Abstract

This study aims to analyze the effectiveness of the implementation of disaster-resilient tourism development policies carried out by the Padang City Government. The research was conducted in 11 districts in Padang City, with informants being stakeholders who play a key role in the implementation of this policy, such as the Mayor of Padang, the Regional Secretary of Padang City, the Padang City Council, the Padang City Tourism Office, the Padang City BPBD, members of the Balawisata Padang, members of Pokdarwis Padang, the Board of the Disaster Risk Reduction Forum (FPRB) Padang, members of the Disaster Alert Group (KSB), as well as Non-Governmental Organizations involved in the implementation of this policy, such as the Tsunami Alert Community (Kogami) Padang, and the Disaster Alert Cadets (Tagana) Padang, Districts and Villages under the policy’s supervision, as well as the communities in the target areas of this policy. The research method used is descriptive qualitative, with informant selection using purposive sampling techniques, combining data from observations, interviews, and documentation, and interpreting both etic and emic data in an integrated manner. The results of this study conclude that overall, the implementation of the disaster-resilient tourism development policy by the Padang City Government has been carried out but is not yet effective. This is due to several factors, such as the lack of regulations and derivative documents that can serve as guidelines, which has caused stakeholders and the community to be hesitant and passive in implementing the policy. Furthermore, in terms of integration, the lack of communication and coordination between policy implementers at the city level and stakeholders at the district and village levels has resulted in a relationship pattern that does not align with what was initially planned. Regarding the adaptation instrument, the limited facilities and infrastructure owned by the village and district offices have caused the policy implementation to stagnate in these areas.

Furthermore, the R-square value of 0.563 indicates that the program accounts for 56.3% of the observed behavioral changes, while the remaining 43.7% is attributed to other unexamined variables. Statistical testing using ANOVA yielded an F-value of 131.254, which is greater than the F-table value of 3.09, with a significance level of 0.000 (< 0.05), confirming a positive and significant relationship between the program and behavioral changes. The study concludes that the social rehabilitation program implemented at the Class IIA Tanjungpinang Narcotics Penitentiary effectively improves inmates' behavior. The supporting factors for the program include 1) a mentality that does not give up easily, 2) professional instructors, 3) effective handling methods, 4) support from the family. Meanwhile, the inhibiting factors include: 1) limited budget, 2) limited human resources, 3) minimal information at the sub-district/village level, 4) lack of self-confidence, and 5) difficulty in accessing capital. Abstract

This study aims to explain and provide a comprehensive overview of the strategies employed by the two candidate pairs for Regent and Deputy Regent in the 2024 Pilkada campaign in Rembang Regency, using Erving Goffman’s Dramaturgy Theory approach. This research adopts a qualitative method, utilizing both primary and secondary data sources.  Primary data were collected through observations of five posts on the Instagram accounts of both candidates. The author observed these accounts over two months, from the beginning of the campaign period on Wednesday, September 25, 2024, to Saturday, November 23, 2024. Secondary data were gathered through literature studies, including journal articles, e-proceedings, and books, which served as additional sources. The collected data were then analyzed using the Dramaturgy Theory framework.  The analysis reveals that both candidate pairs actively construct their public image on social media, particularly on Instagram. Their primary objective is to highlight their religious identity to gain public sympathy in Rembang Regency. Their campaign strategy involves engaging with local Kiai and Ulama—positions they adopt as Santri within the Dramaturgy framework—and showcasing these interactions on Instagram, a key political communication platform. This approach aims to strengthen their positive reputation in a predominantly religious society, thereby enhancing their public image among the people of Rembang Regency.

Abstract

The digital transformation of Micro, Small, and Medium Enterprises (MSMEs) in Pangandaran Regency faces several challenges, including limited technological understanding, market access constraints, and financial limitations. To address these challenges, state-owned enterprises (BUMN) and private sector entities have initiated training and coaching programs to empower digital-based MSMEs. However, comparative studies on the effectiveness of these initiatives remain limited. This study aims to (1) assess the impact of training and coaching on the performance of MSMEs supported by BUMN, (2) evaluate the impact of similar programs on MSMEs assisted by the private sector, and (3) analyze the differences in their effectiveness. Employing a descriptive comparative method with a quantitative approach, this study surveyed two MSME groups: those assisted by BUMN and those supported by private enterprises. The findings indicate that training programs conducted by BUMN significantly enhance MSME performance, while private sector training has a positive but statistically insignificant impact. Conversely, coaching activities provided by private companies exhibit a stronger influence on MSME performance compared to BUMN. Although differences exist between the two groups, they are not statistically significant. These findings highlight the need for optimizing training and coaching methodologies across sectors to maximize MSME empowerment. Future research should explore additional influencing factors and incorporate qualitative approaches for deeper insights.

Abstract

This study aims to analyze the strategic role of Ad Hoc election bodies in the implementation of General Elections in Luwu Regency, as well as to identify the challenges encountered throughout the election process. The research adopts a normative-empirical legal method, employing statutory, historical, comparative, and conceptual approaches. Data were collected through the examination of primary and secondary legal materials, which were systematically analyzed to address legal issues and practical conditions in the field. The findings reveal that Ad Hoc election bodies play a crucial and decisive role in ensuring the success and credibility of electoral processes. However, their legal status and authority are not yet explicitly and comprehensively regulated under Law Number 7 of 2017 on General Elections. Furthermore, budget limitations significantly affect various aspects of election administration, including the training of election officers, the quality of logistical arrangements, and the integrity of vote casting and counting processes. Therefore, it is necessary to revise the existing law to reinforce the legal framework governing Ad Hoc election bodies and ensure adequate budget allocation to support an efficient, transparent, and accountable election process. Legal protections must also be strengthened to prevent any form of intervention or intimidation against Ad Hoc election bodies during all election stages.
