Abstract

General elections (elections) that took place in the post-new order era (1999-2014) with various changes to the electoral system and the results of the elections have presented a different geopolitical situation than before. This condition resulted in a "new" geopolitics at every level of the election, including in North Sumatra Province. This paper aims to explore the transformation of ethnic Chinese political channels in North Sumatra province in the 4 post-New Order elections in the context of the election of members of the regional parliament for North Sumatra province. This paper uses a qualitative descriptive method. Data obtained through interviews, literature and documentation. The interview informants came from several ethnic Chinese politicians, several political party officials and ethnic Chinese community leaders in North Sumatra. The results of this paper get a transformation of changes in ethnic Chinese political channels as a response to the strengthening of democratic values and opportunities to gain political office are increasingly wide open.

Abstract

This study aims to find out how the leadership role of the Sitanggor Village Head, Muara sub-district in increasing community participation in village development. This research is used as information material and can provide useful input for the leadership of the Sitanggor Village Head, Muara District, North Tapanuli Regency. In conducting this research, the researcher used qualitative research methods. The results of this study indicate that the village head must be able and try to build the village according to his vision and mission by involving all elements of the community. The village head must also be able to invite the community to jointly participate in building Sitanggor Village, and in making decisions the village head must implement a deliberation system. In Leadership, it is hoped that the village government and the community can establish good relations and cooperation, with the same goal, namely the success of village development which will have a good impact on improving community welfare. The village head as a leader must be able to carry out coordination and communication, because coordination is absolutely necessary in an organization, because the organization is the executor of the management function of a leader.

Abstract

The purpose of this study was to determine changes in the mechanism for distributing Non-Cash Food Assistance in Siempat Nempu Hilir District, Dairi Regency, precisely in Jambur Indonesia Village, Janji Village, Sopobutar Village, Laesering Village. Dunn argues that an evaluation can be interpreted as an estimate that gives numbers and values. Evaluation has to do with gathering information about a value or usefulness of obtaining policies in conveying reliable information about work or general regulations using evaluation indicators namely: Effectiveness, Efficiency, Adequacy, Alignment, Responsiveness. The research method used is descriptive qualitative. Data collection techniques used are interviews and documentation. The data was analyzed using the stages of data reduction, data analysis and drawing conclusions. The informants in this research were key informants (District Head of Siempat Nempu Hilir), main informants (BPNT Recipients). The results of this study indicate that changes in the mechanism for distributing Non-Cash Food Assistance are very well received by the community because people can use the assistance for their own needs so that the purpose of the program can work, namely for the welfare of the poor.

Abstract

The purpose of this study was to determine the effectiveness of the Family Hope Program (PKH) in improving the welfare of the community in Lawindra Village, Umbunasi District using descriptive qualitative research methods and data sources obtained through interviews and documentation studies. The informants in this study were village heads, beneficiary communities of the Family Hope Program (PKH). The results of this study are that the effectiveness of the Family Hope Program (PKH) in Lawindra Village, Umbunasi District, South Nias Regency is running smoothly and in accordance with existing regulations and the role of the village government there in a good perspective as evidenced by the statements of some of the people they interviewed said that the service from village government officials there is quite good, the inhibiting factors for the Effectiveness of the Family Hope Program (PKH) in Lawindra Village in the process of collecting data on PKH program beneficiaries, technical assistants to PKH, technical distribution/distribution, and use of PKH program funds, supporting factors in the implementation of the PKH program are the provision of Automated Teller Machines (ATMs) and individual account books for PKH beneficiaries. As for the suggestions from the author in the distribution of the Family Hope Program (PKH) the administrators pay more attention to it so that the assistance provided is right on target

Abstract

This study aims to determine the role of the Village Consultative Body in Development Planning in Dolok Margu Village, Lintong Nihuta District. The type of research used was qualitative research with data collection methods through observational studies, interviews and direct documentation at the Dolok Margu Village Office, while the informants in this study were the Village Head as key informant, Chair of the Village Consultative Body and BPD Members as the main informant, and community leaders as supporting informants. The results of the study show that the implementation of the main tasks of the Village Consultative Body in the governance of the village of Dolok Margu has not been fully carried out optimally based on the law that has been set. Constraints on the non-implementation of the functions of the Village Consultative Body due to factors, lack of knowledge such as incompetent human resources regarding the duties and functions of the Village Consultative Body (BPD) due to the very low level of human resources education, as well as land budget adjustments that have not been optimal and factors facilities that do not yet have a special office for the Village Consultative Council which causes the Village to be in the planning, implementation and supervisory stages not running effectively.

