Abstract

The purpose of this article is to ascertain the theory of change that by providing income assistance, consumption transfers and empowerment interventions, the poor and vulnerable groups overcome risks of falling into extreme poverty. This article adopted a cross-sectional descriptive survey research design to assess the effect of social protection on outcome variables. Both probability and non-probability sampling techniques were used. A random selection of regions, districts and households was conducted for obtaining quantitative data. Whereas, non-probability sampling techniques of purposeful sampling was used for selecting key informants to provide qualitative and rich information on the studied social protection programmes. The sample size was 204 distributed into on-programme (102 households) and non-programme (102 households) in Tanga and Mtwara regions. Triangulation methods includes use of both quantitative and qualitative methods in data collection and analysis of before and after interventions to determine net effect of social protection policy. Productive Social Safety Net  is a Tanzania social protection policy intervention to overcome poverty to poor households. It  provides cash transfers to increase households’ income, health insurance to increase access to health services and economic empowerment to increase employment and income generating opportunities. The study results indicate positive significant (r=.159*, P<.05) relationship between Productive Social Safety Net (PSSN) and poverty reduction in Tanzania, results also proved positive significant (r = -.284**, p<=01) relationship between health insurance and poverty. This means implementing social protection policies reduces intergenerational poverty in the Sub-Saharan Africa.  These are triangulated with qualitative voices saying “ our group, we are able to buy equipment when we get funds from Economic empowerment, we buy hall and chairs. This enables us to get income. I use for food in my family “. As for NHIF, it helps when I go to hospital I see the doctor, I get medical treatment”. However,  no single social protection intervention can reduce poverty because poverty is multi-dimensional. While economic empowerment reduces income poverty through enabling job creation, income generation activities and asset building, productive social safety net enhances social capital to overcome intergenerational poverty through conditional cash-transfers on child education attendance and improved nutritional status. The article implies that multiple social protection interventions produce effect on poverty reduction based on the PSSN, health insurance and economic empowerment interventions in Tanzania.

Abstract

The research explores the nexus between taxation laws, climate change control, and energy transition acceleration, focusing on Indonesia's legal framework and international commitments. Highlighting Indonesia's ratification of the Kyoto Protocol and its subsequent policies, including the adoption of carbon taxes, the study underscores the need for effective fund allocation to combat climate change and accelerate the transition to renewable energy sources. Using a normative juridical research approach, the study analyzes legal provisions, literature, and comparative frameworks to elucidate the regulatory landscape. It identifies gaps in the current legal framework concerning carbon tax allocation and calls for establishing clear regulations to ensure transparency, accountability, and efficiency in fund utilization. Drawing upon legal principles such as environmental justice, prevention of environmental damage, and sustainability, the study advocates for a holistic approach to environmental protection and management. It proposes recommendations for formulating government regulations, emphasizing the importance of defining terms, outlining implementation procedures, and instituting mechanisms for monitoring and evaluation. Ultimately, the research underscores the pivotal role of law in addressing climate change and advancing sustainable development. By aligning taxation laws with environmental objectives, Indonesia can harness carbon tax revenues to foster renewable energy development, mitigate climate change impacts, and promote long-term ecological sustainability

Abstract

Napan Village, North Bikomi District - North Central Timor Regency - East Nusa Tenggara is some of the areas that border Indonesia on land with neighboring countries. Napan Village shares a land border with Timor Leste. Various issues regarding security, prosperity and the environment in development often arise. This research was conducted to develop models dynamically in three development scenarios using these three approaches. The research sample was obtained using a questionnaire distributed to 78 respondents consisting of village soldiers and police, Napan village officials, the North Bikomi sub-district head, and border officers in Napan village. From the results of the questionnaire, descriptive analysis and multiple regression analysis were carried out to obtain a regression model of the influence of security, prosperity, and environmental approach variables on border area development. Next, the analysis results are used to develop a system dynamics model with three simulation scenarios. The reference used in this simulation is the average data value for each variable minus and adding one standard deviation and the equation resulting from multiple regression analysis. The simulation results show that the target for achieving development in border areas will reach 73% within 5 years if input from security, prosperity, and environmental factors is increased from the current condition of 8% for security, 6% for prosperity, and 9% for the environment. Furthermore, it is recommended to increase development on factors in security, prosperity, and environmental approaches according to these results so that in the next five years significant progress can be achieved, which reaches almost double the current conditions.

Abstract

MARKAS is the only application for the Education Department to manage reporting of BOS funds based on the Joint Circular Letter (SEB) of the Ministry of Home Affairs Number 907-6479-SJ and the Ministry of Education and Culture Number 7 of 2021. This research aims to find out the users’ perception on the implementation of MARKAS in reporting Dana BOS at Education and Culture Office of Pontianak City. This research used a qualitative method with a descriptive approach. The data collection techniques used are interviews, observation, and documentation. The data analysis is carried out by reducing data, presenting data, and drawing conclusions. This study found that there are perceived ease and usefulness in using the application. Even though there are various obstacles experienced by users, the application is very influential in assisting in reporting BOS funds. The government needs to develop applications to overcome existing obstacles. It is hoped that this research can provide benefits to literature and educational materials related to the use of information technology for the development and improvement of the MARKAS application system in the future.

