The existence of street vendors (PKL) becomes the most urgent and empirical problem to be handled seriously for the local government to find a solution immediately. Contemporary phenomenon, frequent eviction of the existence of street vendors (PKL) demands the local government to find a place or alternative location for street vendors (PKL) in running their business.This study aims to determine the implementation of policies and factors that influence the policy of structuring street vendors (PKL) in Kendari City. This research uses qualitative descriptive method with informant determination technique by purposive sampling. While the collection technique, through; observation, interviews and documentation.The results of the study showed that the implementation of street vendors (PKL) structuring policy in Kendari City had been going well enough, while the influential factors were the lack of policy socialization, levies levied on street vendors (PKL), so that the difficulty was put in order.

Penelitian ini bertujuan untuk mengetahui Manajemen Pelayanan Bansos Rastra di Kelurahan Basirih Kota Banjarmasin serta faktor-faktor yang yang menghambat dari Manajemen Pelayanan Bansos Rastra di Kelurahan Basirih Kota Banjarmasin. Penelitian ini menggunakan Penelitian ini menggunakan pendeatan deskriptif kualitatif.Informan yang ada dalam penelitian ini adalah TKSK ( Tenaga Kesejahteraan Sosial Kecamtan), Dinas Sosial Kota Banjarmasin, Kelurahan Basirih, Ketua RT Setempat , KPM (Keluarga Penerima Manfaat). Teknik analisa yang dipakai menggunakan tahapan menurut Miles dan Huberman yakni pengumpulan data, reduksi data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa manajemen yang ada dalam tahapan Bansos Rasta masih ada beberapa faktor permasalahan yang di alami yakni pada masalah teknis penyaluran dan pada tahap penetapan pergantian KPM, maksud dari pergantian disini yaitu masyarakat yang mendapatkan bantuan tersebut sudah dapat dikatakan mampu dalam prekonomian nya maka masyarakat tersebut tidak berhak lagi mendapatkan bantuan tersebut akan tetapi pada manajemen pelayanan bansos rastra di Kelurahan Basirih ada sedikit keterlambatan untuk masalah pergantian KPM yang sudah dikatan mampu dengan yang tidak mampu , pada tahap penyaluran kepada KPM masih adanya stock beras yang ada di gudang kelurahan setelah peneliti melakukan observasi maupun melakukan fakta di lapangan ternyata stock beras tersebut hanyalah bersifat sementara yang mendapatkan bantuan masyarakat maka dari itu lah beberapa faktor penghambat dari Bansos Rastra yang ada di Kelurahan Basirih Kota Banjarmasin.Kata Kunci: Bansos, Kelurahan, KP.

This study aims to describe theEffectiveness of Using Village Funds on Village Development in Salat BaruVillage and Babai Village in Karau Kuala District from 2017 budget year. This research method uses a qualitative research approach with a qualitative descriptive research type. Data collection techniques used were observation, interviews, and documentation studies. Data analysis techniques are through the stages of data reduction, data presentation, and drawing conclusions/verification. The results founded that using of the Village Fund by the Salat Baru village governments or Babai village governments was still quite effective for village society when viewed from the implementation and needs of the village society because all the development programs implemented are opinions or idea from the village society. But , its can said still less effective when viewed from the implementation of the Village Minister's Regulation on the priority of using the Village Fund because in determining the goals and objectives of the use of the Village Fund only focused on physical development or village infrastructure development