Abstract

This study aims to determine how effective the M-Paspor service is in passport management and to find out what are the differences between the M-Paspor service and the previous service model. The method used in this research is descriptive qualitative method. Data collection techniques with primary data collection in the form of observation and interviews, and secondary data collection in the form of documentation. The results of the research conducted concluded that according to the analysis of the indicators of effectiveness namely, understanding of the program, on target, on time, achievement of goals and differences in services in the M-Passport program with the previous model had a positive impact through indicators of real change having been achieved, but in understanding the program it is hoped that implementers can be more informative in providing information about passport services on the M-Paspor application. The policy recommendations are expected to increase socialization, display creativity in socialization, and the public can understand and understand the process of making passports properly and correctly.

Abstract

This study aims to find out how the public perceives the service quality of the Toba Regency Population and Civil Registration Service (Study on Making E-KTP and KK). The method used in this research is descriptive qualitative while the number of informants is 11 people. This study uses data analysis techniques consisting of data reduction, data presentation and drawing conclusions. The results of the study show that the quality of public services in the Population and Civil Registration Office of Toba Regency seen from the tangible dimension (physical evidence) does not meet the quality of service properly, the Reliability dimension of employees has carried out in a timely manner according to applicable regulations and has standard procedures in carrying out the function as a service to the community so that it runs in a structured manner, the Responsiveness dimension means that employees have shown a responsive attitude to the community the officers will respond well and quickly, the Assurance dimension that guarantees certainty of service time and guarantees of service costs is good but not yet provide satisfaction to the community as service users, the last dimension, namely Empathy (Empathy) in providing services also behaves unfairly and is still indiscriminate (discriminatory). In accordance with the research that has been done, service officers at the Population Administration and Civil Registration Office of Toba Regency still discriminate between people who provide services

Abstract

This research examines the Implementation of Floating Net Cage Management Policies on the Socio-Economic Conditions of Floating Net Cage Farmers (Case Study in Tanjung Bunga Village, Pangururan, Samosir Regency). The aim of this research is to determine the impact of controlling floating net cages on the socio-economic conditions of farmers floating net cages in Tanjung Bunga Village, Pangururan, Samosir Regency. The type of research used in this study was qualitative research. The research location was in Tanjung Bunga Village, Pangururan, Samosir Regency. The data collection in this study was obtained using interview and documentation techniques and then processed into narrative form. The informants in this study were key informants, namely the Head Tanjung Bunga Village, the main informants were floating net cage farmers. The results of the data transcripts were analyzed by managing, preparing data, sorting, coding, interpreted then concluded. The results of this study concluded that there were pros and cons in this policy where floating net cage farmers objected to the control of floating net cages but on the other hand the control of floating net cages was also carried out to protect and preserve Lake Toba as an KSPN area.

Abstract

This study aims to determine the obstacles or challenges in the implementation of policies for dealing with street children in the Medan City Social Service. Street children are a social problem that has become a trend of life in big cities in Indonesia, including the city of Medan. In the context of handling street children, the Medan city government, in this case the Medan City Social Service, has implemented handling programs based on Regional Regulation Number 6 of 2003 concerning the Prohibition of Homeless and Begging and Immoral Practices in Medan City. The handling programs that have been carried out so far are considered to be effective and relevant to the existing problems, but even so, it turns out that street children are still found at certain points in the city of Medan, for example at Simpang Pos Padang Bulan. The type of research conducted in this research is qualitative research. Where this research goes into the field that has become the object of research to obtain data sources, such as conducting interviews with informants directly and also making direct observations. The results of this study indicate that there are obstacles in the implementation of policies for handling street children in the city of Medan which causes street children to still exist in the city of Medan even though handling programs have been implemented.

Abstract

This research focuses on the use of digital wallets among students at HKBP Nommensen University, Medan. With the aim of knowing whether there is an effect of using digital wallets on consumptive behavior in HKBP Nommensen University Medan Students. This study uses a quantitative approach with a causal associative method. The population in this study were even semester 2020/2021 students at HKBP Nommensen University Medan with a total sample of 99 respondents. In this study the sampling technique used the Sample Probability method with the Proportionate Stratified Random Sampling type. Data collection was carried out using a questionnaire distributed via Google Form. The results of this study indicate that the use of digital wallets has a positive and significant effect on consumer behavior among students at HKBP Nommensen University Medan.
