Abstract

In order to improve health while increasing the physical and nutritional resistance of children at school and to encourage interest and learning abilities, the government issued a supplementary program for the provision of school children (PMT-AS) which was also carried out in the city of Padang involving many sectors starting from the city level, sub-district level, village level and school level. In this study, with the involvement of the sector and occurring at the level of the government hierarchy, this paper will examine how to coordinate the implementation of the PMT-AS program in Padang City. The research method used is a qualitative approach. The results of the study showed that the coordination that was carried out in the implementation of the PMT-AS program in Padang City had not run optimally.

Abstract

Kunci utama untuk memahami kepemerintahan yang baik (good governance) adalah pemahaman atas prinsip-prinsip yang terdapat di dalamnya. Selain itu, penyelenggaraan kepemerintahan yang baik dan bertanggungjawab baru akan tercapai apabila dalam penerapan otoritas politik, ekonomi, dan administrasi ketiga komponen good governance tersebut memiliki jaringan dan interaksi yang setara. Penelitian ini bertujuan; 1) Untuk mengetahui dan mendeskripsikan penerapan prinsip-prinsip good governance dalam pembangunan Pasar Agrobisnis Tradisional Modern Barabai di Kabupaten Hulu Sungai Tengah. 2) Untuk mengetahui dan mendeskripsikan apa saja yang menjadi penghambat dalam penerapan prinsip-prinsip good governace dalam pembangunan Pasar Agrobisnis Tradisional Modern Barabai di Kabupaten Hulu Sungai Tengah. Metode Penelitian menggunakan pendekatan kualitatif dengan tipe penelitian deskriptif kualitatif. Menggunakan informan penelitian. Teknik Pengumpulan data yaitu, Observasi, Wawancara dan Dokumentasi. Teknik Analisis Data meliputi Reduksi Data, Penyajian Data, dan Penarikan Kesimpulan. Berdasarkan hasil penelitian Good Governance dalam Pembangunan Pasar Agrobisnis Tradisional Modern Barabai di Kabupaten Hulu Sungai Tengah pada realitasnya dapat dikatakan belum optimal, karena masih terdapat dua permasalahan yaitu kurangnya akuntabilitas dan keterbukaan. Adapun faktor yang menjadi penghambat dalam penerapan prinsip-prinsip good governace dalam pembangunan Pasar Agrobisnis Tradisional Modern Barabai di Kabupaten Hulu Sungai Tengah yaitu faktor keuangan daerah (funding or budgeting), faktor pasrtisipasi masyarakat (public partisipation), dan penegakan hukum yang lemah.Kata Kunci: Good Governance, Pembangunan Pasar, Agrobisnis Tradisional Modern

Abstract

The purpose of this study was to find out how the performance of the Village Apparatus was at the forefront of public services in the Keramat Village, Banjar Regency and what were the obstacles to the performance of the Keramat Village Apparatus, Banjar Regency. This research method uses a qualitative approach with a type of descriptive research. Data was collected by carrying out observations, documentation, and in-depth interviews with 6 (six) informants. This study uses interactive model data analysis techniques according to Miles & Huberman. The results of this study show that the performance of the sacred village apparatus as the spearhead of public services is seen in terms of understanding of duties, quality, the quantity of work and work commitments is quite good, but regarding timeliness, the Sacred Village Apparatus is still not disciplined. There are three factors that inhibit the performance of the Keramat Village Apparatus, Banjar Regency, namely the lack of village facilities and infrastructure, the limited ability of the village apparatus, and the low education of the village community in Keramat Village, Banjar Regency.

Abstract

This study aims to describe the villages in Barito Kuala Regency based on the Building Village Index (IDM) and find out the direction of policies related to disadvantaged villages in Barito Kuala Regency. This study uses Mix Methodes approach, with the type of research being explanatory sequential. Based on data from the Build Village Index Recapitulation from the Barito Kuala Regency Community and Village Empowerment Office in 2017, it shows that the percentage of underdeveloped villages in Barito Kuala Regency reaches 64% or reaches 126 villages, so it must be a big concern for the local government. Determining the status of the village uses the Building Village Index by the Ministry of Village as a measure consisting of 3 aspects, namely the Social Resilience Index (IKS), the Economic Resilience Index (IKE) and the Environmental Resilience Index (IKL). In reducing the number of underdeveloped villages in Barito Kuala Regency, the government must pay attention to these three aspects to take a policy that can reduce the number of underdeveloped villages. The results showed that the Economic Resilience village was the index with the lowest value, followed by the Environmental Resilience Index and the Social Resilience Index. Based on this, the local government plan two policies, namely the first priority for village fund use which includes two things, namely increasing the economic activities of rural communities and improving the quality of life of rural communities, and the second through Integrated Village Surgery programs.

Abstract

Early Childhood Education Programs is a government way to create human resources are ready to compete in the era of globalization. The purpose of this research is to find (1) the implementing of early childhood education programs, especially in Mantui Village, Sub-district South Banjarmasin, and (2) what are the constraints of implementing process. The result of research is (1) implementation early childhood education there are not according to the standards listed in Permendiknas No.58 tahun 2009, and based on the results in the field, accredited kindegarten, the implementation is not accordance with the standards of early childhood education.(2) The most common of constraints is, human resources like most teachers have not scholar, and another constraint is facilities communication and information ,and infrastructure. The research recommend to(1) Banjarmasin Education Office :requiring teachers to graduate, not only for public servant but also private. (2) Kindergarten principal:giving priority to data management. (3) Kindergarten teachers : take more training provided by the government.