This research is motivated by environmental pollution because many people do not yet have access to proper domestic wastewater sanitation. Kapalo Koto Village is one of the priority villages in handling sanitation in Padang City. The results showed that of the four variables proposed by Wibowo, it can be concluded that the Performance of Community Level Management Organizations in the Utilization and Maintenance of the Results of the SANIMAS Program in the Kapalo Koto Village Padang City has not yet reached its maximized. Utilization and maintenance activities of the SANIMAS Program result in the Kapalo Koto Village experienced several obstacles. Caused by several indicators that have not been maximized, such as the capability of low Community Level Management Organizations, sources of funding from beneficiary community contributions for program maintenance and development are not collected. The implementation of utilization and maintenance activities is still not routinely carried out. Continued monitoring is not conducted regularly and evaluation activities are not carried out annually. However, if seen from the benefits generated by the SANIMAS Program it has an impact on reducing pollution to the residential environment, thereby causing an increase in the level of public health. In an effort to fulfill the obligation as a good Indonesian citizen of the city of Banjarmasin trying to obtain a personal identity in this case is a resident ID card (KTP), as a legitimate citizen in the Indonesian law. Therefore, if the identity card (KTP) is damaged/lost/change in identities or resident data, the community of Banjarmasin is trying to get the service from the population Office and civil registration of Banjarmasin City to the community. The goal that is to be achieved in this research is to find out what are the changes in the renewal service in the city of population and civil registration services of Banjarmasin and the renewal factors of resident identity card (KTP) and civil registration service of Banjarmasin City. This research is done with a qualitative approach with the type of research used is deskritif, the location of research in the Department of Population and Civil registration of Banjaramasin City. The technique of collecting data on this research is observation and interviews. The results of the renewal service of E-KTP of population and civil registration services Banjarmasin City can be concluded that in general, the renewal of E-KTP service in the population Office and civil registration of Banjarmasin City is not maximally well. The inhibitory factor in the renewal of E-KTP service in the population Office and civil registration of the city of Banjarmasin is from service. Suggestion submitted to the Ministry of Occupation and civil registration of the city of Banjarmasin based on the conclusion, researchers suggested to the population service and civil registration of Banjarmasin City to fix indicators that are considered still less successful so that the renewal service E-KTP in the population office and civil registration of the city of Banjarmasin can be categorized well.

Regional tax is one of the main in state revenues. With the existence of regional autonomy, members of the government are strong for autonomous regions, namely being able to organize and manage their own households. Local governments need to maximize the potential of local taxes. This research use qualitative method with qualitative descriptive type. Indicator Based From Tax implementation such as SISMIOP Maintenance data base, Mass print simulation, bulk print, Submission of SPPT and DHKP PBB, billing, payment and evaluation meeting, So the Results at BP2RD departure point can be concluded Good Enough Against Admissions PAD. Supported by the local government, sufficient budget and facilities. And the State Civil Apparatus, lack of socialization and public awareness as an inhibiting factor. This research recommends the BP2RD office of Barito Kuala District to be more active in registering and socializing the Land and Building Tax to the public so that the public is aware of paying land and building taxes.

Kota Padang berada di daerah yang rawan bencana, untuk itu dibutuhkan sebuah upaya meningkatkan kesadaran masyarakat dalam menghadapi bencana atau biasa disebut dengan mitigasi bencana. Peningkatan kesadaran masyarakat menghadapi bencana ini dimulai pada anak usia dini dan dilakukan di ranah pendidikan. Upaya itu diwujudkan dengan sebuah kegiatan bernama Sekolah Cerdas Bencana. Kegiatan ini dilakukan ke sekolah-sekolah yang berada pada zona merah tsunami. Dalam melaksanakan kegiatan Sekolah Cerdas Bencana dibutuhkan sebuah kapabilitas Pemerintah Kota Padang. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis kapabilitas Pemerintah Kota Padang dalam mitigasi bencana melalui Sekolah Cerdas Bencana. Teori yang digunakan dalam penelitian ini adalah Model Kapabilitas Pemerintah dalam Manajemen Bencana menurut Kusumasari, Alam dan Siddiqui yang memiliki 6 variabel, yang terdiri dari kelembagaan, sumber daya manusia, keuangan, implementasi kebijakan, sistem manajemen logistik, dan kepemimpinan. Penelitian ini menggunakan pendekatan deskriptif kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Teknik keabsahan data yang digunakan adalah triangulasi sumber. Hasil dari penelitian ini adalah Pemerintah belum kapabel dalam melaksanakan kegiatan Sekolah Cerdas Bencana. Pada kegiatan ini kelembagaan yang kurang jelas dan kualitas sumber daya yang belum memadai, Namun dari impelementasi kebijakannya sudah berjalan dengan baik yang didukung dengan ketersediaan finansial yang cukup. Meskipun manajemen sistem logistik belum maksimal dilakukan namun kepemimpinan sudah dilakukan dengan baik.

