Abstract

This study aimed to determine the role of institutional manager of micro, small and medium business during the Covid-19 Pandemic, study on the Departement of Industry Trade, Cooperatives and UKM, Mukomuko district. This research used a qualitative approach with data collection techniques by conducting observation, interview and documentation. The data was analyzed by combining it into categories, breaking down into units to choose which ones are important to answer the existing problems. The results of the research show that the the role of institutional manager of micro, small and medium business during the Covid-19 Pandemic on the Departement of Industry Trade, Cooperatives and UMKM, Mukomuko district is necessary to develop human resources which is an important factor for UKM players. Human Resource Development can be done with monitoring and traning. Insfrastructure development is an important factor for the empowerment of UMKM in production and marketing infrastructure with market development to support the growth of UMKM in Mukomuko District and monitoring of market management. Work programs are an important factor for the success of UMKM with the ability to develop business from the work programs made, business development is carried out with coaching during the Covid-19 Pandemic, UMKM experienced decreased income, decreased purchases, and were constrained in marketing and distribution of raw materials

Abstract

Pagar Alam City is one of the tourist destinations in South Sumatra. Tourism objects, both natural attractions, religious tourism objects in general, still need more improvement and development. The tourism development strategy in Pagar Alam needs to be managed and considered better, namely by maximizing the need for development experienced by tourists and appropriate facilities and infrastructure. The mechanism that will determine how the service products provided by the government to tourists are in providing the best public services because the government's role is demanded for quality and has the ability to satisfy tourists. The purpose of this research, among others, is to know the Tourism Development Strategy of Pagar Alam City. In this study using descriptive type. Descriptive research is the steps to re-interpret objects about the state of social phenomena contained in the problems studied. The Government's steps in the Pagar Alam City Tourism Development Strategy are: (1) Tourism Object Facilities and Infrastructure Development Strategy, (2) Market Development Strategy, and (3) Human Resource Development Strategy

Abstract

Education is one thing that is very important and is a necessity for all people to achieve prosperity. The government continues to make improvements by changing policies in education sector, such as the policy of Merdeka Belajar, which means to be free to innovate, learn independently, and be creative. In line with the concept of Merdeka Belajar, the existence of libraries as one of the non-formal education units or public service institutions has a very important role in producing human resources with superior character, intelligence, and competitive. One of the such institutions is the Kerano Kuncoro library. This study aims to describe service quality of the Kerano Kuncoro library in Sri Kuncoro Village, Pondok Kelapa District, Bengkulu Tengah Regency and the efforts made by the Kerano Kuncoro library in improving service quality. This study uses a descriptive method with a qualitative approach. Data collection technique used were observation, interviews, and documentation. The results of this study indicate that the quality of service in Kerano Kuncoro village library is good based on three-dimensional service quality measurements, namely the quality of interaction, the quality of the physical environment, and the quality of results along with their indicators. Even so, there are still some indicators that have not gone as expected, like the limited number of experts in library sector. However, to produce excellent service, the Kerano Kuncoro library makes several efforts such as conducting library promotion activities, developing and enhancing librarian creativity and developing library material collections. This is evidenced by the various awards won by the library at both the district and provincial levels

Abstract

Akselerasi pelayanan publik berbasis online adalah Nawacita presiden Joko Widodo untuk membangun negara Indonesia dari daerah pinggiran dan desa (daerah 3T), berkonsep e-government system. Yaitu melakukan tranformasi Pelayanan Publik dari yang semulanya konvensional menjadi pelayanan dengan sistem digital. Untuk mewujudkan Nawacita itu pemerintah mengeluarkan Pepres Nomor 18 Tahun 2020 tentang RPJM Nasional 2020-2024 yang bertajuk Sustainable Development Goals (SDGs). Selanjutnya tujuan dari penulisan artikel ilmiah ini adalah upaya memaparkan pembangunan jaringan 4G di daerah 3T dapat mengakselerasi Pelayanan Publik kearah yang lebih baik. Adapun metode penelitian ini dilakukan dengan menggunakan studi kepustakaan atau literatur review, yakni menggunakan data-data dari penelitian terdahulu, baik dari jurnal-jurnal Nasional maupun jurnal Internasional yang telah dipublikasikan di media masa. Selanjutnya hasil penelitian ini menemukan bahwa perkembangan e-government system di Indonesia, dinilai masih belum begitu optimal, hal ini dapat dilihat dari data yang menujukan bahwa masih terdapat 12.548 desa (di daerah 3T maupun daerah non 3T) di Indonesia belum terjangkau jaringan 4G. Sehingga impelementasi e-government system masih jauh dari harapan masyarakat walaupun demikian pemerintah tetap melakukan perbaikan-perbaikan pembangunan dengan dibuktikan 59.442 Desa/Kelurahan di Indonesia sudah dibangun jaringan 4G. Jadi kesimpulannya adalah pembangunan jaringan 4G di daerah Terdepan, Tertinggal dan Terluar, sangat penting dilakukan pemerintah demi pembangunan berkelanjutan

Abstract

This study aims to determine the organizational culture applied at PT Kereta Api Indonesia (Persero) based on the level of organizational culture, namely: basic assumptions, values, and artifacts. Organizational culture plays a major function in modeling the behavior and performance of the company through the collective efforts of each member. The research method used is qualitative with emphasis on documentation as a data collection technique in this study. Meanwhile, data analysis was carried out in a narrative manner. The empirical findings in this study focus on organizational culture at PT Kereta Api Indonesia (Persero) which as a whole shows the company's success in improving management and employee performance. In addition, it has a significant impact on customer satisfaction and the good image of the company. PT Kereta Api Indonesia (Persero) provides excellent service to customers, where they are a top priority for the company. The change in orientation to excellent service to customers makes PT Kereta Api Indonesia (Persero) able to compete in the global market era.

