Abstract

This study aims to describe the implementation of outdor study strateggies geography instruction at SMAS Laboratorium Undiksha Singaraja, covering the planning, implementation and evaluation stages, as well as student’s responses to the implementation of these strategies. This study employs a descriptive approach with data collection through interviews, observations, documentation, and questionnaries. The research subjects consisted of a geography teacher and 23 students from class XI-B at Undiksha Singaraja Laboratory High School. The results showed that the outdoor study strategy was imolemented through the stages of planning, implementation, and evaluation of instruction, which were tailored to learning objectives and characteristics of geography material. However, several challenges were encountered, such as time constraints, weather conditions, and supervising students during the activities. Nevertheless, the outdoor study strategy received during the activities. Nevertheless, the outdoor study strategy received a very positif response from students, with an average response score of 87,09, indicating that learning outside the classroom is able to increase student engagement and provide a meaninggul learning experience.

Abstract

This study aims to analyze the implementation of CBT, identify the impacts of sustainability practices, and develop an innovative sustainability-based CBT model for rural tourism in Bali. A qualitative approach employing a case study method was adopted in three tourism villages: Cemagi, Aan, and Celuk. Data were collected through in-depth interviews, observations, documentation, and Focus Group Discussions (FGDs). The findings indicate that the implementation of CBT has generally been effective; however, several challenges remain, including limited human resources, inadequate infrastructure, weak stakeholder coordination, and the inconsistent of sustainability principles. Based on these findings, the study proposes an innovative sustainability-based CBT development model consisting of five key components: Responsible Tourism, Human Resource Development and Training, Public–Private Partnership (PPP), Cultural Preservation-Based Tourism, and Tourism Area Life Cycle (TALC). The proposed model is expected to serve as a practical framework for fostering a more participatory, adaptive, and sustainable development of tourism villages in Bali.

Abstract

The textile and clothing industry in Bandung Regency is one of the national strategic manufacturing sectors, yet its activities bring critical ecological impacts. Many textile industries discharge liquid waste directly into the Citarum River Basin (DAS Citarum), exceeding the Wastewater Quality Standards (BMAL), which triggers environmental degradation as well as socio-economic losses for the surrounding community. This study aims to analyze the effectiveness of the application of administrative sanctions by the Regional Government of Bandung Regency against textile industries violating BMAL and to identify the juridical and non-juridical factors that obstruct such law enforcement. The research method used is empirical juridical (socio-legal) with three approaches: the statute approach, the case approach, and the sociology of law approach. Data were collected through in-depth interviews with officials from the Environmental Agency (DLH) and relevant industrial management, documentary studies, and field observations, which were subsequently analyzed qualitatively. The results of the study indicate that there are three main typologies of waste quality standard violations by the textile industry, namely deliberate bypassing of waste channels, under-dimensioning or overloading of the Wastewater Treatment Plant (IPAL), and self-monitoring data malpractice. Although regulations post-Job Creation Law have tightened the instruments of administrative sanctions (including the introduction of administrative fines), their implementation in the field is still considered ineffective and has not provided a deterrent effect. This ineffectiveness is caused by juridical factors in the form of bureaucratic loopholes due to the centralization of supervisory authority to the national level after the Job Creation Law. Meanwhile, non-juridical factors include the limited number of Regional Environmental Supervisors (PPLHD), minimal operational budgets, and the compromising attitude of the local government to maintain the investment climate and employment. Reorganizing supervisory coordination and consistent administrative law enforcement is urgently required to achieve ecological justice in Bandung Regency.

