Abstract

This research is entitled Representation of Belis as Cultural Identity of East Nusa Tenggara in the Film Nona Manis Sayange. The background of the research suggests that the belis tradition plays an important role as a marker of cultural identity in East Nusa Tenggara, but also faces social problems including economic burdens, power relations, and gender dimensions that are mediated and represented through film. This research aims to identify and interpret the meaning of belis in the film Nona Manis Sayange 2023. The method used is qualitative with Roland Barthes' semiotic analysis to read signs at three levels of significance (denotation, connotation, and myth), as well as Stuart Hall's representational framework to understand the process of encoding-decoding meaning in the film text. Primary data in the form of selected scenes in a number of key scenes from the film's duration of 1 hour 42 minutes, then analyzed textually and visually. The results show that the film represents belis as a multi-layered phenomenon: denotatively it appears as a traditional ritual that connects families; connotatively it functions as an indicator of social status, economic pressure, and an arena for gender negotiation; at the mythical level, the film provokes discourse that belis can be a determinant of self-esteem and worthiness. However, the film also opens up space for criticism and reinterpretation, showing that belis can be preserved as a cultural heritage while being recontextualized to be more just and humane. The implications of this research recommend that cultural representation in the media be carried out contextually, reflectively, and sensitively to social dynamics.

Abstract

The construction of the Plaza Aspirasi Building experienced significant delays due to the contractor's weak technical and managerial readiness, land issues that led to a 43-day work stoppage, and the contractor's unpreparedness to fulfill the implementation plan. This condition caused the progress deviation to continue to increase until the project entered the critical contract category. This study aims to analyze the role of the Commitment Making Officer (PPK) in handling delays. Project delays occurred due to two factors: excuseable delays such as land claims by residents and non-excuseable delays in the form of the contractor's inability to manage the work project. The results of the study indicate that the PPK has carried out its contract control function systematically through issuing warnings, temporary suspensions, evaluation meetings, implementing tiered SCM, cross-agency coordination, and providing opportunities for work completion. Overall, the impact of delays on the project is not only seen in time deviations, but also spreads to the internal costs of service providers, work quality, and the effectiveness of contract management.

Abstract

Abstract

The tai-otoshi slam is an important technique in judo that requires arm muscle strength and technical mastery. The rubber uchikomi method as a repetitive exercise is considered effective in improving technique and increasing muscle strength. This study aimed to analyse the relationship between arm muscle strength, rubber uchikomi method, and tai-otoshi technique ability in judo athletes at Padepokan Judo Kesatria Bhayangkara (PJKB). This study used a descriptive quantitative method with a correlational approach. A total of 66 judo athletes from PJKB were sampled. The independent variables were arm muscle strength and rubber uchikomi method, while the dependent variable was tai-otoshi technique ability. Data were collected through muscle strength tests, training observations, and tai-otoshi technique assessments, then analysed using Pearson's correlation test and multiple linear regression. The study showed a significant relationship between arm muscle strength and tai-otoshi technique ability (r = 0.898, p < 0.01), as well as a positive relationship between the rubber uchikomi method and tai-otoshi technique (r = 0.367, p < 0.01). Simultaneously, arm muscle strength and rubber uchikomi method had a very strong relationship with tai-otoshi technique ability (R = 0.917, R² = 0.841, p < 0.01). This result confirms the importance of combining arm muscle strength training with the rubber uchikomi method to improve tai-otoshi technique mastery. Strength training provides power and stability, while rubber uchikomi improves movement patterns and builds muscle memory. Arm muscle strength and the rubber uchikomi method significantly contributed to the performance of the tai-otoshi technique. Coaches are advised to integrate these two methods in judo athletes' training programmes to improve technique effectiveness.

Abstract

In practice, the application of criminal law and civil law often intersect or intersect. There are conditions where a criminal case also has a relationship with the civil aspect or vice versa in a civil case has a relationship with the criminal aspect. There is an overlap between the provisions of criminal law and civil law, especially when assets belonging to debtors are confiscated. The curator who exercises his authority often has to deal with investigators, especially if the assets included in the bankruptcy estate are also the object of criminal confiscation. The main problem in this study is how the intersection between the regulation of criminal confiscation and general confiscation and what is the legal position of bankruptcy assets as assets confiscated by the state in cases of corruption. Using normative juridical research methods using the legal approach (Statute Approach), conceptual approach (Conceptual Approach) and case approach (Case Approach). This research uses secondary data collected by the literature study method (Library Research) and then analyzed qualitatively. This provision gives rise to dualism in regulating the legal status of confiscated goods, because both bankruptcy law (private law) and criminal law (public law) both provide an imperative basis for confiscation. In Indonesia's positive law, criminal confiscation is prioritized even though it is temporary because it aims to ensure the availability of evidence. If the confiscated goods are confiscated for the state, the creditor cannot claim the right to them because they must be subject to a criminal verdict that prioritizes the public interest. On the other hand, if the goods are returned to the curator, then the settlement is continued through a general confiscation mechanism in accordance with bankruptcy law.