Abstract

At the beginning of 2020, Covid-19 was officially declared as a global pandemic outbreak that had an impact on all sectors of life by the World Health Organization (WHO). In preventing this virus, community participation is important. In this case, the community at Nogotirto Village also participates actively in the efforts to prevent Covid-19 by obeying the policies and recommendations set by the government. This study aims to determine the community participation in the implementation of Covid19 prevention policies and provide input to Nogotirto Village Government. This research method employed a qualitative approach through observational data collection techniques, interviews and documentation. The technical analysis of the data used was data reduction, data presentation and drawing conclusions. Based on the results of this study, the community participation at Nogotirto Village in general is good even though the community participation has not been maximized. The form of participation of Nogotirto community in the Covid-19 prevention process is clearly tangible and not tangible. In addition, the factors supporting community participation in preventing Covid-19 at Nogotirto are the willingness, ability and opportunity factors. However, the inhibiting factors for community participation in preventing Covid-19 at Nogotirto are the lack of education, fanaticism towards religion and also lack of trust in the government. In the Covid-19 prevention process, the government is expected to be more consistent in carrying out prevention activities and supervising community activities, especially in public places

Abstract

The purpose of this paper is to provide a general description of Sofifi's condition which will serve as a Special Capital Region of North Maluku Province. In this case, Ternate, which is the temporary capital of North Maluku, is placed as the city center, as if forgetting Sofifi as the official capital of North Maluku Province. After nearly 22 years, the discourse of moving the capital city of North Maluku Province from Ternate to Sofifi has come to light. This year, the central government plans to make Sofifi a special area to support its readiness to make the transition to moving the provincial capital. In this writing, the method used is literature study in the form of journals, scientific literatures, books, news, and so on. The analysis used in this research is qualitative. The definition of qualitative research itself is research that produces descriptive data regarding spoken and written words, and observable behavior of the people being studied. In qualitative research, the research process is carried out continuously so that the stages of data collection, data processing, and data analysis are carried out simultaneously during the research process. Therefore, the data used, especially in this writing, are in the form of descriptive word descriptions

Abstract

The problem that exists in the management of land assets owned by the Regional Government of Pagar Alam City is the large number of government-owned lands that have not been certified, then there is still land that overlaps with the community, this makes it important to manage good land assets belonging to the City Government of Pagar Alam. The formulation of the research problem is to find out how the managementf of land assets owned by the Regional Government of Pagar Alam City and what factors support and hinder thef implementation of this management. The purpose of this study was to determinef the managementf of land assets owned by the Regional Governmentf of Pagarf Alam City as well as the supporting factors and management constraints. Researchers used a qualitative descriptive research method. In this study, the data used are primary and secondary data obtained through interview, observation, and documentation techniques. Furthermore, this study uses data analysis techniques from miles and huberman. The management of land assets belonging to the Regional Government of Pagar Alam City which is carried out by the Regional Finance Agency of Pagar Alam City in the management inventory carried out has been optimal considering the land asset data is quite complete. Unlike the case with certification and also utilization where researchers can conclude that the management is still not optimal, it can be seen from the existence of uncertified land, maintenance that is not running and utilization of land assets is still very minimal where there is still land that has not been certified. there are still many abandoned and abandoned land assets. The supporting factor for the management of land assets owned by the Pagar Alam City Government is the existence of an SOP or standard operating procedure that helps in the implementation of management, as well as good communication. Meanwhile, the inhibiting factor can be seen from the attitude of the related officers as policy implementers who are still not good enough as the apparatus. In addition, there is still a lack of supporting facilities for land guardrails, which often creates problems between the government and people who like to recognize rights to land owned by the government.

Abstract

This study aims to determine the effect of organizational change on employee performance with organizational commitment as an intervening variable. The samples in this study were employees at the Financial Education and Training Agency. The analytical method used is a quantitative method using a questionnaire instrument. All indicators used are valid and reliable. The statistical method used to see the effect between variables is linear regression analysis. Based on the results of the study it was concluded that organizational change had a significant positive effect on organizational commitment and employee performance at the Financial Education and Training Agency. Affective commitment has a significant positive effect on employee performance at the Financial Education and Training Agency. Continuance Commitment and Normative Commitment have not significantly affected the performance of employees at the Financial Education and Training Agency. So that when there is an organizational change, this can be used as material for consideration for the leadership on the method of implementing policies that have been set by the organization

Abstract

Objectives – Decision-making structures are usually associated with the logistical challenges experienced during disaster operations. However, the alignment between the operational level and the decision-making structure is usually neglected. The purpose of this paper is to provide an analysis of the suitability of the two levels and their impact on performance. Design/methodology/approach – This study uses a case study approach in Garut Regency. Through a review of disaster management policies in the region, interviews and secondary data, this paper provides an analysis of the current decision-making structure, logistics activities carried out by the authorities and the impact of alignment between the two components on  logistics support performance. Findings – The analysis shows that some of the challenges commonly associated with centralization are actually rooted in alignment with the operational level. Logistics performance is negatively affected by faulty assumptions, poorly planned procedures, inconsistent decision making, and poorly designed structures. This case demonstrates the need to align the operational level with a centralized perspective to increase responsiveness, flexibility and interaction between different organizations. Originality/value – This paper identifies the impact of misalignment between decision-making structures and the operational level on logistics performance, an area that has not been studied at this time. Moving from current arguments about appropriate decision-making structures for disaster management to identification of components for implementing an efficient and effective disaster management system. In addition, this paper provides recommendations for best practices in humanitarian logistics, namely: applicable to Garut and other regions that use a centralized decision-making approach.
