Core Subject : Science, Social,
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Meanwhile, local phenomena is easily picked up by international community to become international issues. Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? Abstract

This research discusses Subak as an irrigation system that irrigates rice fields to produce food, especially rice, which is the staple food of the community. Subak is always carried out together with religious ceremonies and has noble values related to the concept of Tri Hita Karana. The attraction that can be developed by combining tourism with agriculture is through the concept of ecotourism. One of these government programs is the Subak Lestari program. The findings of problems in the field faced by Subak Celemanik to be developed as an ecotourism area are that tourist attractions with a subak background have not been managed as the main attraction but tend to be as supporting tourism in Kerambitan District, the variety of tourist attractions offered is still small, the lack of subak's ability to provide supporting facilities, land conversion because it is considered property rights, the absence of local tour guides, and the absence of extensive subak marketing. The urgency of this research is carried out considering the massive development of tourism in Bali, resulting in rice fields, especially subak, starting to change function into tourist accommodation. The method used in this study is qualitative using SWOT analysis. The results of this study are that it is necessary to maximize the performance of the Subak management institution in establishing cooperation with the government or related stakeholders, increasing the participation of Subak members in supervising the implementation of customary laws and regulations.

Abstract

The globalized economy has significantly impacted labor migration, with Indonesian migrant workers being a prominent example of this trend. This study explores the effectiveness of recent legislative reforms and technological advancements aimed at improving the protection and management of IMWs. Despite substantial efforts, including the enactment of Law No. 39 of 2004 and Law No. 18 of 2017, and the introduction of digital systems such as SIAPkerja, SISKO P2MI, SIMKIM, and Portal Peduli WNI challenges persist. Complaints from IMWs have continued to rise, highlighting gaps in the current protection framework and the integration of information systems. The study reveals that technology has not yet fully succeeded in streamlining the bureaucratic processes of IMW due to persistent issues such as constant changes in the information system, the continued requirement for uploading government-issued documents during the registration process for IMW, integration problems between systems, such as SIAPkerja, SISKO P2MI, SIMKIM, and Portal Peduli WNI, as well as underutilization of these technologies. This research employs a qualitative approach through document analysis, and in-depth interviews. A sustainable and consistent system is needed to avoid confusing service users. Furthermore, full integration between technology system must be prioritized to create a unified, real-time information flow.

Abstract

The development of AI utilization in the world is progressing very fast. Oxford Insight data in the Government AI Readiness Index 2023, globally Indonesia's index ranking is 42nd out of 193 countries in the world, with a total score of 61.03; and Indonesia is 8th out of 18 East Asian countries. The government (Indonesia) can use AI to transform decision-making into a policy. However, in utilizing AI, the government is still faced with the problem of the legal basis that still uses the Circular Letter of the Minister of Communication and Information Technology Number 9 of 2023 concerning Ethics of Artificial Intelligence, and the National Strategy document for Indonesian Intelligence 2020 - 2045 so that ethical issues need to be addressed. The government's challenge in transforming decision-making will indirectly impact the policy cycle that has been carried out so far. For this reason, a short-term strategy is needed, namely, the government needs to make a policy on the use of AI in the form of a Presidential Regulation. For the long term, the government can establish an Ethics Commission as an ad hoc supervisory institution, which can oversee the use of AI by ethics.

Abstract

This study examines the application of Dynamic Governance in the investment climate development program in Gorontalo Province. The concept of Dynamic Governance includes adaptive and proactive governance in dealing with economic dynamics. The purpose of this study is to evaluate the effectiveness of local government policies in encouraging investment by considering factors such as regulations, infrastructure, and coordination between institutions. This research uses a qualitative approach through in-depth interviews with government officials, business actors, and investors. The results show that although Dynamic Governance has great potential in improving the investment climate, some key challenges still need to be overcome. These challenges include frequently changing regulations, weak cross-sectoral coordination, and inadequate infrastructure. These findings highlight the importance of more flexible, innovative, and participatory policies, as well as the need to increase the digitalization of licensing services to improve efficiency and transparency. This study contributes to the theory of Dynamic Governance by showing that dynamic governance can help local governments respond to investment challenges more effectively. The strength of this research lies in its in-depth and comprehensive qualitative approach, while its weakness is the limited scope of data that only focuses on Gorontalo Province. The results of this research are expected to be the basis for local governments in creating policies that are more responsive and relevant to the needs of investors.

Abstract

Forest and land fires are a phenomenon that often occurs every year in West Kalimantan. The indicative burned area in West Kalimantan in 2023 reached 154,167 hectares. The incident was 95% caused by humans who manage forests and land. Implementing regulations controlling forest and land fires and needing more protection of local wisdom are problems in tackling forest and land fires. This study aims to analyze the implementation of public policy vs. local wisdom in controlling forest and land fires in West Kalimantan. This research uses qualitative research methods with descriptive analysis. Data collection will be done using observation, interviews, and documentation. Based on the study's results, the West Kalimantan Provincial Environment and Forestry Service monitors and evaluates locations prone to forest and land fires on fire prevention activities such as counselling, making technical instructions, and procuring infrastructure. The limited quantity of human resources and budget, especially during socialization and firefighting, hampers policy implementation. The West Kalimantan government is committed to guiding communities or palm oil entrepreneurs in clearing agricultural land without burning. The flammable condition of peat soil complicates the fire extinguishing process. The government must prepare qualified human resources and a budget to provide continuous assistance and enforce strict sanctions against forest and land-burning perpetrators.

Abstract

Digital transformation is a necessity that requires all sectors, including the bureaucracy, to develop systems and service models that have an impact on society. In fact, the application of information technology, which is the seed of e-government, is not new in Indonesia, Presidential Instruction Number 3 of 2003 being the first step in the application of digital technology in a government system that continues to evolve. This study aims to identify the development of digital transformation policy trends over the past two decades (2003 to 2024) and analyze policy content to map topics to see the extent to which government policies on digitalization have supported digital transformation. The research method used is qualitative by analyzing policy content. The dataset obtained for this research analysis was 93 policies from four Legal Documentation and Information Network (JDIH) sites with the final result of filtering 38 policy documents which were then analyzed using QSR Nvivo 12 Pro software. The findings explain that digital transformation policies in Indonesia have experienced fluctuating developments. Although fluctuating, the development of the policies set reflects the government's efforts to play an adaptive role in responding to demands in the digital era. Then, the results of the policy content analysis show diverse, but interrelated policy topics in creating a digital ecosystem towards digital transformation efforts.