Abstract

This article was compiled against the ineffectiveness of actors' interactions in the implementation of Regional Government policies related to the use of Village Funds in Garut Regency, West Java Province to achieve the expected goals, especially to realize a prosperous Village community. This article is intended to analyze why the interaction of actors in the implementation of Regional Government policies related to the use of Village Funds has not been effective. Research uses a qualitative approach and descriptive method, with individual analysis units. Data collection through library studies, participatory observation, and unstructured interviews. While data analysis techniques are carried out by reducing data, presenting data, and drawing conclusions or verification. The results of the discussion found that; The interaction between village heads and TPKs has not been oriented towards achieving common goals effectively because collaboration between implementing actors is dominated by the authority of the village head and is less based on the principles of transparency and accountability. Based on these findings, it is recommended that to streamline the interaction of actors in the implementation of Local Government Policies related to the use of Village Funds in Garut Regency, Village Heads and TPKs need to develop a pattern of teamwork oriented towards a common goal based on collective awareness and responsibility, as well as developing principles of transparency and accountability.

Abstract

Di Indonesia pada tahun 2017 jumlah infeksi HIV sebanyak 48.300 kasus dan jumlah kasus AIDS 9.280 kasus. Lima provinsi di Indonesia dengan jumlah kasus HIV terbesar adalah Jawa Timur, DKI Jakarta, Jawa Barat, Jawa Tengah, dan Papua. Sedangkan jumlah kasus AIDS tertinggi adalah Jawa Tengah, Jawa Barat, Papua, Jawa Timur dan Bali. Sedangkan jumlah kasus AIDS tertinggi adalah Jawa Tengah, Jawa Barat, Papua, Jawa Timur dan Bali. Pemerintah mengambil kebijakan untuk menanggulangi masalah HIV / AIDS di Indonesia. Kebijakan tersebut tertuang dalam Peraturan Menteri Kesehatan Republik Indonesia Nomor 21 Tahun 2013 tentang Pencegahan HIV / AIDS. melaksanakan kebijakan tersebut melalui program Warga Peduli AIDS. Menurut Pasal 52 Ayat 1, Warga Peduli AIDS merupakan wahana partisipasi masyarakat dalam penanggulangan HIV / AIDS. Program WPA dibentuk oleh Komisi Penanggulangan AIDS di tingkat kecamatan / desa, dusun / desa, rukun tetangga, rukun tetangga. Dalam penelitian ini akan menganalisis efektifitas program WPA di Kota Surakarta dengan menggunakan model kebijakan Edward III yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi.Kata Kunci: Efektivitas, HIV / AIDS, Implementasi.

Abstract

The purpose of this research was to measure the Quality of Marriage-Based Services for Marriage Coverages Based on the Palui Application in Sungai Andai Village, Banjarmasin Society still considers services related to making Marriage Certificate is very slow due to the lack of public awareness of digital world insights. In this study the authors used a qualitative method, to get the information done through the interview. Collection of field facts notes using the method of observation-documentation, and analysis of data. The main focus in this paper is the quality of service delivery procedures for marriage attendants measured and analyzed with a qualitative descriptive approach and using 5 service quality indicators according to Zeithaml, namely: Tangibles, Reliability, Responsiveness, Assurance and Emphathy. The results showed that the quality of public services in Sungai Andai Banjarmasin Village has run quite well even though there are still residents who are not satisfied with the quality of service. Based on the processing of marriage registration services based on the Palui Applications in Sungai Andai Banjarmasin, measured by 5 indicators of service quality, there are factors influencing the quality of service of marriage attendant records covering 3 supporting factors, namely (1) work experience as supporting expertise (2) work motivation for employees enthusiasm and diligence, and (3) awareness of serving the community so as to educate well. While the inhibiting factors, namely (1) the problem of the speed of internet access Palui which makes the process slow (2) lack of public awareness of insight in the digital age (3) lack of information for the community, and (4) lack of socialization regarding a marriage certificate.

Abstract

Balian used to be a Customary Institution that organizes all life of the village community in the Meratus Mountains, including managing the village by upholding the local wisdom. Since the New Order, the paradigm of “the state-enters-the village” governs villages through its set of legislation in the governmentality scheme. Behind the shield of will to improve (KAT empowerment) as a media of discursive power (Li, 2007), the government reshape all social order and local indigenous social governance to “obey” to one formal rule. Unconsciously or intentionally, that governmentality has triggered a shift in local indigenous governance from the basis of local wisdom to the basis of modern governance, with the risk of a shift in the legitimacy of Balian’s power vis-à-vis its community. This study is built on Foucault’ theory of governmentality (1982) and Li’s will to improve (2007). The research method used in this study was a qualitative descriptive method by collecting data, in-depth interviews, and participatory observation. The shift led the role and function of the Balian to be no longer the sole holder of local governance with a local wisdom approach. In the current local governance, it is held by the Village Government, the Sub-District Customary and Balian’s Heads. The shifts that also occurred in the community included the shifting of traditional culture in selling rice which was once considered a taboo to be a commonplace thing and the tendency of the community to resolve conflicts with government institutions rather than the customary or Balian’s Heads.

Abstract

Masyarakat yang bermukim di kawasan Batang Banyu memiliki kultur pertanian yang khas sesuai dengan lingkungan alamnya. Kultur masyarakat tersebut selalu mengalami perubahan secara evolusioner. Perubahan kultur tersebut ternyata kurang adaptif terhadap kultur modern yang diintrodusir perkebunan kelapa sawit.
