The cooperative has a business unit, DWH, which is tasked with developing tourism businesses to increase cooperative profits. The two DWHs were also facilitated in 2014 by GIZ (Gesellschaft fur Internationale Zusammenarbeit), an institution from Germany whose primary focus is building the Government of Indonesia to develop Tourism Villages. These two villages were significantly impacted by the organization's assistance in developing the village into tourist spots. This study aims to find out how the tour packagesinnovationoccurred at DWH Bilebante and DWH Sesaot. It can be used to describe how the tour package innovations were carried out by the two DWHs, Bilebante and Sesaot. The stage starts from finding potential and problems, data collection, product design, design validation, redesign vision, product testing, product revision, product testing, potential and problems, mass production (marketing). The study results are DWH Bilebante, and DWH Sesaot have carried out various tour package innovations but have not implemented BMC (business model canvas) to innovate tour package products. They have stepped up the process without going through product designs made in BMC, so the resulting product has no desirability, feasibility, viability. Thus these two DWHs have not been able to sell tour packages optimally with maximum value.

Semiotics is used as the basis for the meaning contained in each message, especially regarding political communication which uses a reference that every message meaning is contained in it. A political communication that uses the interactional communication model carried out by Joko Widodo and Nahdlatul Ulama convinces the public to support Joko Widodo as a candidate for President of Indonesia in 2019. Semiotics has a relationship with the prevailing culture in an area due to signs and patterns of political communication. carried out by Joko Widodo and Nahdlatul Ulama is believed to be a communication process and uses signs and figures of speech through the metaphor of political communication by referring to the communication made between the two actors to participate in seeing the communication process by sending messages to the public. Semiotics is used in a message as well as to be sent to the public. The campaign carried out by Joko Widodo has a close relationship with Nahdlatul Ulama as the two of them did to believe in all Indonesian people with the messages sent by both of them. However, the semiotic element contained in the political communication carried out by Joko Widodo and Nahdlatul Ulama invites the Indonesian people to follow what is done by interpreting the meaning of semiotics in the political messages sent by Joko Widodo and Nahdlatul Ulama to the Indonesian people.

The research shows that Binjai City has 21 Urban Villages included in the slums residential area. They are Tanah Merah, Bhakti Karya, Tanah Seribu, Puji Dadi, Binjai Estate, Rambung Barat, Rambung Timur, Timbang Langkat, Sumber Mulyorejo, Sumber Karya, Bandar Sinembah, Limau Mungkur, Paya Roba, Suka Maju, Suka Ramai, Tangsi, Satria, Berngam, Pekan Binjai, Damai, and Cengkeh Turi. The KOTAKU program gets its fund from the Kotaku program, Regional Budget (APBD), and communities' funds to manage the program. In this research, the methodology used was the descriptive method using a qualitative approach to focus on the current issues or phenomena during the research. The research shows the decrease of slums residential area from 315.6 Ha to 224.57 Ha. The implementation of the KOTAKU program has a resistor factor: the lack of socialization from the government regarding the program and the lack of community participation in the development process. This research concludes that the implementation of the KOTAKU program in Binjai City has corresponded to the local people requirements, and it creates a decrease of residential slums area to 30%. This research provides a recommendation: the government needs to make more socialization regarding the program and conduct direct coordination to the community to increase people's participation to run the KOTAKU program. The suggestion for future research is to conduct a bottom-up strategy so that many people are actively involved in the program