Abstract

The certification program for settlements on the water is carried out as a form of ensuring legal protection for community settlements on the water. So far, it has been difficult for the community to get a certificate because they are above the sea, not on land like people who generally live on land. The purpose of this research is to find out and describe the policy networks involved in the implementation of the overwater settlement certification program in Kawal Village, Gunung Kijang District, Bintan Regency. The theory used is Van Waarden's theory (1992) with indicators of actors, functions, structures, institutions, rules of action, power relations, and actor strategies. The results of this study show that the policy network involved in the implementation of the overwater settlement certification program consists of the Central Government, Provincial Government, District Government, and Village Government. The mechanism for implementing the overwater settlement certification program in Bintan Regency, especially in Kawal Village, is based on the Decree of the Director General of Marine Spatial Management Number 15 of 2023 concerning Guidelines for Facilitating Approval of Conformity of Marine Spatial Utilization Activities for Local Communities in Coastal Areas and Small Islands.  The implementation of this program certainly has obstacles in the field, namely related to coordination between agencies, especially at the regional level, on the implementation of socialization, facilities and access when going to the field. Researchers suggest the need to empower policy networks outside the government and the private sector.

Abstract

This study discusses how the application of public sector accounting and the quality of government officials in preventing financial reporting fraud in the Pekalongan city government and the purpose of this study is to examine how fraud prevention is influenced by organizational ethical behavior and internal control systems. BPK found a number of problems in cases of low quality financial reporting and non-compliance with statutory provisions. Methodology Approach, Design and Methodology Participants in this study consisted of OPD staff in Pekalongan City totaling 61 respondents and for the sample using Purposive sampling is a sampling technique, while direct surveys and questionnaire distribution are survey methods. Analysis with the Smart PLS Version 3.0 Application. Based on the research findings, the SAP implementation variables and the quality of government officials have a significant effect on preventing financial reporting fraud.

Abstract

The PANDAWA program is a public service policy innovation at the West Pasaman Regency Population and Civil Registry Service. This program was created as a solution to limited access and the long distance people travel to get public services to the Disdukcapil office. This research aims to evaluate the implementation process of the PANDAWA Program at the West Pasaman Regency Dukcapil Office. This research uses qualitative methods by prioritizing primary data from interviews with informants, with the application of George C. Edward III's theory. Data collection techniques use interviews and observation. The research results show (1) communication: transition, clarity of information and consistency is implemented effectively. (2) disposition shows an attitude of commitment and meets expectations (3) The bureaucratic structure has clear SOPs and fragmentation. (4) Resources include staff who still need personnel who have an IT or computer educational background that is linear with the program, for facilities such as computers, additional procurement of better quality is necessary. Lastly, for network facilities disdukcapil must apply for addtional network capacity to the west West Pasaman Communication and Information Services as an institution that facilitates internet networks for all West Pasaman Regency local government organization. So that with this innovation we can create excellent services for the community.

Abstract

This study aims to analyze the implementation of the Corporate Social Responsibility (CSR) program of PTPN V in Pantai Raja Village, Perhentian Raja District, Kampar Regency, and identify the factors inhibiting its effectiveness. The research employs a qualitative approach, guided by the implementation theory, which includes six key indicators: standard policies and objectives, resources, characteristics of implementing agents, communication between organizations and implementing activities, social conditions, and attitude disposition of implementers. Data were collected through interviews, observations, and documentation and analyzed descriptively. The findings reveal that the implementation of CSR regulations in Pantai Raja Village is hindered by several factors, including the absence of the CSR Forum's role in program execution, limited communication between the company and local government, lack of transparency regarding the company's capacity to implement CSR programs, and insufficient coordination between stakeholders. Furthermore, weak communication and collaboration between the company, government, and local communities exacerbate the issue. Based on these findings, the study concludes that the CSR implementation by PTPN V in Pantai Raja Village is categorized as underperformed. Enhanced communication, transparency, and stakeholder collaboration are recommended to improve CSR program execution and achieve its developmental objectives effectively.

Abstract

This study examines the effectiveness of advocacy and communication strategies employed by the Bojonegoro Institute in Bojonegoro and WALHI in Bangka Belitung, focusing on their impact across social, economic, environmental, and political dimensions. Advocacy and communication are pivotal, interdependent components in addressing environmental and social issues caused by institutional or corporate operations. The research adopts a descriptive qualitative methodology, utilizing in-depth, unstructured interviews with purposive sampling to identify key informants. The findings reveal that advocacy and communication significantly contribute to the existence and success of non-governmental organizations (NGOs). The Bojonegoro Institute’s advocacy promotes equitable and sustainable governance in the oil and gas sector, while WALHI in Bangka Belitung pushes for environmental crisis mitigation through governmental policy interventions. Socially, both organizations enhance public awareness of environmental and social issues. Economically, the Bojonegoro Institute boosts local productivity, investment appeal, and income levels, whereas WALHI’s initiatives enhance tourism, agricultural production, and economic resilience. Environmentally, these organizations strengthen conservation efforts and public environmental consciousness. Politically, their strategic advocacy facilitates policy-making for regional sustainability. In conclusion, effective advocacy and communication strategies enable NGOs to achieve their objectives and provide substantial positive impacts across multiple aspects of regional development. The synergy of these strategies reinforces their pivotal role in fostering societal well-being and environmental stewardship

Abstract

Social safety nets are a useful weapon in the fight against poverty. The purpose of this study was to examine the types of safety nets that exist in response to addressing poverty alleviation and vulnerability in Malawi and Zambia. Also, to explore various policies and practices that can be implemented to foster societal resilience to emerging shocks, particularly those of climate change and Covid-19. The study established that in both countries, safety net programmes have had some positive impact on the vulnerable households, as well as acting as a major source of income, especially for older beneficiaries. Similarly, these programmes have  enhanced productivity and food security for smallholder farmers. The study concluded with  policies that can be implemented to foster household resilience, to emerging shocks in both countries.
