Abstract

E-government is an effort to create good government management, including the creation of a digital service innovation, namely Sabdopalon, in Jombang Regency to improve the quality of services in villages. This article aims to determine the implementation of digital service innovation in Sabdopalon village in realizing e-government as well as the obstacles in its implementation. To find out, qualitative research methods were used with a descriptive type and data collection techniques including observation, interviews, and documentation. The analysis in this research uses elements of e-government success according to the Harvard JFK School of Government, namely Support, Capability, and Value. The research results show that the implementation of e-government through Sabdopalon's digital service innovation has not been implemented well. Even though there are legal guarantees from the local government, the infrastructure is not yet supportive enough and outreach is not comprehensive enough. The relationship with human resource capacity is still not optimal, but the budget is sufficient. In terms of value, it is good, that the existence of Sabdopalon makes it easier for people to get services, especially village administration correspondence. Obstacles encountered include a lack of human resources who understand IT well, many people do not know about the existence of Sabdopalon, and the uneven distribution of the internet network. Based on this, the local village government needs to optimize the implementation of Sabdopalon services through comprehensive socialization and provision of supporting infrastructure, as well as equal distribution of the internet network. so that the benefits of Sabdopalon services can be felt widely by the community.

Abstract

The One Data Policy aims to improve data openness practices by ensuring the availability of high-quality data to the public through open data portals, both at the national and regional levels. This research aims to evaluate efforts to develop the One Data Policy in Public Services in the Sleman Regency by analyzing six indicators: agenda setting, problem analysis, operational plans, implementation, monitoring, and evaluation. Qualitative research method with a case study approach with data sources obtained from scientific articles, mass media, and Sleman Regency regional regulatory documents. The research results show that implementing identified agenda-setting is related to inaccurate data and non-compliance with policies by increasing the capacity and quality of human resources through good governance and communication. Problem analysis highlights the importance of using actual data in decision-making. One Data Regency's operational plan facilitates access to government services even though implementation has not been evenly distributed due to digital limitations. Implementing the One Data policy in the Sleman Regency involves building communication and collaboration. Monitoring and evaluating Satu Data Sleman Regency shows that socializing policies to the community and providing incentives or sanctions to policy implementers are used to overcome obstacles. Recommendations for developing One Data in Sleman Regency by strengthening data quality, investing in human resource training, expanding digital infrastructure, better communication and collaboration, socializing policies, and a culture of using data in decision making.

Abstract

Technological developments in the era of digitalization have brought major changes to the needs of the community, especially in Tangerang City, including electronic-based community services (E-Service), which continue to increase. Therefore, the Tangerang City government created an application called Tangerang Live to help the government respond to suggestions and input from the public. In this research, the author applies quantitative research methods by randomly collecting samples from the total population of Tangerang Live application users of 546,111 users in 2021, then carrying out calculations using the Slovin formula to get the number of samples used in this research to be 400 users. Data collection in this research uses the relationship between the E-Service and community satisfaction variables. This research aims to prove the influence that occurs between these two variables. The 28 questionnaire statements were declared valid and reliable because the calculated r value and reliability value were greater than the table r value. The hypothesis in this research is proven that there is a positive and significant relationship between E-Service and community satisfaction. The conclusion of this research states that the better the quality of E-Service in the Tangerang Live application, the more substantial jurisdiction it will have on the level of satisfaction of the people who use the Tangerang Live application.

Abstract

This article aims to examine and understand the power relations that occur between ethnic Malays and Chinese in local political electoral contestation in the Bangka Belitung Islands Province. The location of this research is West Bangka Regency. The phenomenon of the election of Regent and Deputy Regent pairs from Malay and Chinese ethnic groups in the last two Regional Head Elections in West Bangka Regency is the basis for the importance of this research. where previously ethnic Malays always dominated the district's electoral political contestation. West Bangka stands. The article objects are selected Malay and Chinese elites, political parties and winning teams. This article uses political identity theory and modalities in politics. Qualitative descriptive research method with data collection techniques using interviews, documentation and observation. Meanwhile, to select informants using purposive sampling technique. This research concludes that there is a Malay - Chinese (Sukirman and Bong Ming-Ming) happens naturally, the historical traces of these two ethnicities have existed since the opening of this area until it developed to what it is now. These two ethnic groups then strengthen each other in various aspects, both political, economic and socio-cultural. Each ethnic group attempts to exert power by accumulating and mobilizing various forms of capital to maintain or seize social position. In regional election battles, actors (ethnic groups) mobilize all their capital to influence, gain support and seize social positions in society.

Abstract

Efforts to realize household food security in Pekanbaru City are still not optimal, because there are still food insecure households. This study aims to identify and evaluate internal and external factors and formulate strategies to improve household food security in Pekanbaru City. This research uses qualitative research methods with data collection techniques: interviews, Focus Group Discussion (FGD) and documentation studies. The data analysis techniques used are evaluation of internal and external factors and SWOT analysis. The results of this study identified 26 strategic factors to improve household food security consisting of 12 internal factors and 14 external factors. The most important internal factor is the availability of food is quite good while the most important external factor is a strategic geographical location. Based on the results of the evaluation of internal and external factors, the strategy to improve household food security is in quadrant III with strategies to overcome weaknesses by taking advantage of opportunities. This study recommends five alternative W-O strategies which are then elaborated into several action plans to improve household food security in Pekanbaru City.

