Regency. The research method used is descriptive qualitative. The number of informants in this study were 5 people. Data collection uses observation, interview and documentation techniques. Data analysis through Data Reduction, Data Presentation and Drawing Conclusions. The results of the study show that the Public Service of the Department of Population and Civil Registration of Minahasa Regency is reviewed from 3 assessment indicators. in indicator 1). Service procedures for making E-ID cards are effective, both online and offline services, according to SOP 2). Inadequate facilities and infrastructure, or still not according to standards in terms of service time, employees have high discipline. 3). The competence of service delivery officers is reviewed after the completion time, there is a guarantee for completion time, but there are several internal and external factors that make the process of making this E-KTP hampered This study aims to describe the Public Services of the Department of Population and Civil, but for the entire service process, employees are always the intermediary in providing understanding and problem solver for every community who comes to get services in making E-KTP and also in the service process free of charge.

The creative economy industry has great potential in the movement of a country's economy, including Indonesia, unfortunately, domestically produced films are still less popular. This is inversely proportional to the public's enthusiasm for Korean dramas and films where Indonesia ranks first in the world as the largest K-Pop fan country. Korea's success in the film industry is inseparable from the role of Korean government agencies. This research aims to provide an overview portrait of the Indonesian film industry amid the existence of Korean films and see institutional strengthening using 3 institutional pillars according to Richard W. Scott. The institutional pillars used are regulative, normative, and cognitive pillars. The method used is descriptive qualitative through survey, in-depth interview and literature study. The results of the study are 1) the popularity of Korean dramas and films dominates and even beats Indonesian films/dramas, 2) The institutional pillars have not run well. This condition can be seen from existing problems such as the absence of institutions that regulate film in Indonesia from upstream to downstream, the absence of regulations related to the protection and development of production houses and local OTT platforms, and the absence of a roadmap for Indonesia's future film industry.

This study aims to determine the Principal's Strategy in Improving Employee Performance (Study at SMA Negeri 1 Bengkulu Selatan). This research is qualitative research which is presented descriptively. There were 6 informants in this study consisting of: 2 key informants and 4 key informants. Methods of data collection through interviews, observation, and documentation. The data analysis techniques used are data reduction, data presentation, and drawing conclusions. Based on the results of the research and discussion, it is known that employee performance (a study at SMA Negeri 1 Bengkulu Selatan has been carried out). This can be seen from the indicators discussed earlier, namely: (1) Positive Encouragement: there is an award given by the school principal to TU employees and the teacher council who have achieved achievements assessed by the school principal, in the form of a charter. (2) Perform a Performance Audit: Every year the principal conducts an audit both in terms of finance and performance checks of employees, both the teacher council and TU staff to assess performance results. (3) Set Performance Standards and Goals: The principal assigns duties and responsibilities to the teacher council and TU staff in accordance with their respective duties in carrying out their duties. (4) Give Feedback: To Employees Regarding Their Performance The principal can see from the absence of teachers and TU staff to check the attendance of early or late employees whether or not the tasks assigned are carried out. (5) Give Employees Compliments or Other Rewards Related to Performance. The existence of praise given or carried out by the principal to the staff of the teacher council, TU and students who excel by giving some kind of reward can be in the form of money that has been budgeted by the school committee.

This study examined the cultural capital possessed by Minangkabau nomads as the candidates of the DPR-RI Legislature in the 2019 Legislative Elections. Minangkabau is one of the ethnic groups in Indonesia which maintains a matrilineal kinship system and a tradition of merantau (travelling in pursuit of success). Merantau becomes a significant investment used by Minangkabau nomads to gain vote support for their candidacy as a member of the DPR-RI legislature in electoral political contestation, including the 2019 Legislative Election. The study utilized a qualitative descriptive method to collect data through interviews and documentation studies. The study results revealed that the figure of Minangkabau nomads candidates possessed the cultural capital and were able to manage this cultural capital to succeed in gaining significant victories in their respective constituency. The cultural capital of Minangkabau nomads could be seen from the two figures of Minangkabau nomads legislative candidates, namely Fadli Zon and Jon Erizal, including the institutionalized tradition of merantau, and the role Tungku Tigo Sajarangan (the traditional leaders) in the matrilineal kinship system. Through adequate cultural capital, the Minangkabau nomads were able to secure a big victory in their respective electoral districts.

Regional Technical Implementation Unit of Rendang Service and Development Center still faces obstacles in efforts to develop the Rendang Small and Medium Industry. So that coordination, integration, and synchronization with stakeholders from internal and external Payakumbuh City government are formed in a network governance. This paper aims to describe the implementation of network governance in the development of the Rendang Small and Medium Industry in Payakumbuh City. The author uses a descriptive qualitative approach to explain, record, and analyze data obtained from relevant literature studies. The phenomena found will be analyzed using network governance theory by Klijn and Koppenjan. The conclusion is that the implementation of network governance in the development of the Rendang Small and Medium Industry in Payakumbuh City has not run optimally due to unclear network management, despite the involvement and trust of stakeholders. This unclear network management has implications for achieving results that are not maximized. In general, the network formed has resulted in innovation, integrated solutions, contributions from stakeholders, problem-solving capacity, efficiency and support. However, it is still necessary to pay attention to indicators of resilience, conflict resolution, and network development due to poor network management.