Abstract

Village fiscal policy is a key instrument in strengthening village autonomy, expanding public services, reducing poverty and accelerating equitable development. However, the size of fiscal transfers to villages does not in itself guarantee that such allocations will yield optimal public benefits. This article aims to evaluate the Village Fund allocation policy by using three main dimensions as benchmarks: fiscal effectiveness, distributive justice, and legal accountability. The research employs a normative legal methodology, utilising a legislative approach, a conceptual approach, a policy approach, and a case study approach through a review of previous empirical research. The analysis examines the legal framework governing villages, changes introduced by Law No. 3 of 2024, Government Regulation No. 16 of 2026, Minister of Finance Regulation No. 7 of 2026, and the policy on the prioritised use of the Village Fund for 2026. The research findings indicate that the Village Fund policy has contributed to rural development and poverty reduction; however, the design of its allocation and the measurement of its success still face challenges: an expenditure orientation that places too much emphasis on administrative compliance, variations in the capacity of village governments, disparities in needs between villages, and the sub-optimal relationship between budget allocation and outcome indicators. Policy evaluation needs to shift from an absorption-based approach to one based on outcomes, risk, objective needs and the quality of public services. This article recommends strengthening a needs-based allocation formula, integrating data on poverty and regional characteristics, implementing risk-based oversight, ensuring digital transparency, and establishing performance indicators that link village expenditure to improvements in community welfare.

Abstract

This study aims to examine the role of the Social Service Agency of Boyolali Regency in implementing basic social rehabilitation outside institutional care in fulfilling the right to education for neglected children caused by parental divorce and to identify the challenges faced in its implementation. The research method used is empirical juridical with a socio-legal approach through primary data obtained from interviews and secondary data from literature and relevant regulations. The findings show that the Social Service Agency of Boyolali Regency has implemented various services such as family-based care, social assistance, social assistance programs, temporary shelter services, and referrals to childcare institutions to support the fulfillment of children’s basic needs. The discussion also reveals that the fulfillment of children’s right to education is carried out through affirmative education pathways and inter-agency coordination to ensure children can continue accessing formal education. The main challenges identified include difficulties in determining the status of neglected children, dependence on the condition of family-based care, and complex inter-agency coordination.

Abstract

Legal protection for Umrah pilgrims is an essential aspect of Umrah administration, considering that pilgrims are in a vulnerable position to various risks arising from travel services that may not comply with applicable legal provisions. This study aims to analyze the legal protection afforded to Umrah pilgrims under Law Number 14 of 2025 concerning the Third Amendment to Law Number 8 of 2019 on the Organization of Hajj and Umrah Pilgrimages, as well as to examine the implementation of the law in protecting the rights of Umrah pilgrims at PT Arminareka Perdana. This research employs an empirical legal research method with a juridical-empirical approach and a descriptive-analytical nature. Data were collected through library research and field research and subsequently analyzed using qualitative methods. The findings indicate that Law Number 14 of 2025 has strengthened legal protection for Umrah pilgrims through regulations concerning the licensing of service providers, enhanced supervision, strengthened legal responsibilities, and the imposition of sanctions for violations that cause harm to pilgrims. The implementation of these provisions at PT Arminareka Perdana is reflected in the provision of standardized services, transparency of information, responsible management of pilgrims’ funds, and the fulfillment of pilgrims’ rights throughout the Umrah pilgrimage process. The effectiveness of such legal protection is influenced by the compliance of service providers, government supervision, and public participation in monitoring Umrah administration to ensure legal certainty, justice, and protection for pilgrims.

Abstract

The development of digital technology and social media has driven the transformation of e-commerce practices, particularly through the TikTok platform, which integrates promotional and transactional functions into a single digital ecosystem. In practice, influencers play a significant role in influencing consumers’ purchasing decisions through the promotional content they share. However, it is not uncommon to find advertisements containing false, exaggerated, or misleading information, which has the potential to cause harm to consumers. This study aims to analyze the forms of legal protection provided to consumers against misleading advertisements by influencers in e-commerce transactions on TikTok, the legal liability of influencers and business operators for resulting losses, as well as law enforcement efforts against such practices. The research method employed is normative legal research using a statutory approach, a conceptual approach, and a case study approach. The data sources used consist of primary, secondary, and tertiary legal materials obtained through a literature review. The results of the study indicate that legal protection for consumers is regulated under Law No. 8 of 1999 on Consumer Protection, the Electronic Information and Transactions Law, and regulations related to electronic commerce. Influencers and business operators may be held legally liable if they are found to have disseminated false or misleading information that results in consumer harm. Law enforcement can be carried out through preventive measures such as monitoring and education, as well as through repressive measures such as dispute resolution, compensation, or the imposition of sanctions in accordance with applicable laws and regulations.