Employee performance in a motor vehicle tax payment service is very important. Various efforts to repair and rearrangement have been taken seriously. Even so, the results still do not look encouraging, because there are still many illegal levies, inconsistent with the speed of service, and employee discipline, is still a daily sight. The research method used is a qualitative approach with a qualitative descriptive research type. Using research informants. Data collection techniques are, Observations, Interviews, and Documents. Data Analysis Techniques include Data Reduction, Data Presentation, and Conclusion Withdrawal. The results showed that the Employee Performance in the Regional Revenue Service Unit (UPPD) of the SAMSAT Banjarmasin II Office was still low because there were still officers who could not be replaced directly by anyone if they were not present unless appointed directly by the leadership, some officers were found to practice brokers secretly , and inconsistent with the speed of service. However, in the event that the service process for motor vehicle tax payments has been carried out properly because it is in accordance with the procedures established by the SOP.

Masalah pokok dalam penelitian ini adalah Bagaimanakah Kinerja Aparatur Pemerintah dalam Penerbitan Surat Izin Usaha Perdagangan Pada Dinas Penanaman Modal Dan Pelayanan Terpadu Satu Pintu Di Kabupaten Gunung Mas. Dan faktor-faktor yang menghambat kinerja pelayanan penerbitan Surat Izin Usaha Perdagangan. Penelitian ini bertujuan : (1) Untuk mengetahiu keadaan yang sebenarnya terjadi dan memperoleh gambaran tentang berbagai persoalan yang muncul dalam penerbitan Surat Izin Usaha Perdagangan. (2) Untuk mendeskripsikan hal-hal yang berkaitan dengan kinerja pelayanan aparatur pemerintah kepada masyarakat di Kabupaten Gunung Mas. Pendekatan yang digunakan adalah Kualitatif dan jenis penelitian deskriptif. Teknik pengumpulan data menggunakan dua proses kegiatan, yaitu wawancara dan dokumentasi. Sedangkan teknik analisis yang digunakan dalam penelitian ini adalah reduksi data, penyajian data dan penarikan kesimpulan.Hasil penelitian menunjukan bahwa (1) kinerja aparatur pemerintah dalam pelayanan penerbitan Surat Izin Usaha Perdagangan pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Di Kabupaten Gunung Mas sudah cukup baik karena karakteristik atau indikator good governance seperti kerangka hukum, transparancy dalam menanggapi berbagai keluhan masyarakat dapat terpenuhi dengan baik, responsiveness terhadap kebutuhan dan kondisi pelayanan sudah terlaksana ketika ada keluhan, effectiveness dan efficiency dengan menggunakan sumber yang tersedia sudah dijalankan, serta accountability bisa dipertanggung jawabkan dengan baik. (2) Faktor-faktor yang menghambat kinerja pelayanan penerbitan Surat Izin Usaha Perdagangan jika dilihat dari aspek kinerja aparatur adalah kurangnya sumber daya manusia (Pegawai) adminstrasi, dan adanya petugas yang belum memahami tugasnya.Selain itu dari aspek kualitas pelayanan perizinan seperti sarana dan prasarana masih belum memadai dalam menunjang pekerjaan karena jumlahnya yang minim dan adanya peralatan yang rusak dan belum diperbaiki atau diganti, sehingga dirasakan belum cukup mampu memberikan pelayanan good governance yang baik kepada masyarakat.Keywords : Kinerja Aparatur dan Good Governance

This study aims to analyze changes in the performance-based budgeting system. The method used in this research is descriptive method with a qualitative approach. Data collection techniques using the study of literature. The results show that the budgeting system changes because, in the traditional budgeting system, there are many weaknesses in its implementation. The change of the budget system from the traditional budget system to a performance-based budgeting system was marked by the issuance of Law Number 17 of 2003 concerning State Finance. In reality, it turns out that the application of the performance-based budgeting system is still far from what was expected. There are several difficulties in implementing a performance-based budgeting system, namely the problem of agreeing on appropriate performance measures. Therefore, the implementation of a performance-based budgeting system is only limited to meet the provision.
