Abstract

The Association of Southeast Asian Nations (ASEAN) is one of the regional organizations that aims to promote economic and security cooperation among its members in southeast Asia countries. In the dynamics of ASEAN’s journey, the most debated issue is enforcing human rights among ASEAN members. One of the bloodiest tragedies of human rights violations in Southeast Asia has known as the Maguindanao massacre in the Philippines. This research explores more profoundly the responses of the ASEAN on victims’ family requests in the case of the Maguindanao massacre. This research also applies the human rights regime theory to the role of the ASEAN Intergovernmental Commission on Human Rights (AICHR). Through bibliometric analysis by utilizing NVivo 12 plus software for data collection and data visualization, this research found the victim’s family request: further investigation, arrest of perpetrators, public awareness improvement, protection rights, and compensation. Four ASEAN member states, namely Indonesia, the Philippines, Thailand, and Malaysia, have responded to this matter. The ASEAN highlighted five responses: advocacy, lack of mechanism, non-intervention, responsibility transfer, and warn. Eventually, the AICHR has indicated the status of a promotion regime based on its involvement in these issues.

Abstract

The war between Russia and Ukraine is highly discussed in global geopolitics and geostrategy. The strategy of attacking Russia directly at the point of a vital national object, namely the power plant, which was preceded by a cyber attack at the Nuclear Power Plant in Chornobyl, followed by a conventional physical attack from the air, resulted in an energy crisis in Ukraine. The resulting war affects many sectors, such as the energy sector, food, and supply chains, especially (at the end of 2021) before the war. WTI oil price was only around 75$/barrel, but when the war broke out, the price increased to 130$ (in August: 93$). It is estimated that oil prices will not fall significantly as long as the war is not over. The direct impact of war disrupts global energy security. This research uses a qualitative study based on the theory of incremental policy from several experts who support new policies quickly and national defense and energy security. Based on the incremental policy, policies that support the strengthening of cybersecurity will be produced, ranging from cryptographic policies to the potential for highly advanced energy sector blockchains.

Abstract

The purpose of this study is to analyze the pattern of securitization in Papua using the speech act framework. Regarding the response to the change in status or terminology of the Free Papua Movement or Organisasi Papua Merdeka (OPM) to the Separatist Terrorist Group. The Securitization Theory of the Copenhagen School defines security as a social construction and process, not as an objective condition. This contrasts with the traditional security studies approach which defines security in terms of the threat, use, and control of military force by state actors. This research will focus on the pattern of securitization of the Indonesian government in Papua, referring to a case study of the change in terminology or status of the OPM from the original Armed Criminal Group to the Separatist Terrorist Group. The securitization pattern analyzed will use the speech act framework from the Copenhagen School. The research method used is qualitative explanatory with the type of case study. The result of the research is that the change in the terminology of OPM to a separatist terrorist group is part of a series of securitization processes by the Indonesian government in responding to OPM, which is seen through the speech act framework. The three patterns found are political statements, political statements, and securitization statements.

Abstract

The paper analyzes the inefficiency of the Deradicalization strategy implemented by The National Counter Terrorism Agency (BNPT), causing the issue of recidivist terrorism in Indonesia. Although the occurrence of recidivism is common in various crimes, it poses unique challenges in terrorism cases, given that the government has allocated a specific budget and established a special agency, BNPT, to tackle terrorism-related issues. The high recidivism rate in terrorism cases has prompted public concern and criticism regarding the effectiveness of Deradicalization programs. Despite the ongoing debate, this paper argues that the success or failure of Deradicalization programs cannot be measured simply by the high recidivism rates. This is because the rehabilitation of terrorists is a dynamic and progressive process that requires continuous evaluation. The authors suggest that the main problem with the program lies in the absence of clear parameters to assess the process of changing terrorist ideology, leading to biased assessments. Therefore, this paper attempts to reconceptualize appropriate Deradicalization strategies to measure and ensure the ideological changes of terrorists. The study begins with redefining the meaning of terrorism, identifying terrorist groups in Indonesia, mapping the ideology of terrorist groups, establishing ideological parameters of terrorism, and devising appropriate Deradicalization strategies to rehabilitate terrorists in Indonesia.

Abstract

The article compares the biography and terrorist portrait of two terrorists of Bangladesh: Mufti Abdul Hannan, a pioneer leader of the prominent terrorist organization Huji-B, and a lone wolf operative named Faizul Hasan. The study reveals the existence of the multifaceted dynamics of the leader (Mufti) and lone wolf (Faizul) encompassing organizational affiliation, operational independence, radicalization processes, motivations, objectives, and the scale of their operations. The study also finds that the pattern of operation of a terrorist leader (Mufti) and the lone wolf terrorist (Faizul) differed significantly in terms of planning, execution, and level of organizational support. While the terrorist leader planned and coordinated activities within a structured group, the lone wolf operated independently, planning and executing actions without coordination with others. Mufti was capable of planning and executing large-scale operations, utilizing the manpower and resources of the organization while Faizul was engaged in smaller-scale operations due to limited resources and the lack of organizational backing. The most important measure of countering terrorist leaders is intelligence gathering to understand the organizational structure and communication channel. In contrast, enhancing monitoring of online platforms to identify the signs of radicalization and raising awareness are the key measures for countering lone-wolf terrorists.

Abstract

This research attempts to map counter-radicalism in religious-based efforts carried out by a religious organization through digital platforms. With a virtual ethnographic model that focuses on text analysis, it is known that NU Online has carried out counter-radicalism through a religious interpretation approach. By targeting jihad verses, counter-radicalism is done in three ways, namely, deconstruction of the meaning of jihad, reconstruction of the meaning of jihad, and counter-narrative of jihad verses with peace verses. Apart from that, NU Online is also increasing its influence in the digital space by strengthening its narrative and identity as a moderate group with national commitment and an Indonesian perspective.

Abstract

This study delves into the intricacies of power projection strategies and counter-terrorism measures, emphasizing their relevance to small states, with a specific focus on Brunei Darussalam. Using a dual matrix model, the research categorizes various strategies based on risk-reward parameters, offering a structured insight into potential approaches these states can employ against potential aggressors. The counter-terrorism matrix is the initial focal point, recognizing the contemporary significance of terror threats and their unique challenges for small nations. Subsequently, the power projection matrix offers a broader view of defense tactics beyond counter-terrorism. By synthesizing information from primary academic sources, the study aims to provide a holistic understanding of how smaller states can navigate the complexities of modern defense and security. The findings underscore the importance of strategic alignment between power projection and counter-terrorism, promoting a dynamic defense paradigm tailored to the nuanced needs of small states.