Abstract

World Cleanup Day is an environment-based social movement that aims to free the earth from waste and ultimately become a movement for mitigation and adaptation to climate change. Waste is the main problem in Bandar Lampung City due to the dominance of human activities. The purpose of this study is to see the World Cleanup Day movement as a form of concern for the environment in Bandar Lampung City. This study uses the library research method with documentation data collection techniques and data analysis using content analysis. The results of the study show that the World Cleanup Day movement views nature as a home so that all its resources are needed by humans more than they know. The waste problem is the result of uncontrolled human activities, so the best collective action is needed to fix it. The values of this movement are Cooperation, Positivity, Leadership, Technology, and Fun. This movement is present as an act of triggering positive mindset changes and actions to increase public awareness of the waste problem in Bandar Lampung City. The World Cleanup Day movement collaborates with the government, volunteers (community), and other communities. So far the implementation of the movement has been running optimally.

Abstract

Women's representation to become regional heads has the same position and opportunities as men. At 27 years old, Rezita Meylani Yopi is the youngest and first woman to serve as Regional Head in Indragiri Hulu Regency, Riau Province. At this relatively young age, Rezita's approach to building relationships through communication has its appeal both in government and in society. This research aims to analyze Rezita Meylani Yopi's communication style in carrying out her duties as Regent of Indragiri Hulu. The research method used is a qualitative research method with a descriptive approach. The location of this research was carried out at the Regent's Office of Indragiri Hulu Regency, Riau Province. The results of the research show that the communication style used by Rezita in carrying out her duties as Regent of Indragiri Hulu is an Equality Communication Style. This communication style prioritizes an emotional approach to building relationships with the public in Indragiri Hulu Regency. Apart from that, the communication that was built also depicted two-way communication that was not only centered on Rezita as the regional leader.

Abstract

This study discusses the constraints in budget utilization and formulates a participatory and collaborative strategy in encouraging economic growth in the Central Lombok Regency Regional Government. This study is intended to analyze the constraints faced so as to formulate strategies using the SOAR method. The type of research used in this study is descriptive qualitative using observation, interview and FGD methods. In formulating the Strategy, this study used SOAR analysis. The study results reveal that there are several obstacles in budget absorption in Central Lombok Regency including: (1) Low technical and managerial skills of local government apparatus in managing the budget; (2) limited adequate facilities and infrastructure to implement development projects; (3) the existence of complex and slow bureaucratic problems in the process of procuring goods and services; (4) lack of coordination and communication between work units within the local government which hinders the effectiveness of budget absorption; (5) lack of public awareness and participation in monitoring the use of local budgets. Meanwhile, to overcome these obstacles, several strategies have been formulated by analyzing them using SOAR. The results of the analysis resulted in several strategies including: Some strategies that have been formulated by looking at strengths and appreciation include: (1) Increasing human resource capacity such as training for PPK, treasurer, finance manager and goods and services manager; (2) Preparing measurable financial planning such as each activity must have a measurable indicator target; (3) Simplifying the process of procuring goods and services. In addition, strategies that have been formulated by looking at opportunities and appreciation include (1) Creating cooperation between actors in the budget absorption process; (2) Strong commitment from the leadership; (3) Creating effective communication in work activities. When looking at the strategies generated by looking at strengths and results, several strategies are obtained, among others: (1) Maximizing the potential of existing human resources so that budget absorption is on time; (2) Ensuring that the budget is used effectively and efficiently. For the next stage, see the strategies resulting from identifying opportunities and results including: (1) Expanding the network of cooperation so that the budget allotted can be maximized properly; (2) Arranging measurable programs and activities so that there is no accumulation of work at the end of the year.

Abstract

Riau Province is a region that has a high level of corruption among regional heads in Indonesia. Apart from the high level of corruption, community behavior also shows a tendency towards transactional behavior by asking for rewards, assistance and souvenirs from candidates in the regional election process. Likewise, elites and society seem to be breeding grounds for corruption, by asking candidates for donations and various forms of materials and services so that candidates have high costs in the regional election process. This research uses a cultural perspective in analyzing the phenomenon of corruption. The aim of this research is to explain how the behavior of the Riau people in the regional elections is related to the corrupt behavior of regional heads. Using qualitative methods, data collection techniques through in-depth interviews, and informal selection through purposive sampling, research findings were obtained that in the regional election process for the Governor of Riau, there was behavior of the community, figures and elites who tended to be transactional by trying to ask for various kinds of rewards such as money, goods, services. and facilities for candidates in the regional election process. Such behavior is common in Riau and even tends to be "excessive" so that this has an impact on social burdens and high levels of political funding. This then has implications for the tendency of corruptive behavior of regional heads as shown by the case of the three accused governors of Riau. This research concludes that there is a relationship between the behavior of the community and elites who often ask for money, goods, services, assistance and facilities from regional head candidates or regional heads with the high level of corrupt behavior of regional heads in Riau.

Abstract

The policy of electrification of transportation modes in DKI Jakarta has created debate among the public, especially on social media. The policy of creating an environmentally friendly electric transportation ecosystem is not accompanied by supporting aspects of sustainable transportation. This research explores this debate by linking it to aspects of sustainable transportation, such as the environment, society, and economy, to understand and assess the development of transportation electrification. The qualitative method used in this research is a Q-Das approach using NVivo 12 Plus as software that helps collect and analyze data found on social media. The study found that the public needs to view transportation electrification policies as fully sustainable. Firstly, in the social dimension, the public criticized the policy of transitioning transportation to electricity without being accompanied by an energy transition as a "false solution". This is based on the energy source for electric transportation originating from coal-fired power plants, which are also the main contributors to pollutants. Second, in the economic dimension, the public views that the massive electric transportation ecosystem still needs to be supported by supporting aspects such as the availability of SPKLU. The estimated time for recharging batteries, which is relatively long compared to refueling conventional transportation, is considered to hamper and influence public economic activities. In the environmental dimension, the public criticizes that if a massive transportation electrification policy is carried out, it will require excessive electricity use. This is seen as inefficient and creates new problems that previously stemmed from excessive fuel use.