Abstract

Children as perpetrators of sexual violence present a complex legal issue because it involves balancing two interests simultaneously: the enforcement of criminal law and the protection of children’s rights as minors. This study aims to examine the legal status of children as perpetrators of sexual violence under Islamic law, as well as the forms of legal protection provided to child perpetrators of sexual violence within the national legal system. The methodology employed is a normative legal study using a qualitative descriptive approach, utilizing secondary data—including primary, secondary, and tertiary legal sources—collected through a literature review and analyzed qualitatively. The results of the study indicate that in Islamic law, the legal status of children as perpetrators of sexual violence is determined by the concepts of ahliyah (legal capacity) and taklif (imposition of legal responsibility); thus, children who have not yet reached puberty (baligh) or the age of discernment (tamyiz) cannot be held fully criminally liable as adults, and the sanctions applied take the form of ta’zir, which are educational and rehabilitative in nature. Meanwhile, under national law, protection for child perpetrators of sexual violence is governed by the 1945 Constitution, the Child Protection Act, the Juvenile Criminal Justice System Act, and the Sexual Violence Crimes Act, which consistently prioritize the best interests of the child, restorative justice, and diversion as the primary foundations for handling children in conflict with the law. This study concludes that Islamic law and national law share a common ground in prioritizing a rehabilitative approach over a purely punitive one toward child perpetrators of sexual violence.

Abstract

The development of information technology has encouraged schools to utilize websites as a means of providing information and communicating with stakeholders. However, the existence of a school website must be balanced with service quality that meets user expectations. This study aims to evaluate the level of user satisfaction at the SMK Nusantara Weru website using the End-User Computing Satisfaction (EUCS) model. The study employed a quantitative approach with a survey method using a Likert-scale questionnaire. The study respondents were 90 students selected as active users of the school website. The EUCS model was used to measure user satisfaction based on five dimensions: content, accuracy, format, ease of use, and timeliness. Data analysis was performed using multiple linear regression and supporting statistical tests. The results showed that all EUCS variables simultaneously had a significant effect on user satisfaction. Partially, the variables content, accuracy, format, and ease of use significantly influenced user satisfaction, while timeliness showed no significant effect. The format variable was the most dominant factor influencing website user satisfaction. The findings of this study are expected to provide a basis for schools to improve the quality and management of their websites as effective and user-oriented digital information services.

Abstract

This study aims to develop interactive learning media to increase student learning activity in the tenth grade of SMAN 1 Kuala Kapuas. The research method applied is Research and Development (R&D) using the ADDIE model (Analysis, Design, Development, Implementation, Evaluation). The research subjects consisted of 36 tenth-grade students, alongside material and media experts who acted as validators. Data were collected using expert validation sheets, student learning activity observation sheets, and student response questionnaires. The results showed that the developed interactive learning media is highly valid and feasible, achieving an average validation score of 89.3%. Furthermore, the implementation of this interactive media significantly enhanced student learning activity. Observational data revealed an increase in the classical percentage of active learning, from 45.5% (categorized as low) before the implementation to 82.4% (categorized as high) during the implementation. The interactive elements such as immediate feedback, gamification quizzes, and multimodal content successfully stimulated students' visual, oral, and mental activities. The study concludes that interactive learning media is an effective pedagogical tool to transform passive classrooms into engaging, student-centered learning environments.
